CITY OF CARMEL-BY-THE-SEA COMMUNITY PLANNING & BUILDING DEPARTMENT

INTEROFFICE MEMO

TO: Doug Schmitz, City Administrator

FROM: Rob Mullane, AICP, Director of Community Planning and Building

DATE: July 7, 2015

REF: Community Planning and Building Monthly Summary - May

Attached are the monthly activity reports for May 2015 for the Planning Permits, Building Permits, Encroachment Permits, and Code Compliance Cases.

For Code Compliance, City staff fielded a total of 44 code compliance requests. Of these, 29 were closed by the report run date of July 1st for an initial closure rate of 66%. Code Compliance staff will continue to work on open cases to bring these to resolution. For the requests logged this month, the average initial investigation turn-around time was 1 to 2 business days.

TRENDS:

The number of code compliance requests was 29% less than the previous month. The number of requests fluctuates from month to month. The most common types of code compliance requests remain unpermitted signage in both the commercial and residential areas, Right-of-Way (ROW) violations, lighting issues, and unpermitted construction including landscaping, site coverage changes, and fencing.

NOTES:

The workload in code compliance remains a challenge for City staff. However, with the City Council’s adoption of the 2015-2016 Fiscal Year budget, additional staffing will be retained through contract code compliance staff. Community Planning and Building staff have solicited qualifications from firms that provide such services, and will be interviewing potential candidates later this month.
