• BDD#4 approved Interlocal Agreement and MOU. • GCWA approved the easement abandonment. • Coordinated with developer and MUD engineer regarding the agreement

and GCWA easement abandonment. • Engineering staff preparing developer agreement for Council approval. • Engineer submitted 90% Pond, CR 403 PS&E package for staff review. • Engineer revised H&H report, per staff review. • Submitted clarifications to USACE PCN for outfalls and weir. • Engineer met with Geotechnical engineer to clarify geotechnical report. • Submitted parking lot plan to potential vendor for solar lighting layout. • Property acquisition ongoing.

Far Northwest Wastewater Treatment Plant Improvements Design Engineer: Binkley & Barfield Inc. Progress this period:

• Council approved design contract. • Coordinated with Public Works staff to create work plan for manufacturer’s

repairs to decanter. Planned activities for the period ending February 29, 2012:

• Coordinate with Public Works wastewater staff. • Submit work plan and schedule manufacturer offer to repair decanter

components on one of the four decanters. • Schedule Kick Off meeting for Design and begin Preliminary Design.

• Staff completed review of PER and discussed comments with Engineer. • Preliminary costs show project cost to be slightly over budget. • Mary’s Creek crossing is sized to avoid further USACE permitting. • Engineer revising PER and reviewing estimated construction costs.

Planned activities for the period ending February 29, 2012:

• Submit Final PER for review. • Begin coordination for property/easement acquisition. • Begin utilities coordination. • Initiate Final Design. • Coordinate with BDD#4 staff.

Project schedule:

• Design: February 2011 to September 2012. • Draft PER: November 2011 (Delayed due to Fite alternate route) • Final PER: March 2012 • Construction: pending Council approval of construction budget.

BellaVita Waterline Interconnect Design Engineer: Freese & Nichols, Inc. Progress this period:

• Public Works made TS&V connection and works behind Bella Vita. • USACE responded that wetland findings from previous environmental

report for Dixie Farm Rd Park property will not be revised. • Obtained GPS coordinates for wetland areas from Harris Co. Pct. 1. • Reviewed preliminary plans for critical segments. • Completed minor contract amendment for survey work due to alternate route at

Bella Vita connection. • Completed survey work. • Coordinated with Harris Co. Pct. 1.

Planned activities for the period ending February 29, 2012:

• Public Works continues water line installation around Bella Vita Detention. • Prepare for Villa Verde connection. • Identify wetlands and begin preparing plans. • Engineer to begin structural analysis of bridge for water line. • Coordinate and send project updates to HOAs. • Continue property acquisition/easement acquisition. • Coordinate with Harris Co. Pct. 1 and Harris Co. Flood Control for easements.

• Reviewed the location of boardwalk and trails. • Reviewed parking site plan for Ph1 and 2 and identified need to refine parking. • Met with Planning to review parking lot. • Staff reviewed 30% schematic PS&E design.

Planned activities for the period ending February 29, 2012:

• Meet with Planning to confirm parking spaces and layout. • Determine type of boardwalk and final location. • Architect to submit 60% PS&E. • Coordinate with KPB. • Initiate Final Design.

Pearland Parkway Extension Progress this period:

• Received Consultant Qualifications from 17 firms. • Shortlisted and interviewed 5 firms. • Made selection and scheduled meeting with TxDOT to develop scope.

Planned activities for the period ending February 29, 2012:

• Define project scope with TxDOT, obtain cost proposal and complete negotiation. • Prepare for Council consideration of Design Engineer contract. • Review right of way, environmental and utility coordination requirements.

Bailey Road (Veterans to FM 1128) Design Engineer: Wilbur Smith Associates (WSA) Progress last period:

• Proposal from WSA for modifications to the plans to address TxDOT comments at FM 1128 intersection received.

• Phonoscope completed fiber relocations. • Comcast has completed their relocations. • AT&T has completed relocations from the west end of the project to Harkey

Rd. Waiting on a schedule for the remainder of the relocations.

Planned activities for the period ending February 29, 2012: • Send comments on proposal for intersection revisions at FM 1128 to the

consultant. • Continue acquisition process to obtain last parcel along the alignment. • Continue utility relocations

• Held monthly update with Freese & Nichols. Awaiting 100% plan submittal • Held coordination meeting with the developer and county engineers, County

representative and Developer. The County returned 90% plan comments to the engineer just before the end of 2011.

Planned activities for the period ending February 29, 2012: • Receive 100% plans from Freese & Nichols, review and return

comments to the engineer in preparation for advertising per the developer agreement.

• Receive and review developer’s water & sewer and lift station plans.

Project schedule: • Consultant Selection – 2nd thru 3rd Quarter 2008. • PER – 3rd Quarter 2008 thru 2nd Quarter 2010 • Design – 2nd Quarter 2011 thru 4th Quarter 2011

Cowart Creek Diversion Project – Detention Pond & Diversion Ditch Design Engineer: JKC & Associates, Inc. Progress last period:

• DD4 continued excavation of diversion ditch west of CR 143. Approximately 3,800 linear feet of Diversion ditch West of Veterans Drive have been excavated. Approximately 2,800 LF of back slope swales on the North side of the Diversion and 423 LF on the South have also been excavated. Recent rains during January have impeded the progress of spoils disposal or fine grading activities.

Planned activities for the period ending February 29, 2012:

• Received response from the County approving exceptions to the standard design criteria since this is a maintenance project rather than new construction.

Planned activities for the period ending February 29, 2011:

• Release ESPA to complete design upon receipt of County’s acceptance of deviations from standard design criteria

Project Schedule:

• Re-grade Roadside Ditches: Bid, award and begin construction – dependent upon progress of diversion ditch.

Cowart Creek Diversion Project – Pump Station Design Engineer: Montgomery & Barnes, Inc. Progress last period:

• Received 90% structural plans for review. Planned activities for the period ending February 29, 2012:

• Receive full set of 90% construction plans for review and return comments to the engineer.

Old Alvin Road Water Line Design Engineer: Charles D. Gooden Consulting Engineers, Inc. Progress this period:

• Consultant began final design phase services.

Planned activities for the period ending February 29, 2012: • Engineer to continue final design phase services.

• Consultant Selection – 4th Quarter 2010. • Design/Acquisition – 1st Quarter 2011 thru 1st Quarter 2012

SH 35 South Water Line Design Engineer: HR Green, Inc. Progress this period:

• City staff received and reviewed 60% design plans. Plan review comments received from adjacent utilities. Plans were also submitted to TxDOT for ROW permit.

• Progress meeting this month revealed that a recent plat along the alignment granted a 25’ utility easement which may allow the line to be moved out of TxDOT’s ROW for the entire length of the project. Consultant is investigating this further and will adjust the plans accordingly before the next submittal.

Planned activities for the period ending February 29, 2012: • Engineer will submit 90% plans for review.

• Majority of the Trail has been installed. Awaiting signage to complete manufacturing so it can be installed and the surrounding concrete areas can be completed.

• Shade structures have been installed and well as irrigation.

Planned activities for the period ending February 29, 2012: • Install park furnishings and decomposed granite and seating and

picnic nodes. • Final grading and clean-up. • Await arrival of and signage and mid-block crossing equipment.

Twin Creek Regional Lift Station Design Engineer: Pate Engineers, Inc. Progress this period:

• Held project open house on January 31st and UofH Clear Lake Pearland campus. Had approximately 20 residents in attendance.

• Returned 90% plan review comments to engineer.

Planned activities for the period ending February 29, 2012: • Receive 100% plans from the engineer in preparation for advertising.

Cullen Parkway Improvement (Beltway 8 to FM 518)

Progress this period: Phase I Work within the City Limits

• TxDot has nearly completed revisions to the pedestrian signals along the portions of work within the City limits. These and all signals are due to be reviewed by City once this work is complete.

Phase II

• Storm trunk line on west side is complete from Clear Creek to Park Entrance Kilnar Road

o Roadbed excavation is well underway along the west side from the park driveway to the creek. Storm trunk has been backfilled and grad work is being done on select fill

o Park Road is currently closed for installation of storm sewer trunk and schedule to reopen on Jan 31

• Rough road bed excavation has been partially completed south of Clear Creek

• No work has been started on bridge structures at this time

Planned Activities for period ending Jan. 31, 2012: Phase II work will continue on storm drainage northward from Park Road towards Fellows Rd.

o Expect a one or two day closure for the trunk crossing at Fellows, exact date not set yet.

o Progress largely delayed due to weather and some utility conflicts • Continue to liaise with TxDoT to provide advanced warning of work or lane

changes and traffic impediments

Project Schedule (Phase II) • Street Preconstruction Conference Oct. 2011.

o Official Start Date was Nov.,2011 o Construction Contract Time, 16 months o Completion Date: February 2013

Public Safety Building

Design Engineer: JE Dunn/ Wilson Estes Police Architects Design Builder: JE Dunn CM: In House Billed to Date: $ 19,934,641 % Billed: 100.27 Contract Days Used: 786 to substantial completion % of Contract Days: 100 Progress this period:

• The LEED review by the USGBC continues. JE Dunn has contracted with a separate MEP consultant to provide an energy model for the building. The model will then be used to test actual energy consumption against and the results entered into the LEED documentation.

o Initial estimates by the new consultant indicate that additional points may be obtainable from the new energy model and, if so, will be applied in the revised building analysis

• Design Architect has prepared their response to the requests for additional information stemming from the initial review of submittal documentation. This response now awaits completion of the energy analysis for final submittal.

• J.E. Dunn and Wilson Estes Police Architects remain actively involved and committed to obtaining the LEED certification for the project.

Planned Activities for period ending Jan. 31, 2012:

• Continue to monitor LEED website and interact with design team on developments in the project review and assessment

• Held design kick-off meeting April 2008. • Break ground Nov.2008. • Building construction began December 2008. • Final Acceptance was issued July 8, 2011

• Final Acceptance walk through found two items not complete to the satisfaction of project team:

o Water quality discharge filter not installed o Key pad missing from fuel pump kiosk #2

• Punch items are being run, one is now complete • Balancing Change order was issued and signed Jan. 17.

o Contract topped out at $2,084,158.64 (approx. $44K less that original contract)

o Final payment has been approved, Retention ($104,207.93) is being held for completion of final punch items

• Contract close-out is underway, Maintenance bond in place and contractor running warranty items

• LEED Documentation is still being collected by the Engineer

o The contractor has begun lime stabilization of this central area and is now about 50% complete

o Work has begun to replace intersection pavement with McHard Road 50% complete and the Walmart/ PISD intersection started.

• The environmental study is complete at the FM518 intersection. o Results indicate that while some hydrocarbons were

discovered they do not believe that the problem is pervasive throughout the intersection.

o TxDoT has determined that a work protocol will be used in the contaminated areas of the intersection with FM518. This will begin with a test hole for dewatering and a TCEQ permit for disposal of possibly contaminated ground water resulting from the drilled foundations for Signal Poles at the intersection. This work is schedule to begin in early Feb.

o Once the signal pole foundations are installed the contractor will begin work on the intersection replacement. This will require major traffic detours and extensive weekend and night time work.

• Staff continue to work to develop plans for median modification on FM518 (Broadway) for the Quiet Zone railway crossing.

o These plans must be approved by the local TxDoT office prior to being submitted to BNSF Railroad and the Federal Railroad Authority.

o A Notice of Intent to create a Quiet Zone, extending from Walnut, on the south, to Orange Street, on the north and including Broadway has been drafted in preparation for the approval of the FM518 median plans.

o The City will apply for a Variance for Walnut due to dimensional constraints at that location and if granted will include that crossing in the Notice of Intent.

o The NOI has a sixty day comment period for all interested parties to comment. If no critical comments are received and the variance is granted for Walnut then the City will issue a Notice of Quiet Zone Establishment, no less than 21 days from the completion of the 60 review period, and the Quiet Zone will be in place.

Planned Activities for period ending Jan. 31, 2012:

• Contractor’s efforts are focused on the central area of the work with subgrade preparation followed by base and bond breaker then paving at each of the major intersections.

o All intersection pavement is being done with “fast-track” concrete requiring minimal curing time prior to the return of traffic.

• Once all of the intersections have been completed the contractor will continue paving operations from the north towards the south, paving through the median cuts. This is will cause these locations to be unavailable to motorists for short periods while the pavement cures

• The existing signal poles have mandated the use of water filled barriers to control the flow of traffic into one lane. The barriers will remain until after the new signal is in place and the existing poles removed.

• Cobblestone pavers will be installed in the medians upon completion of the signal work.

Planned activities for the period ending February 29, 2012:

• Continue coordination between BNSF, TxDOT, Centerpoint, and AT&T to resolve remaining utility and traffic signal conflicts.

• Prepare the balancing change order. Project Schedule and Significant Milestones:

• Project will not be closed out until the new Traffic Signal has been installed because of the block outs for the poles. The plan is to reduce the retainage to cover the cost of completing the work when the new signal is installed and the existing signal poles removed.

• Attended bi-weekly progress/update meeting. • Traffic was switched to westbound only on January 5, 2012 to begin construction of the

south lanes of the roadway. • The pavement was poured between Mykawa and Woody on January 28, 2012. The

remaining roadway between Woody and Hatfield is scheduled to be poured February 6, 2012.

• The contractor began milling the side streets in preparation of asphalt transitions. • There were several gas line conflicts. The line at Woody and Orange had been moved

incorrectly by Centerpoint prior to the onset of the project. Centerpoint lowered the line to allow the project to connect to the existing storm line at the southwest corner of Woody and Orange.

• Additional gas line conflicts at the intersection of Willow, Plum, Rose, and Elm proved to be more problematic because Centerpoint had previously moved their lines according to the plan set which did not correctly depict the existing storm line. To work around this issue, the contractor, with the approval from Public Works, offset the manholes to avoid moving the gas line a second time.

• The property at the corner of Hatfield and Orange is holding water. A trench has been dug on the property to allow water to flow to the ditch on Hatfield.

• Pipe had to be added to the driveways on both the north and south side of the roadway between Mykawa and Hatfield because the plans did not allow for a 3 to 1 slope which if not corrected would have resulted in erosion and possible collapse of the driveways. This plan revision will result in an overrun of 12” HDPE.

• The storm inlet at SH 35 was hit by a truck, breaking the top. It will have to be reinstalled at the end of the project.

• Addressed a number of citizen complaints and concerns regarding the construction. Planned activities for the period ending February 29, 2012:

• Continue to monitor the sidewalks on the north side of Orange between San Antonio and Mykawa to see if they return to the planned elevation.

• Continue to monitor the combined phase work to mitigate any impact it has on residents and businesses.

• Continue to monitor the schedule and line item overruns.
