The cluster commander of the Police in the area, Brigadier Sylvia Ledwabahas urged communities not to take the law into their own hands, but toestablish a good working relationship with the Police in combating crime intheir villages.

Brigadier Ledwaba visited Mokutung, adjacent to Echo Caves, during thepast week to give her condolences to the Mzila family after the murder of their17 year old daughter.

She assured the community that that the case and other in Mokutung isreceiving attention from an investigator from her office. Last week a housewas burned down after the girl’s murder. As a result Brigadier Ledwaba’s visit,the community elected a Community Policing Forum to strenghten relastionswith the Police in the area.

‘Do not take the lawinto your own hands’

OnMonday 7 Aril 2014 Tubatse Policearrested a 33 year old man in connectionwith housebreaking and theft.

On that day the police received a reportin Ga Mashamothane that communitymembers have arrested a suspect inconnection with housebreaking and theft .

The Police made follow-ups andproceeded to the said place and on theirarrival , a 32-year old alleged that when shewoke up in the morning of 07 Aril at about02:00 she noticed that the house wasbroken into in Ga Madiseng. Items such as acellphone, food and a wheelbarrow weremissing.

Later in the morning communitymembers tracked spoor of the wheelbarrowand it led them in to a certain house in GaMashamothane. A man was present in thehouse, while the wome’s stolen propertywas also in the house. After she identifiedher property, the Police were called andother community members also managed toidentify some of their goods, such asgroceries in the house.

On the Police’s arrival the suspect wasarrested for possession of suspected stolenproperty and also for housebreaking andtheft. The stolen items were alsoconfiscated. The suspect is expected toappear in the Praktiseer Magistrate‘s courtsoon.

Sekhukhune District budgetsR1614 million for 2014 / 2015

Community members around Burgersfortflocked to Sekhukhune District Municipality’spublic participation meeting at NthamePrimary School near Burgersfort onWednesday this week. In the hot seat wasthe Executive Mayor of the DistrictMunicipality, Cllr Mogobo David Magabe,explaining to people what the DistrictMunicipality plans for the rest of 2014 and2015.

Of the R1614 million the municpalitybudgets for, about R600 million or 37 percentof the entire budget will be utilised foroperating expenditure, while 63 percent orjust more than R1000 million will be used forcapital projects.

During his pesentation of the budgetMayor Magabe outlined the powers andfunctions of the District Municipality, sayingthe district municipality is resonsible for firefighting, local tourism, certain municipal

airodromes, municipal planning, municipalhealth services, municipal public transport,markets, municipal abbatoirs, regional landfill sites, water and sanitation.

Challenges experienced at the momentare a bloated organisational structure, waterprovision: operations and maintenance andbulk supply, underspending on capitalprojects, low revenue generation, assetmanagement and inacessible land for offices,inadequate projects monitoring, informationcommunication technology and an inability toattract talent.

Pockets of excellence of the municipalityare administrative stability, an improved auditopinion, implementation of austeritymeasures, performance management systemfor senior managers and stable labourrelations.

In view of the challenges and positivepoints Mayor Magabe said the five key focus

areas for the new budget will be maximisingown revenue funds, reducing the the budgetdeficit 10 percent year on year, improvingplanning on the municipal infrastructureprogramme, reducing municipal servicedelivery backlogs and adherence to budgetprinciples and guidelines.

Priority spending areas will be bulkpurchases, especially bulk water supplies,repairs and maintenance of waterinfrastructure (at least 10 percent of theoperating budget to be spent on this aspect)and employee costs.

In total a deficit of R62,9 million isforecast for this budget in comparison to areal deficit of R69,6 million for the previousbudget. Furthermore the mayor alsoannounced proposed tariff increases forwater supply for areas billed by the districtmunicipality and the various localmunicipalities.

We as government wish that moreand more private companies can immolatethis exceptional example by facilitating skillsdevelopment projects for our young people”is the view that was expressed bySekhukhune District Executive Mayor, CllrMogobo, David Magabe during the launch ofthe Trans Caledon Tunnel Authority’s(TCTA) Passport to the Future project thatwas launched at Eerstegeluk onWednesday.

The project, initiated by TCTA on behalfof the Department of Water Affairs hasembarked on the project with its constructionpartners of the De Hoop Dam pipeline,

Aurecon Ndodana joint venture and BasilRead upon realising that the youth in theareas of cannot apply for jobs as they lackthe necessary skills.

According to the TCTA 44,4 percent ofyouths in Greater Tubatse MunicipalityWards 2, 27, 28, 29 and 31 are unemployed.Dr T Shale of TCTA told the audience at the

launch function held at the MapodileThusong Service Centre (where the projectwill be based), that although employmentwill not be offered by the project,empowerment to apply for employment willbe the result, with skills such as computerliteracy taught to beneficiaries.

Mayor Magabe called for women andpeople with disabilities also to be included inthe programme, which entails three intakesof a 100 youths each.

Each group will receive skills training fora period of three months.

Mayor Magabe said that the governmentin this area was always in favour of socialcompacts and partnerships betweengovernment, the community and the privatebusiness sector and that working togetherwill ensure that nothing is impossible.

The launch was also attended bytraditional leadership an communitymembers, while world renowned Sepedi jazzmusician from Limpopo, Malatjie took theMapodile community by storm during thefunction.

Baby steps to the top of the mountainOn Monday this week, the General Manager of TwickenhamMine, Peter Ott hosted a stakeholder breakfast.At the event docations were handed out and relationshipsstrengthened through an effort to communicate the mine’sintentions in the area.Printers were handed to the following secondary schools:Makuane, Moseki, Lepenye, Mpetjie, Ntwampe, Tekanang,Makgamathu and Mape. The Makgopa Traditional Authorityreceived new chairs for the tribal offices and theMamadiTshona Football Club received new kit. The SAPSalso received two printers.Peter Ott explained to the audience that the day’s donationsand networking were part of the baby steps the mine is takingin conjunction with the community to grow and benefiteveryone.He said: “The next 3 years will be challenging. Later whenPhasha’s Kraal comes in, this mine has the potential to goup to extracting 800 000 tons of ore a month where it iscurrently aiming for 400 000 tons. The mine’s life span is

between 50 and 70 years, so the Twickenham dream isbig”.The mine is also prioritising schools and aim to assist withskills development in the area. To accommodate theforeseen growth in infrastructure development and artisansand skills needed in the development of the mineTwickenham will be integrating with various community andbusiness structures.Kgoshi Mashabela thanked the mine for their contributionsand donations towards the community. He also encouragedthe audience to work with the mine in achieving theTwickenham dream as this will result in growth andopportunity for the communities. He added that strikes andillegal protests will only make it difficult for the mine to assistthe community. Both he and Peter Ott welcome a goodrelationship that will result in a bright future for everyone.At the function Twickenham emphasised their commitmenttowards the fight against poverty and improved educationthat will result in locals becoming employees in later life.

Mr Thembisile Booi said: “The thing is, allpoliticians are liars – white or black. Peopleare angry with political parties who don’tworkshop their people to realise that there isno quick fix. It takes time to build houses,roads etc. Politicians just want to be electedfor their own benefit. I am not an ANCmember but they’ve done a lot so far. Someprotesters are tsotsi’s and hooligans. Theytake advantage of a protest situation tobreak things down”.

Mr Gilbert Manaso said: “I think it is causedby people who were patient long enough,but it does not mean that they must destroywhat we’ve already achieved. They arefrustrated by the politicians that don’t tellthem the truth. If government tell the peopleeverything – their challenges, successesand failures and do so continuously, thepeople will understand if things take timeand they won’t be so violent”.

Mr Joas Mokota and Ms Susan Shabangu said: “People don’t see service delivery –presumably because of incompetence of government employees. Apartheid died 20 yearsago. People just want service delivery - nothing less, nothing more. The powers that bemust prioritise community needs and appoint competent people to deliver the services.

Mr Mervyn Reddy said: “I think emptypromises is the reason people get violent atprotests. It is just frustration”.

Mr Frank Majwede said: “It is the frustrationcausing people to do violent things duringprotests. Apartheid has nothing to do withit”.

Mr Lawrence Kekana said: “Yes, it comesfrom there. During apartheid it was allowedand when people got violent they saw results.Now they believe that if they are violent andburn things etc. their complaints will getsorted out. People believe they’ve gotgovernment’s attention if they are violent”.

Service delivery protests are nothing new inSouth Africa. This week President JacobZuma responded to questions regarding thisissue in parliament.He condemned the violence that has markedmany such protests and emphasised that hehas in numerous occasions called forrestraint.“I have also pointed out that the violentnature of community protests needed to beattended to. We need to address the citizensof this country on the culture of violence thatwas inherited from our apartheid past, thatwe have not been able to shake off untilnow,” he said.Zuma told parliament that service delivery toall citizens had been prioritised. To assistwith the delivery, a Performance Monitoringand Evaluation Department, has beenestablished within the Presidency. In hisspeech the President also encouragedmunicipalities to strengthen relations withother government departments so thatservice delivery can take priority.Government has in recent monthsimplemented various measures to try andimprove service delivery in municipalities.Zuma explained that this is “going beyondreceiving reports from departments and toundertake hands-on visits to assess thedelivery on our five priorities and otherprogrammes of government”.Locally the Sekhukhune District MunicipalityMayor, Cllr. Mogobo David Magabe visitedinfrastructure projects such asimprovements of water supply in areas suchas Praktiseer. During his visits challengeswere identified and a new time frame set outto ensure completion and service delivery assoon as possible. Visits such as this weredone all over the district where projects arecurrently underway.The Department of Public Services andAdministration as well as the NationalTreasury are embarking on initiatives toclose loopholes in the supply chainmanagement, prevent officials from doingbusiness with the state as well as erradicatecorruption.Platinum Gazette this week asked readerswhy they think people often display violentbehaviour at protests? Do they agree withPresident Jacob Zuma about the culture thatwas inherited from the apartheid era?During the course of the interviews variousreaders were too scared that they would bevictimised should they air their opinions.One said: “No, it is just before the elections.People might come and burn down myhouse if I tell you what I think about this”.

Mr Alfred Mdluli, Mr Lawrence Matjie, Mr Elvis Komana and Ms Surprise Mokoena said: “No, it is not like that! Even Zuma himself is corrupt.Now he says he did not ask for the work at Nkandla so he will not pay. We have to pay e-tolls and we did not ask for it, so he has to pay!People are not happy with the ruling party. That is why they break and burn things. Not even half of the promises Mandela made to thepeople came true 20 years later”.

Mr Modiba Mojela said: “People arefrustrated. Apartheid has nothing to do withviolence now. Everyone knows what Zumais doing. People just want services. 20years is too long to wait. People willunderstand things take time, but then theremust be no corruption and incompetence ingovernment”.

Ms Sindy Mashego said: “For the past 20years we voted and were promised water,electricity, roads and houses. Now somepeople are still drinking water with theanimals. I don’t think people learned thisviolence in apartheid. It is becausegovernment don’t deliver”.

Mr Mohlatsi Mohlalasaid: “It happensbecause peopledon’t get freehouses. There is noelectricity and water.There are no roads.What Zuma says isnot right. We did notinherit this violentway from apartheid.I am a born free. Iwas born in the NewSouth Africa. I didnot get anythingfrom apartheid.People just wantservices”.

Left: Mr TlaisoMalapane said:“People are tired offalse promises.Apartheid is just anexcuse. Peopleshould startdelivering instead ofmaking promises. Iam also tired”.

Mr Thabo Makofane said: “Always ahead ofelections people deliver solutions, but 2years back there was nothing. People getviolent at protests because they don’t getwhat they want. Service delivery is not good.People get violent about that, not because ofanything related to apartheid”.

Ms Petunia Mahlo, Ms Betty Rankwe and Ms Lerato Lewele said: “People in protests were promised things and thepromises were not fulfilled. So people get angry. They don’t offer the services people need and that is why there istoo much crime and violence. Most people are however peaceful, but they are frustrated. No, it is not apartheidcausing this, it is the current lack of services. Mandela had shown the way but the politicians don’t walk in hisfootsteps. The ruling party is trying to satisfy themselves, not us”.

Day one saw the youngsters settlingin and forming friendships. As they participatedin different fun but physically demanding teambuilding activities, they learned the importanceof trusting each other and allowing others toassist them. After each day of activitiesstudents got a chance to express the thoughtsand feelings about relevant current affairstopics. And a revelation that despite their

different lifestyles, cultures and languages,each of them dealt with the same types offeelings and difficulties was discovered. Strongfriendships were created and the 43 youngstrangers soon became a close knit family.On the fourth day of the Boxer YouthLeadership Programme, the 43 lucky studentswere surprised by South African singer/songwriter, Zahara. This talented entertainergraced the camp with a huge smile andbeautiful inspirational message. When Zaharaappeared, the learners were overcome withemotions. Tears of joy and unbelief streamed

Op Dinsdag 8 April het die Beskermings-eenheidvan Atok en die Polisie se Honde-eenheid vanPolokwane by Laerskool Atokia besoek kom aflê.Adjudant Offisier Eugene Grobbelaar het baiemooi aan die leerders van die skool die doel vandie verskillende tipe honde wat deur die eenheidgebruik word verduidelik. Daarna het die hondewat onderskeidelik dwelms en springstof uitwyshulle vernuftigheid gewys in ‘n demonstrasie.Mnr. John Haw van die Beskermingseenheid vanAtok was ook daar en het aan die leerders gewyshoe ‘n Patrolliehond ‘n verdagte inhardloop entot stilstand bring.Die leerders het nie net die vertoning geniet nie,maar het ook baie geleer.(Inligting & foto’s: Laerskool Atokia).

Soccer and netball at the SABCThe Modikwa Soccer and Netball teams visited the SABCinJohannesburg on 29 March.The teams took an educational tour at the studios inAuckland Park but also played some sports against theSABC sporting teams. The Modikwa soccer

team won 6-0against the SABCand in a secondgame against TNT

travel express the Modikwa players won 8-2.The netball team played agains the SABC team andwon 17-2. Another game against Sun Internationalwas also won 16-12.The SABC sports teams will be visiting Modikwa totour their plant and shaft during May. Thorburn Socurity Solutions presentedtheir annual golf day at Tubatse ChromeGolf Club last weekend.44 Players participated in the day and ateam of Caddies sponsored and fullyequiped by Thorburn Security Solutionsalso participated.The players shared in the prizes, goodfood, drinks, golf shirts, towels and otherspecial goodies prepared by Throburn.Thorburn also sponsored new bibs forcaddies at Tubatse Chrome Club. This ispart of an initiative to make the trainedcaddies identifiable and more presentableat the Club.

A new addition to the ThorburnCommunity Golf DAy was the participationof the new Thorburn subsidiaries -Thorburn Technical Solutions (North) andThorburn Cleaning Services. They’ll soonbe providing their services in theSekhukhune area.The day’s purpose is to give back to thecommunities in which Thorburn operatesand teams consisted of clients, localleaders, schools, communityorganisations and Thorburn employees.Thorburn would like to thank everyonewho assisted in making the day asuccess.

Modikwa Management rewarded theirunderground employees by taking some ofthe best performing employees to a gamebetween Sundowns and Kaizer Chiefs.The Manong and Strong Eagles crewsachieved their production targetsuninterrupted in 4 months consecutively. TheSafety Disky production teams interventionhelped both crews throuhg team building tore-group and come back from poorperformance. Modikwa represented atSAMSA golf tournament

The South African Mining SportsAssociation(SAMSA) annually hostsdifferent sporting events where minesthroughout South Africa compete againsteach other. The Modikwa Golf Teamconsisting of Willem Montgomery, LionelReeder, Willem van der Merwe and PietMuller took part in the golf tournamentwhich was held in Virginia at theSandriver Golf Course in the Free State.Twenty six teams took part and the teamfrom Modikwa travelled the furthestfollowed by teams from Union Sectionand Amandelbult.This was a very well organized eventhosted by Sibanye Gold’s, Beatrix Mineafter the event was almost cancelled dueto the industrial action in the Rustenburg

area, most of the teams fromRustenburg did not attend. Benji Monyane, Chairperson of SAMSAthanked the management team ofBeatrix for organizing the event on suchshort notice.The competition was won by a teamfrom Beatrix Gold Mine - this must havebeen the home course advantage theyhad!Even though the Modikwa team did notwalk away with the laurels they enjoyedthe day and would like to thank theModikwa management team for theopportunity to represent the mine at theevent.(Information & photograph: WillemMontgomery)

Tubatse Masters took on Tubatse Chrome ina friendly soccer game hosted at WinterveldRecreational Club on 3 April 214.The two teams played good soccer and bothsides created scoring opportunities.The score board was opened by TubatseChrome when George Maluleka managed toscore a goal. Later int he first half LuckyLubisi scored a two goals for TubatseMasters.The half time score stood at 2-1.In the second half Dolphin Ngele and TomasLubisi scored for the Masters while TubatseChrome added to their score with the help ofCollen Nzimande.The final score was Tubatse Masters 4 andTubatse Chrome 2.(Information and photographs: JerialMovundlela).
