Notes from the Supervisor’s Offi ceThe question of when spring will fi nally arrive is one that
I believe many Guilderland residents have been asking themselves lately. Th e winter of 2010-2011, with plenty of snow and cold weather uninterrupted by a midwinter thaw, is one that all but the hardiest fans of winter recreation would probably just as soon see the end of. For those winter enthusiasts, Guilderland continues to off er its winter menu of recreational activities such as cross-country skiing, snowshoeing, and sledding in our parks. For the rest of our residents, I’ll just point out that the days are getting longer, and that the calendar says that spring is just around the corner.Th is is a generally quiet time of year at Town Hall, but we can tell that spring is close when folks start calling to inquire about summer camp. Our Parks and Recreation Department is in the fi nal stages of planning for this popular program. Th e brochure describing this summer’s off erings will be mailed to residents in late March, and will also be available on-line at www.townofguilderland.org and at www.guilderlandrec.com. Th e registration period for the summer camp program begins on April 1, with registrations processed either on-line at www.guilderlandrec.com or in person at the Guilderland Parks and Recreation Offi ce on Route 146, across from the entrance to Tawasentha Park. Th is program seems to become a bigger favorite of our residents every year, so you should check for the brochure later this month and plan to get your registrations in as early as possible to insure the widest range of choices from among the many programs off ered.Th e Town is in the process of negotiating a cable TV franchise agreement with Verizon, which would enable that company to off er its FIOS TV product to residents, along with the telephone and Internet access products the company currently off ers in Guilderland. Upon approval of an agreement, Verizon would be able to off er this service wherever in Guilderland they installed fi ber-optic cable. Th e company’s plan is to initiate this service on the eastern end of Guilderland, which is more densely populated, and to gradually extend its fi ber-optic network west
to other parts of the Town. Finalization of the contract will result in Guilderland’s residents having more options to choose from for their telecommunication services, and will also generate additional revenues for the Town in the form of franchise fees.We are also in the process of discussing with the New York State Department of Transportation a plan to reduce the speed limit on Route 146 in the Guilderland Center hamlet. Th is arrangement will be the direct result of the recommendations of the neighborhood master plan for Guilderland Center that the Town conducted last year in collaboration with the Capital District Transportation Committee. During the public meetings held as part of the process of developing the neighborhood master plan, it became clear that a reduction in the speed limit in the developed area of the hamlet was a high priority of the residents due to their concerns about pedestrian safety. Aft er the plan was issued, the Guilderland Traffi c Safety Committee took up the matter and dealt with the Department of Transportation, which recently agreed to consider the reduction. We anticipate that the lower speed limit may go into eff ect later this spring.I have learned that Our Towne Guilderland will be moving to a new location on Western Avenue in Guilderland soon. I would like to take this opportunity to wish Lowell Knapp every success as he grows his business here in Guilderland, and to thank him again for providing the Town with the opportunity to communicate with our residents through this column.

Q. Dr. Oshins, what are dental sealants, who should use them,
and how long do they last?
A. Sealants are a thin, plastic coating that are meticulously placed on the
chewing surfaces of teeth – usually the back teeth (the pre-molars and molars)
– to prevent tooth decay. The liquid sealant quickly bonds into the depressions
and grooves of the teeth forming a protective shield over the enamel of each
tooth.
Typically, children should get sealants on their permanent molars and pre-
molars as soon as these teeth come in. In this way, the dental sealants can
protect the teeth through the cavity prone years of ages 6 to 14. However,
adults without decay or fillings in their molars can also benefit from sealants.
Well placed sealants can protect the teeth from decay for many years. They do
need to be checked for chipping or wearing at regular dental check ups.

Perseverance
I like to repair things around the home myself. I enjoy working with tools, though I don’t always have the right
one. I also like the satisfaction of being able to keep things in reasonable repair without the aid of an expert. Th is does mean, however, since I am not an expert, that I have also experienced quite a few signifi cant learning curves and required some measure of perseverance. Recently, I had to replace the seal on the drum of our washing machine. I ordered the part on line and researched installation tips. Most articles claimed an installation rating of easy with a duration of about a half hour. It took me two and a half hours. Th e challenge was that there was a wire that ran the circumference of the seal that was held together by a spring that needed considerable force to stretch and reinsert. Using pliers, I failed and smacked my hand so many times that I was shocked. At about 11PM I hit a wall, at which I questioned how many times I could fail and still keep trying. I almost stopped, thinking I would do it later, or cave in and call a repair service. I thought of my Taekwondo students and what they would say if I gave up. But they would never know, I thought. Th en I remembered writing about Integrity last month and I realized I had to pretend they would know. In the end I persevered, and very close to the end of my rope, succeeded.Every time we sit at the board to write words of great character before children’s class, inevitably one of the children will raise their hand to say perseverance. Th e children demonstrate this during class by powering through situations in which they are tired or having challenges. Th e goal is that by consistently referring to perseverance and its eventual payoff , we will develop a habit for life. As adults we need perseverance in many situations that may be really serious-not a washer gasket. If we can get the children to learn to apply perseverance early in life, they will be successful later in life as teens and adults. Although my washer gasket was not serious, it does represent the application of a positive habit of perseverance. Remembering such small tasks along the road will remind us that we can succeed and should not stop trying, even when the problem seems too challenging or overwhelming. By the way, no leaks yet.

YOU Can Make a Diff erence in Someone’s Life With the simple act of becoming a literacy volunteer, you can make a huge diff erence in someone’s life. Th e Guilderland Public Library, in partnership with Literacy New York: Greater Capital Region, is looking for a few good people who would like to become tutors in ESOL (English for Speakers of Other Languages) or BL (Basic Literacy, primarily reading and writing). You need no prior teaching experience – we provide the training to help you work eff ectively together. We also cover the $35 materials fee customarily charged for the full training. When you’ve completed the program and are ready to work with adult learners, Literacy New York will be right there to help you with lesson plans, instructional support, and additional training along the way. Th e Library can off er meeting room space and a wonderful collection of literacy materials to support your eff orts. Your commitment to our “team” is just one or two hours a week – but the results can last a lifetime! We’re particularly interested in recruiting people who would be willing to work as a team with another tutor, to help instruct a small group of adults (three to four people) who want to improve their English. Become a part of this great volunteer program! Come to a free Orientation Session at the Library on March 14, from 9:30 am to 12:30 pm. Additional sessions will also take place here during these hours, on various dates in March and April. Q. What year did your business start?A. Fraida Varah Real Estate Group was started in 1998 when Tony Garufi and I decided to work together in the real estate business. I have been in the real estate business in 1986 and Tony has been in the business since 1979.
Q. Where are you located and were you always in the same location?A. We are located at 1414 Western Avenue at the corner of Brookwood where the McKownville Fire House is. We have been here since 2000.
Q. How and why did you get into the business?A. Before I began my career in real estate, I sold fi ne art. When I realized that I would be raising my children as a single parent and the sole bread winner, I decided that real estate provided me a better opportunity to provide for my family.
Q. Do you have many regular customers? Is there anything specifi c that they are always coming in for?A. Approximately 50% of the clients we serve each year are referred to us or are past clients of ours. Most of our clients appreciate that we are very experienced in negotiating and closing residential real estate transactions and they are happy that we pay attention to the details of the transaction and with the results we achieve for them.
Q. Are you known for anything special?A. I would say there are two things in particular. If you ask people who have worked with me they would tell you that I am a strong negotiator. I believe they would also say that I know what is happening in the market and consequently that I give people sound advice regarding the current market value of property.
Q. What hours are you open?A. Our normal business hours are Monday to Friday, 8:30 to 5:30, but I take appointments as late as 5:30 or 6:00pm during the week as well as on Saturday mornings.
Q. Do you sponsor any local teams, if so which ones?A. We don’t sponsor any individual teams although we have supported the Guilderland Babe Ruth and we support the Habitat for Humanity Tent-a-Thon event.
Q. What do you love most about the business?A. Well I certainly enjoy most of the people we work with and I enjoy the challenges presented to us each day in this business.
Q. What do you think is your biggest challenge with the business?A. The real estate market and the real estate fi nancing market have changed dramatically in the last three years and it takes consumers time to digest these changes. It is challenging working with people whose expectations are not in line with the realities of the market.
Q. What do you want the community to know about you?A. Our company is not a conventional real estate company. Each of the fi ve professionals in our company provides our clients specialized expertise in the areas of market analysis and pricing, property staging and marketing, property search and selection, negotiation, and transaction management and problem solving. Karen Harper’s most recent novel of romantic suspense is set in Ireland and Tudor England.
Our nonfiction holdings include many offerings of the prose and poetry of Nobel Laureate, Seamus Heaney.
March is also a great month to listen to Irish/ Celtic music and the Library has a wonderful selection of CDs and downloadable music including The Chieftains, James Galway, The Clancy Brothers & Tommy Makem, Cherish the Ladies, Clannad, Gaelic Storm and Paddy Moloney.

I remember one of my son’s fi rst ear infections and thinking, “…but we’re chiropractors, he gets
adjusted. He can’t have an ear infection!” But like many families, we had a child prone to ear infections. It’s how we handled them that was diff erent. For starters we did not use antibiotics .
Ear infections account for over 35% of all pediatric visits in the US. Antibiotics are mostly ineff ective and, as much research has shown, are likely to increase the chance of recurrence for months to years aft er use. Th is sets the child up for more and more infections. Where do kids with recurrent ear infections almost always end up? With tubes surgically inserted. Addressing a symptom rather than the cause.
For over 100 years chiropractors have been treating vertebral subluxations (joints of the spine that have lost their proper alignment causing stress on the body, particularly the nerve system). Subluxations of the upper cervical spine cause impairment of Eustachian tube drainage and create abnormal tension on the muscles of the head and neck, impairing vital lymphatic drainage. Th e result? Ear infections. Th e infection is merely a symptom of an underlying issue-that is why antibiotics are ineff ective.
Parents love our approach because it is so simple, so safe and so eff ective. Th e child is examined specifi cally for upper cervical dysfunction, as well as any other structural problems. On that same visit we gently reduce it with a pediatric adjustment that requires little more than a light touch or “pulse” with a fi ngertip at just the right place and direction. Children are great getting adjusted because the chiropractic offi ce is very non-threatening for them.
I also try to remind parents that a fever is not the enemy! It’s actually one of our body’s greatest defense mechanisms. Bacteria and viruses cannot survive the heat. Shutting down that defense with acetaminophen or ibuprofen weakens healing ability and prolongs the illness.

Superintendent presents 2011-12 proposed budgetMarch 2, 2011—At a special mee ng held March 1, Superintendent of Schools Marie Wiles presented a 2011-12 budget to members of the Board of Educa on and community that included nearly $3 million in reduc ons to produce a balanced budget in the face of unprecedented economic challenges including rising costs and a projected $2.1 million loss in state aid.The budget proposal, totaling $88,757,875, represents a 1.5 percent increase in spending over the current year’s budget and would result in a tax rate increase of 3.96 percent for district residents. “We are living in incredibly diffi cult fi nancial mes, and our challenge this year was to strike an appropriate balance between our mission to educate all children and the resources available to us,” said Dr. Wiles. “The spending plan presented to the community last night represents our best eff orts to fi nd that balance and takes into account mul ple factors, including our district priori es, feedback from both of our recent Community Conversa on events, and the professional judgment, experience, and exper se of our administra ve team in deciding what is the in the best interests of the children we serve here at Guilderland.”Included in the proposal is the reduc on of 44.35 full- me equivalent (FTE) posi ons, including 29.6 FTE teachers, 7.0 FTE teaching assistants, 1.6 FTE administrators, and 6.15 FTE support staff spread across all seven school buildings as well as the district offi ce and transporta on department. The budget also calls for the con nua on of the full-day kindergarten program--a topic that was widely discussed at both Community Conversa on events--and maintains the distance limit eligibility for pupil transporta on at current levels.

Lex is chipped with a “Home Again” chip – and notifications have been sent out, along with flyers, etc. He was last seen on 2/22/11 at 11am in the Rotterdam area of: 322 Oakridge Drive, Schenectady, NY running into the woods.
