notes from the SUPERVISOR’S OFFICE5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org

The arrival of April means that registration is now open for Guilderland’s popular summer

day camp and recreation programs. Whether families are looking for a basic half-day camp program, or for full-day sports and enrichment programs, it’s quite likely that there is something on the schedule that will work for your family. This year’s schedule was distributed by giving students in the Guilderland schools copies to backpack home, a move we made to try to help control program costs. There are also copies of the schedule available at various community gathering spots across Town, as well at the Parks Offi ce on Route 146 across from the entrance to Tawasentha Park, and an electronic version of all the programs is available on the Guilderland Parks website www.guilderlandrec.com.

Registration for these programs can be handled in person at the Parks Offi ce on Route 146, or on-line at www.guilderlandrec.com. I will remind everyone that a good number of these programs fi ll up quickly, so early registration is a good idea once you’ve settled on programs and dates. Please call the Parks and Recreation Department at 456-3150 if you have questions about the summer program.

You may have seen media coverage involving issues with New York’s STAR program for property tax relief on primary homes. I want to make all of our residents aware that legislation associated with the 2013-2014 New York State budget would require that all residents currently receiving a STAR exemption re-apply prior to April 1, 2014. The STAR exemption exempts the fi rst $30,000 of value of an owner-occupied residence from school taxes for homeowners with incomes under $500,000, and provides enhanced benefi ts for qualifying senior citizens. No action is required at this time, but I wanted to make all of our residents aware of this change now. As more of the details become available, I will use this column, as well as other means of communication, to provide more specifi cs about the actions homeowners will need to take to preserve their exemptions.

Guilderland’s Spring Household Hazardous Waste Collection Day will be held from 8 Am until 2 PM on Saturday, May 11 at the Town Highway Department Garage on French’s Mill Road. Clean out your basements, garages, and sheds as part of your spring cleaning routine. You will need a pass to participate, and you can obtain one without charge at either the Town Clerk’s Offi ce or at the Transfer Station during normal business hours. Information on what can or cannot be brought to Hazardous Waste Day is available on the Transfer Station page of the Town website, www.townofguilderland.org. Please call the Town

Transfer Station at 861-6776 with any questions.

Winter has run rather long and rather late this year, but our Town parks will soon be abuzz with activity, with all varieties of sports at Nott Road, Keenholts, Di Caprio, and Tawasentha Parks, and walking, hiking, and running all across our park system. Additionally, golf season is here at Guilderland’s Western Turnpike Golf Course, with reduced greens fees for Guilderland residents and spring specials for all. Call 456-3150 with questions about the parks, or 45-0786 for information about golf at Western Turnpike.

We have recently had a couple of staff changes in Town government. Two individuals with many decades of service to the Town and its residents have retired. Bill West, the Superintendent of Water and Wastewater Management, has retired and been replaced by Tim McIntyre, and Chief Building Inspector Donald Cropsey has retired and been replaced by Don Albright. I would like to thank Bill and Don for their many years of service, to wish them well in their retirements, and to welcome their replacements, both of whom are already known to many of our residents.

The arrival of spring always means an increase in traffi c fl ow all over Guilderland. As you enjoy all of the activities our community has to offer this season, please be sure to exercise caution as you travel, whether it’s on foot, by bicycle, or by automobile, especially when you are in areas where you are likely to encounter children. Enjoy the season!

Kenneth Runion, Town Supervisor

When I was young, I had a debate with my father about whether a person could be judged by who that person associated herself with. My father said that to associate yourself with an unscrupulous person is to give people the impression that you too are unscru-pulous. Of course, I disagreed with him about this. Not only did I think this concept of “guilt by association” was unfair, I also did not think that this is how the real world worked. Oh, how little did I know!

In many marriages, there is one spouse who makes all (or most of) the fi nancial decisions. Sometimes, the person making those deci-sions engages in conduct that is deceitful or damaging to the family fi nancial situation.

For example, I have had clients tell me that during the marriage his/her spouse lied on the joint income tax returns, and that as a result taxes/penalties are owed to the taxing authority. I have also had cli-ents tell me that it was the practice of his/her spouse to borrow to the hilt to fi nance a lifestyle the family could obviously not afford, driving the family deep into debt. The client always wants to know how to avoid responsibility for the consequences that occur as a result of the fi nancial decisions made by his/her spouse.

In general, under New York law any debt that is acquired during the marriage is considered marital debt. It does not matter whose name is on the debt. If your spouse accumulates $100,000 of credit card debt during the marriage, the presumption is that the debt is marital, even if your name is not on the credit card or you do not use the card. The effect of this general rule is that in a divorce ac-tion a court could decide that you must bear some responsibility for the debt that was accumulated.

Turning a blind eye to what your spouse is doing during the mar-riage does not absolve you of any responsibility. If your spouse lied on the joint income tax return and you signed that return anyway,

you will most likely bear some responsibility for the consequences of that lie.

Claiming ignorance about the existence of the debt also may not be a defense. If the annual income of your family is $50,000 but you are living a $100,000 lifestyle fi nanced by credit cards, you will have a very diffi cult time convincing the court that you had no knowl-edge about the debt. The money had to come from somewhere!

Marriage as a romantic institution is a recent notion. For thousands of years, it was for economics only. While we “marry” those con-cepts today, many are blind to the business side of the relationship until it is too late.

The moral of this story is that you can be responsible for the bad fi nancial decisions made by your spouse, no matter how little participation you had in making those decisions. My dad was right. “Guilt by association” does exist. Dad, if you’re reading this article I will save you the phone call: you did tell me so!

Q. How long have you been writing and where did you begin?

A. I grew up in Pittsburgh, Pennsylvania. All of my family members were big readers and we subscribed to three daily papers so I learned very early on that anything of importance was in the newspaper. I wrote a lot as a kid—plays, stories, poetry, even my own pretend newspaper but I didn’t start writing for publication until I was in my late 20’s.

Q. Now you live here in Guilderland. What are you writing about now?

A. I write a monthly perspective column for the Times Union and I write for other newspapers on current events, popular culture, spirituality etc. I have a new book out which is a collection of the newspaper columns—It’s called “Looking for Signs”. My next book—coming this summer--is about a family touched by military trauma. It’s a story about warriors from many wars and making a new life after trauma.

Q. You also love teaching and speaking--what kinds of talks or programs do you enjoy doing?

A. I do love public speaking and doing programs on caregiving, writing—I especially love to teach new or reluctant writers—and I often speak on spirituality and personal growth and how we can make changes in our lives.

Q. Where can the community learn more about your work and your writing?

A. I write a couple of specialized blogs. One is called “Love in the Time of Cancer” and there I write about cancer caregiving and specifi cally the needs of couples facing cancer. Another blog is called “Never Up Never In…Love” my blog for women of a “certain age” who play golf. I started playing golf a couple of years ago and I write better than I play but I do love it.

Q. In what other ways are you involved in the Community?

A. Well, I work at Unity House in Troy where I am the Development Director and an advocate for people living in poverty. I do a lot of volunteering with other nonprofi ts, and I am a huge fan of Community Caregivers—an extraordinary model of faith-in-action.

Q. What do you think is your biggest challenge as a writer and speaker who is also a community advocate?

A. Well, I never have enough time but the plus side is that I have never been bored. I can’t even imagine what that is. Our community’s needs are so great and I want

to be of help whenever I can, and to use my skills to reduce fear and to increase hope.

Q. Where can people buy your books and where can the community hear you speak?

A. My newest book, “Looking for Signs” is available at The Book House of Stuyvesant Plaza and at Market Block Books in Troy, or on Amazon. On April 28th I’ll be speaking at The Albany Institute of History & Art. That will be a talk on our soldiers and trauma across many wars. And I’ll also talk a bit about the process of writing a book that is both history and memoir. Readers can fi nd my blogs and more samples of my columns on my website which is: www.DianeCameron.info.

&&AAQ. How did you get started in this business?A. My husband and I began tutoring as a way to earn extra money during college and our early years as teachers. As demand grew and our schedules fi lled, we were forced to turn people away. Back in 1999, we decided to hire other tutors to take on the business that we couldn’t handle personally. At that time, we also began offering Regents Review Classes at the College of St. Rose. These classes quickly became extremely popular. In 2011, we added a fi tness division. We have certifi ed personal trainers and sport coaches to provide high quality fi tness training.

Q. What services do you offer?A. We offer a wide range of educational services. We provide individual and small group tutoring for all grade levels and content areas. We have tutors who are experts in study skills and organization, while others focus on the specifi c strategies and content of a particular class. We run SAT Preparation and Regents Review Classes at The College of St. Rose and we also offer in home personal fi tness training.

Q. How does your service work?A. Upon receiving an inquiry from a potential client, we do our best to match the customer with the proper tutor based on content area, specifi c educational goals, personality type, learning style, geographic location, and availability. Clients purchase tutoring hours and can use those hours in a very fl exible manner….i.e. one hour sessions, two hour sessions. Most students meet with their tutors once or twice a week at a public place such as a library or coffee shop.

Q. What makes your business unique?A. First, we only work with tutors who have outstanding backgrounds in the fi eld of education. Knowledge of content is certainly important, yet we also strive to ensure that our tutors can relate to the specifi c developmental needs of their students. Second, we make exceptional student/tutor matches. We know that all students have preferences in terms of their tutor’s teaching style and personality. Third, our tutors are fl exible in terms of meeting times and places to accommodate the busy schedule of today’s young people…and their parents.

Q. What qualifi cations do your tutors have?A. All of our tutors have outstanding knowledge of a particular content area. Each tutor submits an extensive application, goes through 2 interviews, and passes reference checks and background checks. While most of our tutors are certifi ed teachers, some are highly successful business people or in the medical profession. The qualities we seek the most are integrity, enthusiasm, and a desire to help students achieve excellence.

Q. How many tutors and customers do you have?A. We currently have about 50 tutors serving almost 200 students throughout the Capital Region. Our spring SAT and Regents Review Classes draw another several hundred students.

Q: How can I maintain good Oral Hygiene? The American Dental Association recommends the following:

• Brush your teeth twice a day with an ADA-accepted fluoride toothpaste. Replace your toothbrush every three or four months, or sooner if the bristles are frayed. A worn toothbrush won’t do a good job of cleaning your teeth.

• Clean between teeth daily with floss or an interdental cleaner. Tooth decay–causing bacteria still linger between teeth where toothbrush bristles can’t reach. This helps remove the sticky film on teeth called plaque and food particles from between the teeth and under the gum line.

• Eat a balanced diet and limit between-meal snacks.

• Visit your dentist regularly for professional cleanings and oral exams.

• Antimicrobial mouth rinses and toothpastes reduce the bacterial count and stop bacterial activity in dental plaque, which can cause gingivitis, an early, reversible form of periodontal (gum) disease. ADA-Accepted antimicrobial mouth rinses and toothpastes have substantiated these claims by demonstrating significant reductions in plaque and gingivitis. Fluoride mouth rinses help reduce and prevent tooth decay. Clinical studies have demonstrated that use of a fluoride mouth rinse and fluoride toothpaste can provide extra protection against tooth decay over that provided by fluoride toothpaste alone. Fluoride mouth rinse is not recommended for children age six or younger because they may swallow the rinse. Consumers should always check the manufacturer’s label for precautions and age recommendations and talk with their dentist about the use of fluoride mouth rinse.

It began in 1970 as an “environmental teach-in” to promote ecology and respect for life on the planet. Now celebrated in more than 190 countries worldwide, it brings attention to the outstanding yearlong efforts of many millions of people to make the world a better place to live. There are many ways to celebrate Earth Day: plant a tree, clean up a local park or playground, remove roadside trash or by holding or participating in a local recycling event.

At Scrapster we participate in several ways. Being a scrap metal recycler we operate 100% to make sure the appliances and other scrap metal related items we pick up are broken down and separated correctly into basic components (wire, motors, etc.) for more effective re-use. We also provide a large scale junk removal service where we do the same type of organizing which involves donating items such as clothing and splitting out cardboard, metal, wood, magazines, etc. so they can be recycled properly.

We are proudly in our third year as an offi cial NY State DEC Electronics Collection Site. Recycling raw materials from end-of-life electronics is the most effective solution to the growing e-waste problem.

Most electronic devices contain a variety of materials, including metals that can be recovered for future uses. We work with our sponsor, eWaste.com, as they handle the dismantling and r euse possibilities, helping conserve natural resources and minimizing air and water pollution caused by hazardous disposal.

Please join us Saturday April 20th from 9am – 12pm (same day as the Taft Furniture event) as we team up with all Hudson River Community Credit Union branches (including Cohoes and Troy) to provide a convenient & faster drop off location for your unwanted and outdated electronics, plus many other scrap metal items. See our website for more details. If you can’t make it that day, you can always call us to arrange a low or no cost pickup depending upon what you have.

Scrapster is a family owned local business which provides a NO COST scrap metal and appliance pick up and removal service. We also offer LOW COST junk removal and clean outs. Everything is properly recycled, disposed of or donated. We are convenient, reliable, insured, and we do all the work. Give us a call today at (518) 505-5055 or visit our website at www.scrapster.com.

Celebrate Earth DayEarth Day is offi cially celebrated every year on April 22nd.

SPORTS & SPINAL WELLNESS CENTER2021 Western Ave, Guilderland • (518) 869-3415 • www.sportsandspinalwellness.com

Dr. Kim Keeling resides in Guilderland with husband, Mark, and two children,Tristan and

Taylor. She graduated from Northwestern Health Sciences University in Bloomington,

MN. She has been a Certifi ed Chiropractic Sports Physician for eight years.

Golf is a game of incredible accuracy and patience. The

object of the game is to swing a golf club 100 mph and if you are lucky, strike a ball less than two inches across. If the winds are just right and the grass not too long, the ball is supposed to roll into a four inch hole that is 300 yards away. Now repeat this 17 more times over a few hours. This takes such precision, endurance and neuromuscular control of many joints and muscles in the human body. If you have not been doing any type of conditioning or stretching to prepare your body for golf then it is time to start.

Golf is one of the unique sports that we can get better at with age and enjoy for many years. It is estimated that nearly 50% of golfers will have lower back pain at some point in the season. This doesn’t always mean that they have a problem with their low back. For example, it could be a result of a hip issue in which the low back is compensating for lack of hip fl exibility or strength.

Nonetheless, let’s take a look at the biomechanics of golf and give you a few tips to improve your game and avoid injuries. Golf is rotation and if your body cannot rotate you will be compensating. A normal golf swing requires full range of

motion of both hips, all spinal segments, both shoulders and the neck. The joints of the body were designed to either be stable or mobile. Stabilizing joints are meant to have solid muscular strength and control. Mobile joints are meant to have full range of motion and fl exibility. Here is how some of the joints are classifi ed.

Foot- Stabilizing joints Ankle -Mobile jointKnee- Stabilizing jointHip- Mobile jointLumbar spine- Stabilizing jointsThoracic spine- Mobile jointsScapula- Stabilizing jointShoulder- Mobile joint

Are you noticing a pattern here? From the ground up we have this network of stability and

mobility. If one area is not doing its job then we will develop compensating patterns. For example, if your hips and

thoracic spine have decreased range of motion then the area in the middle, the lumbar spine, often compensates which results in low back pain. On the other hand, if you cannot stabilize then you cannot generate force to hit the ball far.

Here are a few tests that you can do to see where you are coming up short.

Waiter’s Bow Test- While standing reach around your back with one hand and pinch the skin. Now bend forward at the hips. If you feel the skin slipping out of your fi nger then you are bending too much from your lumbar spine and not your hips. Keep practicing until you are able to bend and maintain the pinch. If you are unable to do it then your hip fl exibility is not ready for the golf course or the driving range.

Thoracic rotation test- While sitting in a chair, hold a golf club across the front of your shoulders. Rotate your torso as far as you can. The front edge of the club should be pointing directly over your knee. If you are unable to reach adequate thoracic spine rotation then your back is not ready for the golf course or the driving range.

There are many more tests that you can do to check your joint range of motion and stability. I wish I could list them all here but I would need the entire magazine to do it. If you have questions about your biomechanics or are interested in a golf conditioning program. I would be happy to help you get ready for this season.

As always, you can call the Sports & Spinal Wellness Center for a free consultation at 518-869-3415. Please visit our website for more information at www.sportsandspinalwellness.com.

Guilderland, NY – The real estate market is improving by leaps and bounds and we are again seeing multiple offers on properties that are priced and marketed correctly. However, receiving an offer on your home is only one piece of real estate

puzzle. There is nothing worse than receiving multiple offers, selling your home above the list price, and then having the sale fall apart because of home inspection issues.

According to industry experts, there are over 33 physical problems that will come under scrutiny during a home

inspection when your home is for sale. A new report has been prepared which identifi es the eleven most common of these problems, and what you should know about them before you list your home for sale.

Whether you own an old home or a brand new one, there are a number of things that can fall short of requirements during a home inspection. If not identifi ed and dealt with, any of these 11 items could cost you dearly in terms of repair. That’s why it’s critical that

you read this report before you list your home. If you wait until the building inspector fl ags these issues for you, you will almost certainly experience costly delays in the close of your home sale or, worse, turn prospective buyers away altogether. In most cases, you can make a reasonable pre-

inspection yourself if you know what you’re looking for, and knowing what you’re looking for can help prevent little problems from growing into costly and unmanageable ones.

To help home sellers deal with this issue before their homes are listed, a free report entitled “11 Things You Need to Know to Pass Your Home Inspection” has been compiled which explains the issues involved.

To order a FREE Special Report, visit www.clancyrealestate.com or to hear a brief recorded message about

how to order FREE copy of this report, call toll-free 1-800-448-7016 Ext. 8888. You can call any time, 24 hours a day, 7 days a week. Get your free special report NOW to learn how to ensure a home inspection doesn’t cost you the sale of your home. After many requests for market updates we created a free site at www.guilderlandnyhomevalues.com to provide free insight into what is happening with real estate values in your neighborhood and what the home down the street sold for.

11 Critical Home Inspection Traps to be Aware of Weeks Before Listing Your Home for Sale

People of all ages can increase their knowledge of how to manage their money. This month we are featuring books that teach us all more about cash & fi nance. The secret life of money : a kid's guide to ca[$]h by Kira Vermond ; illustrated by Clayton Hanmer."Cash is complicated, but in a seriously fascinating way. It makes us happy, sad, fearful, and even embarrassed." Casual yet comprehensive, this informative guide to money presents the basics behind earning, saving, and spending wisely, while providing a crash course in economics.Rich dad, poor dad for teens : the secrets about money-- that you don't learn in school! By Robert T. KiyosakiAn age-appropriate guide encourages the development of confi dent and responsible money skills, providing case examples, sidebars, and attitude recommendations that demonstrate how to achieve security in today's challenging job market.Pound foolish : exposing the dark side of the personal fi nance industry by Helaine Olen.Olen's fast-paced narrative focuses on the rise of media celebrities and fi nancial pundits who assure us: "You can do it!" What we can do is sign up for overhyped and overpriced investment seminars and services, promoted largely by the powerful motivator of fear. Such luminaries as Suze Orman, Jim Cramer, Robert

Kiyosaki, and Peter Schiff may be household names, but their (often self-serving) advice did not prevent American retirement vehicles from losing $2 trillion in 2007-2008.Happy money : the science of smarter spending by Elizabeth Dunn & Michael Norton.Money. For most people, it's a source of stress and fear. And yet more money doesn't change things-research shows that once an American is earning around $75,000 a year, he does not get any happier with incremental income. What if instead of simply focusing on curtailing our spending, we changed how we spent our

money, putting it toward purchases that actually make us happy? The heart of money : a couple's guide to creating true fi nancial intimacy by Deborah L. Price. The author, who comes from a poor background herself, discusses the psychological aspects of money issues that

arise in childhood and form patterns that affect future relationships. Using worksheets and sympathetically presented tips, Price leads her readers through negotiating money confl icts, leaving room for gratitude, and "the Big Money Topics": spending vs. saving, debt, and mingling money. This comprehensive and inspiring book shows readers how to openly and honestly communicate about money.
