1) Staff: EEST has increased our manpower by recruiting new staff
-Technician : 20
-Test Executives: 10
Current total manpower: 82 (including with it 23 Test Executives)

In all, we have spent (2009-2012) more than RM 3M
And that does not include RM 30M for Energy Efficiency test equipment in
Sect 16
2013: RM800k will be spent to upgrade and add facilities

3) Expansion of test lab
EEST has expanded lab’s space area.
We are now occupying Building 11,12,16 & 9 (all at HQ) and EE lab in Sect 16
4) Formation of CSG (Customer Service Group)
5) Continue to improve on internal process ( test process flow)
6) ICT ( e-CEE) for consignment application
And we will continue to improve our services……

NEW SERVICES
ON
ENERGY EFFICIENCY PRODUCT
TESTING
1) KeTTHA is in the process of developing an EE law.
‘Drafting Working Group (DWG)’ for Energy Efficiency & Conservation Law
was formed by KeTTHA. The last meeting was in March 2012.
2) New revised criteria for ST STAR labeling program
ST has recently circulated a new criteria for it’s STAR labeling program.
ST has also proposed MEPS for products under their labeling program.
For most products MEPS is proposed at 2 STAR.
ST/IP/CT/11/09 (iv) (76) – dated 8th June 2012
This MEPS will take effect in tandem with approval for Regulation 101A,
Electric Regulation 1994 (Amendment 2012).
3) In future, new EE standard for refrigerator test – IEC 62552 (2nd edition).
1. Updates on Energy Efficiency product
requirement in Malaysia
1) Since the appointment by PEMANDU in January 2011, SIRIM QAS
International has taken extensive steps to ensure the timely
establishment of its Energy Efficiency testing laboratory facilities.
2) SIRIM Berhad (SIRIM QAS International’s parent company) has
invested a total of RM8.2 million to purchase two factory lots in
Section 16, Shah Alam to develop the laboratory.
3) The facilities will be a complete and comprehensive testing
infrastructure using latest technology, addressing latest standard
requirements and industry needs.
2. Updates on SIRIM QAS International new Energy
Efficiency test lab
4) With the facilities, SIRIM QAS International will be able to provide
competent and reputable testing services to support the Energy
Efficiency program while providing local industries with an infrastructure
that will facilitate them in enhancing their product in term of energy
efficiency.
5) Finally, the testing infrastructure will also facilitate the implementation of
a) ST Energy Efficiency and STAR Labeling Program,
b) SEDA’s (Sustainable Energy Development Authority) SAVE program
c) MEPS, and
d) EE law (KeTTHA)
It is clearly in-line with the government initiative to stimulate the sales
of energy-efficient domestic household appliances in Malaysia.
New Energy Efficiency Test facilities
1) The Energy Efficiency test laboratory was officially launched by the Energy,
Green Technology and Water (KeTTHA) Minister Datuk Seri Peter Chin on
15th May 2012.
2) This is the first Energy Efficiency testing laboratory in Malaysia. It is located in
Section 16, Shah Alam.
3) With this launching, the EE testing laboratory adds to the existing range of
SIRIM QAS International’s energy efficiency testing capabilities currently
offered by existing laboratories at our HQ in Section 2, Shah Alam.
4) Today the laboratory is ready to accept applications for energy efficiency
testing for product such as refrigerators, lamp (and lighting devices),
domestic fans, televisions and ballast for fluorescent lamps.

The available test facilities in our new Energy Efficiency Lab are
as followed;
Phase 1
1) Integrating sphere – for light output/lumen measurement
2) Environmental Chamber – for refrigerator testing
(can test up to 6 units at any given time)
3) Balanced type calorimeter – for air conditioner test
4) Photobiological hazard equipment – for LED/light
5) Equipment for TV energy efficiency test
6) Air delivery system for ceiling fan & other fan
7) Ballast-watt loss measurement

SIRIM QAS International has taken steps to ensure that technical personnel
performing the EE tests have sufficient testing exposure and experience.
Trainings are necessary:
1) Integrating sphere
a) 2 test personnel had attended an attachment training in Australia
26-30th March 2012.
2) Refrigerator
a) 2nd Workshop Energy Efficiency – Refrigerator – JEMA Project,
Tokyo 07th Feb 2012 – attended by our Test Exec
b) Training on EE test for Refrigerator at EEI test lab, Bangkok Thailand
(2 test personnel)
c) Next training program: Under collaboration with JEMA – 22-26th Oct 2012

a) Workshop on air conditioner – under JEMA project – Tokyo Japan
29th Feb – 1st March 2012 ( 2 test personnel)
b) Training for 3-4 days at OHNISHI, Tokyo, Japan (25th – 29th Sept 2012)

TEST FACILITIES – Integrating Sphere
Integrating Sphere - general
purpose: to measure light
characteristic for all kind of light
sources.
This is required under the Energy
Efficiency program by Suruhanjaya
Tenaga (ST)
Integrating Sphere complete with set
of measuring equipment and
software shall be used for measuring
Lumen Maintenance of light sources
of lamp such as LED lamp,
fluorescent lamp, SSL lamp, halogen
lamp, HID lamp ect.
Characteristic of light (2π & 4 π )to
be measured include
-the luminous flux,
-Colour rendering index (CRI),
-Color correlative temperature (CCT)
-xy coordinates, and
-spectral power distribution for the
lamp
TEST FACILITIES – Photobiological Hazards – will be available by end of 2012
The purpose of equipment is:
-to measure and to check the
safety optical radiation for
eyes protection &
- to classify the performance
requirements of non-laser
product, direct ocular
exposures and hazard
distance as part of energy
performance for labeling of
LED/SSL lighting product.
TEST FACILITIES –Goniophotometer
– will be available by end of 2012
Goniophotometer set equipment and software
shall be used for Electrical and Photometric
measurements of Lighting products for light
distribution especially for various type of
luminaires such as Indoor lighting, street
lighting, flood lighting, etc.
This tests performance to determine the light
output ratio, the light distribution pattern and
photometric coordinates, luminous flux of
luminaire, intensity distribution, zonal lumen
summaries and others relevant as required for
light performance.
Products of luminaire include the street
lighting, office lighting, industrial lighting –
downlight, emergency light, flood light, tunnel
light, pool light, traffic control signal heads and
etc

a) Balanced ambient room-type calorimeter system Testing method of the cooling and heating capacity: Room
calorimeter method . It provides the testing with indoor and
outdoor compartments as well as indoor and outdoor side
controlled-temperature airspace which can make sure of
thermal equilibrium delivery
b) Psychometric calorimeter

FUTURE DEVELOPMENT
We may further develop a few more test facilities to cater for
Energy Efficiency Test requirement for other products such as;
- Vacuum cleaner,
- Washing machine
- Water heater (instantaneous/storage).
- Rice cooker
SIRIM QAS International will gradually increase capabilities for testing of
other appliances in the future in tandem with:
1) ST Electrical Appliances Energy Efficiency and Labeling Program
2) Sustainable Energy Development Authority’s (SEDA) SAVE program
3) EE Law & MEPS
