It was all smiles Fri-day when Lake Coun-try Food Assistance So-ciety’s Phyllis McPher-son was presented with a Canadian ag by Kelow-na-Lake Country MP Ron Cannan.
Hers was one of 50 ags handed out by Prime Minister Ste-phen Harper to deserv-ing Canadians to mark the 50th anniversary of Canada’s o cial ag, the Maple Leaf.
MacPherson, who has overseen oper-ations at the food bank for more than 30 years, said she plans to y the ag proudly at the food bank’s new larger lo-cation which the en-tire Lake Country com-munity has been raising money to build, once it is up and running.

Lake Country council held a special meeting last night (Tuesday, Feb. 24) at municipal hall to go over the results of the alternative approval process in its attempts to raise enough money to take part in a multi-jurisdictional plan to purchase the old CN Rail corridor running between Kelowna and Coldstream.
e results of the process were not available by Lake Country Calendar press deadline Monday, but the latest information, plus comments and the next
part of the process, will be available at www.lake-countrycalendar.com as soon as it happens.
e alternative approval process had asked for elec-toral consent for the district to raise taxes and borrow $2.6 million to purchase the Lake Country portion of the old CN Rail corridor. If 10 per cent of the Lake Country population signed electoral response forms in the ve-week process, the district wouldn’t be able to go through the loan process and would have to
come up with a di erent plan if it wanted to purchase the corridor.
e implications of a potential no vote were not known as Lake Country and its partners have until the end of March to close the nancial conditions on the tentative deal with CN Rail.
e parties have a deal in principle to purchase the

At the end of each month, the school has a “spirit day” on a theme chosen by the student council. Our last “spirit day” was a “hat and gum” spirit day where the students could break the school rules regarding hats inside and gum chewing. Shown here are students and a teacher watching the bubble gum blowing contest held in the gym at lunch time!
Four members of the Kelowna Rockets hockey club visited the school earlier in the year. ey read with groups of Primary students in the morning as part of the club’s “Reading with the Rockets” program. en at lunch they played a rousing game of pick-up oor hockey with various groups of Intermediate students. Pictured is the principal, Mr. Hett, dropping the puck before another exciting round of action!
Each year the school hosts an annual CanSpell Spelling Bee for students in grades 4-6. is year, the competition was intense with all spellers making it through the rst few rounds, until nally, two nalists were left. ey were Maddy Dungate, second from the right and Hunter Libke, far right. Round after round went by with both girls spelling challenging words. Finally, Maddy was declared the winner and Hunter, the runner-up. Both girls will be recognized on the school’s award plaque.
Lots of bubble gum was for sale in advance of the bubble gum blowing contest during our recent “spirit day”!

Learning at OTS happens primarily in classrooms but often also spills out into the hallways where these grade K/1 students have room to practise early literacy and numeracy skills.
Reading Buddies
Reading buddies featuring older students listening to and helping younger students read is another activity that naturally lends itself to the lengthy space a orded by the school's hallways.

line for $22 million. In total Lake Coun-
try will have to raise over $5 million to help the inter-jurisdictional group
consisting of Kelow-na, Lake Country and the North Okanagan Regional District pur-chase the discontinued line.
Half of Lake Coun-
try’s total is planned to come through the loan while the other half will come from the City of Kelowna, which would purchase the Lake Country part of the line
for about $2.5 million. Lake Country would then gradually pay back the money to Kelow-na, without interest for the rst three years, and with no set schedule on
pay back.In the nal weeks of
the AAP, the ‘no’ side came forward with a door-to-door campaign asking residents to vote against allowing the
loan bylaw to go ahead, while local politicians urged the public to sup-port the purchase of the corridor, 16 kilometres of which goes through Lake Country and much
it water-front that has, to this point, been unavail-able for public use.

e District of Lake Country will get go-ing on the second year of universal water metre in-stallations next month.
After beginning with agriculture customers last year, crews will begin working to continue in-stalling the universal metres on Lake Coun-try’s agricultural oper-ations and will add resi-dential water customers to the program this year.
“ is is about get-ting out to control the amount of water people use,” said Lake Country Mayor James Baker. “It’s a user-pay system and we are a long way from fully implementing it. Just now we are getting the installations done.”
Installations of the new water metres will begin again in March. Residents will receive a booklet in the mail ex-plaining the process. In that information will be a unique code speci c to each property. Residents can use that code to book an appointment.
e District of Lake Country will host an open house March 12 from 3:30 to 7:30 p.m. where technicians will be available to speak about the program.
Okanagan Centre rezoning to get a public hearing
Lake Country council has sent an application to rezone a large par-
cel of land in Okanagan Centre to a public hear-ing after giving the re-zoning bylaw two read-ings at its regular meet-ing last week.
e unique piece of land on Tyndall Road is about 18 hectares (46 acres) and is current-ly divided into two lots. e developer is looking to rezone it to accomo-date a subdivision for a 55-plus retirement com-munity.
e land features a at portion on about 60 per cent of the property, while 40 per cent is steep terrain, not-suitable for development.
Council heard that the property would be divided between the land that could be used for a subdivision and the por-tion that is declared a no-build zone. Details for that portion of the property wold be locked down in a covenant be-tween the developer and the district.
Currently the land is zoned rural-residen-tial with the two parcels only able to be subdivid-ed into four lots.
e developer is seek-ing a residential-urban designation which would allow for smaller lots, with the potential for be-tween 50 and 150 lots once roads and other subdivision requirements are considered.
A public hearing will be scheduled at a later date.

As FortisBC con-tinues to move forward with a plan to replace its aging analog me-ters with advanced me-ters to measure its cus-tomer’s energy consump-tion, a growing number of people are raising con-cern about the use of the meters.
In Lake Country, For-tisBC has 1,350 electri-city customers, spread out between Carrs Landing, Okanagan Centre and some around Jim Bailey Road. ose customers will also have their meters exchanged in the process, which is expected to be complete by mid May.
To date FortisBC has exchanged about 22,000 of a planned 60,000 me-ters in Kelowna, re-placing the old analog units with the new me-ters that have the capab-ility of transmitting bill-ing information to For-tisBC using wireless technology.
While the com-pany says it will make for more accurate read-ings and allow custom-ers to better monitor their energy consump-tion, the radiofrequency radiation the units emit is at least part of the issue for people who say they don’t want a smart meter on their house.
Known as RF, radio-frequency radiation emitted by smart me-ters is the same signal that a cell phone puts out when in use. Ac-cording to Health Can-ada, the di erence is the amount of RF radiation
in smart meters is sever-al times below that of ex-posure from cell phones and well below existing Health Canada limits for exposure to the public.
ere are other issues as well with smart me-ters. A similar program in Saskatchewan was cancelled by the govern-ment in that province af-ter eight res were found to be started in smart meters. And while the maker of the FortisBC
advanced meter (Itron) is di erent from the manu-facturer of the Saskatch-ewan meter, it’s not stop-ping people from stand-ing up to voice their concern.
FortisBC and other utilities that have moved to smart meters say the technology is safe and the advanced meters are needed to fully meet with standards laid out by the federal govern-ment body Measure-
ment Canada.As the program
moves through the For-tisBC customer base in the Okanagan, a Kelow-na group is joining forces to try and educate people while at least one Kelow-na family is considering going o the electricity grid completely.
•••When Kelowna ar-
borist and glass blow-er Sebastien Latour drops his two kids o
at their Kelowna school he usually leaves them with something to think about.
A tradesman and a farmer, Latour is trying to instill an inquisitive nature in his children, wanting them to ques-tion things they are told.
“I tell them to ques-tion everything includ-ing what I just said,” said Latour. “I don’t want to raise guinea pigs. I want my kids to have critic-al thinking skills. I want my kids to be able to think and not just accept the information they are given. is is a corpor-ate world and we have to question things.”
at critical think-ing forms the basis of Latour’s opposition to a move to smart meters. He questions their safety, the reasoning for them and who is really bene t-ing nancially from the change.
So, while many residents in Black Mountain have already had FortisBC smart me-ters installed on their homes, Latour says he won’t be one of them. He has informed Fortis-BC he does not want the smart meter and he’s tak-ing steps to be prepared to cut o his electricity entirely if the company goes ahead with its plan to install it.
“I think outside the box and I always have,” he said. “We’ve told For-tis we are not interest-ed in the meter. We don’t want it connected to our home. We’ve told them if it comes to that we

We want to hear your
opinions on issues going
on in our communityThe B.C.
government’s third straight
budget surplus is the main battleground for provincial politicians this spring, with little else on the order paper to argue about.
e main con ict is over the tax cut for the rich that results from re-moving a two-year sur-tax on personal income greater than $150,000 a year. It’s an outrage, says the NDP, starving our threadbare government services of more than $200 million over the next three years.
NDP leader John Horgan set the tone in his reply to Finance Minister Mike de Jong’s budget speech:
“I can appreciate that the minister was cele-brating with the cham-pagne-and-caviar set, but the rest of British Col-umbia saw $700 mil-lion in increased fees and taxes on their backs.”
Old news, de Jong re-plied. It was a two-year
surtax on high-income earners to help get B.C. out of its post-recession red ink, and it expired as it was legislated to do.
is political the-atre doesn’t help people understand what’s ac-tually going on. First, a lot of that red ink was B.C. Liberal blood from dismantling the har-monized sales tax and re-paying Ottawa for that failed experiment.
Second, this tem-porary tax on the rich was a political strategy by de Jong and Premier Christy Clark, limping into an election most ex-
pected them to lose. De Jong’s debut budget in February 2013 also ac-celerated a small increase in corporate income tax, stealing two populist planks from Adrian Dix’s NDP platform.
Ending the surtax not only kept a promise, it kept B.C. competitive with Alberta on personal income taxes. High wage earners and many of their businesses are more mobile every year, which is why this year’s budget also extended tax breaks for high-tech and digital media companies.
Another tweak in de Jong’s budget was to in-crease the low-income cuto for personal in-come tax from $18,000 to $19,000. ose with the lowest incomes are relieved not only of in-come tax but also medic-al premiums, which con-tinue to march up by an-other four per cent, and are mostly paid by em-ployers.
As with the feder-al election set for this fall,
we will hear a lot about the burden on the vague-ly de ned “middle class.” In B.C. they have to dig deeper for car insurance, hydro, ferry rides and post-secondary tuition, while those top-hat-ted champagne-sippers party on with their tax holiday?
Well, not exact-ly. Here’s an assessment from Philip Cross, re-search co-ordinator at the Macdonald-Laur-ier Institute and former chief economic analyst at Statistics Canada.
Just after the 2013 B.C. election, Cross noted that Canada, its provinces, Europe and the United States have all been adjusting their tax systems to increase the load on wealthier people and ease it from the poor.
is has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earn-ers were paying 58.3 per cent of all income taxes. at’s up from 50 per
cent in 1976, showing how long Canada’s in-come taxes have been “progressive.” is is the main reason why “in-come inequality,” that other great cause of the left, started leveling o in Canada around 1998.
Cross points to meas-ures like the low-income exemption from income tax. By 2013, the bot-tom 40 per cent of Can-adian households were paying just 6.8 per cent of income taxes, and more than a third of in-come tax lers were pay-ing none at all.
Cross asks and an-swers the central ques-tion: Should the rich pay more? “If it’s a mis-informed attempt to compensate for imagin-ary losses of low-income people, the answer is clearly no.”

A few years ago, dur-ing an appointment for an operation, a surgeon asked me, “What are you going to write about, when science instead of religion o ers eter-nal life?”
Little wonder that the fastest growing reli-gious group in Canada is the “nones”—those who claim on their cen-sus forms to have no religion. It’s the only rational response to ap-parently contradictory demands—to believe the ndings of modern sci-ence, or the traditional teachings of religion.
e comic strip Dil-bert pokes fun at modern o ces as “cube farms”—little squares fenced o by dividers that pretend to o er privacy. Most Christian churches, it seems to me, create men-

to park one’s brains at the door. Around the turn of the millennium, a few theologians like Bruce Sanguin began asserting that religion and science didn’t have to be separate belief systems.
In his prize-winning book Darwin, Divin-ity, and the Dance of the Cosmos, Sanguin argued that the concept of evo-lution could integrate re-ligion and science. Plants have evolved. Animals have evolved. e uni-verse has evolved.
Even religion evolves—if we’re will-ing to accept that beliefs and teachings of former times were a step along the journey to a fuller understanding of God, not a terminal destina-tion.
And so I’m delight-ed that Bruce Sanguin is coming here. Win- eld United Church has scored a coup in bringing a world leader in evolu-tionary Christian spiritu-ality to little Lake Coun-try.
Sanguin will make a public presentation Fri-

is is the time of year when we learn which of our local non-pro t or-ganizations have been successful in their appli-cations for federal fund-ing through the grant-ing programs of depart-ments like Employment and Social Development Canada (ESDC) and Canadian Heritage.
Local organizations support a number of in-itiatives that have a posi-tive impact on the com-munity whether it’s building accessible play-grounds and wheelchair ramps, providing job training to individuals who need help, or sta-ging community events that celebrate our cultur-al diversity.
 rough the ESDC’s Enabling Accessibility
Fund for example, a total of $56,564 in grants is being invested in our community to help lo-cal organizations sup-port projects to improve accessibility for individ-uals with disabilities: the City of Kelowna will re-ceive $50,000 for its playground improve-
ment project at Ben Lee Park; the Pathways Abil-ities Society will receive $3,536 to construct a wheelchair ramp; and the Starbright Children’s Development Centre will receive $3,028 to in-stall automatic doors at the Centre’s primary en-trances.
Over on St. Paul St., the John Howard Soci-ety’s One Cup at a Time cafe has received fund-ing through the feder-al government’s Oppor-tunities Fund to provide vocational training and skills development to cli-ents who are looking for gainful employment.
Funding through the department of Canadian Heritage’s Building Communities rough Arts and Heritage pro-
gram is supporting the annual Global Citizen Kelowna 2015 (global-citizenkelowna.org), which includes a series of events that give the com-munity the chance to ex-plore our multicultur-al roots and traditions. I was able to attend a few of the events and it was a packed house for Taste of Home.
Taxpayer support for organizations like these provides only a frac-tion of the resources our organizations need to carry out their activ-ities; a great deal of addi-tional fundraising has to be done as well, and often through the ef-forts of dedicated, caring and compassionate vol-unteers.
Phyllis MacPherson

It still has an-other $200,000 or more to go and will need the support of the commun-ity to succeed.
e good news is that more local organizations will be receiving federal funding support this year to help them with their important work. I want to thank all those who give their time to support our community in this important way.

want to cancel our servi-ces. I feel very manipu-lated. e whole planet is being forced to be put on this smart meter grid. Who is bene ting o
this move?” According to For-
tisBC, the move to the smart meters is neces-sary to meet new accur-acy guidelines enforced by Measurement Canada which approves the me-
ters. Meter readers will no longer be used and bills won’t be estimated as they were in the old system, improving the accuracy and speci c energy use readings for customers.
“Customers can see in real time how much electricity they are using so we are hoping they can get an understand-ing of how much they are using and when. We hope they will be em-powered to make bet-ter choices,” said David Wylie, FortisBC corpor-ate communications ad-viser. “We went through a public process with the B.C. Utilities Commis-sion. Any customers who do have concerns about the meters can choose the radio-o option.”
But tell that to Sebas-
tien Latour and he doesn’t accept it. He feels strongly enough that he is preparing his family to live without the use of electricity.
is winter Latour has installed a wood stove for heat and is re-
placing his oven range with a propane powered unit. For hot water, he plans an on-demand sys-tem also heated by pro-pane and has replaced lights in the house with LED lights that will be run from a bank of eight solar panels he will pur-chase.
“We’re looking at all kinds of alternative energy,” he said. “’I’ve got no other choice. People are not thinking as much as they need to. Take some time to do some research and don’t blind-ly accept what you are told.”
•••When smart me-
ters rst came into the public eye and were be-ing installed in Van-couver a number of years ago, UBC profes-sor John Spinelli was used to elding calls on the topic. As the head of cancer control at the B.C. Cancer Agency, Spinelli has been in-volved in several stud-ies on the topic of radiof-requency radiation. Cur-rently there is a large
study underway on cell phones and the risk of brain tumours speci c-ally in adolescents and youth.
e number of ques-tions he was getting prompted him, along with a group of other scientists, to prepare a statement on smart me-ters and the risks of can-cer. e statement out-lined several studies to date that have been done on the use of cell phones and the possibility they cause cancer and how smart meters t into the equation. A 2011 study done by the Inter-national Agency for Re-search on Cancer said while there was little dir-ect human data on those with more than 20 years of cell phone use, there was no evidence cell phone use causes brain tumours.
e report also con-cluded that, “although there remains some un-certainty, the trend in the accumulating evidence was increasingly against the hypothesis that (RF radiation from) mo-

want to cancel our servi-ces.
Take some time to do some research and don’t blind-ly accept what you are told.”

study underway on cell phones and the risk of brain tumours speci c-ally in adolescents and youth.
e number of ques-tions he was getting prompted him, along with a group of other scientists, to prepare a statement on smart me-ters and the risks of can-cer. e statement out-lined several studies to date that have been done on the use of cell phones and the possibility they cause cancer and how smart meters t into the equation. A 2011 study done by the Inter-national Agency for Re-search on Cancer said while there was little dir-ect human data on those with more than 20 years of cell phone use, there was no evidence cell phone use causes brain tumours.
e report also con-cluded that, “although there remains some un-certainty, the trend in the accumulating evidence was increasingly against the hypothesis that (RF radiation from) mo-
bile phone use can cause brain tumours in adults.”

RCMP in Lake Country say drinking and driving remains a huge issue in and around the Central Okanagan, saying if RCMP wanted to it would not be hard to nd an individual who is impaired behind the wheel.
Lake Country RCMP Sergeant Jayson Lucash made the comments at the Lake Country coun-cil meeting last week as he presented a quarterly report to council.
Lucash, who spent 10 years working tra c for the RCMP said he knows RCMP mem-bers who currently work tra c patrol in Kelowna and in other parts of the Central Okanagan and those members say there is no shortage of im-paired drivers.
“ ey have no trouble
getting people drinking and driving every night of the week, no prob-lem,” said Lucash during a question and answer period with Lake Coun-try council.
Lucash said the new roadside prohibi-tion rules have changed things for RCMP, mak-ing it less time consum-ing for police to pro-cess the les as more im-paired drivers are dealt with under the new roadside prohibitions as opposed to full crimin-al code impaired driving charges.
But the Lake Coun-try Mountie says he’s not sure there is enough evi-dence to say that strict-er rules on drinking and driving are keep-ing people from getting behind the wheel when they have had too much to drink.
“My personal feeling
is the amount of crim-inal code charges have come down because of the introduction of the roadside prohibition,” said Lucash. “But those (roadside stops) have
come up. I’m not sure enough time has passed since the introduction of roadside prohibitions to say where we are at.”
Among the other ndings in Lucash’s re-
port to council were slight increases in sever-al types of les the Lake Country detachment dealt with including a ve per cent increase in charges related to prolif-ic o enders, organized crime and drugs. Lucash said police are kept busy dealing with many repeat o enders.
“Five per cent of the people are responsible for 90 per cent of our work,” he said.
Lucash outlined how police are using a pro-cess known as CompStat to tackle crime as les are entered into a data base to develop a crime map and statistics for police to use in a focused ap-proach to tackling crime. Bi-weekly meetings are held at the regional level with police across the Central Okanagan as RCMP identify strat-egies to deal with high-
crime areas or trends in crime.
e Lake Country de-tachment consists of one sergeant, two corporals, eight general duty con-stables, one school re-source o cer (constable) and two municipal em-ployees.
In terms of commun-ity relations, the detach-ment continued to be active in the commun-ity last quarter, taking part in the community
health and wellness fair, the Lake Country Re-membrance Day cere-mony and Big White Ski Patrol.
RCMP also held its annual Cram the Cruiser event, which raised 2,646 pounds of non-per-ishable food items and $5,336 for the Lake Country Food Bank during the last quarter of the year.

Demand is growing for provincial action to prevent a threat to Oka-nagan lakes.
Lake Country coun-cil is asking the Southern Interior Local Govern-ment Association (SIL-GA) to support a reso-
lution that calls on the provincial government to install inspection sta-tions at B.C.’s borders for boats possibly in-fested with quagga and zebra mussels.
“If we don’t put money into trying to stop them, it will almost be impossible once they
are entrenched,” said Mayor James Baker.
While the federal government has initiated plans for monitoring sta-tions along the U.S. bor-der, the B.C. government has not taken similar actions along the Alberta boundary.
 ere is a concern a
boat containing mussels could ultimately enter an Okanagan lake and spread.
B.C. is being asked to contribute a minimum of $530,000 annually to monitoring, consistent

LCAG prepares to exhibit members’ art in annual showW ith all of this
mild weather we have been
experiencing in the Oka-nagan it really does feel like spring is just around the corner. I’m sure many of you have started to do some work in your yards in preparation for the gardening season.
Each year during the start of spring there is something that comes along with the long-
er days and warmer tem-peratures—lower back injuries.
So what can we do to avoid hurting our backs? A recent study published in the Journal of Arth-ritis Care and Research looked at just shy of a thousand patients over the age of 18. ey found eight di erent risk fac-tors for lower back pain.
In order of highest to lowest risk the eight fac-tors were:
• distraction during a task
• manual tasks involving awkward postures
• manual tasks involving objects not close to the body
• manual tasks involving people or animals
• manu-al tasks involving unstable or unbal-anced ob-jects
• manu-al tasks involving heavy loads
• moderate or vigorous physical activity
• fatigue/tiredness. Being fatigued tripled
the odds of su ering a lower back injury, while distraction increased the risk by 25 times.
So, based on this re-cent information, when you are getting outside
to do your yard work or gardening this spring
make sure to remember this list and try to avoid these risk factors.
Take fre-quent breaks during your day to avoid
fatigue. When lifting, bring objects close to your body and focus on what you are doing to avoid distraction. When lifting, bend at your hips and knees (sticking the butt out) while keeping a straight spine to mini-mize dangerous pressure on the spinal discs and joints.
As well, a recent study done at the University of Sydney in Australia found that almost half of the lower back injuries they looked at occurred in the morning between 8 and 11 a.m. e cause is yet unknown but it is thought that it may be due to the fact that your spinal discs ll with u-id overnight, making them more susceptible to pressure in the rst few hours of your day. It makes sense then to take your time in the morning when possible and make sure your muscles and joints are warmed up be-fore jumping right into your ‘spring cleaning’.
Of course we don’t live
in a perfect world where we can always com-pletely avoid risk of in-jury. But keeping some of these latest study re-sults in mind I hope that you can stay healthy dur-ing this upcoming spring season.

ICBC has announced some 30 road improve-ment projects in the Central Okanagan in-cluding new pedestrian countdown timers, side-walks and bike lanes as part of more than $805,000 of investment made last year in Lake Country, Kelowna and West Kelowna.
 is year marks the
25th road improvement program anniversary for ICBC which says it has invested more than $130 million in B.C. roads since 1990.
“ e investment of $67,300 in Lake Coun-try will help support cyc-ling lanes and pedestrian pathways, providing a nice boost to our ac-tive, recreation-minded
community,” said Norm Letnick, MLA for Ke-lowna-Lake Country. “What’s more, a number of safety improvements will be undertaken to bene t local drivers and better protect them on our roads.”
In 2014, ICBC in-vested approximately $2 million in the Southern Interior and $7.7 mil-
lion in projects and safe-ty audits across the prov-ince.
“We’re proud of the thousands of road improvements and stud-ies we have contribut-ed to communities across B.C. over the last 25 years,” said Lindsay Mat-thews, ICBC’s direc-tor responsible for road safety.
“Safer roads mean fewer crashes which also translates into low-er claims costs,” she said. “We’ll continue to invest in road safety initiatives that help us keep rates as low as possible for cus-tomers.”
ICBC participates in engineering safety stud-ies and works with com-munities to make sure
road safety issues are considered in the plan-ning of roadways and managing tra c.
All proposed road improvement pro-jects are assessed based on their ability to make roads safer. e most re-cent evaluation of the program found that, over a two year time per-iod, overall for every dol-
lar invested ICBC and its customers saw a re-turn of ve times the in-vestment.
If you have a sugges-tion for making a road or intersection in your community safer, contact your local municipality or make your suggestion through icbc.com.

After more than 700 people turned out for previous sessions, four new information sessions have been added to the roster this March—help-ing interested applicants prepare to apply for jobs at the Okanagan Correc-tional Centre.
With construction on the new Okanagan Cor-rectional Centre slated to be complete in 2016, cre-
ating more than 240 full-time correctional o -cer positions in the area, these sessions will help people get ready for the next steps in the process.
Hosted in Kelow-na and Oliver, the free sessions include infor-mation about correc-tions and the justice sys-tem, the roles and duties of a correctional o cer and the unique needs of
the o ender population, along with information on preparing to apply for jobs.
roughout March, BC Corrections, in part-nership with the Justice Institute of BC, will host full-day readiness ses-sions as follows:
• Oliver: March 14 and 15 at South Oka-nagan Secondary from, 8:30 a.m.to 4:30 p.m.
both days • Kelowna, March
21 and 22 at the Justice Institute, 825 Walrod Street, from 8:30 a.m. to 4:30 p.m.both days.
ose interested in attending can call 604 462-5170, or register by email at [email protected] with “register” in the subject line. Include rst- and second-session choices
and contact information in the body of the email.
e Okanagan Cor-rectional Centre will be a 378-cell, high-secur-ity facility located on a 14.5-hectare (36-acre site) in the Osoyoos In-dian Band’s Senkulmen Business Park, seven kilometres north of Oli-ver on Highway 97.

e Fintry Queen has received a last minute break from the taxman that could help keep it a oat.
e a 326-passenger faux stern wheeler, which was a xture on the downtown Kelowna lake shore for many years, has
received an 11th hour tax credit allocation from the BC Investment Pro-gram. Investors will now receive up to a 30 per cent B.C. tax credit to a maximum of $60,000 on their 2014 returns if they sign up before the March 1 2015 deadline.
“ e Fintry Queen has nally met all the EBC criteria” said Andy Schwab, president of Okanagan Lake Boat Company Inc., owner of the historic vessel, “But we are quickly running out of time for the 2014 program which expires March 1st”.
e B.C. Investment Program was developed by the Ministry of Jobs,
Tourism and Skills Training to encourage investment in manufac-turing, destination tour-ism, proprietary technol-ogies, digital media and community diversi ca-tion outside of the Low-er Mainland and cap-ital region. For the Fin-try Queen to qualify as

I am a very happy girl that would love to be pampered like I am on vacation. I need someone that is wanting to take the time to get to know me. I am a big cuddle bug, and came into the shelter with my litter mate Shelley. We would be good as a pair, if your looking for two cats, Or on my own would be okay too. Please come to the shelter and get to know me.

“ e plan is to raise $600,000 to renovate the ship and build the dock in Penticton” said Schwab. “We’ve already started on the environ-mental permits to co-incide with the dock design and engineer-ing. With a little luck, we’ll be painting, build-ing docks and sailing to Penticton before the end of the year, ready to open for 2016.”
e investors can pur-chase equity shares val-

“Venture forums and angels are all about tech deals these days” said Schwab. “We’re low-tech, we’re all about his-tory and romance and feeling good, about where you are and who you’re with, providing a memorable Okanagan experience that marks a time and place in your life”.
e original Oka-nagan Lake Boat Com-pany was established in Naramata in 1897. An old trade poster circa 1912, on display in the Penticton Museum, shows a small passenger craft on the lake with the caption “Ferry Service - Summerland - Naramata - Penticton. Special Trips to All Points on the Lake for Commercial Travel-lers and Tourists. Tele-phone Connections”.
“We identi ed with the poster,” said Schwab, who sees a future for public transportation on Okanagan Lake, linking the communities, parks, wineries and resorts along the shoreline, simi-lar to the historic paddle-wheel services provided by the CNR and CPR from 1893 - 1972, which served more than 25 his-toric ports of call.
e Fintry Queen is the largest commercial passenger ship on Oka-
nagan Lake, able to safe-ly transport thousands of passengers annually in most weather conditions.
Originally built as the Lequime, a car ferry, in 1948, she carried passen-gers and vehicles across the lake year-round from the Westside to Kelow-na before the days of the rst Okanagan Lake Floating Bridge.
Designed to get close to shore, her bow board-ing ramp permits loading and unloading without the need for extensive shore facilities. In 1968 she was renamed the “Fintry Queen” to carry passengers to the new community development at Fintry Estates.
Over a 10 year per-iod, from 1990 - 2000, the Fintry Queen aver-aged over 28,000 passen-gers each summer. But when Kelowna redid its waterfront, it said there was no room for the Fin-try Queen anymore.

with Alberta’s surveil-lance program.
Zebra and quag-ga mussels are native to eastern Europe and they
have spread across North America since the 1980s.
ey clog water intake pipes, pumps and boat motors. ey also deplete food sources for sh and produce toxins that kill
sh and birds and con-taminate drinking water.
e Okanagan Main-line Real Estate Board has estimated that the direct cost and lost rev-enue if the mussels take
hold in the region would be $42 million annually.
Baker says an infesta-tion could seriously im-pact the Okanagan’s economy.
“Tourism is what we
do and if we can’t put money into checking boats, there will be big problems,” he said.
e resolution will go before SILGA dele-gates at its convention in
April. If it is approved, the resolution will then go to the Union of B.C. Municipalities confer-ence in September for consideration.
If UBCM supports
the resolution, the prov-incial government would then be lobbied.
“We need the prov-ince to get on board,” said Baker.

MARILYN MACHUM(1933-2015)
It is with heavy hearts that weannounce the sudden passing of
Marilyn Leta Machum (nee: Deacon), who was involved in a recent motor
vehicle accident and succumbed to her injuries at the Chinook Regional
Hospital in Lethbridge on February 14, 2015 at the age of 81 years. She
peacefully left this world surrounded by her loving family and with faith in the Lord. Marilyn was born on July 27,
1933 in Yarmouth, Nova Scotia to Godfrey & Leta Deacon. She blossomed into a beautiful and graceful young lady who caught the attention of an earnest and dashing young man, George Machum. They pledged their love in holy matrimony
on October 13, 1956 and celebrated 58 years together. They were further blessed with three daughters, seven
grandchildren and eight great grandchildren. Her greatest joy throughout her life was always the love of family; sheutilized Facebook and texting to stay in touch with every family member. She spent many quality hours socializing with friends while sharing a meal or cup of coffee. Marilyn was dedicated to many community organizations and both
she and George highly regarded the RCMP and itsmembers. She also enjoyed any “cop show” on TV and the
occasional shopping spree. Marilyn was a dynamic andcaring woman who was generous, humorous and an
inspiration to all those who befriended her. We take great comfort in knowing that she is safely in the arms of our Lord
with a smile on her angelic face and skip in her graceful step. Left to mourn her passing and celebrate her life
include her devoted husband, George Machum of Coleman, AB; her daughters, Judy (Darryl) Johnson, Janice (Brian) Way and Beverley (Douglas) Sprague; her grandchildren, Karyn (Michael) Hogue, Stephanie (Christopher) Eklund, Christopher (Raylene) Johnson, Matthew (Christina) Way,
Heather (Justin) Hantos, Danielle (Grant) Becker andBradley Sprague; her great grandchildren, Taylor, Brooklyn, Rylie, Carter, Morgan, Darryn, Macy and Aubrey; numerous nieces, nephews and extended family; and the many friends she made throughout her lifetime. She was predeceased by
her parents, Godfrey & Leta Deacon; sister, Kay; andbrother, Mel. The Memorial Service honouring Marilyn’s life will be held on Friday, February 20, 2015 at 1:00 pm in the Holy Trinity Catholic Church (13126-21 Ave in Blairmore) with Rev. Nicky Keyworth, Rev. Janni Belgum and son-in-
law, Rev. Brian Way offi ciating. Donations in memory of the late Marilyn Machum will be gratefully accepted by the
Grace Anglican United Church, PO Box 903, Blairmore, AB T0K 0E0 and by S.T.A.R.S. Air Ambulance, Box 570, 1441
Aviation Park NE, Calgary, AB T2E 8M7. Condolences may be registered at www.fantinsfuneralchapel.ca.

It’s Income Tax Time… Trained community volunteers can help prepare your income tax return. If you are a low income senior (below $30,000 single income or $40,000 couple) please come see Dave or Leona in the Winfield Room at Municipal Hall (10150 Bottom Wood Lake Rd.) Mondays 9:00-11:00am from March 2 to 30. Bring your tax papers/forms.
The Public Art Advisory Commission invites YOU to participate in painting a large community mural to celebrate Lake Country’s 20th anniversary. A 24’x48’ mural to be mounted on the south wall of Winfield Memorial Hall will be developed from two artists’ work and will include 480 (12”x12”) panels painted by local residents, students and artists. No specific painting talent is needed; everyone is welcome to participate. Supplies will be provided and all participants will be assigned a dominant colour palette for their panel and the rest is up to them. Contact Petrina McNeill at the Lake Country Art Gallery or email her at [email protected] with the subject line MURAL if you want to get involved.
Let the Artist in you be inspired to help celebrate Lake Country’s 20th Anniversary
Water Meter Installations . . . COMING SOON
NOTICE to all residents within the District of Lake Country Water System During the next few weeks, flushing will occur between 8:00 am and 3:30 pm. While there should be no interruption in service, customers may experience temporary lower than normal water pressure and possibly discoloured water for short periods of time. If discolouration is noticed, run the cold water tap in your tub. Watch for flushing trucks in your neighbourhood and for best results, wash laundry after flushing is done for the day. Water main flushing is an important part of good water utility management. Water mains accumulate sediment over time and flushing helps decrease these deposits and offer our community the best water quality possible. Visit website for more information or call 250-766-6677.
www.okanaganway.ca/municipal
The last day of ice use at the Winfield Arena will be March 31, 2015. After that the area will be CLOSED for resurfacing of the rink area.
