Cosac Foundation threatens to stop taking emergency cases due to South Florida cities bans from Homeless Voice vending

Homelessness is a significant problem in Hollywood. It is an issue that a number of people and organization are working to reduce.

Sean Cononie, the director and founder of the Coalition of Service and Charity (COSAC) in Hollywood is providing housing, food and when possible

work opportunities for the homeless at its main facility at 1203 North Federal Highway. It is known for the newspaper “The Homeless Voice” which is distributed throughout South Florida.

Cononie has faced controversy and not everyone agrees with his approach. “We are trying to correct a problem that has been handled wrongly for years. We don’t turn people away, we give the homeless a place to live.”

The requirements for living at COSAC include not doing drugs or using alcohol and working if possible. If it is determined that a person can’t work, they

may be provided a Mother Teresa Bed; a free bed for life. The ultimate goal of COSAC is to help people achieve self-sufficiency and eventually move out. But Cononie realizes that some people can’t accomplish that in a few months if ever. People who can work will pay a small transitional housing fee based on a sliding scale. COSAC has been in Hollywood for 17 years and operates a facility in Dania Beach and unincorporated Broward County off of I-595 and 441.

“People can become homeless for a variety of reasons. A person can have a bad seizure and may be unable to work. Some people have mental illness or a low IQ. Some people make wrong decisions and end up homeless,” said Cononie. “For those who are disabled and on a social security check at $710 may find they can’t

keep a roof over the head so staying at COSAC becomes affordable permanent housing.”

There are about 200 people who live at COSAC. They can be treated by doctors, and nurse practitioners and they can participate in Alcoholics Anonymous and Narcotics Anonymous. They can participate in health improvement programs such as aerobics. And they can participate in job placement programs.

Additionally, an outreach program regularly goes into the community with water, blankets, medical supplies and cigarettes to assist the homeless on the streets or to take them into the COSAC shelter when possible.

prohibiting the sale of newspapers at intersections and along the streets. He said that if this matter is not resolved within 60 days, COSAC may stop taking in emergency cases. He said that the shelter will remain open but that if it is considered full, people may be turned away. He wants cities to offer more support or allow the sale of Homeless Voice newspapers on public streets.

Pembroke Pines Pines outlawed vendors at major street corners in September of 2012, a move that Cononie also feared may shut down the shelter. At the time, Cononie reported Homeless Voice newspaper sales generated around $120,000 a month.

“In response to Coral Springs, yet another city no longer allowing street vending, we may be closing the emergency level shelter which currently takes referrals from the police, hospitals, and other organizations,” explained Sabrina Diz, Community Relations and Special Projects Coordinator for COSAC.

Current COSAC policy is to take everyone. Cononie said that about 60 to 70 percent of COSAC’s revenue comes from the sale of the Homeless Voice. Cononie states the budget for COSAC is about $1.4 million. There are between 350 to 400 people living at COSAC on a given day. COSAC has nine buildings.

“In our 17 years, we have never had a Homeless Voice vendor killed,” he said.

Homeless Voice vendor Ralph Monterrey reported being hit by a car while vending the Homeless Voice on the intersection of Griffin Road and Federal Highway in November of 2010. “This is a dangerous intersection,” said Monterrey in an interview by Sarah Malhotra for a special issue of Homeless Voice. For the past 5 years, a program called ‘Will Write for Food’ brings 20 college journalism students from around the country to produce an issue of the Homeless Voice in 36 hours. Other sources of revenue are from donations, advertising space, rent from the residents and 40% of all wages earned by vending after room and board is deducted. The residents pay their room and board fees based on a sliding scale depending on if they are able to work. Not eveyone can be a vendor, but those who can are expected to pay up to $23 a day for room and board and access to services at the shelter. Cononie is known to assist anyone to make sure they are able to have a place to stay and a meal for as long as needed.

If a resident gives their social security check to COSAC, the room and board fee is much less. In special circumstances he will even front a resident cash for larger purchases, like a personal computer, and manage their finances to make payments to him.

“Most people don’t want to be homeless and most people want to work. But some can’t hold a job and so they come here,” said Cononie. “We make an evaluation to see what kind of jobs they can do. We have a day labor program.”

If a person can’t work in traditional job, COSAC will try find work they can do around the facility. Those who can work may sell the “Homeless Voice.” Much of COSAC is funded by sale of the “Homeless Voice,” said Cononie. “We also receive donations and we are hoping to start a pressure cleaning business.”

A walk through the COSAC facility finds people surviving a difficult life situation together. People live in dormitory style rooms. There are televisions in the rooms and there is a spirit of camaraderie. People eat meals together in a cafeteria. They will sit outside in a courtyard area. “Some people like to live here because they have friends here,” said Cononie. “We have people who have been living here for years and may spend the rest of their lives here.”

NOT YOUR TYPICAL NEIGHBORS

Those who operate businesses next to COSAC have different reactions to the organization. Some business owners find it difficult to operate near a facility that caters to the homeless. They have expressed concern that homeless people make customers uncomfortable. The 1203 N. Federal Highway building has had 14 code violations since 2007 and there are currently two registered sex offenders listing the COSAC shelter as their permanent residence.

“There can be no comparing of the benefits extended by Broward Outreach Center (BOC) to our homeless population versus the exploitation of this same group by COSAC. The hygiene, life safety conditions and client management offered by BOC appears light years beyond what was observed at COSAC [in

a recent Leadership Hollywood Health and Human Services tour]. I personally inspected all the fire extinguishers in the COSAC space and could find zero with current inspections. The cancerous side effects of the homeless-perpetuating COSAC center can be easily witnessed by the many businesses within 300 feet that have been forced to close. COSAC is Downtown Hollywood’s ‘shame,’” said Louis Pellegrino, owner of Jothi Vita Ayurvedic Spa & Wellbeing Center located five blocks south of the shelter. “The unfortunate truth is that no solution exists where personal accountability is not at least 50% of the design. Unless the party decides he/she wants to recover, there is no amount of money or goodwill we could provide that will make a real difference”

She does not think there has been an impact on her business. “Actually, business is better than ever,” she reports, after being at the location for 4 years. “I’ve had a couple of incidents where people are sleeping on my property, but I don’t think it has directly cost me business,” said Solomon-Miles.

Anthony Vera, spokesperson for the Hollywood Professional Firefighters Association said the COSAC building has generated many calls for Hollywood’s emergency services. “Some of the calls are more legitimate than others but by law we have to transport everyone,” said Vera. “Even a minor injury is a major injury to the person undergoing it.”

BROWARD OUTREACH CENTER OPENS NEW 18,000 SQUARE FOOT FACILITY IN SERVICE OF HOMELESS WOMEN AND THEIR CHILDREN

Broward Outreach Center operates two facilities in Hollywood and is a division of the Miami Rescue Mission. It addresses the physical health needs, mental health needs and educational needs of the homeless in Hollywood. The average stay is between three and six months.

In Hollywood it serves about 150 men, women and children. A facility for men and women is located at 2056 Scott Street. The Broward Outreach Center for Women and Children – Hollywood, a new

Christmas Eve at the Broward Outreach Center

On Tuesday, December 24th, the Miami Rescue Mission/Broward Outreach Centers and over 600 volunteers provided entertainment, more than 6,000 gifts and a complete Christmas meal to 3,000 homeless and hungry individuals. Miami Rescue Mission/Broward Outreach Centers helped spread some joy thanks to multiple donors and BOC Friends.

Broward Outreach Center: Hollywood – Guyana Relief Council of Florida, Inc. was the main sponsor of this Outreach. Beginning at 10 a.m., the Christmas Celebration began with dozens of volunteers helping celebrate with formerly homeless men, women and children. The Christmas meal was also served beginning at 11:00 a.m. Santa arrived around noon with special deliveries for everyone.

Some of the great give-a-ways included gifts from Friends of BOC, former Mayor Mara Giulianti, and Ahmadiyya Muslim Community. Many toys were donated by supporters and donors.

MIAMI RESCUE MISSION/BROWARD OUTREACH CENTERS HELPED NEARLY 3,000 HOMELESS AND NEEDY

comprehensive $3.3 million 18,000 square foot facility was just opened. This center, located next to the original facility, allows mothers and children to live together. It also provides a structured therapeutic environment for a homeless family, allowing them to rebuild their lives as a family, according to the Broward Outreach Center’s website.

Don Cotton, program supervisor for the Broward Outreach Center said that many people become homeless because of mental illness, substance abuse and lack of jobs for people with felony convictions.

“People with felony convictions need a chance. We need jobs for felons,” said Cotton.

The Broward Outreach Center offers housing for homeless people and works to get people into their own homes within three months. Those who are housed at Broward Outreach are expected to work if possible and save 80 percent of their paychecks to be put toward their own homes. People who come to Broward Outreach receive an overall assessment of their life situation. They may need help with substance abuse or other problems. They receive help in finding new job or training for a job. People with severe disabilities receive help in obtaining disability support and housing.

“If people want to help provide jobs to homeless people, they can contact the Broward Outreach Center,” said Cotton.

The City of Hollywood recently held a symposium with service providers that deal with the homeless population. These included the Broward County Housing Authority, the Broward Homeless Initiative Partnership Division; the lead agency for implementing the county’s ten year plan to end homelessness, the Salvation Army, the Broward Sheriff’s Office, the Jubilee Center in Hollywood and other organizations that serve the homeless populations. The goal of this meeting was to develop an action for reducing homelessness in Hollywood.

“In general there are three types of homeless people,” said Davon Barbour, director of the Department of Community and Economic Development for Hollywood. “There are the chronic criminals who are in and out of the legal system, the consumer; a person with mental health issues, or someone who is chronically homeless due to a lack of job opportunities or affordable housing.”

The meeting was essentially a brainstorming session on dealing with the problem of homelessness in Hollywood. The long term goal is to implement an action plan for reducing homeless in Hollywood, according to Barbour.

Homeless may always be a problem in Hollywood. The City has many transient residents. It offers a warm climate and is near the beach. These are factors that will always attract the homeless.

On December 20th, former U.S. Representative Peter Deutsch won conditional approval from a key Hollywood board to build a controversial Ben Gamla middle and senior charter high school in a traffic congested neighborhood near City Hall.

The city’s Planning and Development Review Board backed a recent city staff recommendation to grant a zoning exception that would permit construction of a three-story, 34,000 square foot building for up to 600 students in the residential neighborhood east of I-95.

City Commissioner Peter Hernandez, who represents the community surrounding the Van Buren Street school, said residents were disappointed. He said regarding the board’s action “this seems like business as usual.”

Hernandez said he will request a review by the city commission, but he’ll need the support of two other city commissioners before the matter would come before elected body. If not, the school can proceed with its project.

Before the vote, asked if Deutsch would win, Hernandez said, “That’s what it looks like,” adding, “The neighborhood will lose.”

“The administration has catered to this applicant,” Hernandez said. He explained that the city administration had promised, but failed to keep the community updated on discussions with Ben Gamla officials about various issues, including traffic solutions.

The proposed school stirred neighborhood opposition when Ben Gamla’s original plans for a 1,050 student middle-high school, across from an existing Ben Gamla K-8, became public four months ago.

APPROVAL WITH CONDITIONS

The planning board reviewed the staff report, which included an approval recommendation subject to 28 conditions.

“We are recommending approval subject to [Ben Gamla] meeting all of the conditions,” said Hollywood City Manager Cathy Swanson-Rivenbark.

Neither Deutsch, founder of the Ben Gamla charter schools, nor Ben Gamla lawyer Alan Koslow, a former Hollywood city attorney, responded to requests for comment.

Sharon Miller, principal of the Ben Gamla K-8 school in Hollywood, has been involved in some meetings regarding the project, but said she was not prepared to discuss the matter. “Thanks for reaching out,” she said, declining comment.

The high school is a joint effort of the English-Hebrew language Ben Gamla Charter Schools and the Doral Academy located in Miami-Dade. Both are managed by Academica, a large for-profit charter school management company based in South Miami.

Commissioner Hernandez is skeptical about the process, having received the staff report only recently. “I don’t know how much scrutiny this will get,” he said.

A DONE DEAL

In a vote taken about 1 a.m. on Dec. 20th, the Hollywood Planning and Development Review Board approved the zoning exception that will allow construction of a three-story, 34,000 square foot building for up to 600 students.

The board also approved 29 conditions – one more than originally requested by the city — that the school must adhere to. Those conditions mostly address traffic and school operational issues.

City Manager Cathy Swanson-Rivenbark said the city would make sure Ben Gamla lives up to the provisions.

The meeting lasted seven hours. The board heard from speakers on both sides of the issue.

Nearby residents were against the project because of what they said are difficult existing traffic conditions. Parents of children attending Ben Gamla’s adjacent K-8 school spoke in support.

Storey said city staff members have met a number of times with representatives from Ben Gamla to discuss issues. She said she could not say whether Ben Gamla officials agree with the 29 conditions needed to gain approval for the school.

Most of the conditions involve school operational and traffic issues, such as drop-off and pickup times and

locations and use of police and traffic guards.Several issues have apparently been resolved, altered

or clarified since plans were first announced, according to city documents.

Ben Gamla has scaled the project down to a $3.7 million, three-story, 34,000 square foot building for a maximum of 600 students. Originally, it proposed a $5 million, four-story, 49,000 square foot building for 1,050 students. The school will start out with 524 students and can only go to the maximum 600 if it provides 21 more parking spaces.

Ben Gamla had sought to be ready to open for the 2014-2015 school year, but a delay until 2015-2016 is likely.

As a buffer for the surrounding residential areas, the school would be required to build a six-foot concrete wall along the east, south and west sides of the 1.52 acre school property fronting Van Buren Street, between 26th and 28th Avenues.

The proposed recommendations also resolve an issue about the capacity of the existing K-8. During the city’s review for the proposed school, the city staff stated that city documents indicated Ben Gamla was to have a maximum of 584 students at the K-8 when the school added several classrooms.

In response school officials said plans approved by the city would allow for 672 students, although the school currently has 660 students. The issue was resolved in favor of the school; the city staff recommendation sets the Ben Gamla K-8 capacity to 660.

While the city is permitting only 600 students at the proposed new school, the Broward School Board agenda item set the student capacity of the Ben Gamla-Doral Academy school at 1,050. The school board approved charters for the proposed middle-senior high school in November. A spokesperson for the school district said the actual capacity of the schools would be established during negotiations following the school board approval.

The Emerald Hills Pharmacy is a place where customers are known by their name. An independent pharmacy, it is dedicated to customer service. The owner, Rachel Novelli promises to go above and beyond when it comes to providing customer service to both humans and pets. The pharmacy has been open for three years.

“Our main focus is customer service and we offer far better service than the big stores,” said Novelli. “We do compounding of pharmaceuticals for people and pets and we make medications into different forms. We can make a medication and make it into a liquid, a piece of candy or a topical cream. You can give that to children or people who have difficulty swallowing pills.”

Emerald Hills Pharmacy includes about 1,200 total square feet. It offers over the counter products, natural and organic products like body lotions, hair care products, toiletries and soaps. It has ten employees.

“We thought it would be good for the community to have this pharmacy,” said Rachel. “We are an independent family owned pharmacy dedicated to the health and well being of the community.”

One advantage of a family oriented pharmacy is that the pharmacist really gets to know the patients. Dr. Nicole O’Conner, PharmD can compound medications into forms that a patient can easily take. She is very proficient at helping patients manage their medications. She will work with a patient to determine how the medication or medications are working.

“If a person cannot take a pill or capsule we can make it into a liquid so that it is easier to take,” said O’Connor. “We can take medication and compound it into a lollipop so a child can easily take it. Sweet medication is easier to take.”

Neil Chonin, RPH; CPH; MTM, serves as the pharmacy manager. He works closely with the patients to ensure that their medications are working properly. In addition to prescription medication and traditional over the counter medication, there are many natural and organic health products. A wide variety of natural supplements are available. There is a very homey, comfortable feel to Emerald Hills Pharmacy. It is a place where people can feel comfortable discussing their health concerns or visit with a friend.

Also, Emerald Hills has partnered with VCA Animal Hospital. When a pet is adopted at the Humane Society, the animal is taken to the VCA Animal Hospital for a checkup. If the animal needs antibiotics, Emerald Hills Pharmacy will provide it for free.

“Often the animals are sick and we fill their first prescription. We are happy to do this because it is so much better for the community when a pet is adopted rather than purchased from a store,” said Novelli.

LiveHara Café has brought a unique dining experience to Downtown Hollywood with the introduction of healthy gourmet raw, vegan and organic meals that are both nutritious and delicious.

LiveHara Café, which opened Sept. 28 at 116 S. 20th Ave., serves cooked as well as raw, mostly gluten-free vegan food prepared with all organic ingredients and no artificial additives. “Hara” means “green” in Hindi, and the café’s name originated from an inspiration to create flavorful food without compromising health and wellbeing.

LiveHara Café administrator Alexandra Avendano said the unique concept has been very well received by vegan diners, customers with health issues and mothers who want to eat healthier and teach their children to do the same, as well as the merely curious.

“And once they try it, they are surprised by the flavor,” Avendano said. “We have regulars and then we also have customers from out of town who look up vegan places online and find us.”

Among the main dishes are the Portobello Melt, Quinoa Bowl, and raw vegan selections such as Live Pizza, Spring Veggie Burger, Nori Wrap and Pesto Pasta, with daily specials including Vegan Mozzarella Lasagna, Stuffed Peppers and Lentil Dahl. Rotating starters, sides and salads include Red Pepper Cheese Platter, Tomato Polenta, Raw Tacos, Thai Curry Soup, Vietnamese Pho, Kimchi, Potato Salad and Kale Salad. Dessert offerings vary and include Pistachio Cheesecake, Peanut Butter Cacao Cheesecake, and gluten-free muffins and cookies. Fresh juices, smoothies and organic coffee drinks made with almond, soy or coconut milk are also available.

Avendano’s mother Erika, the café’s chef and one of its owners, has been a vegetarian for the past 35 years. In

2010, she was conducting healthy-eating workshops and found that her unusual recipes were a big hit with people who were far more interested in enjoying her healthy and tasty dishes without having to recreate them first.

“And that’s how the whole idea of a vegan restaurant came about,” Alexandra Avendano said.

LiveHara Café currently has indoor seating for 25 diners and will be adding an outdoor seating option. The café has an intimate coffee-house ambiance, Avendano said, “And it seems like people really enjoy that.”

She said LiveHara Café’s owners chose the historic downtown arts, music and entertainment district as the location for their new business because of its unique character, sense of community and a commitment to furthering the arts that includes the Downtown Hollywood Mural Project launched in August 2012 and the monthly Downtown Hollywood ArtWalk series. LiveHara Café welcomes local artists to display and sell their work in the café.

“There’s this artistic vibe downtown now,” said Avendano, who grew up in Hollywood, moved out of state in 2010 and returned home at the end of 2012. “And all of the business owners are really friendly and helpful to each other. We just thought it was a nice area.”

A ribbon-cutting ceremony was held on December 13, 2013, to mark the opening of the Memorial Fitness Zone, located in T.Y. (Topeekeegee Yugnee) Park in Hollywood. In attendance were Broward County Mayor Barbara Sharief, Broward County Parks and Recreation Division Director Dan West, and Memorial Healthcare System executives.

“We’re happy to bring the Memorial Fitness Zone to residents in the area to help enhance their health and well being today and for years to come,” said Zeff Ross, Senior Vice President and Chief Executive Officer, Memorial Regional Hospital, the flagship hospital of Memorial Healthcare System. Hospital executives, the South Broward Hospital District Board of Commissioners and Parks and Recreation Division officials are expected to attend the ribbon cutting.

The outdoor fitness equipment will complement the two-mile walking trail which already attracts hundreds of adults and children every day. It can be used to warm up, cool down or as its own fitness regimen. Instructions will clearly explain how to use the equipment. The Fitness Zone will be free for use and open to ages 14 and up; however, the park’s regular gate entrance fee of $1.50/person – children 5 and under are free – is in effect on weekends and holidays. Memorial Healthcare System donated funds for fitness equipment to commemorate its 60th anniversary, supplemented by additional funding from the Broward County Parks and Recreation Division. The fitness zone consists of nearly a dozen pieces of sturdy exercise equipment on concrete pads, including wheelchair-accessible units. The equipment, which was installed directly across from the park office, is designed for ages 14 and up.

Traditional American barbecue has come to Downtown Hollywood with the recent opening of Smoke Grill & Bar, a casual full-service eatery at 1832 Harrison St. that serves up daily lunch and dinner buffets as well as à la carte selections, live music, deejay entertainment and weekly ladies’ night specials.

Proprietor Cosmin Udor, who also owns Europa Restaurant in Downtown Hollywood, opened Smoke Grill & Bar on Nov. 15 with his wife Alina and business partner Madalina Nitu. Udor signed the lease for the 291-seat, 5,567-square-foot space with downtown-based property owner S & M Lancaster Properties Inc. in September.

What sets Smoke Grill & Bar apart from the chain barbecue joints is the dedication to time-honored traditional recipes prepared fresh daily on premises.

“We are not like food that you find from a big corporation,” Udor stressed. “Everything is made in-house.”

Smoke Grill & Bar’s extensive menu features barbecue spareribs and St. Louis-style ribs; grilled New York strips, sirloins and ribeyes; grilled chicken; tilapia; catfish; slow-cooked brisket; and pulled barbecue pork or beef. Among the many appetizers and side dishes are grilled or fried chicken wings, beef or turkey burgers, potato skins, Texas “nachos,” stuffed hushpuppies, salads, baked or sweet potatoes, macaroni and cheese, cowboy beans and collard greens. Patrons also appreciate the all-you-can-eat buffets offered at lunch from 11 a.m. to 4 p.m. for $9.95 and at dinner beginning at 4 p.m. for $17.99. Smoke Grill & Bar also features a full liquor bar.

Udor said the response from diners has been extremely positive. “The people from the offices downtown have come back,” he said.

In keeping with Downtown Hollywood’s designation as a Live Music District, Smoke Grill & Bar offers Family Nights with live international music. DJ entertainment is provided on weekends and on Ladies Night Mondays, when ladies enjoy complimentary bar beverages all night.

Smoke Grill & Bar is a marked departure from Udor’s other Downtown Hollywood eatery, Europa, the former Transylvania Restaurant he took over in 2012 whose authentic Romanian and European cuisine attracts a loyal customer base. It was Udor’s love of traditional American barbecue that prompted him to open a “real American restaurant” in the

heart of the historic downtown arts, music and entertainment district.

“I travel a lot, and the American food is good food,” said the native of Romania.

When Udor first discovered Downtown Hollywood as a tourist in the mid-2000s, he was struck by the “artistic and multi-cultural vibe” it has compared with other South Florida locales. When it came time to open a second restaurant, a Downtown Hollywood location was an easy decision.

“Hollywood is a small city but it’s growing,” Udor said. “And I expect to grow my business with the city.”

In an effort to help reduce the feline overpopulation problem in the Southeast Florida region, six animal shelters that are part of the Southeast Florida Spay/Neuter Coalition will be hosting their third annual “Beat the Heat Spay/Neuter Week.” The event takes place January 6 - 10 and is for felines eight weeks of age or older who are free-roaming, feral or lucky enough to have a home. The goal of the group is to collectively sterilize 1,400 cats during this time frame. The cost will be just $15 per cat and includes spay/neuter, rabies vaccination, and FVRCP.

While kittens are cute, the fact is there are simply too many unwanted cats and not enough homes. Only with your help can we reduce the number of unwanted cats entering shelters. Appointments are necessary, and you must be a

resident of one of these counties to participate, so please contact the shelter near you to take advantage of this offer as space is limited.

Each shelter is independent and not affiliated with one another, however they are coming together to help promote this important message. Pet overpopulation is something we can stop, but it will take help from every one to make a difference.

Fort Lauderdale, FL – Since 1944 the Humane Society of Broward County has taken in dogs, cats, rabbits, Guinea pigs and more. Whether the family is moving, someone developed allergies or they simply cannot financially afford the pet any longer, these families did not abandon their pets in a park to fend for themselves. Instead they brought them to the Humane Society so they could hopefully find another home. As our community has grown, so has the number of animals surrendered to the facility. After careful evaluation and consideration on the basis of a national trend, the HSBC will be starting surrender by appointment on January 15, 2014. Other large shelters across the country such as Animal Humane Society (Minneapolis) and the Houston SPCA have been doing this for several years and it has proven to be successful in their communities.

There are several reasons why we have chosen to follow this trend. The first is transparency on eligibility for adoption of the animal. The second is to be able to provide alternative solutions to keeping the pet in the home like providing behavior training, limited vet care and nutrition for these animals. We

will also be able to help the pet owner identify resources from within their own circle of friends and family that may provide the opportunity for them to re-home the pet on their own. Lastly, this will give us the opportunity to provide a Humane organization to surrender their pet.

According to Christopher Agostino, President and CEO, “by accepting animals by appointment this will allow our staff to get a better understanding of why the pet is being given up and share with the owner other options that may be available. The appointment will also include an exam and evaluation of the pet, which should take 30-45 minutes, and the results will be shared with the owner prior to the end of the appointment so the owner can make the best decision for their pet.” The information gathered during this appointment will allow better placement of the pet into a new home. Details such as diet, medical history, activity level, and more will be obtained.

By moving to surrender by appointment we will be able to control how and when animals come into the shelter and we hope to be able to assist more families so they are able to keep

their pets. Animal shelter environments can be extremely stressful for pets and if we know when and why a pet is being surrendered, we can be better prepared for when the animal arrives to make the transition easier.

Francie Bishop Good, whose exhibition, Not on Allen Street, is on display through Sunday, Jan. 12 at the Art and Culture Center of Hollywood, is an acclaimed photographer

represented by David Castillo Gallery in Miami. Francie just completed her second solo exhibit at David’s gallery, and her work has been exhibited throughout the United States, Europe, and Latin America. The Bethlehem, PA native’s solo museum shows include the Allentown Art Museum; Museum of Art, Fort Lauderdale; and the Museum of Contemporary Art, Jacksonville. Francie is a two-time recipient of the South Florida Consortium Fellowship in the visual arts, and the State of Florida Individual Artist Fellowship.

Her work has been featured in publications such as Art in America, ARTnews, and the Miami Herald, and is included in many private collections in the United States and abroad. Recent museum acquisitions include the Museum of Fine Arts, Boston; the Wadsworth

Atheneum Museum of Art, Hartford, CT; The Patricia & Phillip Frost Art Museum at Florida International University; and the Museum of Art, Fort Lauderdale.

Francie is currently working on a photographic series about Hollywood Beach and its unique residents and visitors. She takes weekly shots there, and is very familiar with the beach since she is a former Hollywood resident, having lived here from 1980 until 1990.

Back in those days, she was a teacher at Driftwood Elementary and Sheridan Park Elementary and would regularly take her students to the beachfront Art and Culture Center of Hollywood for field trips. She also took her own children there. Today, Francie is an honorary Center board member. In 2003, she founded Funding Arts Broward, an organization that annually awards grants to deserving arts and cultural organizations countywide, including the Art and Culture Center of Hollywood.

Francie along with her husband David Horvitz established in 2006 Girls’ Club, a private foundation and alternative space in Fort Lauderdale. Girls’ Club produces exhibitions, educational programming, publications and events that change lives, nurture local artists, and inspire cultural growth in Broward County.

Motorized vehicles now prohibited on the Beach Broadwalk

Due to safety concerns and the increasing use of a variety of recreational devices on the popular Hollywood Beach Broadwalk, the City Commission unanimously approved a change in the municipal beach ordinances. To ensure the safety of all visitors to Hollywood Beach, the use of any device which is not operated exclusively by human power on the Broadwalk is now strictly prohibited unless that device is expressly allowed by state or federal law. The change impacts the use of motorized vehicles, such as motorized Trikkes and motorized bikes, it does not impact the use of segways, motorized wheelchairs or scooters allowed by state law and federal ADA regulations.

New signage will be installed along the Broadwalk and literature will be passed out by park rangers and police officers along the broadwalk to educate residents and visitors about the change. The City is allowing a short

grace period of a few weeks to ensure users of motorized trikkes and bikes are informed of the change. After this period, tickets will begin to be issued to those who violate the ordinance. Violations of Chapter 99 of the City’s Code of Ordinances, can face civil penalties ranging from $50 to $500.

Please keep in mind the following safety tips when riding a bicycle or operating other non-motorized devices on the Broadwalk:

• Yield to pedestrians • Remain within the designated

bicycle path • Refrain from operating the device

in a careless manner

The City of Hollywood values its residents and visitors and their safety is our top priority. A change in the ordinance will help keep the 2.5 miles of beautiful Broadwalk along the Hollywood coastline safe for everyone to enjoy.

On Monday, December 16 at around 1pm, members of the Hollywood Professional Firefighters from Fire Station 31 responded to the report of a kitten stuck in a car engine. Since we serve all our residents equally, our members went to work gently extricating the scared little kitten from the inner works of the car's motor.

Many people think Firefighters are usually called to "Cats in Trees" calls, but who's ever seen cat bones up in a tree? The real danger comes when cats put their kittens in warm, dry spots like car undercarriages and the unsuspecting owner turns on the car and drives.

After a few minutes of incessant mewing; the furry, disheveled little feline was freed from his oily prison and given over to one of our Firefighters, who is caring for it and currently seeking it a new home.
