In 2013, Manitoba Education released the document Technical-Vocational Education Overview available at www.edu.gov.mb.ca/k12/cur/teched/sy_tech_program.html to provide the philosophical and pedagogical underpinnings for curriculum development and the teaching of courses in the Senior Years Technology Education Program. This overview presents educators with the vision and goals of technical-vocational education (TVE) in Manitoba.

Topics include the following:QQ curriculum revitalization and renewalQQ curriculum framework and implementationQQ articulation of programmingQQ assessment and reportingQQ safetyQQ employability/essential skills and career developmentQQ sustainable development

The TVE curriculum includes Grades 9 to 12 courses in a variety of areas, including hairstyling.

H a i r s t y l i n G o V e r V i e w

Introduction

Grades 9 to 12 Hairstyling: Manitoba Technical-Vocational Curriculum Framework of Outcomes identifies the goals, general learning outcomes (GLOs), and specific learning outcomes (SLOs) for thirteen hairstyling courses. This framework is intended for use in all Manitoba schools teaching hairstyling as part of the Senior Years Technology Education Program.

All courses are intended for students pursuing a career in the hairstyling industry. They focus on theoretical principles and their practical applications. Most courses include outcomes related toQQ pre-service, service, and post-serviceQQ sanitation, health, safety, and salon ergonomicsQQ cleansing and treating the hair and scalp, wet and

thermal styling, chemical texture and colour services, cutting hair in styles that are traditionally worn by males and females, related salon services (such as manicures, facials, and hair removal), and the operation of hair salons

QQ the handling, product knowledge, storage, mixing, and application of salon products, including chemicals

QQ the study of trichology

Cross-curricular learning outcomes from subjects including, but not limited to Chemistry, English Language Arts, Nutrition, Physical Education/Health Education, Mathematics, and Accounting are to be integrated into the authentic activities of the courses.

Outcomes dealing with the following topics are also integrated into most courses:QQ sustainabilityQQ ethical and legal standardsQQ employability skillsQQ working conditions and career opportunitiesQQ evolution, technological progression, and emerging

trends

To receive a Senior Years Technical Education diploma, a student must complete at least eight departmentally developed courses from an approved technical-vocational cluster, together with 16 compulsory credits and six optional credits.

The grade level in which the courses are offered are a local, school-based decision, but it is highly recommended that the sequencing of credits align with the following schedule.

In the TVE curriculum, the emphasis is on applied activities. For instructional purposes, the sequence of learning outcomes and the outcomes can vary based on the activities within the course.

Level 1 Apprenticeship for Hairstyling from Apprenticeship Manitoba

The Specific Learning Outcomes in the 12 mandatory courses include all of the objectives found in Level 1 of the Apprenticeship Manitoba Training for Hairstylist. The alphanumeric designations are located at the end of the framework outcomes and have been placed in brackets. For example, the following SLO is found in 8312 Introduction to Hairstyling 20S/20E/20M. Demonstrate sanitizing implements, tools, equipment,

and other supplies. (B2.8)

The (B2.8) found at the end indicates that this outcome is taken from Hairstylist Level 1: Unit B2: Sanitation and Decontamination, Objective 8. You will find it on page 16 of that document, which can be found at www.gov.mb.ca/wdis/apprenticeship/discover/mbtrades/hairstylist.html.

In some cases, the Apprenticeship objectives have been reworded to make them more consistent with the framework; however, the intention of the outcome is identical to the apprenticeship objective.

Teachers must refer to these apprenticeship documents to obtain more detailed information and clarification on the outcomes in the framework. This will ensure that students have met all of the requirements for Level 1.

Those students obtaining an accumulated average of 70% or higher in the 12 mandatory courses in an accredited hairstyling program may have met the requirements for their Level 1 Apprenticeship for Hairstylist. Please note that facilities also need to be accredited by Apprenticeship Manitoba for students to obtain their Level 1 accreditation.

Once enrolled in this program, students who are 16 years of age or over are eligible to register as an apprentice in a hair salon. Teachers are encouraged to review the apprenticeship guidelines from Apprenticeship Manitoba at www.gov.mb.ca/wdis/apprenticeship/.

Unit A7 Work Practicum

Teachers have the option to implement a 35-hour work practicum. For more information, refer to A7, Level 1 Apprenticeship for Hairstylist from Apprenticeship Manitoba.

Flexibility in Programming

Because hairstyling students are required to work on actual clients in the school salon, teachers need to be flexible in order to meet the needs of the students, their school, and their community.

The hairstyling class, like those in all technical-vocational programs, needs to emulate a typical workplace. Hairstyling clients in a school salon are free to request a service that students are required to perform, even though that service might not reflect the curriculum of the course in which the student is enrolled at that time.

As a result, students taking a course may be involved in activities related to SLOs found in different courses. However, the emphasis of each course must be on the SLOs found in the course in which the student is enrolled, and students may be assessed only on the SLOs from that course’s curriculum.

The curriculum is not sequential. In other words, outcomes might be taught in an order different from the one in this document. In light of rapidly changing technology, teachers are encouraged to update their activities in order to meet the needs of students.

Beginner, Intermediate, and Advanced Levels

Some apprenticeship objectives are taught in more than one course to give students the time to practice and develop their skills and understanding over the years of the program. In this case, the teacher should distribute the number of hours throughout those courses, based on their professional judgment. For example, Objective B1.1 (Discuss safety regulations and health standards.) is taught in five different courses for a total of six hours. Teachers can distribute these six hours among the five courses.

Objective C2.10 (Demonstrate shear/scissor cuts.) is repeated in a number of courses from Grades 10 to 12. QQ In Grade 10, students are introduced to shear/scissor

cuts. They are assessed at a beginner level. QQ In Grade 11, students practice their skills and

deepen their understanding. They are assessed at an intermediate level.

QQ In Grade 12, students refine their skills to an advanced, industry level, according to Apprenticeship Manitoba standards.

Objectives highlighted in yellow are repeated in Grades 10, 11, and 12. When the objective is listed in Grade 10, the expression “at a beginner level” has been added to the end of the objective. When the objective is listed in Grade 11, the expression “at an intermediate level” has been added to the end of the objective. When the objective is listed in Grade 12, the expression “at an advanced level” has been added to the end of the objective.

Objectives highlighted in turquoise are repeated in Grades 11 and 12. When the objective is listed in Grade 11, the expression “at an intermediate level” has been added to the end of the objective. When the objective is listed in Grade 12, the expression “at an advanced level” has been added to the end of the objective.

Hairstyling Goals and General Learning Outcomes (GLOs)

The specific learning outcomes for each hairstyling course are based on the following curriculum goals and general learning outcomes (GLOs). Please note that some hairstyling courses do not address all these GLOs.

Goal 1: Describe and demonstrate workplace safety, and sanitation and decontamination.

Specific Learning Outcomes (SLOs)

Grades 9 to 12 Hairstyling: Manitoba Technical-Vocational Curriculum Framework of Outcomes identifies specific learning outcomes (SLOs) for use in all Manitoba schools teaching Grades 9 to 12 Hairstyling as part of the Senior Years Technology Education Program. SLO statements define what students are expected to achieve by the end of a course.

It is essential that students learn and demonstrate safety practices and employability skills. Therefore, some SLOs related to health and safety, as well as to employability skills, are repeated in several courses.

9113 Exploration of Hairstyling 10S/10E/10M 15S/15E/15M

This is an optional course intended for students wishing to sample hairstyling fundamentals. The curriculum allows teachers the flexibility to select a variety of hairstyling and related services that are engaging to students. Students will gain entry-level exposure to hairstyling knowledge and skills, as well as information on the hairstyling program.

8312 Introduction to Hairstyling 20S/20E/20M

Curriculum content focuses on an introduction to hairstyling. Students are introduced to safety and sanitation, basic tools and equipment, the operation of a hairstyling salon, the workings of the hairstyling industry, and introductory hairstyling skills.

8313 Basic Hairstyling 20S/20E/20M

Curriculum content focuses on the properties of the hair and scalp, wet hair styling techniques, shampoos, conditioners, rinses, and treatments.

8314 Basic Haircutting and Thermal Styling 20S/20E/20M

Curriculum content focuses on anatomy and an introduction to haircutting and thermal styling.

8315 Related Salon Services 20S/20E/20M

Curriculum content focuses on manicures, facials, makeup, superfluous hair removal, sun tanning, and an introduction to the practical application of perm wrapping and hair colour techniques.

8316 Intermediate Haircutting and Barbering Techniques 30S/30E/30M

Curriculum content focuses on barbering techniques and the continued development of haircutting techniques.

8317 Hair Colouring 30S/30E/30M

Curriculum content focuses on an introduction to colour theory and the continued development of hair colouring techniques.
