We were very glad to be able to freeze council tax again this year, and keep our position as one of the lowest-charging councils in the south.

The government has produced a scheme that gives the council a subsidy for freezing council tax, and we were keen to opt into that rather than increase the bill for local people.

This meant that, at an already difficult time, we could avoid putting more strain on household finances.

Quite rightly, residents in the city focus on their council tax bills. But it’s important to remember that the council gets only about 11% of its income from council tax.

We are hugely dependent on grants from the government, and these are being cut to the bone. Over the past three years, our government funding has been cut by more than £35m, and the coming financial year will see a further cut of £12.4m.

At the same time, we face increasing costs and increasing demand for services, such as care for vulnerable elderly people and children.

We will continue to work as hard as we can to cope with these drastic cuts, and to protect the services we know you value the most.

Our city is at risk from three types of flooding: f seawater flooding, when high tides and storm waves get over our

sea defences or break them down

f groundwater flooding, when the water level underground rises after heavy rain

f stormwater flooding, when downpours overwhelm the drainage system

Scientists predict all three will become more serious risks over the next few decades. So we’re working on these problems with the East Solent Coastal Partnership (which works on behalf of local councils), the national Environment Agency and Southern Water.

Seawater floodingOnce approved, work could start next year on improving sea defences around Portsea Island, from Tipner to Milton. A year or so later, work on Southsea’s defences could start, linking with our strategy for improving the whole seafront.

These schemes could cost up to £60m in government funding, and protect more than 8,600 properties. Later, we’ll work on the shoreline from Portchester to Paulsgrove.

Groundwater floodingOur engineers are working on ways to combat the threat from groundwater, preventing flooding in the lowest parts of the city.

Stormwater floodingWe’ve helped Southern Water with schemes to reduce the risk of flooding in heavy storms. We’ve also cleaned about 20,000 road gullies in the last 12 months, reducing the risk of flooding.

I won £250 with Big RecycleGeorge Jones has £250 to put towards a summer holiday with his wife – thanks to our Big Recycle scheme.

George, 74, from Cosham, is the latest Big Recycle winner. And all he had to do was sign up for the scheme and carry on recycling.

The Big Recycle rewards residents with cash prizes of up to £250, just for recycling in the right way.

He said: “I was very happy when the council’s recycling officer turned up on my doorstep telling me I’d won. I recycle anyway, but this scheme just made me extra

determined to do it properly, and it’s paid off. We can’t wait for our holiday.

“I’d tell everyone to sign up. If I can win, then it proves anyone can.”

Each household that signs up for the Big Recycle gets information on what they should and shouldn’t be recycling.

Their name is added into a monthly prize draw which randomly selects 81 households.

Our officers visit each household, and if they’re recycling properly, they win a reward. Apart from the £250 jackpot, there are prizes of £75 or £25 shopping vouchers.

Transforming trashWhat are recyclable items turned into?Plastic bottles: fleece jumpers, sleeping-bag filling, loft insulation, even a business suit.

Drink cans: foil, window frames, more drink cans.

Paper: new paper (we have some of the best paper for recycling around, so keep up the good work).

Aerosols: bike frames, rail tracks, pipes, new cans.

Cardboard: toilet rolls, egg boxes, more cardboard.

Food tins: paper clips, washing machines, cutlery.

What happens to your...

recycling rubbish

If you live in a house, please put out your green bin by 7am on your collection day (not before 7pm the previous day). If you live in a flat, please put it in your shared bin.

If you live in a house please put robust black bin bags on the pavement by 7am on your collection day, and not before 7pm the previous day. If you live in a flat, please follow the routine in your building.

The recycling lorry takes recyclable rubbish to the materials recovery facility (MRF) near Anchorage Park. The recycling goes on to conveyor belts and is sorted into different types. Wrong items put in your recycling have to be sorted by hand, so make sure you’re only including the right items.

Lorries take rubbish to the Energy Recovery Facility (ERF) at Anchorage Park. Less than 10% goes to landfill, which is one of the best rates in the country. Landfilled items include very large things collected at Portsmouth Recycling Centre at Port Solent.

At a landfill site, rubbish is put into a hole and covered with soil so it can eventually degrade.

At the ERF the rubbish is burned in a furnace. The gases given off are all cleaned using special filters before being released.

The heat created by the furnace is also used to create electricity. You never know, your TV could be powered by your old banana skins!

The sorted material is taken to factories all over the UK to be turned into new items.


Bright and busy future for the baseCommodore Jeremy Rigby, Commander of Portsmouth Naval Base, says it is looking forward to a busy new era.

“Portsmouth Naval Base will shortly become a hive of activity as it gears up for the arrival of the Royal Navy’s new aircraft carriers and to look after the new frigates and destroyers.

“A transformational programme is preparing for the new 65,000-tonne vessels and the next generation of frigates and minehunters. HMS Queen Elizabeth, due to be formally named by Her Majesty the Queen on 4 July, will be the first to benefit from this overhauled infrastructure when she arrives alongside in 2016, commanded by Hampshire man Captain Jerry Kyd.

“By 2020, the naval base will support over double the tonnage it currently does – at

levels not seen since the 1950s. Underpinning this growth is the biggest programme of work undertaken since the Edwardians converted the base from Nelson’s navy of wood and sail to one forged of steel and powered by steam. Key initiatives include dredging the harbour approaches, strengthening jetties, upgrading workshops and erecting new cranes.

“This investment adds up to a bright future for the naval base and all its personnel, both military and the many civilians, who will continue to deliver the excellent service it has delivered for centuries, helping the Royal Navy to protect the nation’s interests.”

Community opportunity There’s always something worth trying at your local community centre. Here’s some news from just two of them. The Hillside and Wymering Centre in Cheltenham Road has lots of activities to try, designed with the help of local people.

Old clothes make cash There are now more than 80 recycling banks around the city that take your old clothes, shoes and textiles. It’s not just quality items that we take. We welcome all clothes, shoes and textiles, including tea towels, underwear and bedding (but not duvets or pillows).

The items are sold for reuse or recycling and the income is shared between charities and the council. We put the money towards services for residents.

The Portsmouth in Bloom gardening competition is free to enter for residents, businesses and schools.

There are 15 categories to choose from and you can enter up to two. Judging will take place during July, or earlier for schools.

There are two new categories this year: ‘Eat my street’ and ‘Eat my school’. These encourage groups of neighbours, or a school, to grow fruit and veg in an innovative, environmentally-sustainable way, while boosting community spirit.

This year the competition is being run by community garden group Southsea Greenhouse, Aspex Gallery, parks charity GreenSpace and the council.

Don’t worry if you’re new to gardening. Southsea Greenhouse and other partners are holding workshops to give you inspiration and encouragement.

All entries need to be received by Friday 30 May.

Take a break at Café Escape

We know how much carers value a break – even if it means just nipping out and grabbing a cup of coffee.We also know how hard it can be, when you look after someone, to get the support you need during normal working hours, because of your commitments.

That’s why we’re opening a new café for carers on Saturday 26 April at the Carers Centre in Orchard Road, Southsea (behind Lidl).

Café Escape will be open on Saturdays, initially from 10am until 2pm, so why not pop in for a coffee and a chat?

Marina Martin, our carers’ service co-ordinator, says: “We’re all busy baking cakes ready for the launch of the café. We’re looking forward to welcoming carers to the café and chatting over coffee and a cake about what they’d like to have available to them on Saturdays.”

The café will provide a welcome retreat for carers – somewhere you can relax, chat with people in the same boat and get the support and advice you need.

We want carers to come along, use the café and give us suggestions about how you’d like to use it: for training, for learning a new skill or simply as somewhere to take a break. We’ve started the café after listening to what carers had to say. You asked us to look at opening the carers centre at weekends, and we hope this meets a need.

Free autism eventCarers are being invited to a free information day on autism, including details on new diagnostic and support services and our updated autism strategy.

The event will cover all aspects of life for someone with autism, such as employment, housing, health, social care and volunteering.

Speakers will include Carol Povey, director of the Centre for Autism at The National Autistic Society, and Dr Judith Gould, chartered consultant clinical psychologist.

Southsea Common and seafront will be the focus of key national events including a drumhead ceremony, an amphibious assault landing by the Royal Navy and Royal Marines, and a sunset concert – all on 5 June. On 6 June there will be a remembrance service at the D-Day Stone. The weekend of 7–8 June will feature arena displays and parades, military vehicles, a vintage market, archive films, a 1940s concert and talks by veterans.

When Deb Todd opened her home to Janet Fowler 11 years ago, it transformed both their lives. Deb, from Milton, was doing clerical work at the council in the mid-90s when someone suggested she try being a Shared Lives carer.

She says: “I used to process forms and it was fairly routine and monotonous work. Being a carer has really changed my life.”

Shared Lives is a unique service for people who need some help to live the life they choose. This can include people with a learning or physical disability or with mental health needs. It can include older and vulnerable adults as well as young people.

Shared Lives carers get an income for sharing their home. They need a spare room, but can come from all walks of life. They can be single, a couple, with children or without.

Janet had been in institutional care since she was 15. When she first met Deb, she just wanted independence and a room to call her own.

Deb says: “It’s been very satisfying to see Janet develop and be more confident in her daily routine. We worked together to help her gain confidence in handling money, making her meals, answering the phone and being more independent. Now, one of her favourite things to do is to go out shopping on her own.”

Soon after taxi driver Brian* picked up three young men from a pub, they subjected him to a terrifying ordeal – threatening him with violence and launching a tirade of racial abuse.

Hate crime – how we can help

Originally from Romania, Brian had been working in Portsmouth for two years. Upset and traumatised, he reported the abuse to police.

Our hate crime team helped him through the court case that followed. They found an

interpreter and arranged screens in court so he didn't have to see his abusers. A team member also went to court with him.

The men were found guilty, given community orders and curfews, and ordered to pay Brian compensation.

Crime motivated by hate for a person's race, religion, sexual orientation, disability or gender identity should be reported to the police. It won't be tolerated.

NHS Portsmouth Clinical Commissioning Group (CCG) wants its Healthy Discussions programme to influence and help shape its decision-making in buying the health services that you most want.

The CCG has an annual budget of £248m in 2013/14 to plan and pay for most of the health services in Portsmouth, excluding GP services but including its contribution to Portsmouth Hospitals NHS Trust, which runs the Queen Alexandra Hospital, Cosham.

A form can be downloaded from www.portsmouthccg.nhs.uk – which asks for your email contact details.

It asks if the CCG can contact you about any NHS subject or it gives you the choice of selecting one or more of the following as particular areas of interest that you might like to express your views on:

f services for frail elderly people

f urgent and emergency care issues such as A&E and out of hours care

f hospital-based outpatients, tests, treatments and operations

f community services such as nurses that come to your home and physiotherapy

f long-term conditions such as diabetes, heart and lung conditions

f mental health and dementia

f learning disabilities

f maternity and children

f end-of-life care.

Dr Tim Wilkinson (pictured), who chairs the CCG, said: “The patient ‘voice’ is extremely important to everything we plan and do.

“There are a number of ways in which we already engage with people and organisations across the city, including stakeholder events, our city-wide Patient Participation Group Forum and talking directly to specific interest or lobby groups.

“But we are looking for other people we can contact from time to time to give us their views on the NHS in Portsmouth.

“This could be their views in general or on specific subjects such as dementia or cancer treatment.

“Seeking the views of our patients is at the heart of our decision-making and we will use the feedback we get from Healthy Discussions to help ensure that the health services we commission across Portsmouth meet the needs and wishes of local people as far as reasonably possible.”

Seventy years on, a pilgrimage to Normandy’s beaches and battlefi elds is as educational as ever, with the last remaining veterans alongside younger generations paying tribute to those who gave their lives.
