Common Observed Problems in DRIP Dams
Seepage boils & leakage d/s of earth dams; Deformity & erosion of u/s and d/s slopes,
erosion of abutments and settlement &cracks along dam crests;
Excessive seepage through masonry/conc.dams;
Cracks and pitting in spillways and outlet gatestructures, erosion of energy dissipationsystems;
Deficiencies in gates and hoisting system; Malfunctioning of dam monitoring
instruments. Under-designed spillways.

Time Extension

• Time extension of DRIP was requested during 14th TC meetingat Cochin on account of late work awarded.
• 2 Year extension for all IA’s was agreed during 14th TC meetingto accommodate projects with long construction period.
• MoWR,RD&GR concurred the proposal of time extension bytwo year in Nov 2016 & directed CWC to submit the proposalto DEA/World Bank
• CWC has submitted proposal of time extension to DEA.
Cost Revision

• Initial cost of DRIP Dams involved Rs. 2100 Cr. with Rs. 1610 Cr.as Component -1 (i.e. rehabilitation cost).
• The cost of Rehabilitation works for 214 Dam Projects for whichPSTs have been approved by World Bank is Rs. 2636 Cr.
• Overall cost of DRIP for the approved Dam Projects is nowrevised to Rs. 3100 Cr.
• All IA’s / SPMU’s were asked to obtain administrative &financial concurrence from their respective departments totake up the revised cost issue with the GoI & WB.
3rd Party Construction SupervisionSummary of activities:
• 333 construction site visits have been completed for 143 dams
• Third Party Quality Control laboratory tests completed in 55 Dams, with 18 dams ofOdisha, 3 of Madhya Pradesh, 8 of Kerala and 26 of Tamil Nadu.
• Urgent need for SPMUs to take note of the Construction Site Visit Reports of CPMUfor undertaking corrective measures wherever they have been flagged
• Urgent need for SPMUs to ensure Conditions of Contract are being complied with interms of insurance, schedule, sufficiency of labour, staff and SHE provisions

Hirakud Additional SpillwaySummary of progress:
• Bid documents for left bank Additional Spillway approved by World Bankfor INR 350 Cr. Approval of state Govt. is awaited .
• Bid document for Spill channel and Phase 1 landscaping works to beprepared.
• Detailed social survey for development of R&R scheme and forestclearance for 10 ha of land is in progress and needs to be expedited.

New Initiatives taken by CPMU

• Quantitative Risk Assessment of Dams and Use of Risk Insightsin Maintenance and Rehabilitation Decisions
• CWC requested in November 2016 to USBR, USA and Alpiq, Swiss Govt.Utility to take up the study and submit the proposals. Proposal awaitedfrom these institutes.
• Seismic Hazard Mapping for rest of India excl. Peninsular India• CWC requested CWPRS to take up this study and submit the proposal in
November 2016. Proposal received from CWPRS and is underconsideration.
• EOI for empanelling the Agencies for supplying,operationalising, data collection, storage, transfer, analysis andoperation and maintenance of dam instruments
• EOI drafted and to be sent for NOC of World Bank and then MoWR
• Draft technical specifications under finalization
Inundation Mapping and EAPsSummary of progress:
• Inundation maps for 50 now completed
• Copy of final EAPs awaited from these IAs
• Inundation maps for 11 further dams in variousStates under finalisation

Institutional StrengtheningHighlights of training and capacity building
• 69 training programmes have been conducted for over 2,400 officials.• International Training on Dam Safety and Reservoir Management
successfully held at Deltares, Netherlands for 17 participants from SPMUs& CPMU from May 23rd to June 3rd, 2016 .
• USBR Training held between June 6th and June 17th, 2016 for 19participants from SPMUs & CPMU at Denver and Seattle, USA.
• 6 technical exposure visits to Japan involving 50 participants for seismic,desiltation, and other instrumentation.
• Two National Dam Safety conferences organised in Chennai (March, 2015)and Bengaluru (January 2016).
• Third National Dam Safety Conference scheduled on February 16th &17th, 2017 in Roorkee in collaboration with UJVNL and IIT Roorkee.
• Two International trainings [USBR,USA and Deltares, Netherlands] plannedin FY 2017-18.

Summary of activities:
• Eight Institutes submitted proposals for capacity building – estimate about Rs. 20 crores
• With Karnataka WRDO joining DRIP, IISc was also included
• Proposal of IISC and IIT Madras have been cleared by the Ministry. MoU signed withthese two institutes after approval of MoWRD.
• Second NLSC meeting suggested inclusion of CSMRS and CWPRS in DRIP.
• Overall estimate for capacity building ₹59.62 crores
