Excelsior Correspondent JAMMU, Sept 15: A youth today died of electrocution in Narwal area of city outskirts after which people staged a protest against Power Development Department (PDD). According to a police official, a youth namely Suresh Kumar son of late Dev Raj, resident of Narwal Bye Pass, died of electro- cution near his residence, this morning, when he came in con- tact with a electric pole, in which the current was passing. Alleging negligence by the PDD, the family members and neighbours of the deceased staged a protest. The protest continued for about 15-20 minutes during which the protestors raised slo- gans against PDD. The protestors alleged the elec- tric pole has claimed 2nd life, as earlier a goat had died after coming in contact with the pole. They said that youth died only because of negligence of the PDD officials, as they did not bother to rectify the fault due to which the current was passing through the pole. Meanwhile, former Minister and senior Congress leader Raman Bhalla also reached the spot and joined the protest. He demanded the PDD to pay com- pensation to the bereaved family, as the youth died due to sheer negligence of the PDD officials. Later, when some higher offi- cials of PDD reached the spot and assured to pay compensation to the bereaved family, the protest was suspended. Thereafter, the body of the deceased was shifted to Government Medical College and Hospital, Jammu, where after completing all medico-legal for- malities, it was handed over to its legal heirs for last rites. The police had registered a case in this con- nection and started investigations. Excelsior Correspondent JAMMU, Sept 15: To com- memorate the birth anniversary of Mahatma Gandhi--Father of the Nation, Nationwide Sanitation Campaign "Swacchta Hi Sewa" launched across the State. Deputy Chief Minister, Dr Nirmal Singh kick started sanita- tion campaign "Swachhta Hi Sewa" from the banks of river Tawi organized by Jammu Municipal Corporation (JMC) in collaboration with district admin- istration to mark the 3rd anniver- sary of Swachh Bharat Mission on October 2. Legislator, Rajesh Gupta, Divisional Commissioner Jammu, Dr MK Bhandari, Commissioner JMC, M Raju, Deputy Commissioner, Kumar Rajeev Ranjan besides officers of JMC, police and civil administra- tion, members of civil society, civil defense, representatives of Tawi Andolan, students and a large number of volunteers were also present on the occasion. As part of the nation-wide cleanliness drive, MP Nazir Ahmad Laway launched the cleanliness drive "Swachhta Hi Sewa" from Mini Secretariat Kulgam. He was accompanied by the Deputy Commissioner, Kulgam, Talat Parvez Rohella and other district officers. On the occa- sion, DC Kulgam constituted 5 teams headed by ADDC, ADC, ACR, ACD and Xen PDD who undertook sanitation drives in dif- ferent areas. Minister of State for Education, Technical Education, Culture, Tourism, Horticulture, Floriculture and Parks, Priya Sethi kick started "Swachhta Hi Seva" campaign, being organized by the Department of Floriculture. In Jammu District various parks have been identified for the cleanliness drive. Minister for Public Health Engineering (PHE), Irrigation and Flood Control (I&FC) Sham Lal Choudhary inaugurated "Swachhta Hi Sewa" campaign in Kashmir. Minister of State for Haj and Auqaf, PHE and Irrigation and Flood Control, Syed Farooq Ahmad Andrabi was also present on the occasion. Secretary PHE, I&FC Saurabh Bhagat, Chief Engineer PHE Kashmir GM Bhat, Chief Engineer PHE Jammu AK Gandotra, Chief Engineer I&FC P Jammu N Bali, officers and employees of the departments were also present of the occasion. Minister of State for Housing and Urban Development, Asiea Naqash launched Lakes and Waterways Development Authority's (LAWDA) special drive for de-weeding of macro- phyte weeds and solid waste col- lection from Dal and Nigeen lakes as part of the "Swachhta Hi Sewa" campaign. Chief Secretary BB Vyas, Commissioner Housing and Urban Development Hirdesh Kumar, Vice Chairman LAWDA Dr Hafeez Masoodi, Deputy Commissioner Srinagar Syed Abid Shah and other concerned officers were also present on the occasion. Member of Legislative Assembly (MLA) Udhampur Pawan Kumar Gupta along with District Development Commissioner, Ravinder Kumar launched the "Swachhta Hi Sewa" campaign by holding a cleanliness drive at Holy Devika Ghat. SSP Rayees Bhat, various district offi- cers and prominent citizens of the town also participated in the drive. Earlier, the DDC also flagged off a door-to-door garbage collection van and an awareness rally. Later, a Sandhya Nukkad was organized at Mand West, Tikri. Similar drives were also initiated in all subdivisions of the district by respective sub-divisional adminis- trations. The programme was launched from District Hospital Samba which included a special cleanli- ness drive for promoting the sense of hygiene among general public. District Development Commi- ssioner Ramban Tariq Hussain Ganai launched a massive drive under "Swachhta Hi Sewa" cam- paign from Government Higher Secondary School (GHSS) Ramban. SSP Ramban Mohan Lal, CEO, Dr Chander Shaker, DPO, Tariq Suharwardy, ASP, Mushtaq Choudhary, Principal GHSS Parshotam, Deputy CMO, Iqbal Bhat and other officers were present on the occasion. District administration Doda also carried a sanitation drive under the banner of "Swachhta Hi Sewa" campaign from District Hospital. DC flagged of Swachhta express equipped with public addressable system and resource persons to create awareness in every nook and corner of the dis- trict. A series of activities were organized across the district Reasi under Nation Wide Sanitation Campaign "Swachhta Hi Sewa" which was launched by ADDC Ramesh Chander from district administrative complex. Among others ADC Babu Ram, SSP Tahir Bhat, ACD MY Malik, GM DIC Anil Thakur, CPO, DPO, CEO BS Jaral, CMO Dr LD Bhagat, Executive Engineers of PDD, R&B, REW, PHE were also pres- ent on the occasion. At Katra, SDM Neelam Khajuria and Tehsildar Mohit Raina launched the campaigns. The local artists displayed Nukad Natak to gener- ate massive awareness on cleanli- ness and sanitation. Tehsildar Mahore Munshi Ram led huge gathering of employees and local people removed heaps of waste papers and garbage dumps besides taking round of the main bazaar to collect the garbage in dustbins. The Pouni Tehsil also witnessed scores of events. Similar activities were organized at Tehsils Arnas, Thakrakote, Bhomag, Thuroo, etc. DDC Kupwara Khalid Jahangir kick-started the cleanli- ness and sanitation drive under the banner of nationwide campaign namely "Swachhta Hi Sewa" from District Headquarter Kupwara by flagging off Swachhta Vehicle and a massive rally wherein students, civil society members, district offi- cers and Government officials par- ticipated. "Swachhta Hi Sewa" cam- paign was launched by District Administration Udhampur under the supervision of Deputy Commissioner Udhampur. A large number of students of Government and private Institutions of Udhampur partici- pated in the campaign. "Swachhta Hi Sewa" campaign was launched by MLA Samba Dr Devinder Kumar Manyal in his adopted Model Higher Secondary School (Boys), Samba. On the occasion, MLA apprised the gath- ering about the need of cleanliness. The campaign was launched under the supervision of ANO Capt Sanjeev Jamwal and Khem Raj, wherein NCC cadets of the school, CEO, DEPO Samba, Principal Arvin Kumar, Vice Principal Renuka Nagwal, Kulbhushan Singh, Pavinder Singh and many others were present. Director School Education Jammu Ravinder Singh launched "Swachhta Hi Sewa" campaign in the premises of Directorate of School Education, in which Director and all the staff members took part. Tehsildar Bishnah launched "Swachhta Hi Sewa" campaign along with senior citizens at Bishnah. On the occasion, Tehsildar apprised the people and students about the need of cleanli- ness and hygiene. In South Kashmir, DIG, South Kashmir Range SP Pani led its staff in cleaning the area in and around the DIG office while as SSP Anantnag Altaf Ahmad Khan started the sanitation campaign from his office and visited many police stations and offices to supervise the campaign. ASP Pulwama, Chandan Kohli and DySP DAR Pulwama, Divender Singh led the police official to clear the area in and around the District Police Lines and DPO Pulwama. In Awnatipora, the drive was started under the supervision of SSP Awantipora, Mohd Zaid, while SSP Kulgam, Shridhar Patil led the jawans and officers under his command to clear the garbage and around DPO Kulgam and DLP Kulgam. In Shopian, the drive started at DPL Shopian in which senior officers and official of the district under the supervi- sion of SSP Shopian Ambarkar Shriram Dinkar participated. In Central Kashmir's Srinagar District, the drive started under the supervision of DySP DAR at District Police Lines Srinagar and DPO Srinagar and in Ganderbal, the drive started at DPO Ganderbal under the supervision of SSP Ganderbal. Fayaz Ahmad Lone who was also accompanied by other senior officer of the dis- trict. In Budgam, the drive started at DPO Budgam under the super- vision of SSP Budgam Tejinder Singh. In Leh, the drive was super- vised by SSP Leh Udaya Bhaskar Billa. T Gyalpo, SSP Kargil along- with Ishtiyaq Ahmad Kachoo, DySP Hqrs Kargil started the cam- paign in the district. In North Kashmir, SSP Baramulla Imtiyaz Hussain Mir led the officers and official of the district and started the cleaning at DPO Baramulla and also visited other police establishments of the district and took stock of the drive. In Sopore, the drive was launched by SSP Sopore Harmeet Singh Mehta and in Handwara, Ghulam Geelani SSP Handwara led the sanitation campaign. In Bandipora, Sheikh Zulfikar Azad SSP Bandipora supervised the campaign. The sanitization drive in Kupwara was led by Shamsher Hussain, SSP Kupwara. In Police Control Room, Kashmir (PCR) and in Police Control Room, Jammu the cam- paign was started by Suhail Munawar Mir and Joginder Singh respectively. Shailender Singh, Comma- ndant of AP 9th and Abdul Rashid Bhat Commandant IRP 20th Battalion led and supervised their men in clearing the garbage and other wasted material in Armed Police Complex Zewan and Parihaspora, Pattan respectively. In Jammu, the campaign was launched by Sunil Gupta, SSP Jammu, in Samba, Anil Magotra, SSP Samba led the campaign of cleanliness from the District Hospital Samba in which other police officers and officials partic- ipated. In Kathua the drive was launched by SSP Kathua Mohammad Suleman Choudhary. In Udhampur, Rayees Mohammad Bhat, SSP Udhampur supervised the officers and jawans during the drive and in Reasi, the sanitation drive was launched and supervised by SSP Reasi Tahir Sajad Bhat. In Doda-Kishtwar-Ramban, Mohammad Shabir, SSP Doda, Mohan Lal, SSP Ramban and Abrar Ahmad, SSP Kishtwar start- ed the campaign in their respective districts. In Poonch, SSP Rajiv Pandey along with Additional SP Masroor Mir and DySP DAR Mohan Sharma launched the campaign, whereas in Rajouri, the campaign was started by Yougal Manhas, SSP Rajouri. Besides, the drive continued throughout the day in all the police stations and police posts and other police establishments across Jammu and Kashmir including SKPA Udhampur and other Police Trainings Schools. The fifteen-days long "Swachhta Pakhwada" culminat- ed at the University of Jammu with an elaborate programme organized by Department of Students Welfare, University of Jammu. Prof Keshav Sharma, Dean Academic Affairs was the chief guest on the occasion. In this regard, a day-wise action plan for Swachhta Pakhwada for fif- teen days was undertaken by Department of Students Welfare, University of Jammu with active support from University Authorities, All the Teaching Departments, University Health Centre, PROVOST (Boys & Girls), Campus NSS Units, Teachers, Staff & most important- ly zestful participation of Students and Scholars of the University of Jammu. Earlier, Prof Satnam Kour presented the welcome address. On the culmi- nation, a Swachhta song com- posed by Suraj Singh was pre- sented by the students from Institute of Music and Fine Arts. A skit "Safai Hum Karenge" spe- cially prepared for the occasion and written and directed by Sumeet Sharma, Drama Instructor was also featured. Prize distribution ceremony was held in which the winners of various competitions were presented awards by the chief guest. In the end, Dr Anupama Vohra, Associate Dean Students Welfare presented vote of thanks. Girls Wing of GDC, RS Pura conducted poster making on the topic "Swachhta Hi Sewa" under the supervision of Prof Bindu Kumari, NCC Incharge, in the col- lege campus. All the cadets partic- ipated in the competition and made different posters reflecting the message to clean home, neigh- bourhood and city. Principal, Prof Kalpana Kesar was the chief guest. NCC Unit (Girls Wing) of Government Degree College Bishnah organized a seminar on 'Swacchta Abhiyan" so as to inau- gurate 'Swachhta Hi Sewa' Pakhwada. Prof KS Koushal, Principal of the college was the chief guest. The programme was organized under the supervision of Prof Preeti Dogra, Incharge NCC Unit along with Prof Priyanka Mahajan. NCC cadets presented their views on 'Swachhta Hi Sewa' campaign. 15-days long Swachh Bharat Pakhwada organised by KV No 2 Akhnoor concluded. Principal of the institution Didar Singh apprised the students about clean- liness, hygiene and sanitation. All students and staff whole-heartedly participated and endeavoured to clean the premises. During 15- days long programme, various programmes were held. The 15-days long Swachhta Pakhwada concluded at KV Nagrota. While speaking, Principal Anuj Kumar laid stress upon the cleanliness of hones, sur- roundings, city, schools and public places. The teachers and students participated in different activities. Plays, lectures, debates and paint- ing competitions were also organ- ised. The NCC Unit of GLDM Degree College, Hiranagar cele- brated the "Swachhta Hi Sewa Pakhwada". In the event, the NCC cadets carried out a cleanliness drive in the college premises. The event begins with the address by the Principal of the College Dr Naresh Kumar Gupta. The event was supervised by the ANO of the College Dr Virender Pal Singh. The whole event was carried out under the guidance of Col Raj Mohan Singh, Co Ist J&K Armed Sqn NCC Jammu. Excelsior Correspondent JAMMU, Sept 15: Courage and bravery displayed by a boy lead to the arrest of the thief. As per official spokesman, a boy namely Babbu Ram, son of Babu Ram, a resident of Mawa Brahmana noticed a suspect person and informed the police. After getting information, a team from Talab Tillo Police Post rushed to the spot and dur- ing enquiry, it came to fore that the sus- pect was a thief and arrested him. Artificial jew- ellery, which he had stolen on September 13 from the house of Meenakshi Dhar of Bharat Nagar was recovered from the possession of the thief. The arrested person has been identified as Sourab Kumar alias Ricky, son of Kala, a resident of Taragarh Pathankote, at present Malik Market Jammu. A case under FIR Number 128/17 under Section 454 and 380 RPC has been registered at Nowabad Police Station and investigation started to ascertain the involvement of the arrested person in other theft cases. Meanwhile, SSP Jammu Dr Sunil Gupta rewarded Babbu Ram for displaying courage and bravery, which led to the arrest of the thief. Excelsior Correspondent LEH, Sept 15: District Magi- strate (DM) Avny Lavasa today issued an order restricting social media administrators from sharing irresponsible messages which can hurt religious sentiments. The order reads that Government employees serving in the district are directed to refrain from making any com- ments/remarks or associating with activities that may cause commu- nal tension. Any violation of the instruction will lead to strict action under relevant provisions of the information Technology Act and RPC and any other rele- vant provisions of law. Earlier in the day, the DM called a meeting with religious heads to ease the ongoing commu- nal tension in the Ladakh region. The meeting was attended by Ladakh Buddhist Association (LBA), Anjuman Moin-Ul-Islam, Anjuman Imamiya, Christian Association, Hindu Trust Mahasabha and Sikh Committee Members. In the meeting all religious head condemned the recent con- version case. LBA reportedly asked for high level committee to study in detail about the all the conversion cases in the past. It was also decided that LBA delegation will meet Minority Commission to appraise about discrimination with the minority of Buddhist in the State. LBA also urged that parent or relatives of Stanzin Saldon who converted to Muslim must be allowed to speak to the girl. To avoid further conversion, LBA appeals to make special law in the State assembly and all religious heads reportedly support the demands. Addressing a press confer- ence, here today, NSF State presi- dent Dr Vikas Sharma said that to avoid speculations and confusion over extension to the incumbents, the State Government should order constitution of search com- mittees so that new Vice Chancellors could be appointed in due course of period. “Following amendment in the law, it is not compulsory to extend tenure of the incumbent Vice-Chancellors by two years,” he said while making reference of Government amendment in the Kashmir and Jammu Universities Act, 1969, mention- ing therein that in the sub-section (5) of section (12) of the Act, the words “three years” shall be sub- stituted by the words “five years.” The already fixed tenure of Kashmir University Vice- Chancellor Prof Khurshid Iqbal Andrabi is ending on October 17 this year while that of Prof R D Sharma, Vice-Chancellor JU is ending in March 2018. Vikas claimed that retrospec- tive effect cannot be given in both the cases. “Had it been possible why all those employees were made to retire just few days before the Government increased their age limit from 58 to 60 years. If principle of retrospective effect can be implemented in the case of Vice Chancellors same holds good for all those employ- ees who retired at the age of 58 years, days before the announce- ment of age enhancement,” he opined and demanded immediate announcement of Search Committee to select new Vice Chancellor for Jammu University. Missing youth found hanging Excelsior Correspondent UDHAMPUR, Sept 15: A youth, missing for the last six days, was today found hanging from a tree in forest area at village Rakh Sansu, under the jurisdiction of Rehambal Police Station. According to Police, Mohd Akhtar alias Munni (29), son of Shaiya Khan of village Magani in Udhampur, was found hanging from a tree in forest area under mysterious circumstances. The body was spotted by some locals, who informed the Police, which shifted the dead body to District Hospital Udhampur for post- mortem and other legal formalities. Rehambal Police has registered a case in this connection for further investigation. The deceased was missing for the last six days. Meanwhile, two persons were injured in a collision of Motorcycle with a Scooter near T Morh on the National Highway, here today. that youth died only because ofnegligence of the PDD officials, asthey did not bother to rectify thefault due to which the current waspassing through the pole.

Meanwhile, former Ministerand senior Congress leaderRaman Bhalla also reached thespot and joined the protest. Hedemanded the PDD to pay com-pensation to the bereaved family,as the youth died due to sheernegligence of the PDD officials.

Later, when some higher offi-cials of PDD reached the spot andassured to pay compensation tothe bereaved family, the protestwas suspended.

Thereafter, the body of thedeceased was shifted toGovernment Medical College andHospital, Jammu, where aftercompleting all medico-legal for-malities, it was handed over to itslegal heirs for last rites. The policehad registered a case in this con-nection and started investigations.

The order reads thatGovernment employees servingin the district are directed torefrain from making any com-ments/remarks or associating withactivities that may cause commu-nal tension. Any violation of theinstruction will lead to strictaction under relevant provisionsof the information TechnologyAct and RPC and any other rele-vant provisions of law.

Earlier in the day, the DMcalled a meeting with religiousheads to ease the ongoing commu-nal tension in the Ladakh region.The meeting was attended byLadakh Buddhist Association(LBA), Anjuman Moin-Ul-Islam,Anjuman Imamiya, ChristianAssociation, Hindu TrustMahasabha and Sikh CommitteeMembers.

In the meeting all religioushead condemned the recent con-version case. LBA reportedlyasked for high level committee to

study in detail about the all theconversion cases in the past. It wasalso decided that LBA delegationwill meet Minority Commissionto appraise about discriminationwith the minority of Buddhist inthe State.

JAMMU, Sept 15: TheNational Secular Forum (NSF)has demanded immediate consti-tution of search committee toselect new Vice Chancellors ofJammu and Kashmir Universitieswithout any further delay.

Addressing a press confer-ence, here today, NSF State presi-dent Dr Vikas Sharma said that toavoid speculations and confusionover extension to the incumbents,the State Government shouldorder constitution of search com-mittees so that new ViceChancellors could be appointed indue course of period.

“Following amendment inthe law, it is not compulsory to

extend tenure of the incumbentVice-Chancellors by two years,”he said while making referenceof Government amendment inthe Kashmir and JammuUniversities Act, 1969, mention-ing therein that in the sub-section(5) of section (12) of the Act, thewords “three years” shall be sub-stituted by the words “fiveyears.”

The already fixed tenure ofKashmir University Vice-Chancellor Prof Khurshid IqbalAndrabi is ending on October 17this year while that of Prof R DSharma, Vice-Chancellor JU isending in March 2018.

Missing youth found hanging Excelsior Correspondent

UDHAMPUR, Sept 15: A youth, missing for the last six days, wastoday found hanging from a tree in forest area at village Rakh Sansu,under the jurisdiction of Rehambal Police Station.

According to Police, Mohd Akhtar alias Munni (29), son of ShaiyaKhan of village Magani in Udhampur, was found hanging from a treein forest area under mysterious circumstances.

The body was spotted by some locals, who informed the Police,which shifted the dead body to District Hospital Udhampur for post-mortem and other legal formalities.

Rehambal Police has registered a case in this connection for furtherinvestigation.

The deceased was missing for the last six days.Meanwhile, two persons were injured in a collision of Motorcycle

with a Scooter near T Morh on the National Highway, here today.The injured were identified as Pardeep Kumar, son of Ashok

Kumar of Garhi and S C Gosh.
