(UNI) Oppn favours consensus candidate for Prez poll NEW DELHI, May 26: Major opposition parties including Congress, Left parties, Trinamool Congress and various regional parties are in favour of a consensus and a "secular" can- didate for Presidential polls, TMC chief Mamata Banerjee said here today. Emerging out of a meeting of the opposition parties convened by Congress president Sonia Gandhi, Ms Banerjee said "everybody is in favour of a con- sensus and a secular candidate". However, she said in case the consensus does not emerge between the ruling dispensation and the opposition parties, the major opposition parties would form a smaller group to select a candidate on behalf of the oppo- sition parties. The meeting today also took stock of the three years of per- formance of the Modi Government, she said adding the parties felt that there has been gross failure on the part of the centre to control the situation in Jammu and Kashmir and also in Saharanpur in Uttar Pradesh. The meeting is being attend- ed among others by Congress president Sonia Gandhi, former Prime Minister Manmohan Singh, and senior leaders from various parties including Sharad Yadav, Sharad Pawar, Sitaram Yechury, D Raja, Lalu Prasad, Mamata Banerjee, Mayawati and Akhilesh Yadav. The meeting of the opposi- tion parties has been convened by Sonia Gandhi. However, regional parties like BJD in Odisha, TRS in Telangana and AIADMK in Tamil Nadu gave it a miss. DMK was, however, rep- resented by Kanimozhi. Senior opposition leaders at the meet also criticised the National Democratic Alliance (NDA) government, which marks its third year in power at the Centre today. Rashtriya Janata Dal leader and former Bihar chief minister Lalu Prasad, who was among the invitees, said the NDA had "failed" on all fronts. "Its only achievement is that it has set the Pakistan flag flut- tering in Kashmir for the first time after independence," he said. (Agencies) Ganga inaugurates Moungri Handloom Cluster at Panjar Excelsior Correspondent UDHAMPUR, May 26: Minister for Industries and Commerce, Chander Prakash Ganga in presence of Minister of State for Finance and Planning, Information Technology, Law, Justice and Parliamentary Affairs, Ajay Nanda today inau- gurated Moungri Handloom Cluster at Panjar. MLA Chenani Dinanath Bhagat, Director Handloom Development Department, J&K Rajesh Sharma, Director Handicraft Dr. Mushtaq Ahmed, Director Industries R.S. Tara, ADDC Udhampur Arvind Sharma, Joint Director Handloom Jammu Namrita Dogra, Deputy Director Handloom (Trainings) Dr. Subhash Chander , A.D Handloom Udhampur, Gulshan Kumar besides other officers were also present on the occa- sion. The project to the tune of Rs 1.72 crore sanctioned by Development Commissioner Handloom, Ministry of Textiles, GoI under Comprehensive Handloom Development Scheme would benefit about 195 weavers of Panjar, Moungri, Panchari, Basnote, Kund, Kalsote and adjoining areas. Speaking on the occasion, the Minister emphasized that this vital project would give a boost to the handloom sector in the area besides raising the socio-eco- nomic status of the local weavers. While highlighting the main components of the project, the Minister said that it includes development of Handloom Common Facility Center, distri- bution of looms to weavers, con- struction of work-sheds for weavers and Skill Development Training through Weaver Service Centre, Srinagar. Besides, a Cluster Development Executive and Textile Designer would also be appointed under this scheme to ensure that the products made are as per the market needs. Ganga further assured that similar clusters would soon be developed at Dudu and other rural areas so that people can get sufficient employment oppor- tunities and local handicraft is promoted. He also said that feasibility of setting up a trade centre in the State would be ascertained for ensuring proper marketing of the various handloom and handicraft products. Besides, he asked Department of Handicraft to dis- tribute new looms among the weavers and also encourage car- pet weaving among the rural peo- ple especially women. Ajay Nanda, while speaking on the occasion emphasized that development of the cluster is an important step in empowering the people of rural areas. He fur- ther stressed that the various wel- fare schemes have been launched by the Government for socio economic empowerment of the people . MLA Chenani, Dinanath Bhagat while speaking on the occasion urged the people to avail benefits of the various schemes of Handloom Department. Take measures to safeguard environment: Tassaduq to PCB Excelsior Correspondent SRINAGAR, May 26: Pollution is one of the biggest haz- ards affecting the environment, human lives and is a serious con- cern for everyone. There is a need to take all possible measures to pre- vent J&K’s environment and ecol- ogy getting polluted on a large scale. Coordinator, Chief Minister’s Grievance Cell, Tassaduq Mufti today said this during his meeting with senior officers of J&K State Pollution Control Board (SPCB) to discuss issues pertaining to pollu- tion. The meeting was attended by Secretary SPCB Sameer Bharti, Chairman SPCB Ravi Kesar, Director SPCB Sayeed Nadeem, other senior officers from SPCB and civil society members. During the meeting, many con- cerns related to increasing pollu- tion level in the environment were discussed in length including pol- lution caused by cement factories, brick kilns and stone crushers, pol- lution of water bodies by untreated sewage, untreated solid waste, sta- tus of Bio-Medical Waste Disposal, Solid Waste Management, impact of ban on plastic carry bags, Electronic Waste disposal, containment of drinking water sources by pesti- cides and waste of Sewage treat- ment plants, implementation of noise pollution code in sensitive areas, infrastructure put in place for water, air quality monitoring and others. Members from civil society also raised various concerns to draw the attention of the Government towards putting a check on activities leads to increase pollution level in the environment. Tassaduq Mufti asked the PCB officials to conducts surprise inspection of cement industries, stone crushing units and other industrial units and take necessary measures to control the pollution in such areas. He asked to ensure that all cement plants install Reverse Pulse Jet Bag Filter and other necessary gadgets. He also asked for looking more advanced technology being used in other countries to control the air pollution. Discussing the issue of con- tainment of water sources by sewage treatment plant waste and other means, Tassaduq Mufti asked the concerned officers to take all necessary measures to save these water bodies from getting polluted. PCB was asked to devise a plan to deal with the waste coming out from the house boats so that Dal Lake water can be stopped from getting polluted. Regarding the bio-medical waste disposal, Tassaduq Mufti said that it is very important that this waste is disposed properly using latest techniques and asked PCB to ensure that medical institu- tions install disposal systems if not than should use Common Bio- Medical Waste Disposal facility. The meeting also discussed the impact of Government ban of plas- tic carry bags. PCB was asked to get tough on this and to ensure implementation of law in letter and spirit without any compromise. Malik to continue as SDM Tral Excelsior Correspondent SRINAGAR, May 26: The Government today modified its Order No. 663-GAD of 2017 dated 25-5-2017 partially and held that Reyaz Ahmd Malik, KAS, Sub Divisional Magistrate Tral, who was under order of transfer as Deputy Secretary to the Government, School Education Department, shall continue to work as SDM Tral till a proper substitute was posted. Kidnapped Poonch girl recovered from Shimla Excelsior Correspondent POONCH, May 26: The police recovered a young girl hailing from Loran area of Mandi in Poonch from Shimla city in Himachal Pardesh and arrested the kidnapper. Police sources said that one Ghulam Mohd from Loran area lodged a report with Loran Police that his young daughter was allegedly kidnapped by one Farooq Ahmed, son of Bashir Ahmed, res- ident of Loran about two months back. On this complaint the police registered a case FIR No. 4/ 2017 and started investigation. The police party led by SHO Loran under the supervi- sion of DySP Headquarters Shaid Nahiem managed to trace and recover the girl from Shimla on Thursday. The accused was also arrested. The girl was handed over to the fam- ily after medical examination. Excelsior Correspondent JAMMU, May 26: Demanding creation of posts of Inspector Panchayats in the newly created blocks, the protest demonstration of Village Level Workers (VLWs), Multi-purpose Workers (MPWs)and MGNRE- GA workers enterd 3rd day today. Call for the strike was given by the Joint Coordination com- mittee of All J&K MPW/VLW/ MGNREGA Workers Union, which is also demanding removal of pay anomalies, reinstatement of the employees, recently suspend- ed by the Minister, regularization of MGNREGA staff and conduct of DPC of VLWs/MPWs. The agitating VLWs/MPWs suspended work on 3rd day also and held protest dharna at respec- tive district level offices across the State. At Jammu, the protest dharna was held at the District Headquarter of Rural develop- ment Department, Talab Tillo, under the leadership of Om Parkash Sargotra, chairman of the Coordination Committee. While addressing the dharna, he said that there were only 106 posts of Panchayat Inspectors in the State against requirement of 320 and most of the incumbent were holding the charge of Block Development Officers. Similarly, he added, only 1890 posts of VLWs/MPWs have been filled against 4295 sanctioned ones, with the result that employ- ees are overburdened. He also demanded enhance- ment of Grade-Pay and FTA, DPC in Jammu Province,filling up of posts of Departmental BDOs and filling up 50 percent quota of Departmental Feeding Cadre. Similar protest demonstrations were held at Udhampur, Reasi, Rajouri, Ramban, Doda, Kishtwar, Samba, Kathua and Poonch. Meanwhile, All J&K Low Paid Employees Federation (LPEF) extended its full support to agitating RDD employees and urged the Government to redress their problems and demands at an earliest so that general public of rural areas would not suffer. At Rajouri, MLA Ravinder Raina, Nowshera-Sunderbani Constituency visited dharna site. He was apprised about demands. The MLA assured for early redres- sal of their demands and also talked to RDD Minister Abdul Haq Khan and Commissioner Secretary Nirmal Sharma to resolve the issues of agitating employees. Anti encroachment drive by JMC Excelsior Correspondent JAMMU, May 26: On the instructions of Commissioner, Jammu Municipal Corporation (JMC). M. Raju, the officers and officials of JMC continued its drive against illegal rehries/phar- ies/hoardings and encroachers causing traffic congestion and obstructing free movement of pedestrians on footpaths. The drive was conducted under the supervision of Joint Commissioner (A), JMC R.S. Jamwal and Assistant Commissioner (Rev.) JMC Mrs. Vinakshi Koul Sharma. During the drive Chief Enforcement Officer, Rajesh Gupta, Enforcement Officer, Kamini Kesar, Revenue officers, Parmod Kumar, Ashwani Sudan, Parveen Gupta and Sunil Gupta of JMC, Police force of the con- cerned Police Stations & other Enforcement staff of JMC also accompanied the drive. The drive was conducted in the areas of Indira Chowk, Shalamar road, B.C. road, Gumat, Gurdwara Sunder Singh road, Gandhi Nagar, Shastri Nagar, Jewel and Narwal area etc. During the drive the team of JMC removed encroachments and cleared the footpaths and pavements. The team seized about 30 illegal rehries plying without license from these areas and seized five trucks of materi- al displayed by the shopkeepers in front of their shops and foot- paths causing traffic congestion and free flow of pedestrians. The team also removed illegal hoard- ings from these areas. The JMC authorities have appealed to the shopkeepers to keep their goods within their establishments to avoid penal action against them and vendors to ply their rehries only in the rehari zone and specified areas by JMC. SSP Reasi Tahir Bhat and other police officers along with 40 mobiles recovered from 20 thieves in Katra on Friday. -Excelsior/ Mengi Excelsior Correspondent KATRA (Reasi), May 26: With the arrest of 20 thieves, Katra police today busted an inter-State gang allegedly involved in committing thefts at Katra, Mata Vaishnodevi Bhawan and other places en- route Bhawan. The pilgrims were their soft targets. SSP Reasi, Tahir Sajjad Bhat and Additional SP Katra, Sameer Kotwal told media-persons here that acting on a complaint of pil- grim, Parmod Verma from Mahanpur in Kathua, who men- tioned that his Abdroid mobile phone and Rs 23,800 cash was stolen from bathing Ghat at Mata Vaishnodevi Bhawan, a special police team under the supervision of SDPO Bhawan, Sachin Gupta started investigation. The team led by SHO Bhawan Rajesh Sharma in civil dress at Bathing Ghat enhanced vigil and nabbed a thief red handed. He was placed under sus- tained interrogation. He broke down and revealed the names of other members of the gang. Twenty members of this gang mostly hailing from UP, Bihar and Delhi were arrested. Some of them had hired rooms at Katra in different hotels. They used to give slip to the pilgrims enroute Bhawan or at Bathing Ghats and used to steal their mobile phones and cash. The police recovered 40 Smart phones ( Apple, Samsung, Vivo, Motorola etc) having cost of more than Rs 9 lakh from their possession besides some cash. Nine owners of the Mobile phones have been traced so far. The arrested thieves revealed that they arrived Katra on last Friday and booked rooms in different hotels. After committing thefts dur- ing night hours at bathing ghats at Bhawan, they used to come back to Katra base camp. After taking rest during the day, they again used to leave for their job during evening. They also dis- closed the identity of some locals helping them. A case FIR has been registered against them. Members from civil societyalso raised various concerns todraw the attention of theGovernment towards putting acheck on activities leads to increasepollution level in the environment.

Tassaduq Mufti asked the PCBofficials to conducts surpriseinspection of cement industries,stone crushing units and otherindustrial units and take necessarymeasures to control the pollution insuch areas.

He asked to ensure that allcement plants install Reverse PulseJet Bag Filter and other necessarygadgets. He also asked for lookingmore advanced technology beingused in other countries to controlthe air pollution.

Discussing the issue of con-tainment of water sources bysewage treatment plant waste andother means, Tassaduq Mufti askedthe concerned officers to take allnecessary measures to save thesewater bodies from getting polluted.

PCB was asked to devise a planto deal with the waste coming outfrom the house boats so that DalLake water can be stopped fromgetting polluted.

Regarding the bio-medicalwaste disposal, Tassaduq Muftisaid that it is very important thatthis waste is disposed properlyusing latest techniques and askedPCB to ensure that medical institu-tions install disposal systems if notthan should use Common Bio-Medical Waste Disposal facility.

The meeting also discussed theimpact of Government ban of plas-tic carry bags. PCB was asked toget tough on this and to ensureimplementation of law in letter andspirit without any compromise.

police recovered a young girlhailing from Loran area ofMandi in Poonch from Shimlacity in Himachal Pardesh andarrested the kidnapper.

Police sources said that oneGhulam Mohd from Loran arealodged a report with Loran Policethat his young daughter wasallegedly kidnapped by one FarooqAhmed, son of Bashir Ahmed, res-ident of Loran about two monthsback. On this complaint the policeregistered a case FIR No. 4/ 2017and started investigation.

The police party led bySHO Loran under the supervi-sion of DySP HeadquartersShaid Nahiem managed to traceand recover the girl fromShimla on Thursday. Theaccused was also arrested. Thegirl was handed over to the fam-ily after medical examination.

JAMMU, May 26:Demanding creation of posts ofInspector Panchayats in the newlycreated blocks, the protestdemonstration of Village LevelWorkers (VLWs), Multi-purposeWorkers (MPWs)and MGNRE-GA workers enterd 3rd daytoday.

Call for the strike was givenby the Joint Coordination com-mittee of All J&K MPW/VLW/MGNREGA Workers Union,which is also demanding removalof pay anomalies, reinstatement ofthe employees, recently suspend-ed by the Minister, regularizationof MGNREGA staff and conductof DPC of VLWs/MPWs.

The agitating VLWs/MPWssuspended work on 3rd day alsoand held protest dharna at respec-tive district level offices acrossthe State.

At Jammu, the protest dharnawas held at the DistrictHeadquarter of Rural develop-ment Department, Talab Tillo,under the leadership of OmParkash Sargotra, chairman ofthe Coordination Committee.

While addressing the dharna,he said that there were only 106posts of Panchayat Inspectors in

the State against requirement of320 and most of the incumbentwere holding the charge of BlockDevelopment Officers.

Similarly, he added, only 1890posts of VLWs/MPWs have beenfilled against 4295 sanctionedones, with the result that employ-ees are overburdened.

He also demanded enhance-ment of Grade-Pay and FTA, DPCin Jammu Province,filling up ofposts of Departmental BDOs andfilling up 50 percent quota ofDepartmental Feeding Cadre.

Similar protest demonstrationswere held at Udhampur, Reasi,Rajouri, Ramban, Doda, Kishtwar,Samba, Kathua and Poonch.

Meanwhile, All J&K LowPaid Employees Federation(LPEF) extended its full support toagitating RDD employees andurged the Government to redresstheir problems and demands at anearliest so that general public ofrural areas would not suffer.

Thedrive was conducted under thesupervision of JointCommissioner (A), JMC R.S.Jamwal and AssistantCommissioner (Rev.) JMC Mrs.Vinakshi Koul Sharma. During the drive the team ofJMC removed encroachmentsand cleared the footpaths andpavements. The team seizedabout 30 illegal rehries plyingwithout license from these areasand seized five trucks of materi-al displayed by the shopkeepersin front of their shops and foot-paths causing traffic congestionand free flow of pedestrians. Theteam also removed illegal hoard-ings from these areas.

The JMC authorities haveappealed to the shopkeepers tokeep their goods within theirestablishments to avoid penalaction against them and vendors toply their rehries only in the reharizone and specified areas by JMC.

With the arrest of 20 thieves,Katra police today busted aninter-State gang allegedlyinvolved in committing thefts atKatra, Mata VaishnodeviBhawan and other places en-route Bhawan. The pilgrimswere their soft targets.

SSP Reasi, Tahir Sajjad Bhatand Additional SP Katra, SameerKotwal told media-persons herethat acting on a complaint of pil-grim, Parmod Verma fromMahanpur in Kathua, who men-tioned that his Abdroid mobilephone and Rs 23,800 cash wasstolen from bathing Ghat at MataVaishnodevi Bhawan, a specialpolice team under the supervisionof SDPO Bhawan, Sachin Guptastarted investigation. The teamled by SHO Bhawan RajeshSharma in civil dress at BathingGhat enhanced vigil and nabbed athief red handed.

He was placed under sus-tained interrogation. He brokedown and revealed the names ofother members of the gang.Twenty members of this gangmostly hailing from UP, Biharand Delhi were arrested. Someof them had hired rooms atKatra in different hotels. Theyused to give slip to the pilgrimsenroute Bhawan or at BathingGhats and used to steal theirmobile phones and cash.

The police recovered 40Smart phones ( Apple, Samsung,Vivo, Motorola etc) having costof more than Rs 9 lakh fromtheir possession besides somecash. Nine owners of theMobile phones have been tracedso far. The arrested thievesrevealed that they arrived Katraon last Friday and booked roomsin different hotels.
