DAILY EXCELSIOR, JAMMU TUESDAY, APRIL 12, 2016 (PAGE 3) Dr Karan Singh appoints Kundal as President of Dharmarth Trust Council Excelsior Correspondent JAMMU, Apr 11: Following the footsteps of Maharaja Hari Singh who, way back in 1929, had declared that all temples in Jammu and Kashmir were open for Harijans/Dalits, Dr Karan Singh has, for the first time, appointed an eminent Dalit and former Chief Secretary of the State, B R Kundal as President of the Dharmarth Trust Council. According to the handout issued by G D Sharma, Joint Secretary, Dharmarth Trust Council, Mr Kundal, who retired as Chief Secretary of J&K in 2008 after a distin- guished career in the 1AS, has been appointed for the current year in place of Maj Gen (Retd) R S Jamwal, who sought to be relieved of his duties which he fulfilled meritoriously for four years. The Dharmarth Trust which manages over a hundred temples and shrines in J&K and one each in Himachal Pradesh and Haridwar was created by Maharaja Gulab Singh in the mid 19th century along with the foundation of the J&K State. It manages such historic temples as the Sri Raghunath Temple complex and Sri Ranbireshwar temple in Jammu and the Sri Shankaracharva Mata Khir Bhawani temples in Kashmir. Dr Karan Singh is the Chairman Trustee while Vikramaditya Singh and Ajatshatru Singh are the Trustees. The five member Dharrnarth Council consists of eminent citizens drawn from various walks of life. Farooq asks cadre to intensify mass contact programme Excelsior Correspondent JAMMU Apr 11: A senior PDP leader and candidate in the 2014 Assembly elections, Riyaz Ahmed Zargar of Bhalessa of erstwhile Doda District today joined National Conference along with his 40 senior associ- ates and reposed his faith in the policies and programmes of the party. "National Conference is the only party that can guarantee single entity of Jammu and Kashmir and steer the State to peace, progress and prosperity", Mr Zargar said. The joining took place at a simple function here this morn- ing in presence of National Conference President Dr Farooq Abdullah. Repeated accidents matter of serious concern: Azad Excelsior Correspondent JAMMU, Apr 11: Senior Congress leader and Leader of Opposition in Rajya Sabha, Ghulam Nabi Azad has expressed serious concern over repeated tragic road accidents in the erst- while Doda district. Drawing the attention of Chief Minister towards the fre- quent occurrence of road acci- dents leading to loss of precious lives, Mr Azad said, "there is an immediate need to have a com- prehensive road safety action plan to contain the rising number of accidents". "Road safety is a key concern in J&K due to geographical and other factors and keeping in view the loss incurred by the State, I had written to Prime Minister ear- lier underlining the need to for- mulate a coherent action plan for the Chenab region", he said, adding "let us wake up now". Real efficiency lies in delivering projects on time, says Mehbooba *Reviews progress on CM's commitments Excelsior Correspondent JAMMU, Apr 11: Chairing her first major review meeting after assuming charge of the Chief Minister, Mehbooba Mufti today hinted at reorienting the Planning & Development Department so that it is able to professionally handle preparation of quality DPRs (Detailed Project Reports), absence of which she said was real bane of project delays. She vouched for a mechanism where 'empanelled consultants' remove technical bottlenecks and fast-track DPR preparation which will enable the executing agencies to deliver projects on time. "If fund crunch was the problem in the past, nowadays it is the struggle over effi- ciently executing development proj- ects and achieving desired results that hold us back," she stated. The Chief Minister made these observations in a high-level meeting called to assess the progress achieved on the commitments made by late Mufti Mohammad Sayeed on several development projects when he was the Chief Minister of the State. Besides the Deputy Chief Minister, Dr. Nirmal Kumar Singh, the meeting was also attended by Minister for Public Works & Parliamentary Affairs, A. R. Veeri, Minister for Finance, Culture, Labour & Employment, Dr. Haseeb A. Drabu, Minister for H&ME, Bali Bhagat, Minister for Education, Naeem Akhtar, Minister of State for Haj & Auqaf (IC), PHE, I&FC and I&C, Syed Farooq Ahmad Andrabi and Minister of State, Finance & Planning, IT, Law, Justice & Parliamentary Affairs, CA&PD, Tribal Affairs, Relief & Rehabilitation and Labour & Employment, Ajay Nanda. The meeting began with the Chief Minister asking the officers to show no laxity in completion of projects where time impacts are inevitable, because of the unique- ness of each project. She said the real efficiency lies in delivering public infrastructure within the stip- ulated timelines. "The officers are custodians of development and therein lay the huge expectations of the people on the development front," the Chief Minister said while exuding confidence that the officers will put their best foot forward. In the all-important R&B sector, Commissioner/Secretary, Rohit Kansal, briefed Mehbooba Mufti about the present status of 12 major commitments of the Chief Minister which include construction of Lakhanpur-Thein Road up to Ranjit Sagar Dam, emergency repairs of Batote-Kishtwar Road, Circular Roads in Pulwama and Anantnag districts, maintenance of Mughal Road, macadamization of cities and towns, construction of Pulwama- Lassipora Road and completion of work on Pantha Chowk-Zewan Crossing. The Chief Minister stressed upon completion of all ongoing projects within the set timelines. Kansal also updated the Chief Minister on the progress achieved on the 42 projects shortlisted in PHE, I&FC Departments. While taking review of the works in the Power Development Department, the Chief Minister issued directions for ensuring regu- lar electricity supply in the winter capital during upcoming summer season. Principal Secretary Power, Dheeraj Gupta, brought into the notice of the Chief Minister the measures taken for removal of bot- tlenecks in procurement of essential items as per standardized procure- ment procedure. The Power Secretary informed the meeting that power supply to Jama Masjid Srinagar will be aug- mented by installation of 250 KV DG sets and the work will be com- pleted within the next two months at a cost of Rs.1.00 crore. To ensure uninterrupted power supply to the picturesque Pahalgam resort, 11 KV and 33 KV lines are being laid which will be completed by the end of July at a cost of Rs.3.00 crore. The department has also started the process for creation of trans- former bank at Rajouri and Poonch districts for which Rs.1.00 crore have been released. The other works which are presently under execution include establishment of receiving station at Sultanpora, Shranz in Baramulla, dedicated power supply to IT Park at Rangreth, BGSBU in Rajouri, Ghani Stadium in Srinagar and Civil Hospital at Pahalgam. The Chief Minister took a detailed review on the forward movement achieved on cross-LoC Trade and Travel at two crossing points of Salamabad in Baramulla and Chakan Da Bagh in Poonch, which she said were described by late Mufti Sayeed as the 'show-win- dow' for travellers from across the LoC. Commissioner/Secretary, I&C, Shailendra Kumar, highlighted the progress achieved in broadening the scope of cross-LoC trade. He said a fresh list of additional items to be included in the already approved list of 21 items has been sent to the Ministry of Home Affairs which will be taken up for approval in the next meeting of the Joint Working Group between India and Pakistan. On the smooth navigation from present barter system of trade to banking system for cross-LoC trade, Kumar said RBI has agreed to discuss the issue with Pakistan in the meeting of the Joint Working Group. He said for smooth move- ment of trucks in and out of the ter- minals at Chakan Da Bagh and Salamabad, tenders have been float- ed for procurement of full body scanners and the same shall be installed over the next 18 months. In the Tourism sector, the Chief Minister obtained first-hand appraisal on developing Mantalai, in Udhampur district, as an International Yoga Centre and bringing several areas like Abdullian and Chamlyal within the ambit of border tourism, on pattern of Suchetgarh. She also stressed upon outsourcing high-end assets like Pahalgam Club, which will generate revenue that can be ploughed back in developing the highly-remunerative travel industry in the state. On being enquired about the present status of the prestigious Jammu Ropeway Project, Principal Secretary, Tourism, Sandeep Nayak, informed the Chief Minister that on the instructions of late Mufti Mohammad Sayeed, the hybrid sys- tem has been ordered to be replaced by imported system which matches international benchmarks. Fresh tenders have been floated and the work on the project will commence thereafter, he added. On laying of new ropeways at tourist and pilgrim destinations like Mantalai and Shiv Khori the Chief Minister was informed that these are currently under the active con- sideration of the department and subject to clearance from Forest Advisory Board. While reviewing the perform- ance of the Education sector, the Chief Minister issued instructions for removing impediments in mak- ing IIT Jammu functional as early as possible. Commissioner/Secretary School Education informed the Chief Minister that 144 schools have been identified in the state for upgradation as Model Schools where students will be taught with the help of modern e-learning tools. In the health sector, Secretary H&ME, M. K. Bhandari briefed the Chief Minister about the present sta- tus of setting up new medical col- leges at Anantnag, Baramulla, Rajouri, Kathua and Doda. She was also informed about establishing new nursing colleges in existing old hospital buildings in 10 districts at a cost of Rs.2.5 crore each. These dis- tricts include Baramulla, Sopore, Anantnag, Srinagar and Budgam in Kashmir valley and Kathua, Udhampur, Poonch, Basohli and Jammu in Jammu division. For Model Health Centres and SDH Basohli and Dooru, Mehbooba Mufti directed the Health Secretary to provide man- power and equipment so that patients are provided best possible treatment. While reviewing H&UD sector, the Chief Minister directed the department to fast-track work on Shopping Complexes at Chrar-e- Sharief, Anantnag, multi-tier park- ing at Panjtirthi and community halls at Bijbehara. Water in Ranbir Canal to be released today Excelsior Correspondent JAMMU, Apr 11: Chief Engineer, Irrigation and Flood Control Department, Jammu has informed the general public that water in the main Ranbir Canal, New Partap Canal and Kathua Canal will be released on April 12. All the Superintending/ Executive Engineers have been directed to plan their activities to ensure completion of the ongoing works well before the recharging of canals. They have been directed to ensure that the water reaches up to tail end areas and there is no loss of life and property on scheduled date of opening of canal. SVC seeks records in passport verification case Excelsior Correspondent JAMMU, Apr 11: In a signifi- cant order, the State Vigilance Commission has directed SP CID SB Kashmir and SP Hazratbal Srinagar for furnishing of records in alleged corruption by some police officials in a passport verifi- cation case. The SVC, while considering a complaint in this regard, observed that the allegations levelled prima- facie reveal serious misconduct and abuse of powers on the part of these officials, besides, resulting in delay in issuance of passports. Earlier, a complaint was lodged before the Commission by one Adil Hassan regarding alleged demand of bribe by some police officials posted at the offices of CID SB Kashmir and SP Hazratbal, Srinagar for mere for- warding of his passport verifica- tion to the passport office Srinagar. Being disappointed and aggrieved by the alleged corrupt practice of the concerned police officials who otherwise are supposed to keep vigil and prevent corruption, the complainant prayed for strict action against the officials involved. The SVC directed SP CID SB Kashmir and SP Hazratbal to fur- nish all connected records includ- ing the date of receipt of verifica- tion from passport office by their respective offices and steps taken for conducting verification after its receipt by a gazetted officer on18- 04-2016 at Srinagar for inspection and further orders by the Commission. It is pertinent to mention that the State Vigilance Commission has already recommended to the Government to devise a mecha- nism for conducting verifications so as to dispense with the practice of policemen visiting individuals for various verification matters to curb the menace of corruption.

In the health sector, SecretaryH&ME, M. K. Bhandari briefed theChief Minister about the present sta-tus of setting up new medical col-

leges at Anantnag, Baramulla,Rajouri, Kathua and Doda. She wasalso informed about establishingnew nursing colleges in existing oldhospital buildings in 10 districts at acost of Rs.2.5 crore each. These dis-tricts include Baramulla, Sopore,Anantnag, Srinagar and Budgam inKashmir valley and Kathua,Udhampur, Poonch, Basohli andJammu in Jammu division.

For Model Health Centres andSDH Basohli and Dooru,Mehbooba Mufti directed theHealth Secretary to provide man-power and equipment so thatpatients are provided best possibletreatment.

While reviewing H&UD sector,the Chief Minister directed thedepartment to fast-track work onShopping Complexes at Chrar-e-Sharief, Anantnag, multi-tier park-ing at Panjtirthi and communityhalls at Bijbehara.

Water in RanbirCanal to be

JAMMU, Apr 11: ChiefEngineer, Irrigation and FloodControl Department, Jammuhas informed the general publicthat water in the main RanbirCanal, New Partap Canal andKathua Canal will be releasedon April 12.

All the Superintending/Executive Engineers have beendirected to plan their activitiesto ensure completion of theongoing works well before therecharging of canals. They havebeen directed to ensure that thewater reaches up to tail endareas and there is no loss of lifeand property on scheduled dateof opening of canal.

SVC seeks records in passport verification case

JAMMU, Apr 11: In a signifi-cant order, the State VigilanceCommission has directed SP CIDSB Kashmir and SP HazratbalSrinagar for furnishing of recordsin alleged corruption by somepolice officials in a passport verifi-cation case.

The SVC, while considering acomplaint in this regard, observedthat the allegations levelled prima-facie reveal serious misconductand abuse of powers on the part ofthese officials, besides, resulting indelay in issuance of passports.

Earlier, a complaint waslodged before the Commission byone Adil Hassan regarding allegeddemand of bribe by some policeofficials posted at the offices ofCID SB Kashmir and SPHazratbal, Srinagar for mere for-warding of his passport verifica-tion to the passport office Srinagar.Being disappointed and aggrieved

by the alleged corrupt practice ofthe concerned police officials whootherwise are supposed to keepvigil and prevent corruption, thecomplainant prayed for strictaction against the officialsinvolved.

The SVC directed SP CID SBKashmir and SP Hazratbal to fur-nish all connected records includ-ing the date of receipt of verifica-tion from passport office by theirrespective offices and steps takenfor conducting verification after itsreceipt by a gazetted officer on18-04-2016 at Srinagar for inspectionand further orders by theCommission.

It is pertinent to mention thatthe State Vigilance Commissionhas already recommended to theGovernment to devise a mecha-nism for conducting verificationsso as to dispense with the practiceof policemen visiting individualsfor various verification matters tocurb the menace of corruption.
