Summary of Offshore BMSB Treatment Providers Scheme

• The department and New Zealand Ministry for Primary Industries (NZ MPI) developed

treatment assurance measures for the 2019-20 season, including:

• Mandatory treatment methodologies

• Offshore BSMB Treatment Providers Scheme including an approved offshore BMSB

treatment provider list

• Processes to prevent fraudulent treatment certificates

• Over 210 approved offshore treatment providers across 27 countries

• Over 75,000 offshore treatment certificates lodged with the department

• Offshore treatment provider verification, including:

• assessment of treatment certificates from 159 treatment providers

• assessment of records of treatment from 139 treatment providers

• onsite audit of 63 treatment providers

• 6 OTPs suspended

BMSB Seasonal Measures

• Measures apply to goods shipped from 1 September 2020 and arriving in

Australian territory by 31 May 2021

• Target high risk and target risk goods remain unchanged from last season

• Target risk countries and emerging risk countries remain the same, however,

Portugal, Moldova, Ukraine will move from emerging risk to target risk countries.

• Any target high risk or target risk goods manufactured in, or shipped from these

target risk countries are subject to the BMSB seasonal measures

• Any vessel that berths at, loads or tranships goods from these countries are also

subject to heightened vessel surveillance

• Updated target risk countries and goods will be available on BMSB webpage when

finalised

Measures relating to goods

• All target high risk goods require mandatory treatment

• Target high risk goods shipped as break bulk including open top or flat rack containers

require mandatory offshore treatment

• Goods requiring mandatory offshore treatment arriving untreated are prevented from

discharge and/or directed for export on arrival

• All target high risk and target risk goods will be subject to increased onshore intervention

through random inspection

• Non target high risk and target risk goods are not subject to BMSB measures, unless they are

part of a consignment/container that contains target high risk and target risk goods

Measures relating to vessels

• Heightened vessel surveillance for all roll-on/roll-off (ro-ro) vessels will be applied through

pre-arrival reporting

• Vessel operators will be required to conduct self-inspections and report any detections of

BMSB and other exotic insects

• All ro-ro vessels that berth at, load or tranship from the target risk countries, will be

required to undergo a mandatory seasonal pest inspection on arrival in Australia

• Vessels approved under the Vessel Seasonal Pest Scheme may be exempt from the

mandatory seasonal pest inspection

Safeguarding arrangements

• Safeguarding arrangements will continue for the 2020-21 risk season as an alternative

clearance pathway for goods

• The scheme allows certain goods and supply chains to be recognised under safeguarding

arrangements

• Under the scheme, approved participants are recognised for their ability to manage biosecurity

risk offshore, including seasonal hitchhiker pest risk such as BMSB, from the point of

manufacture to the point of embarkation

• The scheme is open to all industry participants, with four entities approved to date for

participation in the scheme

• Broadening minimum import volume requirement to consider imports of 50 twenty foot

equivalent units (TUEs)

Offshore BMSB Treatment Providers Scheme

• The Offshore BMSB Treatment Providers Scheme will continue in the 2020-21 season

• All treatment providers in target risk countries that intend to conduct BMSB

treatments must register under the scheme

• Treatment providers in non-target risk countries that intend to conduct BMSB

treatments are encouraged to register under the scheme

• Treatment providers registered in 2019-20 will need to re-register

• All applicants must demonstrate their ability to meet all requirements of the scheme

and the treatment types they wish to conduct

• The department and NZ MPI have aligned application processes, and registration onto

the scheme allows BMSB treatments to be conducted for both Australia and

New Zealand

• Approved treatment providers will continue to be available on Offshore BMSB Treatment

Providers scheme webpage

• Industry need to check for most up-to-date details of offshore treatment providers registered

onto the scheme

• Intervention and sanctions will continue to be applied against potential and confirmed

non-compliant treatment providers, including:

• increased on-arrival inspections to verify efficacy of treatment and adherence to

treatment methodologies

• suspension of treatment providers

• When treatment providers are suspended, the department enacts in-transit policy, where no

certification issued by a suspended treatment provider is accepted, regardless of date of issue

Treatment minimum standards

• The department will continue to have three approved BMSB treatments:

• sulfuryl fluoride fumigation

• methyl bromide fumigation, and

• heat treatment

• Compliance requirements are detailed in treatment methodologies and published on

the department’s website

• Offshore treatment providers are required to conduct treatments that meet the

requirements set out in the methodologies

• Compliance monitoring of treatment providers will continue to be conducted
