Captain’s Message

Dear Bayview residents and merchants, I have had the distinct pleasure of serving you as the Captain of Bayview Station since October, 2017. I have been tasked with a new assignment and transfer to the Professional Standards and Principled Policing Bureau. The San Francisco Police Department established this Bureau in 2016 to oversee proposed reforms in coordination with the United States Department of Justice Collaborative Reform Initiative. I will truly miss the outstanding communities and amazing people that reside and work within the boundaries of the Bayview Police District. Effective December 15th, Captain Valerie Matthews will take over as captain of Bayview Station. Captain Matthews joined the San Francisco Police Department in 1991, and has held a variety of positions. Captain Matthews and I are working together to ensure a seamless transition and I believe you will continue to receive the same level of service and engagement going forward. I thank you all deeply for the support of Bayview Station and our officers. I wish you all well and hope to see and hear from you in the future. Sincerely, Captain Steven A. Ford, M.S.

Captain Valerie Matthews grew up in San Jose until her family moved to Pacifica, where she attended high school. While attending college at San Francisco State she developed a love for San Francisco and enjoyed working with people.

Captain Matthews has worked in both patrol and investigations divisions. She is returning to Bayview Station, where she was previously assigned as a Lieutenant, from her current assignment as Captain of the Major Crimes Unit.

Incidents of Interest

Aggravated Assault Arrest Dec 3, 2018 - 11:00 am – 1200 block Palou (SFPD 180911541) Officers responded to a call of an assault and met with a 58 year old victim who reported being punched in the head multiple times by the suspect after the pair got into an altercation over cleaning arrangements of the common spaces they shared. The officers located the suspect inside the residence and placed him under arrest. He was booked on aggravated assault charges. Arson Arrest Dec. 4, 2018 – 3:20 pm – 2700 block Arelious Walker (SFPD 180915214) Officers responded of a call of a suspect, who was armed with a knife, setting a fire inside a unit in the building. The witness stated that the suspect attempted to assault her when confronted. The officers arrived to an active fire along with SFFD that managed and extinguished the flames. The suspect was located in a vehicle nearby. The suspect, already on active probation, was arrested and found to be in the possession of narcotics. She was booked on multiple charges including arson, narcotics, and probation violations. Auto Burglary Arrest Dec. 5, 2018 – 4:30 pm – 800 block Missouri (SFPD 180918183) Officers arrested the second suspect wanted in connection to an auto burglary series involving fourteen separate auto burglaries that occurred in various locations throughout the City in the months of October and November. The first suspect had been taken into custody at LaSalle and Ingalls on November 4th. Shooting Dec. 6, 2018 - 3:45 pm – 3rd / Newcomb (SFPD 180919498) A 20 year old victim arrived at SFGH seeking treatment for a gunshot wound to the leg. The incident was reported as dispute over money. The officers located the crime scene and secured all evidence. This incident is under investigation.

Shots Fired Dec. 6, 2018 – 4:10 pm – Phelps / Oakdale (SFPD 180920887) Officers responded to a Shot-Spotter activation. They responded to the area and located a vehicle that had collided into a light pole. The vehicle had gunfire damage and was abandoned. Officers located witnesses and the two occupants that had fled the crashed vehicle. Neither had been injured, reporting that they were in the vehicle when they were fired upon by a suspect in another car. The officers secured the crime scene and preserved all evidence. This incident is under investigation. Narcotics Arrest Dec. 7 2018 – 11:30 pm – Jennings / Wallace (SFPD 180924691) Officers, while conducting an investigation into a suspicious vehicle, recovered methamphetamine packaged for sale. Three suspects were arrested in connection. They were booked on possession of narcotics for the purpose of sales and conspiracy chrages. Aggravated Assault Dec. 08, 2018 - 11:04 pm – 900 block Connecticut (SFPD 180926982) Officers responded to a Shot-Spotter activation and located a victim who reported being shot at. The victim stated that he had been walking when a car passed him and stopped. Two suspects got out of the car and fired a handgun at him, got back in the car, and fled. The victim was not hit by the gunfire. This incident is under investigation. Shots Fired Dec. 09, 2018 - 4:50 am – 400 Hunters Point Blv. (SFPD 180927316) Officers responded to a Shot-Spotter activation at a parking lot within the India Basin Shoreline Park. They located several spent rounds at the scene. No injuries or damage were reported as a result of this incident. Stabbing Dec. 09, 2018 - 6:30 am – Palou / Hawes (SFPD 180927388) Officers responded to a call of an assault and located a 53 year victim with a stab wound to his shoulder. He reported that he had been walking when someone ran up to him and began yelling. He took off running out of fear and did not realize that he had been stabbed until he stopped two blocks away. This incident is under investigation.

Department News New Report Highlights Effectiveness of SFPD Foot Patrols

Study Finds Foot Patrol Strategy Led to “Significant Decline” in Assaults and Thefts

A new study conducted by the California Policy Lab and researchers at the University of California, Berkeley reports a “significant” drop in assaults and thefts in San Francisco after the San Francisco Police Department doubled its foot patrols last year to address crime throughout the City.

“Having officers walking the streets helps prevent crime and allows the police to form relationships with the people they serve,” said Mayor London Breed. “The data backs up the results we have seen on the ground, which is why I included funding in the budget so we can train more officers and why we continue to increase foot patrols.”

In September 2017, the SFPD reassigned approximately 70 officers who had previously been working primarily in plainclothes investigative and special duty assignments to citywide uniformed foot patrol beats. The reassignments were in part a response to a rise in larceny theft (including vehicle break-ins) in San Francisco.

The California Policy Lab study found the increased SFPD foot patrol routes resulted in a significant reduction in larceny theft and assaults across the city and 10 police station districts:

• A 16.9 percent decline in larceny theft • A 19.1 percent reduction in assaults • The greatest reductions in larceny theft were in the Ingleside, Mission, Northern and Richmond police

districts • The greatest reductions in assault were in the Bayview, Central and Mission police districts

SFPD in November expanded foot patrols in the Mid-Market area by nearly 50 percent, assigning a total of 43 personnel to increase public safety in the heavily trafficked corridor.

“Our foot patrol strategy is based upon deterrence and engagement with the community and would-be criminals,” said Police Chief William Scott. “The data from this study supports our approach and shows that the greater number of visible, uniformed officers we are able to bring to our public spaces, the greater the benefit to public safety.”

The increased foot patrols are central to SFPD’s Strategic Plan 1.0. Key components of the plan include improving responsiveness to the public and measuring and communicating the effectiveness of safety strategies.

“The study suggests that a greater visible police presence helped reduce thefts and assaults in San Francisco in the two months following redeployment,” said Evan White, Executive Director of the California Policy Lab. “These improvements in public safety are distinct from trends in prior years, and suggest the Police’s redeployment made a difference.”

Findings from the report were presented November 30th at the Policing Innovation and Reform: Making the Vision a Reality conference in Los Angeles, California. SFPD Warn Chinese Community of Latest "Blessing" Scams

San Francisco Police are warning the Chinese community of recent incidents involving a “Blessing” scam targeting a Chinese victim, resulting in great financial loss. The first incident occurred on the morning of November 29, 2018 in the Visitacion Valley. As a result of the scam, the victim lost a significant amount of US currency.

In this incident, the victim noticed the first of three suspects on Schwerin Street speaking loudly about a problem. A second suspect approached the first and offered to help her obtain a blessing in order to alleviate the problem. The suspects convinced the victim to walk with them on Schwerin Street. They then encountered the third suspect who offered bless the victim, lest something bad happen to her son. The third suspect told the victim to go home and get as much cash as possible to pay for the blessing. When the victim returned with the cash, she felt someone “tugging” at the bag containing the currency but was then distracted by one of the suspects. The third suspect told the victim that the blessing had already been made and that she no longer needed to pay. Upon returning home, the victim found that her money had been substituted with other items.

The second incident occurred on the afternoon of December 1st, 2018 in the area of 6th Avenue and Clement Street. Two suspects engaged the victim in a conversation regarding medicinal herbs which would be used to heal a sick family member. When the third suspect joined the group, she told the victim that she could read her “aura” and predicted that the victim’s family would suffer a serious tragedy in the coming days. The suspect offered a blessing and requested the victim to go home and return with money and valuables to be blessed. The victim complied and returned to the area of 6th Avenue and Clement Street. During this second meeting, the suspects stole the victim’s valuables, replacing them with paper and other items.

The San Francisco Police Department urges older members of the Chinese community to be suspicious of strangers claiming to provide relief from a curse, an illness, or who provide “purification” ceremonies in which cash and valuable items must be offered as part of the process. Potential victims are strongly advised to contact police immediately if confronted with such a situation. Family members and caregivers to elder Chinese community members should discuss this scam with them and instruct the elders to call them if anyone approaches them under similar circumstances.

San Francisco Safety Awareness For Everyone (SFSAFE) - a program of San Francisco Police Department’s Community Engagement Division - provides the City’s diverse communities with safety tips and educational brochures in multiple languages.

Anyone who is confronted by scammers or anyone who knows of an elder who was approached by scammers is strongly advised to contact police. Reports can be made at any SFPD District Station or by calling Dispatch at (415) 553-0123 and requesting an officer to take a report.

In collaboration with Walgreens drugstores, the San Francisco Police Department has launched its 2018 Holiday Toy Drive, benefitting children in need.

From November 16 to December 14, SFPD will be accepting donations of new, unwrapped toys at more than 70 San Francisco Walgreens locations. The goal is to exceed last year’s toy drive, in which approximately 9,000 items were donated at Walgreens stores for distribution to San Francisco children.

“Something as simple as a toy can stir a child’s imagination and bring joy to youth in need,” said San Francisco Police Chief William Scott. “Please give generously to make this holiday season brighter for our City’s children.”

Donors can purchase or drop off a new, unwrapped toy at any San Francisco Walgreens that features a brightly colored and marked toy drive collection bin this holiday season. Those unable to drop off a toy may also contribute to a Go Fund Me account (https://www.gofundme.com/sfpdtoydrive) established by the San Francisco Police Foundation to purchase toys for underprivileged children this holiday season.

With over 2,300 different telephone numbers listed to access local government services, many people did not know what number to dial to reach the appropriate department. Now you can connect to city services with only two numbers to remember: 911 for emergencies and 3-1-1 for everything else.

Before 311, over 50% of calls to the 911 center were not emergency related. 311 relieves 911 operators from these non-emergency calls. If a catastrophic emergency such as an earthquake occurs, 311 operators will be able to provide accurate information to assist during the recovery. In the unlikely event the 911 facilities becomes inoperative, the 311 call center will function as a back up.

Dispose of Unwanted and Expired Medication at Bayview Station

There is a new secured bin at Bayview Station where you can dispose of unwanted and expired medication at any time of the day or night. The bin will accept any type of prescription and off the shelf medication except for: Herbal Remedies Vitamins Supplements Cosmetics Other personal care products Compressed Cylinders Aerosols Inhalers Medical Devices Sharps Illicit drugs L odine containing medication. When disposing the medication, please leave it in the original container with your personal information crossed out or removed. You can also place the medication into a clear plastic zip top baggies. Contact the front desk officer and inform them that you want your medication dispose of. The officer will assist you. Please note that once an item that had been disposed of inside the bin, we cannot retrieve it. So make sure your ring, cell phone or anything of value is not accidentally disposed of.
