entire annual meeting will be streaming on Facebook Live, thanks to DPAA, except for the sessions on Saturday.
DoD OFFICES: DPAA and DIA investigators, and intelligence and material evidence analysts will again be
available in the Service Casualty Offices (SCOs) throughout the League’s meeting to support Individual Case
File Reviews with families. Everyone is encouraged to take advantage of this opportunity to share information
with these specialists, preferably NOT in conflict with critical government briefings, the legal justification for
DoD-provided transportation. US officials will be present by noon on Wednesday, June 19th. All Service Casualty
Offices (SCOs) are located on the First Floor; however, SCO representatives are also available for inquiries during
Registration/Credentials pick-up in the Virginia Ballroom Foyer, Plaza Level, Wednesday evening 5:00 – 8:00
PM, and early Thursday morning, 7:30 – 8:30 AM.

Individual Case File Reviews will be held in the above locations from noon to 5:30 PM Wednesday, June 19th,
from 7:30 AM to 5:30 PM Thursday and Friday, June 20th and 21st, and from 7:30 AM until 2:00 PM on Saturday,
June 22nd. Please do not schedule reviews during sessions when critical information is presented. Instead, request
early morning, lunch or dinner breaks.
SPECIAL EVENTS: With appropriate credentials, all are eligible to participate. *Must purchase dinner ticket(s)
to attend. **League family members ONLY are eligible to vote, though all are welcome to attend.
Orientation/Ice Cream Social: There is an important informational session, Crystal Room, Plaza Level, on
Wednesday, June 19th, 7:00 – 8:30 PM. All, especially first-time attendees, are welcome and encouraged to attend
to share your stories about how you got involved and your missing loved one’s story.
The *50th Anniversary Annual Meeting Dinner & Candlelight Ceremony will be preceded by a no-host
reception in the Virginia Ballroom Foyer on Thursday, June 20th, 5:45 – 6:45 PM. Dinner will begin promptly at
7:00 PM in the Virginia Ballroom and end promptly at 9:00 PM.

Workshops: Two specialized, separate workshops will be held 2:15 – 3:15 PM on Friday, June 21st. They are
well-received, consistently requested workshops: Pursuing Individual Cases – Karoni Forrester, and Dealing
with Ambiguous Loss – Don Forrester. These workshops are held in the Richmond and Roanoke Rooms, Lobby
Level. Attendees are encouraged to share information and knowledge to enable augmenting official efforts and
motivate active-duty/reserve military participation and local citizen involvement to support US accounting efforts.

National Vietnam Veterans Memorial Visit: Saturday, June 22nd, buses board 8:15 PM, last return 11:00 PM.
BOUTIQUE: The League Boutique will be open in the Old Dominion Board Room, Plaza Level, Wednesday,
June 19th, from 5:30 – 8:30 PM, and during posted hours throughout the annual meeting. Also, a Silent Auction
will be held before and during the 50th Anniversary Dinner. Bidding will close shortly after the 50th Annual Dinner
& Candlelight Ceremony conclude.

to Credentials Pick-up. University of Delaware demonstration set up in the Monroe Room, Plaza Level,
POLICY RESOLUTIONS: To ensure availability at the start of the Business Session on Saturday, June 22nd,
resolutions must be submitted in writing to Resolutions Chairman Sue Scott by 7:00 PM on Friday, June 21st.
Resolutions not prepared in advance may be introduced on the floor, but will not be available in printed form.
LEAGUE BUSINESS SESSION: The **League Business Session in the Virginia Ballroom at 2:00 PM on
Saturday, June 22nd, is open to all credentialed attendees; however, ONLY dues-current family members (white
badges) are eligible to vote.
DNA TESTING: Family members who have not yet provided a DNA sample for comparison are strongly
encouraged to do so. Check with your Service Casualty Office on the First Floor to determine eligibility and
whether or not your family has provided the needed sample.
EMERGENCIES/CELL PHONES: In case of emergency, call Hilton Crystal City Hotel operator, (703) 418-
6800. Cell phones must be silenced during all sessions, including the 50th Anniversary Annual Meeting Dinner.
PROHIBITED: Alcoholic beverages are not permitted during meeting sessions, but are allowed at the Reception
& Dinner on Thursday, June 20th and the Farewell Reception, June 22nd. Smoking is prohibited unless is
designated areas.
DRESS CODE: Dress for the meeting sessions is business casual, or Military Class B. For the 50th Anniversary
Annual Meeting Dinner, dress for the ladies is formal or semi-formal attire and, for men, coat and tie or tux.

Ambassador Richard Armitage, former Deputy Secretary of State, has served as the
Assistant Secretary of Defense for International Security Affairs and Deputy Assistant
Secretary of Defense for East Asia and Pacific Affairs. In addition, Ambassador Armitage
has held a wide variety of high-ranking US diplomatic positions; including Ambassador
directing US assistance to the newly independent states of the Soviet Union. Mr. Armitage
graduated from the US Naval Academy in 1967 and completed three combat tours in
Vietnam. Today, Ambassador Armitage is a founding partner and President of Armitage
International, L.L.C.
Mr. Richard Childress is an Asian specialist, with in-depth knowledge of Asian culture
and broad experience in national security, foreign policy, economic, and commercial
matters regarding Asia. As Director of Asian Affairs on the National Security Council (NSC)
staff from 1981-89, he led or participated in each US policy delegation to Vietnam and
Laos from 1982-89. After 26 years in the U.S. Army, Mr. Childress retired from government
service in 1989. Mr. Childress established a successful DC-based consulting firm, Asian
Investment Strategies, engaged by US businesses focused on ASEAN. He later became
the League’s Senior Policy Advisor and has participated in several League Delegations to
Vietnam, Laos and Cambodia.
Mr. Matthew Daley served in the United States Army from 1968 to 1970 and as a Special
Agent in the United States Secret Service from 1971 to 1976. Since joining the Foreign
Service in 1976, Mr. Daley has had numerous assignments in Washington and overseas.
In 1978, he was detailed to the Arms Control and Disarmament Agency. He then served
as Special Assistant to the Assistant Secretary of State for East Asian and Pacific Affairs,
Director of the Office of Philippine Affairs, and Deputy Chief of Mission of the U.S.
Embassies in Bangkok, Thailand, and New Delhi, India. Upon returning to the United
States in 1997, Mr. Daley was Deputy Special Representative for implementing the Dayton
Peace Accords and Senior Advisor on South Asia. Joining State’s Bureau of East Asian
and Pacific Affairs as Deputy Assistant Secretary in August, 2001, he became a League
Policy Advisor after retiring.
Ambassador David Lambertson was a Foreign Service Officer for 32 years, with
assignments in Saigon, Indonesia, Paris, Tokyo, London, Canberra, Seoul, and Bangkok.
He was Deputy Secretary of Japanese Affairs, Director of Korean Affairs, and Deputy
Assistant Secretary of State with responsibility for Southeast Asia. He was Ambassador
to Thailand from 1991-95. In addition to serving as a League Policy Advisor, Ambassador
Lambertson currently serves as an adjunct faculty member at the University of Kansas,
Claremont-McKenna College, and the Command and General Staff College.
Mr. Rudy de Leon began his career in the federal government in 1975, holding various
staff positions in Congress and served as a member of the professional staff and staff
director for the US House Armed Services Committee. Mr. de Leon served as the Deputy
Secretary of Defense from 2000-01 and, prior to that, served as Undersecretary of
Defense for Personnel and Readiness and as Undersecretary of the Air Force. Currently,
Mr. de Leon is a senior fellow with the National Security and International Policy team at
American Progress, focusing on US national security issues and US-China relations.
Mr. Robert “Bud” McFarlane served two combat tours in the US Marine Corps during
the Vietnam War. Mr. McFarlane became the Military Assistant to Henry Kissinger at the
National Security Council (NSC) from 1973-77. President Ronald Reagan selected Mr.
McFarlane to serve in a series of posts, each with increasing spans of responsibility,
culminating with his appointment as National Security Advisor. In the private sector, Mr.
McFarlane created and became CEO of McFarlane Associates, Inc., an energy and
development consultancy.
Ms. Ann Mills-Griffiths has led the National League of POW/MIA Families since August
1, 1978, first as Executive Director and, since August 1, 2011, as Chairman of the Board,
retaining CEO responsibilities. She focuses primarily on US government policy,
operations, and sustaining the League’s financial ability to achieve accounting objectives.
Ms. Mills-Griffiths has led or participated in numerous delegations to Southeast Asia,
meeting with senior officials in Vietnam, Laos, Cambodia, and Thailand, and has met with
Russian, Chinese, and other diplomats and senior officials in an effort to expedite answers
on Vietnam War missing.
Ambassador Charles Salmon was Foreign Policy Advisor to the Commander in Chief,
US Pacific Command. He was Chargé d’ Affaires to Laos from 1989 until 1992 at which
time he was promoted to Ambassador to Laos. He also served as Director, Office of
Philippine Affairs, Office of Thailand and Burma Affairs, and Office of Human Rights in the
State Department. He was Deputy Chief of Mission in Rangoon, Burma, and Wellington,
New Zealand. He also served in Vienna, Saigon, The Hague, and Manila. Today,
Ambassador Salmon is an adjunct Senior Fellow at the East-West Center.
Ambassador Charles Twining is a retired career Foreign Service Officer. His Asian
assignments included South Vietnam 1966-68, Thailand 1975-77 (Indochina watcher),
and Cambodia 1991-95 (Chief of Mission/Ambassador). He enjoyed a number of African
assignments, including as Ambassador to Cameroon and Equatorial Guinea, 1996-
98. His most recent short-term posting was to Juba, South Sudan 2014-15. Ambassador
Twining served as Foreign Policy Advisor to the US Pacific Command 1998-2001. His
Washington assignments at the Department of State included Director of Vietnam, Laos,
and Cambodia 1988-91, a critical period in the evolution of US relations with those
countries. Married with two sons, he enjoys working on the old family farm in northern
Maryland.
Ambassador Paul Wolfowitz spent more than three decades in public service working in
the administrations of seven different presidents. Most recently, he served as president of
the World Bank and Deputy Secretary of Defense. He served as Ambassador to Indonesia
from 1986-89, and he was Assistant Secretary of State for East Asia and Pacific Affairs
from 1982-86. Ambassador Wolfowitz currently serves as Chairman of the US-Taiwan
Business Council. He is also a visiting scholar at the American Enterprise Institute (AEI)
where he works on development and national security issues.
