AKANA COMPLETED A PHASE I ENVIRONMENTAL SITE ASSESSMENT (ESA) for the Highway 351
Joseph to Wallowa Lake Bike-Pedestrian improvement project. The project covers 0.77 miles
on Hwy 351 from the City of Joseph to the boat ramp at Wallowa Lake.

THE DETAILS
As part of the OBEC Consulting Engineers A/E design team, Akana
completed the linear Phase I ESA which involved a field investigation,
historic records review, and interviews with individuals knowledgeable
about the highway corridor.
Project details included sensitive habitat areas and a historical
landmark which would need to be preserved as part of the project.
Akana’s report was reviewed and accepted by the ODOT client and
is part of the project design documentation.

AKANA COMPLETED A PHASE II ENVIRONMENTAL SITE ASSESSMENT (ESA) of Century Link's
Waucoma Center in Hood River, Oregon. The center is a former warehouse facility which
was redeveloped by the Port of Hood River into a commercial office building.

THE DETAILS
Prior site uses include the manufacturing and distribution of
orchard spray pesticides. The former orchard spray facility was
covered with up to 30 feet of fill material for the redevelopment
project.
Akana completed 12 borings to evaluate potential contamination
impacts from the former orchard spray facility. Samples were
submitted for laboratory analysis for metals, pesticide and petroleum
hydrocarbon analysis.
Our final report received a No Further Action determination by
DEQ.

Demolition specifications prepared for the former C&M Motors
site on NE Martin Luther King Junior Boulevard covered site
buildings and utilities and also addressed known subsurface
contamination issues. The primary site contaminant was petroleum
hydrocarbon which was located in two separate areas of the site. The
remediation specification included removal of site contaminants with
off-site disposal and confirmation sampling requirements.
The demolition specifications have been accepted by the PDC and
will be issued as part of a construction bid package.

UNDER CONTRACT TO THE BIA WESTERN REGION OFFICE, AKANA IS CONDUCTING REMEDIAL

groundwater beneath a portion of the Owyhee community on the Shoshone-Paiutes Duck
Valley Indian Reservation, Nevada.

THE DETAILS
The objectives of the project are to further characterize and
delineate TPH impacted soil and groundwater within the town of
Owyhee and to satisfy the provisions set forth in the 1995 EPA
Administrative Order.
To accomplish these objectives, the project has been organized into
three phases. Phase I planning involves a review of existing data and
assessment of current groundwater conditions. Phase II field
investigation and assessment involves installation of soil borings and
monitor wells and monitoring well abandonment. Aquifer test will be
conducted to assist in Phase III preparation of a Remedial Design Plan
and an Implementation Work Plan.

THE DETAILS
Pier 36, Seattle, WA – Akana provided dredging inspection
services and ensured that work was performed in accordance
with contract documents and local environmental regulations.
Dredged materials included both sediments for in-water disposal
and debris and contaminated soils for approved upland disposal.
Additional projects included coordination with Coast Guard
environmental staff on asbestos and lead paint abatement
activities, UST removal and remediation activities, and
contaminated soil excavation and disposal activities.
Station Bellingham, WA – For the Bellingham Floating Dock
Expansion, Akana served as Contracting Officer's Representative,
responsible for
overseeing
permitted in-
water work with
the Port of
Bellingham and
the Washington
DFW during the
fish window for
relocation of the
pilings. Activities
included negotiations with WDFW for modification of the
permit during ongoing activities.
US Coast Guard Building 500 Deepwater Project, Petaluma, CA –
Akana managed construction for removal/disposal of asbestos-
containing materials (paint, adhesives, floor tile, wallboard)
during renovation of an existing building; and the associated
hazardous waste disposal. The project also involved the
identification, removal, and disposal of petroleum
contaminated soils in accordance with Federal and State
regulations.

AS PART OF A MAJOR REDEVELOPMENT OF HISTORIC CELILO INDIAN VILLAGE, Akana's multi-
discipline team of planners and engineers prepared a comprehensive environmental baseline
study for the 120-acre property located adjacent to the historic Celilo Falls, a traditional
Indian fishing site on the Columbia River. The site was one of 31 redeveloped as part of the
U.S. Army Corps of Engineers' Columbia River Treaty Fishing Access Sites project to restore
Tribal access to historical fishing grounds

THE DETAILS
The site included two solid waste disposal areas, an existing and
abandoned sewage sludge lagoon, underground storage tanks, lead
based paint and asbestos issues.
Akana prepared and implemented a sludge sampling plan to
evaluate land application or off-site disposal alternatives; conducted
lead-based paint and asbestos surveys for over 20 buildings; and
prepared construction specifications and permit applications for
abandoning the old sewage sludge lagoon and construction of a new
system.
Environmental studies were also conducted at other CRTFAS sites as
part of Akana's services on the overall project. For example, at
Dallesport, Akana conducted a site assessment to evaluate the nature
and extent of a 100 cy solid waste pile, confirming the presence of what
appeared to be used oil or tar, historically applied with the intention of
containing sand dune migration. Ultimately, approximately 385 cy of
petroleum-affected soil
was removed and
relocated beneath on-site
asphalt roadway and
parking, effectively
capping the contaminated
material.

AKANA IS ASSISTING THE COLUMBIA RIVER INTER-TRIBAL FISH COMMISSION (CRITFC) in
assessing the vulnerability of member tribes’ fishery resources to climate change impacts and
the ability to mitigate these impacts with the restoration of fish passage and reintroduction of
salmon, sturgeon, and lamprey to all historic areas in the Columbia River Basin.

CRITFC was formed by the Confederated Tribes of the Umatilla
Indian Reservation, the Confederated Tribes and Bands of the
Yakama Nation, the Confederated Tribes of the Warm springs
Reservation of Oregon, and the Nez Perce Tribe.
These four member tribes, individually and collectively through
CRITFC, are preparing for climate change by developing, mitigating,
and adapting natural resource programs and policies to manage
current and future impacts. As part of this effort, Akana conducted a
survey of the member tribes, the results of which will help identify
the policy, technical, and programmatic capacity needs required for
the Columbia Basin tribes to effectively address climate change
impacts.
Akana traveled throughout the basin to survey key personnel of
the four member tribes and CRITFC, meeting with the tribes’ staff in
department that would be expected to be impacted by climate
change. In addition, we identified foundation and grant
opportunities and assisted CRITFC in building relationships with
these foundations and grantors.
