Salisbury CCTV Management
“CCTV – Not watching people, but watching-out for people”
The challenge
Wiltshire Council engaged the services of
Mouchel specialist staff following the
retirement of the Salisbury CCTV Control
Room Manager in January 2010. With no
replacement manager recruited, Mouchel
was invited to provide an acting CCTV
Manager to take over the role with a
handover period of only a few days.
Over 120 CCTV cameras are installed in
public places throughout Salisbury City
centre and the surrounding areas of
Amesbury, Wilton, and a number of ‘Park
and Ride’ facilities. The surveillance system
associated with the Salisbury CCTV Control
Room is operated by licensed Security
Industry Authority certified operatives on a
continuous 24/7 basis.
The CCTV equipment records all cameras
simultaneously throughout every 24 hour
period producing evidential material
available on demand to the local
constabulary and other enforcement
agencies.

The solution
The initial secondment was for 3
calendar months (January 2010 – March
2010) with the potential to extend.
Mouchel is only currently contracted on
a part time basis of 3 days a week and
this has not had a detrimental affect on
the service provided, which is testament
to the efficient professional competency
demonstrated at all times.

The purpose of this CCTV System is to monitor public places
within Wiltshire;
In order to provide assistance:
To help reduce the fear of crime
To help detect crime and provide evidential material for court
proceedings
To assist in the overall management of the street scene
To enhance street safety, assist in developing the economic well
being of the area and encourage greater use of the facilities in
the area
To assist in traffic management
To assist in supporting civil proceedings which will help detect
crime
To assist other emergency services
The CCTV Control Room operates with constant communication
to the Police via a dedicated secure radio channel. CCTV
Operators can notify the Police of any incident captured on the
CCTV system by communicating via the Police radio or via a
dedicated telephone line and subsequently deliver a live real-
time video link to the Police Communications Centre in Devizes.
The radio communication with the Police is a desk top radio
system operating on the Police digital frequency, covering the
Salisbury City area and E Division Rural south (Amesbury and
Wilton) - trained and authorised CCTV operators may both
monitor and transmit on this radio.
From January to December 2009 1068 incidents were logged
within the Salisbury Control Room, leading to 563 arrests and at
least 200 individuals received Police advice.
The Outcomes
Mouchel has ensured a seamless continuity of service delivery
and has identified many areas for improvement, despite the
short handover period and the provisional short term nature of
the role.
Within the first four weeks of liaison and consultation with
stakeholders and contractors, Mouchel managed and
orchestrated the installation and commission of three network
video recorders which moved the Salisbury CCTV Control
Room forward in its first step away from the legacy analogue
recording.
Feedback from both the operators and the Police, who utilise
the system for searching and evidence gathering, is very
positive. This highlights the potential from committing to
investing in new technology encouraged by Mouchel.
Following completion of the three month secondment, Wiltshire
Council has extended the services of Mouchel in this role for a
further three months with a view to an additional three month
extension to September 2010.
The role covers as a minimum the following areas:
• Management of the CCTV Technology asset, both on-
street and within the control room facility
• Liaison with Security Operatives Contract Manager from
Reliance
• Drafting of contract tender documents for maintenance and
monitoring elements of CCTV
• Management of the staff resource provided by Reliance
within the control room facility
• Liaison with partners and stakeholders including
membership of “PubWatch” and “CityWatch”, Wiltshire
Police Constabulary, and the nominated Airwave Radio
Officer
• Liaison with Tyco in respect of CCTV maintenance and
specifically the allocated CCTV Maintenance Engineer
• Represent Wiltshire Council with external parties and
members of the public in relation to CCTV, and at all times
demonstrate a very high level of professional competency
