On Aug. 11 at Gyro Park in Grand Forks, the Boundary Peace Initiative hosted an event to commemo-rate the fi rst victims of nuclear weapon use.

Nuclear bombs were dropped in Hi-roshima and Naga-saki in 1945.

“It’s good to see ev-eryone here to com-memorate the vic-tims of the fi rst use of

nuclear weapons and all the subsequent victims that followed. We also call for an end to the madness of the nuclear in-dustry,” explained Laura Savinkoff , one of the organiz-ers and Boundary Peace Initiative chair. “We hope everybody will get involved in a world where peace-ful living is the norm and not something we seek and strive for, but simply is.”

Th e actual dates

for the bombings were Aug. 6 for Hiro-shima and Aug. 9 for Nagasaki, however, Savinkoff noted that the Boundary Peace Initiative and its co-sponsors, the Cana-dian Peace Alliance and Union of Spiri-tual Communities of Christ (USCC) work-ing groups, chose Aug. 11 to honour the victims.

Derrick O’Keefe, an author and editor at rabble.ca and co-chair of Vancouver

Stop War and of the Canadian Peace Alli-ance, was one of the speakers at the event.

“Th e purpose is to remember Hiroshima and Nagasaki because these are the only two times nuclear weap-ons have been used in confl ict,” he said. “It’s important to remem-ber the scale of human suff ering that the two massacres brought to the people of Japan. It’s important to think

about the tolls be-cause today’s nuclear weapons are far more powerful and will kill far more people.”

Other speakers in-cluded B.C. Southern Interior MP Alex Ata-manenko, J.J. Verigin of the USCC and Koo-tenay Region United Nations Association (KRUNA) and Marji Basso, Boundary-Similkameen NDP candidate.

Th e former fi re chief of Christina Lake is dead aft er fall-ing into Moody Lake while on his canoe on the morning of Aug. 9 at 9:30 a.m. According to Barb McLintock of the BC Coroners Ser-vice, Richard (Dick) Arthur Th omas, 78, was in his canoe at Moody Lake when he fell out of the canoe. “Our understanding, at this point is he had his canoe out and was working from it to try and cut back some of the weeds in the lake,” McLintock told the Grand Forks Gazette.

Community

Th e fourth annual Columbia Basin Cul-tural Tour took place Aug- 11-12 across the entire region, includ-

ing, of course, the West Kootenays.

Th e tour featured over 70 locations throughout the area featuring everything from clay, glass, his-tory, paintings, writ-ers, archives, and quilts.

Castlegar is, of course, a big part of the tour with our great focus on the arts. On the tour from here were the Doukhobor Discovery Centre, Selkirk Weavers and

Spinners Guild, Koo-tenay Gallery of Art, Sandra Donohue and Mirja Vahala.

“It’s been fabulous. We’ve got wonderful visitors ,” said Netta Zeberoff , curator of the Doukhobor Dis-covery Centre.

“I don’t know where they’re all from but they’ve been going through the building and visiting with Jac-quie (Hamilton) and Bev (Hansen) of the Spinners and Weav-

ers Guild and watch-ing demonstrations. It’s just been a beauti-ful day.”

Zeberoff said it’s great to see some new and diff erent faces come through the centre with the Cul-ture Tour.

KOOTENAY Co-lumbia Trails Soci-ety (KCTS) presents new website and membership servic-es, www.kcts.ca.

Th e Kootenay Co-lumbia Trails Society (KCTS) is proud to present its new web-site, www.kcts.ca. Th e website rebuild has been made possi-ble with the fi nancial support of the Co-lumbia Basin Trust, Nelson and District Credit Union and Tourism Rossland.

New features of the website are two-fold.

Firstly – updated trail descriptions, new formats, includ-ing GPS fi les and printable PDF maps. Secondly, it is now possible to sign-up or renew member-ships through a sim-ple online process.

Th e importance of having members in the KCTS cannot be stated strongly enough.

It has been criti-cal, both in secur-ing funders for the trail system and in actually funding the operations and in-surance of the trails

system. Your membership

or donation will help to cover the costs of having an additional trail crew member, a summer student.

Th e Kootenay Co-lumbia Trails Society is a registered non-profi t society, based in Rossland BC, funded by and serv-ing the communities of the Greater Trail region.

Th ese trails serve as a popular amenity for local residents, and as a signifi cant draw for visitors.

Th e Society is gov-erned by a dedicated volunteer board, and operations are car-ried out by an ex-perienced and pas-sionate professional trails manager and trail crew.

Most of our trails are located on pri-vate property, and public access is only made possible by the generous coopera-tion of the landown-ers, who enter into insured agreements with the Society.

What’s New with What’s Old?

Latest in a weekly look at items of lo-cal interest selling on eBay.

Several interesting items from Green-wood and the nearby ghost town of Phoe-nix have popped up lately, some fetching signifi cant sums.

A set of blueprints for the Eastern Town-ships Bank at Phoe-nix, from around 1900, sold for the lone bid of $200 US.

Th e fl oor plan shows the bank was two stories high, with 15-foot ceilings, and had a vault in the back corner. Th e architect isn’t named.

Th e bank, founded in 1859 in southeast Quebec, was among Canada’s oldest fi nan-cial institutions.

By 1900 it was starting to expand to Western Canada and granted a $500,000 line of credit to the Granby Consolidated Co., the major mining and smelting operator at Grand Forks and Phoenix.

According to the Phoenix Pioneer of January 6, 1900, “Contractor David Mutchsler ... arrived yesterday and has begun work on the building to be occu-pied by the Eastern Townships Bank. It will probably be ready in two weeks.”

However, the bank didn’t open until mid-

June, partly because a large burglar-proof safe hadn’t arrived. William Spear was

the fi rst manager.Th e bank was in-

volved in an embar-rassing incident in 1906 when the BC Provincial Police dis-covered a Greenwood police constable had acted “as agent for the

Eastern Townships Bank at Grand Forks, in the renting and collection of rents of

houses of prostitution in Phoenix.”

According to Char-leen P. Smith in her article Boomtown Brothels in the Koote-nays, 1895-1905, the offi cer made $161 for his services and also

bought a property from the bank him-self.

He was asked to

resign. In 1912, the Eastern Townships Bank merged with the Canadian Bank of Commerce. When Phoenix ceased to ex-ist, the bank’s clock was taken to the Grand Forks branch, where it sat in the basement until de-cades later when Alan Clapp asked if the li-brary could have it.

Betty Kohn wrote in a history of the li-brary: “Th ey had to contact their head of-fi ce and word came back that we could have it if we attached a suitable plaque.”

Th e clock and plaque are still there.

• Th e same Peach-land seller also auc-tioned off a four-page contract between the Sargeant and Green-leaf Safe Co. and Greenwood branch of the Bank of Com-merce for a time lock. It was from 1910 and went for $103.50 US.

• A colour litho-graphed postcard of the Granby opera-tion at Phoenix sold for $46 US along with two original photos of the smelter at ei-ther Greenwood or Boundary Falls.

Mitchell Joseph Fleischacker from Sidney, B.C. died from a possible drug-overdose at Shamb-hala Music Festival this weekend.

Th e 23-year-old man was found col-lapsed at the Salmo-based music festival without any identifi -cation early on Sun-day morning.

A joint investiga-tion from the B.C. Coroner’s Service and the Trail RCMP De-tachment is ongoing, but specifi c details about the death have yet to be released.

“Th ere’s not a lot to go on here,” said Sgt. Dan Siebel. “I did hear that he was there alone; he wasn’t part of a group. He may have met up with some individuals while he was there and he did not have any identifi -cation with him while

he was at the hospi-tal.”

Some signifi cant follow up is still be-ing done by RCMP investigators and Shambhala security, he added, to positive-ly identify him.

But a recent report from the CBC indi-cated event organiz-ers saw the man col-lapse in the food court around 5 a.m. First responders found him unconscious and non-responsive but breathing, said festi-val executive produc-er Corrine Zawaduk in a written statement on Monday.

“He was quickly transported to our on-site medical cen-tre where he received a high level of emer-gency medical treat-ment from a doctor, a registered nurse, paramedics and sev-eral fi rst aid atten-dants,” said Zawaduk.

Th e medical staff then took the man

by ambulance to Kootenay Bound-ary Regional Hos-pital in Trail, but he had a heart attack en route and died, said Zawaduk.

Seibel suggested the man died from a possible overdose.

“We don’t know the drugs that were used,” he said. “We’re work-ing with the coroner to have an autopsy completed.”

According to a re-cent CBC report, the death is the fi rst ever fatality to occur dur-ing the Shambhala Electronic Music Fes-tival’s 15-year history, which draws 10,000 people from all over the world annually during the fi rst week of August.

Police do not have a timeline for this inves-tigation, but expect to learn more about the death aft er an autopsy is performed. In addi-tion, the Trail RCMP detachment is looking

for witnesses who can shed some light on what happened before the man was brought to the hospital.

According to IHA offi cial Karl Hardt, the Kootenay Bound-ary Regional Hospi-tal (KBRH) in Trail does see an increase in emergency de-partment visits dur-ing and following the music festival—some of these presentations would relate to men-tal health/substance use.

But the KBRH does have additional staff in place to address this increase as neces-sary, Hardt said.

“It’s also challeng-ing to track specifi c cases to a large scale event like Shambha-la,” he said.

Police have noted that several traffi c-related accidents have occurred aft er the fes-tival over the past sev-eral years.

the Salmo River Ranch festival feeling fatigued and hung-over.

A strong police presence was to re-main in the area.

Th e festival is well known to police for its long-standing reputa-tion for drug use. As a result, it is the largest single event for police resources in the West Kootenay, said RCMP Staff Sgt. Dan Siebel.

More than 50 police members are involved with the festival.

Th e RCMP supple-mented their Salmo detachment resources of four offi cers, utiliz-ing a full contingent of traffi c and integrated road safety members patrolling and doing checks in the area.

Seibel said traffi c statistics related to the event would be re-leased later this week.

“Knock on wood that we don’t have any other major inci-dents,” he said.

of Appeal ruling on class sizes could put a crimp on the school district’s plan to in-crease its sizes for next year.

Th e court ruled Friday that school ad-ministrators must be accountable to teach-ers when it comes to planning class sizes, overturning a 2009 arbitrator decision that as long as a class did not exceed 33 stu-dents, then only the opinions of a princi-pal or superintendent mattered when deter-mining if the size and composition were ap-propriate.

However, in a move last March to deal with a budgetary shortfall, School District No 20 (Kootenay Columbia) decided to impose a district-wide rise of one student in the student-to-teacher

ratio—from 24-1 to 25-1.

SD20 board chair Darrel Ganzert said the increase will be within the realm of reasonability, but it could still be chal-lenged by the teach-ers’ union.

Predators take toll on deer

Th e balance of na-ture has been tipped in favour of Wile E. Coyote as predators are gaining the upper hand in the region, according to local outsdoorsmen.

An annual Trail Wildlife Association survey of the popu-lations of deer in the region has revealed some startling num-bers.

Unoffi cially, deer populations in the Fort Shepherd region have declined by 80 per cent since 1969.

A tremendous va-riety of creative out-put was displayed and enjoyed across the region with this past weekend’s cul-ture tour.

Th ere was even something extra at Sandra Donahue’s Robson home and studio.

Along with this talented artist’s hand-wovens and paint-

ings was a stack of beautifully painted illustrations which Sandra had recently fi nished.

A new children’s book is on the ho-rizon, Th e Hundred Dollar Special – Th e Antics Of A Rescue Cat.

A new acquain-tance to Sandra, M. Katherine Bourdon, is a retired school teacher from Ross-land who now resides near Salmo.

She has written a children’s book and needed an artist’s ac-companying illustra-tions to complement

her story. She searched

around the area for artists who were will-ing to try their hand at interpreting the story in colourful pictures.

Sandra’s were a perfect fi t, and the partnership was on its way.

When asked what ages it was intended for, Sandra answered “For three (years) to eight (years), and then maybe up to

80!” Th e story has gone

to print and the hard-cover book should be available later in Sep-tember.

Says Sandra, “Katherine has been wonderful to work with and we’ve re-ally enjoyed working together - we are go-ing to continue the friendship for sure.”

Book signings will be arranged in Salmo and Castlegar.

You might have heard the furor last fall caused by a pro-gram announced by the IRS which will require all Canadian fi nancial institutions to report annual fi -nancial information on their clients’ ac-counts if they are U.S. citizens. Th is devel-opment will make it nearly impossible for U.S. citizens living, working and invest-ing abroad to con-tinue to simply “hide” from the IRS. Th ough there has been heavy lobbying by Canada and other countries against the plan, the IRS has thus far “stuck to their guns.” Th e

implementation has been pushed off an-other year to 2014, but beyond that point any U.S. or dual citizens, who are not compli-ant with the require-ment to fi le annual U.S. tax returns, will automatically become criminals (tax-evad-ers) in the eyes of the U.S. government.

Now, it has been our experience that the great major-ity of U.S. citizens liv-ing in Canada usually do not actually owe additional U.S. tax. Even if they did fi le, due to the exemptions available under the tax treaty between our two countries, the tax paid in Canada is gen-erally enough to sat-isfy the U.S. tax pay-able as well. However,

along with the actual tax returns, there are certain “informa-tion” returns (such as a listing of their for-eign bank accounts) and elections (such as treating their RRSPs as tax-deferred retire-ment plans) that are required. Failing to fi le these before the dead-line each year (usually June 15 for Canadian-resident U.S. citizens) carried onerous auto-matic late fi ling pen-alties which could run into the thousands, or even tens of thou-sands, of dollars. Th is creates a substantial disincentive to “catch up” for a U.S. citizen who is currently non-compliant. Needless to say, then, the auto-matic disclosure to the IRS of a U.S. citizen’s

foreign bank holdings in 2014 will put them in a very scary situa-tion!

Some of these tax-payers have recently become aware of their fi ling obligations and now seek to come into compliance with the law. Th e IRS is soft ening their ap-proach somewhat by announcing a new procedure for current non-residents includ-ing, but not limited to, dual citizens who have not fi led U.S. income tax and information returns to fi le their delinquent returns. Th is procedure will go into eff ect on Sept. 1, 2012.

Description of pro-posed new procedure:

While more details will be forthcoming, taxpayers utilizing the new procedure will be required to fi le de-linquent tax returns, with appropriate re-lated information returns, for the past three years and to fi le delinquent FBARs for the past six years. All submissions will be reviewed, but the in-tensity of review will vary according to the level of compliance risk presented by the submission.

For those taxpay-ers presenting low compliance risk, the review will be expe-dited and the IRS will not assert penalties or pursue follow-up actions. Submissions that present higher compliance risk are

not eligible for the procedure and will be subject to a more thorough review.

VICTORIA – Here’s a summer scene be-ing played out all over North America. Fam-ily van pulls up to the corner store to stock up on a few camping essentials: pop, chips, hot dogs, a case of beer and a bottle of vodka.

Not in B.C. you say? It happens every day at rural agency liquor stores around the province. As with many other issues, there is one reality for urban B.C. and an-other for the rest of

us. Selling booze in grocery stores would presumably create anarchy in B.C cities and towns, but villag-ers and their visitors somehow manage it, just as everyone does across the line in Washington or Alas-ka.

Th ese rural agency stores are “fl yspeck operators,” sniff s an acquaintance who spent his career as a union activist in gov-ernment liquor stores. Picture dusty old bot-tles on a rickety shelf, greedy owners and poorly trained clerks more likely to sell to

under-age drinkers.Similar generaliza-

tions can be heard about the hundreds of private liquor stores that have popped up around B.C. since they were legalized. And in fact there have been more violations in private stores, re-

vealed in sting op-erations run by liquor inspectors. In the year ended March 31, 54 private stores were caught selling to a mi-nor, for an 84 per cent compliance rate. Only four government stores were caught, a pass rate of 96 per

cent. Five rural agen-cy stores were tested, and one fl unked.

But here is the tell-ing statistic. In 2010, the government al-lowed liquor inspec-tors to employ actual minors to test stores.

Previously, they hired people who looked young but were old enough to buy alcohol, As late as 2009, two out of three stores (government or otherwise) sold to them. Problem is, that’s not an actual of-fence.

Now liquor in-spectors send in un-dercover teens, and relieve them of the ev-idence when they are allowed to buy booze. Th e watchdog now has teeth, and compli-ance has jumped.

Th e government glossed over the poorer performance of private stores. But in fairness, three times as many private stores as government ones were targeted in the new inspections, and the gap is narrow. Government stores also have a huge built-in fi nancial advantage

in their wholesale rate, and are generally overstaff ed by private sector standards.

Th e B.C. Liber-als also moved this spring to make rural agency stores easier to establish. Regula-tion changes brought the minimum popu-lation served from 300 down to 200, and eliminated a vague requirement for a “bona fi de commu-nity” to exist around the store.

Meanwhile, the big booze story this year is cabinet minister Rich Coleman’s plan to sell B.C.’s warehouse and distribution mo-nopoly to a private contractor. Th e B.C. Government Employ-ees’ Union has pro-tested, despite assur-ances that their jobs will continue. B.C.’s burgeoning craft beer industry has looked to Alberta’s all-private model and predicts

higher costs.Th e B.C. Liberal

government has been on the defensive from the start, with the NDP pointing to the paper trail of lobby-ists with an apparent inside track. It’s great politics, but it matters little to consumers in an increasingly com-petitive but heavily taxed business.

Another new regu-lation took eff ect this summer, creating a $525 fi ne for adults serving minors, on the job, at home or as a bootlegger. Parents who provide booze for their own under-

age children are ex-empted. Previously, penalties applied only to licensed establish-ments.

If the issue really is public safety and teen binge drinking, the key job for gov-ernment is to regulate sales eff ectively. Once that is done, no jus-tifi cation remains for government liquor sales.

‘Kinetic Weather Disturbance’ (copper/sil-ver/brass/steel)

By necessity, Douglas Walker has become a recycler extraordinaire. His elaborate, fantastic sculp-tures and garden fountains are eye-popping marvels of odds and ends – usually with brass musi-cal instruments as a focal point – and he is prolifi c to boot. So he is always on the lookout for sources of objects to work with, and those materials are disparate and wildly varied. It’s the way he combines them all that reinforces the notion the end result is the work of some creative genius cum crazed mad scientist. Not true, at least not the last descriptor. Working from his studio/home in Black Creek on Vancouver Island, Walker uses everyday objects that combine in a riot of lines, shapes and movement. While horns are always a favourite, he incorporates mundane objects like kitchen im-plements, wire coils, piping, sports trophies and other eclectic bits and pieces into stylized contemporary sculptures and working fountains. “Early on, I traded a sculpture of mine for a trove of old horns that someone had amassed. I was in heaven – from there the pieces have taken on a life of their own. Now I’m sourcing and collecting stuff with an eye to future use all the time. It is a lot of fun but really, it’s what I do as my daily work, just like everyone else.”Well maybe to him, but like most artists he’s not your average 9-5 cubicle guy. ‘Kinetic Weather Dis-turbance’ is a visual feast writ large, standing about 4 metres (12 feet) high, a metre and a half deep and wide. Various brass instruments (French horn, sax, trumpet and trombone ends) are accentuated

by fans - one made of spoons – an alarm clock, twists and lengths of copper piping and brass decorative pieces. Collectively they burst forth like a demented metallic fl ower, or some unexpected freak weather system as the title suggests. Mov-ing pieces add to the dynamism. As in all of Walker’s works though, it is never in short supply.Interestingly, his signature sculp-tures and water fountains stem from a relatively recent change of direction. Walker’s previ-ous careers have included fi ne art photographer and industrial

technician. He then focused on self-employment and refi ning his sculpting talents by opening Wa-terworks Garden Sculpture with his wife Jann. He continues to fashion lovely garden gates, bird feeders and comparatively simple fountains as always. With his style, materi-als and vision reinforced with each completed sculpture however, the complexity and elaboration found in works like ‘Kinetic Weather Disturbance’, ‘Triple Th reat’ and ‘Honk Fest’ has come to the artistic forefront.
