Millions of dollars of provincial grant money have been turned down by the regional district for wildfi re protection this year as the costs to taxpayers would be too high, says the board of director’s chair.

Larry Gray said there is money for wildfi re prevention to reduce the amount of standing fuel in the forest surrounding most West Kootenay and Boundary com-munities, but the cost to attain it would be nearly $1.5 million to Regional District of Kootenay Boundary (RDKB) taxpayers.

It’s too steep of a price to be borne by a thin and already taxed tax base, Gray said. In June, 2011, the cost sharing for-mula, previously funded entirely by the province’s Strategic Wildfi re Prevention

Initiative, but admin-istered by UBCM, was changed to require municipalities to con-tribute 25 per cent of the cost fuel manage-ment planning (over $100,000).

“Should we be tax-ing our residents, even for the 25 per cent amount, to pay for mitigation on Crown land which belongs to the prov-ince?” he said during a recent Fruitvale vil-lage council meeting. “In the past we turned down money we had actually been granted last year. Th e rationale for not going aft er the money was simple.”

Th e amount of for-est fuel mitigation necessary overall for the RDKB would be $6.1 million, with the regional district being required to cough up their quarter share of around $1.5 million. Th ey fund it up to 90 per cent for the fi rst $100,000, and then it is 75 per cent funded.

Th ose costs would be borne across the regional district, said Gray, and would re-quire a signifi cant in-crease in taxation. Th e RDKB would have to increase taxation through the existing protective services to cover their costs.

It was the fi rst time in the history of the UBCM awards that a municipality has been honoured two years in a row with the award.

“Local government always hears what they do wrong, so it’s nice to hear sometimes what they did right,” she ob-served.

Last year Trail won the same award for the public process they used for shutting down and the continued shut

down of the Old Trail Bridge and how they handled that from a public perspective.

“It was a real plea-sure to go up and re-ceive this award on behalf of the DOAC,” said Mayor Dieter Bogs, noting that now councillor Kevin Jolly was the instrumental chair of the DOAC at the time.

New personal disaster assistance team set up for regional district

You could say it was a disaster waiting to happen.

Th e search is on for people in Greater Trail to staff the West Koo-tenay’s fi rst personal

disaster team.Th e Regional Dis-

trict Kootenay Bound-ary (RDKB) and the Canadian Red Cross are looking to secure a half dozen volunteers to join the newly-formed Personal Disaster As-sistance Team support-ing electoral areas A and B, the villages of Fruitvale, Montrose, Warfi eld and the City of Trail.

It also marks the fi rst time the provin-cial Red Cross has partnered with a B.C. community to provide service for those fi rst 72 hours of disaster re-sponse. Th e Red Cross was approached by the RDKB—the current disaster response man-agers—earlier this year

to partner on a new program.

As a result, the call has gone out for vol-unteers with a variety of backgrounds and skill sets to create the diverse team. Experi-ence or an interest in emergency and disas-ter management, com-munity development, counselling or social work is considered an asset.

What’s New with What’s OldPostcards from Arrowhead sell for big cash on eBay

Part of an ongoing look at items of local interest selling on eBay.

Several nice post-cards from Arrowhead have sold recently for signifi cant sums.

Arrowhead was the northern sternwheeler terminus on the Ar-row Lakes from 1895 until the SS Minto was taken out of service in 1954. It survived as a community for a few more years but was fi -nally drowned by con-struction of the Hugh Keenleyside dam.

It was one of West Kootenay’s most evoc-ative towns in that it was about the only one where the main street faced the lake.

Th e old townsite,

now privately owned, is visible from aboard the Galena Bay ferry. Very little is left , but it has a cool old cem-etery.

A view of the town in winter, published by H.E. Wallis of Ar-

rowhead and mailed in 1919, sold last week for $103.50 Cdn. (An-other copy of this card sold last November for $112.50 US.) Who-ever coloured the card airbrushed a set of mountains out to look like water and sky.

Th e same seller sold another card showing the town from a diff er-ent angle for $46 Cdn. It had the same sender and recipient as the one above: Gilbert M. to Miss Jones of the Vernon hospital. Th e message reads: “Hope night duty agrees with you.” It was published by Warwick Bros. and Rutter of Toronto.

A third sepia-toned card titled “View from the mill,” published by

Rumsey & Co. of To-ronto and mailed from Vancouver to Fernie in 1912 sold for $37 Cdn.

And fi nally, a card showing a horse-drawn sleigh of enor-mous logs piled ri-diculously high with several men standing on top was snapped up for the buy-it-now price of $8 US.

• A rare postcard of the Harrop ferry sold for $64 US.

It probably dated from the 1930s and showed either the fi rst or second vessel to ply the route. Th e fi rst, a four-car wooden cable scow, entered service in 1925. It was replaced by another wooden scow in 1937,

which was in turn re-placed with a steel barge a decade later. A two-lane, 10-car ferry was launched in 1962.

Th e present Harrop

ferry was used at Nel-son until the orange bridge was completed in 1957. It was later in service at Robson, then sat idle at Nakusp until

1992, which it was cut apart and assembled for use at Harrop.

Based on Paul Reimer’s entry in this year’s Sculpturewalk, its probably safe to deduce he was an early and avid reader. His ‘Open Book’ suggests a love of literature; it defi nitely attests to his imagination and talent at the forge. It’s a skill he learned at a young age, even if reading might have been a pleasure that has been nurtured later in life.When he was just fi ft een, Re-imer was absorbing techniques and practices under the tu-telage of master blacksmith John Smith at Kootenay Forge on the east shore of Kootenay Lake. Four years later, he was in charge of the forge at historic Fort Steele outside of his home town of Cranbrook. Th ere, he built the operation up from a one man show to seven em-ployees and apprentices before opening his own business – Re-imer and Company - where he creates architectural iron works and public sculpture pieces that are truly labours of love.“As a blacksmith and an artist, I strive for originality. I try to do what has not been done before, to make what has not yet been seen, in ways that have not yet been discovered.” ‘Open Book’ is certainly eye-catching and unique. A func-tional bench in the form of an inscribed book, it reads: A book is like a garden carried in the pocket. Th e lettering runs contrastingly across the pleas-ingly curved back, graphically emphasizing the life-like ‘pages’ below it. Reimer has created a simple, graceful and visually beautiful work that, as he puts

it, “is best used on a warm sum-mer day under the shade of a tree with a good book…” Th e sculpture invites the viewer to sit, ponder and be pleasured by the form and practicality.Reimer craft ed a stylistically similar piece that serves as the Cranbrook Public Library entrance sign. In that instance the ‘book’ is upright and closed. Here the spine is on the ground and the ‘pages’ are open, some forming the back of the bench and the majority its seat.His company makes beautifully designed and meticulously ex-ecuted iron works that enhance the interiors and exteriors of homes, hotels, and conference centres across North America. One-of-a-kind railings, bath-room fi xtures, chandeliers, wine racks and gorgeous kitchen vents are handcraft ed as each customer wants, always with precision and fl air of design foremost in mind.“While the majority of our out-

put is architectural iron work, fi replaces, signs and the like, I do enjoy working on public pieces. For me it is an opportu-nity to share the pleasure I get in creating with the public at large, rather than the somewhat limited audience our functional work enjoys.”He is particularly proud of ‘Con-ciliation’ a multi-partner project that elegantly highlights the Cranbrook International Air-port departures entrance. Like ‘Open Book’, it showcases his abundant talent while telling a story.

Castlegar Sculpturewalk is now accepting applicants from sculptors to take part in our 2013 event. Now in its third success-ful year, Sculpturewalk is a year-long outdoor exhibit of original sculpture by local and international artists. Th e sculptures are owned by the artists and loaned to the exhibit, where they are available for purchase, lease, and are open for public vot-ing. Th e winner of the coveted People’s Choice Award will be purchased by Th e City of Castlegar for permanent display, in addition to a cash prize of $3000. Sculptures will also be judged and awarded on Artistic Merit, with prizes in that category totaling $5000.

Boundary Museum Society moves artifactsRegional briefs

Th e Boundary Museum Society has removed several arti-facts from Th e Land Conservancy of B.C.’s (TLC) Hardy Moun-tain Doukhobor Vil-lage site to the Fruc-tova School heritage grounds for safekeep-ing. Bob DeMaerte-laere, secretary for the Boundary Mu-seum Society (BMS), explained that a roof would be put on top of two storage contain-ers to provide a secure space for the artifacts,

such as the recently completed stagecoach.

Th e Koreans may have invented Taekwondo, but Silver City competi-tors drew a crowd in the Cominco Arena Gymna-sium Saturday.

Over 200 spectators fi lled the gymnasium to watch the annual Trail Taekwon-do Champi-onships 2012, traveling from all corners of the province. Some even traveled to the regional championship all the way

from Camrose, Alberta.Taekwondo has

earned a distinct reputa-tion in the martial arts world because of special emphasis placed on sev-eral kicking techniques. As far as martial arts go, it’s widely understood by practitioners that the leg is the strongest weapon one can use and it’s oft en utilized to execute pow-erful strikes on compo-nents.

But it’s not all about winning, 10-year-old Mackenzie Govett from

“Th is is my fi rst com-petition and I’m a little bit nervous but I’m also really excited,” said Gov-ett. “I’ve been training for seven months and I like the competitions . . . we have our self defense and learn it all while meeting new people.”

CommunityFund set up in Richard Fehr’s memory

Th e Richard Fehr Memorial Fundrais-er has been set up to raise money to send children with special needs to summer camps each year in memory of Richard Fehr.

Fehr died when a tree fell onto a cabin he was in at Pines Bible Camp aft er a windstorm in Grand Forks in July.

this will help chil-dren with special needs go to summer camp across B.C.

“Th e main reason this is being done is because (Pines Bible Camp) was the hap-piest place for Rich-ard. Everybody was equal there and in my heart, the way I’m going to keep on re-membering Richard, is through the smiles of the kids with spe-cial needs,” she said. “It’s not just going to be concentrated in Grand Forks, it will

be throughout the province.”

An auction has been created on Fa-cebook where people can donate a service or item and people can bid on the item or service.

Amy Fehr noted that if the auction continues to do well, they would be able to fund several children this summer.

“I do have people from all over British Columbia who are asking me for infor-mation because they

also want to do fund-raisers,” she added. “We’re working to put together a pack-age that people can send out and then people can contact me if they’re inter-ested in doing this fundraising.” Fehr can be reached at 250-443-1118 or [email protected].

Along with the auction, residents can donate at the Re-turn It bottle depot in Grand Forks. J. A. Hutton Elementary School will also be

doing a raffl e, with the money going to-ward Richard’s fund. Th e raffl e is open to everyone and tickets can be purchased at the school offi ce. Th e raffl e will be drawn on Friday, Oct. 26.

Even though there was a strong sense of camaraderie in the gymnasium, hard work from competi-tors did not go unno-ticed by the judges.

“Trail is a new tournament that’s coming up, it’s doing very well,” said judge Dan Zaleski. “Jason Ayles (Trail Martial Arts owner/instruc-tor) is organized and the (Greater Trail community) always gets behind any event

that’s held here.”A group of judges

drove home the point that regional com-petitions are about making friends and having a good time playing the sport. Even aft er 40 years of judging Taekwon-do competitions Zaleski agreed and said re-gional competitions a great place for emerg-ing martial artists to start out.

“But I will add that the sportsmanship among Trail players is unbelievable,” he said. “It’s an art and a sport, and I think Canadians play fairly but they also play hard.

“I see these com-petitors from Trail and they’re nice, but they train hard.”

Garbage is the main attraction for bears in the Kootenays

Garbage is the greatest season-long

bear attraction in all of B.C.

How do you con-vince people to man-age their garbage –

and to consider using bear-resistant garbage cans? You get them to sing.

You may have

seen Bear Aware at various public events this summer with a large stuff ed bear in a red apron. “Bearista

Bear” was advertising the “sing a silly bear song” contest.

Kootenay Coop Radio co-sponsored

the contest that en-couraged people to compose their own song or adapt an old standard to come up with a song about bears and garbage. Prizes included a large bear-resistant gar-bage can (donated by the Nelson and Dis-trict Credit Union), a smaller bear-resistant garbage can (donated by Rollins Machinery) and Oso Negro Coff ee and kids’ t-shirts (do-nated by Oso Negro Coff ee).

Th e judges were: the Chief of Nelson City Police Wayne Holland, Conserva-tion Offi cer Jason Hawkes, RDCK Area E Director Ramona Faust and Nelson City Councillor Candace Batycki.

Who won the priz-es? All the entries were great. Th e judges chose the Wildfl ow-er School and their “Bear Aware Song” as the overall winner. Anneke Rosch came second with “Who Cares About Bears” and Heartsong came third with “Dirty Old Bear.”

Th e contest was great fun, but it had a serious objective: make people aware of managing garbage so bears are not drawn to garbage in our community.

People can keepgarbage indoors orin a secure structureuntil the morningof collection (or un-til they take garbageto the landfi ll); theycan freeze the “smellyfood bits” and putthem in the garbagejust before collection;or they can use a bear-resistant garbage can.

Bear-resistant gar-bage cans are a solu-tion for those whodo not have adequatesecure or indoor gar-bage storage. How-ever, the cans are notavailable for purchasein Nelson and areaand are, in compari-son to standard gar-bage cans, expensive.People have had toorder from the coast,or Alberta and havehad to pay large ship-ping costs.

A Nelson resident,Tea Preville, is try-ing to help Kootenayresidents solve thisproblem by puttingtogether an order ofat least 50 cans toRollins Machinery toreduce costs to indi-viduals who want topurchase a can. CommunitySnowfl ake Gala to help digital

mammography campaign

Th e Digital Mam-mography cam-paign at the KBRH Health Foundation is a $950,000 eff ort. Aft er 18 months of campaigning we are 66 per cent to target with $625,000 raised. We have received widespread support for this campaign and donations have been received from indi-viduals, service clubs and corporations across the Kootenay Boundary.

Digital Mammog-raphy is the gold stan-dard in breast imag-ing. Currently, KBRH operates a fi lm mam-mography machine which is 11 years old and has no Stereotac-tic capabilities. Digi-tal Mammography with Stereotactic ca-pability off ers a sub-

stantial improvement in diagnostic abil-ity for patients in the Kootenay Boundary region who require a diagnostic mam-mogram or biopsy to determine if an ab-normality detected is benign or malig-nant. Securing digital mammography for our communities is very important as it will allow patients to undergo further di-agnostic testing for breast cancer using a less invasive pro-cedure and remain closer to home.

Digital Mammog-raphy advantages - Th e computer technology results in more con-sistent image quality and images that can be easily sent to other specialists or between hospitals when a sec-ond opinion is need-ed. Th ere is a better tumor detection rate

in women with dense breasts with Digital Mammography. A digital mammogram takes less time than a fi lm mammogram exam to perform, which reduces radia-tion dose for the pa-tient and will reduce waiting lists for diag-nostic mammograms at KBRH.

Stereotactic ca-pability off ers ad-vantages – the bi-opsy is performed in the mammography room, not the Oper-ating Room which means no general anaesthetic is needed during the procedure. No stitches, less scar-ring, better cosmetic outcomes, and an eas-ier recovery aft er the procedure are other advantages for the pa-tient.

Responsibilities:• Work with the board of directors to develop and implement the Castlegar Chamber of Commerce short-term and long-term objectives, to establish committees and to make decisions on allocation of resources. Monitor and report progress of objectives on a regular basis.• Advise, support and solicit direction from the board of directors through regular communications and meetings.• Plan, organize and oversee daily operations of the Castlegar Chamber of Commerce, Develop and maintain records of Chamber members, partners and key contacts. Maintain records of communications, events and activities.• Manage, train and develop Chamber staff members, contractors and volunteers to ensure objectives are met in a timely manner.• Manage budget in consultation with the board of directors. Maintain and report accurate accounts of the fi nances; manage monthly cash fl ow and budget statements.• Organize, attend and act as a secretary for all board meetings, general meetings, the Annual General Meeting and relevant committee meetings. Prepare and distribute notices, agenda, reports and minutes for meetings and provide detailed monthly updates on activities.• Coordinate the publication of a timely and informative newsletter on a quarterly basis and distribute to membership.• Build trust within the community, develop relationships with membership and keep members informed through regular communications, news bulletins, security alerts, meetings, and networking activities. Solicit feedback and respond to inquiries and concerns in a timely manner.• Network with other business associations to acquire information and ideas and to establish contacts. Attend relevant conferences and meetings to increase knowledge and advance Chamber of Commerce interests.• Maintain and regularly update the Chamber website and social media with news and other information relevant to membership.• Ensure compliance of accepted business practices, contracts, government regulations,• employment standards and bylaws.• Develop partnerships and sponsorship arrangements to strengthen the profi le of the Chamber and generate revenue.• Additional related duties as mutually agreed upon by the Castlegar Chamber Board and the Executive Director.

A new provincial sales tax notice, Gen-eral Transitional Rules for the Re-Implemen-tation of the Provin-

cial Sales Tax, has now been issued. Th e transition rules de-scribe how and when PST applies to trans-actions that straddle April 1, 2013. Over the coming weeks and months, businesses will be able to par-ticipate in online we-binars and in-person seminars. Govern-ment has reached out to chambers of com-merce and business associations to off er presentations with in-formation businesses will need to prepare for the transition.

Registration for

PST will start on Jan. 2, 2013. Th e govern-ment has issued a bulletin, Registering to Collect PST, to help businesses under-stand whether they need to register.
