In Hanoi, there are a number of well-developed services and

applications at its sub-agencies :

Hanoi Portal completed upgrading and expanding the

platform to build, integrate e-payment gateway of state

agencies, information systems and the application of the City.

Each sub-agency has its own website/ portal linking with

Hanoi Portal.

There are currently 123 domain business applications

and 5 administration business applications (including personal

management, financial and salary management, asset

management, legal document management) supporting the

direction, administration and issues of decisions by the leaders

of the City, departments and other administrative units.

State agencies provided 1572 online public services

with 149 services of 3 or 4 level.

Sharing services has not been in use yet.

These services and applications have been deployed

in these sub-agencies. Some of them such as legal

document management, one-gate electronic, household

management have been deployed in communes.

Currently, Hanoi has 6 fields where fully formed data

are available for application development: Finance,

banking, tax, customs, enterprises, Human resource.

Most data of the rest fields are being formed discretely

according to some specialized applications. However, they

are incomplete, not updated frequently, and there is no

mechanism to share information, therefore, it has not

created information layers on these databases as well as

not supported the development of applications based on

this database.

LAN/WAN connectivity and Internet AccessThe City ‘s WAN

Built according to the international standards (ANSI/TIA-942-Tier 3), the State Data Center is the WAN center of the city for the integration of information systems, database and software shared by the City.

5. Assessments

Based on the Gartner’s maturity classification method about the e-government developments, Hanoi is currently between stage one and stage two of e-government.

II. Challenges

Most services and applications, and even

developments are scattered, shared within only one

application or only one unit causing inefficiency. There is

not data sharing among the business sectors.

Hanoi does not have a unified data description

across the city. It only has data description

attached to a specific application of each unit and

to meet immediate business needs of that unit

Hanoi does not have overall database shared across the

City to support administration and forecast analysis.

The policy system is incomplete and there are not such

policies as EA of Hanoi; unified information infrastructure to

ensure integration and sharing; Plans of information system

reorganization and overall solutions for the future; focused

technology management, administration management; Plans

of IT human resource development in 5 years, 10 years …
