The event will be held at the Deschutes County Fairgrounds, in the North and South Sister Buildings on December 7th, 9:00am-5:00pm and December 8, 10:00am-3:00pm. VENDORS WANTED! Booths: crafts $30 and commercial $50. Electricity is available at each booth at no charge, tables are available for $5.00 and chairs for $2.00. A phone line can be made available for $150.00 with advanced notice. ACCEPTING DONATIONS! Please donate your gently used unwanted clothing, books, toys, household items, etc., to benefit 4-H. Two Exciting Grants Awarded To BSNP!BSNP is proud to announce that we have received two grant awards over the past month! One of the grants will allow us to provide $10 spay/neuter surgeries for 85 Chihuahuas or Pit Bulls. This grant was awarded from The Petco Foundation. Chihuahuas, Pit Bulls and cats are the animals most likely to be euthanized in shelters nationally, which is why we chose to target those breeds of dog. The Chi-Chi’s and Bullies grant will begin on 12/1. The second grant, awarded from The Handsel Foundation, will help fund our feral cat program, and will subsidize the cost of 400 feral cats surgeries! For more information: 541-617-1010.

Harold F. Webster passed away at his residence in Sunriver on Sunday, November 17, 2013. He was 76.Mr. Webster will have no services, per his request. Harold was born May 2, 1937 in Medford, OR to Harry Frank and Minnie (Lambert) Webster.On November 29, 1957, he married Joan LaMear in Portland, Oregon.He was employed by Boeing in Portland, OR for 34 years in Quality Control/Layout. Harold was a member of the O.H.A. and
R.M.E. F., as well as the United States Air Force Reserves.Harold enjoyed fishing, hunting and golfing.Mr. Webster is survived by his wife, Joan; three sons, Tracy (wife Kerrie), Troy (wife Sharon) and Trevin (wife Cameron) as well as four grandchildren and four great- grandchildren. Food Handler Test Available OnlineOregon food handlers in the food service industry are required to have a valid Oregon Food Handler’s card within 30 days of employment. Deschutes County residents now have an easy option to obtain a food handler’s card without leaving their home or place of employment.At www.orfoodhandlers.com/ users can read the Oregon food handler’s manual online, then take the test at a home or work computer. The cost of the test is only $10 by credit card and the food handler’s card will be mailed to them. The test can be taken online in English or Spanish. If a computer is not available to the food server, computers or a written exam are available at Deschutes County Environmental Health, located at the Deschutes County Health Department, 2577 N.E. Courtney Drive, Bend. The Deschutes County Environmental Health office offers a food handler’s written exam in English, Spanish, Chinese, Korean, Russian and Vietnamese. La Pine ReStore Needs VolunteersThe La Pine ReStore is part of the Newberry Habitat for Humanity and is located at 52684 Hwy. 97, just north of Wickiup Jct. Contact Information: 541-536-3234. County Employees Save A Life Through CPR & Use Of AEDA life is saved by Deschutes County CDD employees: On Thursday, November 7 at approximately 10:15am, a regular customer (contractor) of the Deschutes County Community Development Department (CDD) was driving southbound on the parkway with a friend. The friend (in the passenger seat) became seriously ill from a medical issue, became unconscious and non-responsive while the truck was in motion. The car was near the La Fayette exit and the driver, knowing that he needed to call 9-1-1, got off the parkway and pulled into the CDD parking lot because he knew staff in the building and felt confident they could help. He came into the building after calling 9-1-1 to see if staff had an Automated External Defibrillator (AED) machine.Permit Technician Martha Shields ran to get the AED while the contractor was on the phone with 9-1-1. Permit Technician Judy Hackett alerted Building Inspector Randy Scheid who alerted Code Enforcement Technicians John Griley and Tim Grundeman, that assistance was needed immediately. CDD Administrative Manager Lori Furlong heard the request for the AED and proceeded outside to help.John, Tim, Randy and Lori helped get the man out of the truck and lay him flat on the ground. Deschutes County contract daycare provider Munchkin Manor employee Dana Laite saw the commotion and immediately began performing CPR on the man, taking turns with John. Bend Police arrived on scene and used the AED as EMS (Bend Fire Department) arrived. After quite some time, EMS stabilized the man and transported him to St. Charles Medical Center.EMS and Bend PD both credited the efforts of the immediate CPR the man received by CDD staff and having the AED device, in saving the man’s life. They were very impressed that Dana and CDD staff responded immediately with CPR care, instead of merely waiting for EMS to arrive on the scene.The driver/companion to the ill man stopped into CDD offices later the same day to commend all who helped in the emergency, and said that his friend was still alive and in the hospital. Soon after his hospitalization, the man/patient was released from St. Charles Medical Center and is doing very well.AED’s in every Deschutes County building…In 2004 Commissioner Mike Daly proposed to Risk Management staff that a program should begin to equip all Deschutes County’s facilities with automated external defibrillators. After providing the commissioners with a plan and estimates, $10,000 per year was allocated for this project and Risk began purchasing AED’s in 2005 and completed the project in 2012.Fast-forward to 2013-there is an AED on each floor of every building owned and occupied by Deschutes County staff. Currently, Risk manages an inventory of 34 AED’s. This does not count all of the AED’s that the Sheriff’s Office has in their facilities and in their patrol vehicles. Now AED’s are included in all new Deschutes County construction projects.
Sidewalk Safety - Everyone’s ResponsibilityAs Central Oregon changes from fall to winter weather conditions, the Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) wants to remind property owners they need to keep sidewalks clear of snow and ice for safety and legal reasons.Many residents and business owners are not aware of safe sidewalk codes in each city within the County that ensures public safety. Bend, La Pine, Redmond, and Sisters all have ordinances relating to the year-round clearing and maintaining of sidewalks. While the language varies a bit from city to city, the message is the same – business or property owners must remove ice or snow from the sidewalk adjoining their property within a defined time to keep pedestrian ways clear. Generally, in business districts the time limit is six hours and in residential areas it is 24 hours.These codes not only help make sidewalks safer, but in commercial areas they encourage good business practices. When pathways are clear, the message to customers is that the business cares about safety and welcomes access for all to the front door.The BPAC is an advisory committee of the Deschutes County Commission and seeks to improve bicyclist and pedestrian conditions throughout Deschutes County. Once winter fades away into spring, BPAC accepts nominations for the Safe Sidewalks Award which honors those people and businesses that have gone above and beyond their legal obligations to keep sidewalks free of snow and ice. World AIDS DayWorld AIDS Day, December 1, will be commemorated in Bend with a gathering at the new Central Oregon Social Justice Center. Every year, World AIDS Day is held on December 1st and is an opportunity for people worldwide to unite in the fight against HIV and AIDS. It’s also an occasion to show support for people living with HIV, and to remember those who have died from the condition.The local World AIDS Day event will be held at 5:00pm on Sunday, December 1, at the Central Oregon Social Justice Center, 155 NW Irving Street in Bend.The event is sponsored by Deschutes County Health Services, Local 3997 AFSCME Council 75, the Central Oregon Social Justice Center, Human Dignity Coalition, and PFLAG (Parents and Friends of Lesbians and Gays-Central Oregon Chapter). The evening will include short HIV films, educational materials, light refreshments and several speakers. Afterward, a brief candlelight vigil will be held to support families, friends, coworkers and loved ones living with HIV, and to honor and remember those who have lost their battle with AIDS.Established by the World Health Organization in 1988, World AIDS Day serves to focus global attention on the devastating impact of the HIV/AIDS epidemic and the ongoing need for prevention and testing. Deschutes County Public Health reminds residents that HIV does exist locally and there are things we all can do to help prevent the spread of HIV. If living with the virus, residents are encouraged to get tested, know their disease status, and take active steps to control their health.Globally, over 34 million people are estimated to have HIV. More than 25 million people died from the disease between 1981 and 2007. Due to many scientific advances in HIV treatment, laws protecting people from discrimination due to HIV, and advances in prevention strategies, HIV for many has been transformed from a terminal condition to a chronic, manageable one. Yet many people still do not know the facts about HIV and AIDS, have never been tested for HIV despite having risks for infection, and do not know how to protect themselves from contracting it. Prevent Getting The Flu During The HolidaysDeschutes County Health Services Communicable Disease Program has confirmed several cases of influenza. In preparation for busy holiday schedules and traveling, please consider getting your flu vaccine now. It takes about two weeks after vaccination for antibodies to develop in the body and provide protection against influenza. The sooner you get vaccinated, the more protected you will be as the busy holiday season approaches.Vaccination is the most effective way to avoid catching the flu virus, and the best way to protect yourself and the community from illness. The Centers for Disease Control and Prevention recommends everyone age 6 months and older should receive an annual influenza vaccination. Children 6 months through 8 years-old may need two doses depending on previous flu vaccine history, so it is important to talk to your health provider. A seasonal flu vaccination is especially recommended for people with chronic medical conditions, pregnant women, people living or caring for babies six months and younger, and all health care workers.Flu vaccine is available through local health care providers as well as most pharmacies (for people 11 years and older). Deschutes County Health Services is also offering flu vaccine for children 6 months to 18 years-old. Clean surfaces often. Flu germs can live for hours on hard surfaces, especially where children are playing.Each flu season is unique and unpredictable, but it is estimated that on average, approximately 5 percent to 20 percent of U.S. residents get the flu. More than 200,000 people are hospitalized each year for flu-related complications and about 36,000 Americans die on average, per year from flu complications. Protect Yourself And Your Pets From RabiesOregon State Public Health Lab has confirmed that a recent deceased bat has tested positive for rabies in Deschutes County. Of the sick and dead bats tested in Oregon during the last 10 years, about 9.5 percent have had rabies.“This is a good reminder to take some necessary precautions to protect yourself and your pets from rabies,” said Emilio DeBess, public health veterinarian in the Oregon Department of Human Services. “Never handle bats; and make sure your cats and dogs are up to date on their rabies vaccines.”Bats are an important and interesting part of our ecosystem. They provide many benefits like insect control-they eat mosquitoes and can catch over 1,000 insects an hour. Unfortunately, bats can also carry rabies and infect other animals and/or humans.“If a bat is out during daylight hours, it is probably not healthy and should be avoided,” said DeBess. If a person or pet does come in contact with a bat or is bitten by an animal, promptly report it to the Deschutes County Health Department at 541-322-7418.If an unvaccinated pet is exposed to rabies, the recommendation is that it be euthanized. This is why it so important to make sure pets are up-to-date on their rabies vaccination.Rabies is an infectious viral disease that affects the nervous system and is almost always caused by exposure to a rabid animal. Exposure is usually through a bite but can also occur through scratches. It is almost always fatal once symptoms begin.
