Every time I see a family standing on the side of the road, with buckets or boxes or sometimes just jacket pockets, solemn faces, often displaying handmade

posters with an infant’s face, or a smiling child, or a newborn clearly captured on film frozen in time for a moment during his or her brief life…eyes closed, mouth open, a hose taped into a nostril connecting the newborn to the only machine keeping it alive…until it can’t, I think of Tim Evans and his Unforgettables Foundation. The organization’s mission and Tim’s personal conviction is to financially assist those families who are unexpectedly faced with the death of a child and cannot afford a proper burial. Since its founding 15 years ago, the Unforgettables Foundation has helped over 3,500 families through what is probably one of the most difficult times they will face. Three years ago, The Unforgettables held their first “Caring Hearts” awards luncheon on Valentine’s Day and I was honored to be one of the individuals selected. Now known as the Unforgettable Heart Awards, recognizing the “biggest hearts” of the Inland Empire, the ceremony has become a signature event for the organization. This year I was once again privileged to return as an honoree, this time joining some of my colleagues in the local media as recipients of the Summer Austin Award. Speaking on behalf of the Austin family was her father John, who is still clearly emotional over the death of his daughter 17 years ago. Summer, a Baylor University sophomore at the time of her death, was killed in a car accident. Her parents, John and Judy, wanted to do something to not only keep their daughter’s vibrant memory alive, but something that would help other families who found themselves in a similar situation. Since the loss of their daughter, the Austins have become major supporters of the Foundation in an effort to “bring some beauty out of the ashes” of their daughter’s sudden death. I am proud to stand with my colleagues from Inland Empire Magazine, Redlands Daily Facts, City News Group, The Highland Community News, and the Inland Empire Community Newspapers as enthusiastic supporters of the Unforgettables and their core belief that “every child is unforgettable.”

S outhern California Gas Co. (SoCalGas) customers will soon be able to view their daily gas usage information online as

SoCalGas begins installing Advanced Meters in the Inland Empire. The SoCalGas upgrade to its natural gas metering system involves adding a small battery-powered communication device on existing residential and business customers’ meters throughout Southern California. The new device only turns on for a fraction of a second a day—a total of less than two minutes a year—to securely and safely send natural gas usage data from a customer’s home or business to SoCalGas customer centers. SoCalGas will make the usage information available for the customer to view online the next business day. “SoCalGas is continually innovating and looking for ways to better serve our customers. We believe our advanced meter system will offer benefits for our customers, community and environment,” said Jeffery Walker, director of the advanced meter project at SoCalGas. “Advanced meters will help customers monitor and adjust gas usage, helping families and local businesses save energy and money. They will also help reduce some 140,000 tons of greenhouse gas emissions each year as we take service vehicles off the road every day.” The detailed information advanced meters provide will help customers better understand and manage gas use and costs, enabling them to quickly identify and respond to sudden usage spikes and take steps to conserve. Later this year, customers will able to sign-up for weekly alerts and get up-to-date information on usage and billing status via text or email messages. Customers will also enjoy greater privacy and security, no longer having to provide physical access to their property for monthly meter reading. Installations will take about 15 minutes and be completed by SoCalGas energy technicians during business hours. In most cases, customers will not need to be present and

natural gas service won’t be interrupted. Natural gas bills will continue to be based on a monthly read of usage. The advanced meter device cannot communicate with other appliances inside the home, turn on or turn off gas service and will only be active for a fraction of a second each day to read and send gas usage data. No personal information will be sent and usage data will be encrypted for added security. The battery life of the device is expected to be 20 years, with SoCalGas providing any needed maintenance. SoCalGas expects the advanced meter system will enable operational and environmental savings over its life—savings that will be passed along to customers in reduced overall rates. In all, SoCalGas is planning to upgrade approximately six million natural gas meters with the new communication device, installing them throughout the SoCalGas service territory through 2017. SoCalGas is conducting a comprehensive information campaign, starting with notifying customers several weeks before installations begin. SoCalGas will also work closely with local community-based organizations to help customers learn about the project. T he community of San Bernardino recently lost one of its pioneers. That pioneer, Kevin Maurice Breland, owned the first Black

business in the city of San Bernardino. Breland departed this life to be with the Lord on January 31, 2014. Born in San Bernardino to Winfred D. and Bernice Breland on September 16, 1957, he attended local elementary and junior schools. After graduating from San Bernardino High School, Breland worked for Breland Lines for over thirty-eight years serving the transportation needs of the Inland Empire. He accepted Christ at an early age and was baptized at St. Paul AME Church in San Bernaridno. Later he came a member of Westside Christian Center under the direction of Dr. Clyde A. Stewart. He was a faithful member and steward of the church. He was loved by his community and brought joy to his customers of Breland Lines. He was his father’s right-hand man in the business. After his father’s passing, Breland became the owner

and proprietor of Breland Lines and continued the great legacy of being one of the first Black-owned businesses in San Bernardino. Breland was loved and well known for his positive attitude and big heart. He had an infectious sense of humor, a broad smile and would help anyone and everyone in need. Breland was preceded in death by his wife, Delores E. Johnson; sister, Gayle D. Breland and his father, Winfred D. Breland, Sr. He leaves to cherish his memory, his loving mother, Bernice Breland; six children: James Lane; Robert K. Johnson; Nakita M. Breland; Breanna S. Breland; Christopher A. Johnson and Kayla S. Breland; seven siblings: Winfred D. Breland, Jr.; Sophia L. Garrett; Dianne Caule; Jackie Breland; Roland E. Breland; Florence M. Stewart and David J. Breland; two granddaughters: Saniya and Nevaeh Johnson and one granddaughter on the way; a host of cousins, nephews, nieces and friends who will miss him dearly.

R atibu Jacocks asked me a couple of weeks ago if I felt up

to sharing a few thoughts on the genesis and history of WAG, since this was Black History Month. I could not say no to him.

WAG was born in 1972 when a group of Black men gathered on the corner of Mount Vernon and Goodlett Streets in the Checker’s Café with the mission of becoming a political action organization to influence our political and economic agenda and raise money to train and elect African Americans from the Black community to public office. That was what Bob Parker and I had in our mind before the meeting. We soon discovered that the word “political” would have to be dropped because so many Blacks worked for organizations or government agencies that did not allow political involvement of its employees or so they were told. Pressure was being applied to corporations to hire Blacks and the Sun Newspaper turned out its first Black reporter, Lee Harris. Edison had moved forward and hired many Blacks and Latinos from the community: Don Griggs, Lloyd Walker, Shelly Garrett, Leonard Jacks, James Reed, Michael Darby, Al Yzaguirre, Pete Baeza, Ruben Amadore, Frank Palimino myself and many more in various departments. All of us lived on the Westside of San Bernardino. The Gas Company got in the act and hired Sam Martin Jr. and the phone company hired people of color as well. I had the most visible job of all being the first Black to read electric meters in the area. There was Bank of America, Safeway and a Westside super market located on Mt. Vernon and Highland Ave. Four service stations located on Baseline, one on Highland Avenue and Foothill and Medical Center. There was one located on Mount Vernon owned and operated by a Black man. While some of these good things were going on some of you might remember Mayor Ballard ordered guns be placed on fire trucks when they went on calls in Delmann Heights. This caused major unrest in the Black community and some of us thought we might have to organize and protect our community from this hysteria. Tom Bradley had been on the LA City Council since 1963 and was close friends with Norris Gregory and Frank Tillie, who owned Tillie’s Funeral Home located on Mount Vernon and later moved to Baseline Ave. Bradley made many visits to San Bernardino during that period as an invited guest of his fraternity brothers Tillie and Gregory. Norris Gregory was elected the first Black Council member in the newly created 6th Ward in San

Bernardino in 1969. Norris had defeated Art Townsend, publisher of the Precient Reporter in a hotly contested campaign. Charles Seymour was asked to publish a newspaper called The Tribune to counter the Precient Reporter and was successful at doing his job. I supported Norris and held several coffee meetings in my home on California Street for him. At that time Don Griggs, Wesley Jefferson, James Marshall, Sharon Brown, Morris Antwine and many other involved citizens lived in California Gardens. As a parent of children living on California Street, I wanted a stop sign on California Street to slow down the traffic that had a clear shot from Baseline to Highland Ave. That is how the stop sign on California Street in front of Rio Vista was put in by requesting it from Norris if he was elected. This was my first realization of what elected representation can do for you and a community. John Woods was appointed to the San Bernardino City School Board as the first Black to serve on the board and some angry racist who was against bussing of children, later recalled him and five others. John later ran for congress on the Republican ticket and lost. His campaign headquarters was on Mount Vernon and 16th street. The community was loaded with organizations at the time like: NAACP, Urban League, NCNW, Black Fathers, Social Lites, Prince Hall Masons, Elks, VFW, A. Phillip Randolph Institute and several sororities and fraternities including our churches of New Hope Baptist, St. Paul AME. Temple Baptist, Delmann Heights Foursquare Gospel with political influence. Operation Second Chance was an organization headed by Francis Grice, which had tremendous political and economic influence in the community and region at the time as well. She had a staff which included Wesley Jefferson, Bobby Bivens, Keith Lee, and others that knew how to get things done including encouraging the NAACP to file a lawsuit against the school district. The NAACP leadership at the same time in 1972 was focused on integration in our school district and rightfully so and brought lawsuits against the district in April of the same year. The Black Fathers, which I mentioned earlier, had grown out of a racial incident at one of the high schools and no organization was able to confront it in the manner the community wanted it addressed. Rev. William Dillard, my pastor at Delmann Heights Foursquare Church was picked to head Black Fathers as its first leader a few years earlier and later Bob Parker took over as president. By Black Fathers being linked to a specific issue and incident, men soon lost interest and thus the need as Bob and I talked about -- WAG was born.

Bob had his own business and I was now a manager at Kaiser Permanente Medical Care Program, Kaiser Hospital in Fontana reporting to Art Forbes of Riverside, another Black community activist. It was because of our community activism that got us hired to run a special community healthcare program for Kaiser. So I had no fear about being involved in politics. As a matter of fact, Kaiser had me talk with Councilman Norris Gregory about supporting its clinic being moved from 9th and “D” Street to its current location on Date Street because without Gregory’s vote they would not be able to relocate. I got Kaiser management to hire Pam Bolton as Clinic Assistanct to become the first Black to work there. When Checkers Café closed we moved the meetings to the Kola Shanah in keeping with our desire to support Black business. Bob had envisioned that WAG would conduct its meeting in the manner of Kiwanis from his experience as president of the club that meets at Mitlas. He was and is the only Black to head that local group made up of mostly Latinos. The meeting would open with the Pledge of Allegiance followed by prayer announcement and then a speaker followed by questions. In the early days, many Wednesday morning meetings found only Bob, Rev Gertrude Wetzel and myself. Then I got a promotion that required me to travel into Los Angeles more often and that left Bob all along. Bob and I were neighbors by then because I had move from California Street to 20th and Gardena Street just around the corner from Bob’s house. So this gave me time on the weekends to talked often with Bob. We would talk about community issues including giving up on WAG but we knew that people needed this organization. I expressed to him the habits of our people coming to meetings when there is a issue. I had witnessed that habit at church and in the south when I went home. It is refreshing to see so many in attendance at WAG on a regular basic now, which is a testament to them and the fact many are retired or have jobs that almost require you to know what is going on the community. We do this because we believe that all people deserve high-quality, affordable health care — no matter who they are and where they live. We believe that when people are truly cared for, they make their lives, families, and communities stronger.

E very February, in recognition of Black History Month, we celebrate the achievements of our community and the

advances that have been made in moving toward full racial equality. We honor our ancestors, many of whom include the giants of the Civil Rights movement whose work still affects us today. At the same time, Black History Month reminds us that there is still more to be done, especially when it comes to equality in health care. In the U.S. today, we as African-American women face numerous barriers to accessing health care that would improve our lives, our families, and our community. Particularly in the South, many people do not have access to affordable, high-quality health care. As a result, African-American women are dying at higher rates than their white counterparts due to breast cancer, cervical cancer, HIV, and other illnesses. These are conditions that when detected early can often be treated or managed; however, these much-needed services are often inaccessible to those who can’t afford it. This is why we at Planned Parenthood work to play an active role in helping individuals overcome these barriers by providing no to low-cost reproductive and sexual

Additionally, the Affordable Care Act has laid the groundwork to provide nearly 6.8 million uninsured African Americans the opportunity for affordable health insurance. This is critical to the wellness of our community because African Americans are 55 percent more likely to be uninsured than whites — a staggering gap that we can reduce by making sure people know their options under the Affordable Care Act and have the information and tools they need to enroll in new health insurance plans. Planned Parenthood is here to serve the community, not only as health care providers, but as a resource, informing the community about the Affordable Care Act. We support the Affordable Care Act for many reasons, not the least of which is that under the ACA, insured Americans have access to critical preventive health care services such as wellness exams and contraception without copays. And people cannot be denied coverage based on pre-existing conditions like being HIV-positive, having breast cancer, or being a victim of domestic violence. The African-American adage “each one teach one” is a call to stand together and share

T oday, Blacks remain significantly more likely to be uninsured compared to Whites. This disparity, in large part,

reflects that many Blacks do not have access to employer-sponsored insurance and cannot afford to purchase private coverage on the individual market due to their low incomes. Given limited access to private coverage and low incomes, Medicaid is an important source of coverage for 9.4 million Blacks, many of whom would otherwise go uninsured. But for members of the African American community, these statistics are nothing more than numbers. It’s the impact on our loved ones that defines the real cost of health disparities in

The Affordable Care Act: Why Signing Up Mattersthis country. This is why it matters that more than 60 percent of uninsured African Americans will qualify for help with the costs of health coverage under the Affordable Care Act, (aka Obamacare). It signals how we start to fight back, as well as the work that lies ahead until 60 percent becomes 95 percent and then 100 percent. While insurance is not a magic bullet, it can be the key to opening the door to better access to quality care that can make a difference in health outcomes. And health insurance can keep you from financial ruin and premature death. Insurance can be the difference between getting prenatal care or going without it. It means

you can afford the inhalers that help your child breathe rather than living in fear of the next asthma attack--because in this country, asthma still kills children--especially brown and black ones. It can prevent heart attacks and stroke, and if necessary, provide life-saving treatment for when they strike. It allows you to get to the cancer quickly so you can get rid of it, and it helps the diabetic keep his leg. But to reap those benefits, we have to make sure that every uninsured person who is eligible for new coverage signs up. Let’s get everybody enrolled—especially that 60 percent of uninsured African Americans who can get help with the costs.

The event will feature keynote speaker Ron Thomas, a former Orange County Sheriff’s deputy and father of Kelly Thomas, a mentally ill homeless man who died in 2011 after being beaten by the Fullerton Police Department. The annual Bill Howe Award for Police Accountability will be presented to Alex Tortes for many decades modeling community-oriented policing. The award is named for former UCR Police Chief Bill (William) Howe. John Brandriff, a former member of the Community Police Review Commission and a tireless advocate for effective police oversight, will be honored with the first annual Ray Lewis Award recognizing a community member for police accountability work. The Riverside Coalition for Police Accountability was founded in response to the 1998 Tyisha Miller shooting and is dedicated to police oversight. This event is free and open to the public. “We all have to act,” he said, “Act on a message and inspiration. Act out. Act up. Act to make the community a better place.” And act is what Tim did 15 years ago. While working as a chaplain at Loma Linda University Children’s Hospital and after a decade of clinical ministry to children and their families and helping them deal with the crisis surrounding the death of a child, Tim recognized an unfulfilled need. Helping those grieving families, and especially low-income families, have a proper and respectful burial for their children. “LeLe Kenner was not quite 13 yet and a long time Sickle Cell patient at Loma Linda Children’s Hospital where I was chaplain. We started the organization on Jan 1 2000 and took a year to raise money for an account. Her funeral was early January 2001,” Tim said. “Pastor Ray Turner and I have been friends for years---he’s a great man who continues to come to many of our events---and it was ironic or providential that LeLe was his congregant. We held the service at his San Bernardino church Temple Missionary Baptist. She was from a single parent home—a hard working family. They just needed some financial help. I’d known her and her fighting resilient spirit---as a pastor in a hospital for kids dealing with all childhood

threats--you see so much,” Tim explained. He said, “God has given me a very rare view into the lives of children and their families that has served as inspiration and enlightenment for Unforgettables.” In addition to assisting families in need, Tim believes it is important to both memorialize those young ones who were taken from their loved ones much too soon and educate and inform parents, caregivers, and the community at large on what must be done to ensure the safety and well-being of children.

The Unforgettables Foundation now provides dignified burials and burial assistance for Riverside, San Bernardino and Orange counties families with limited resources who are burdened with the death of a child. Those who cannot afford a dignified respectful burial for their child are provided assistance. Since its founding over 3,500 families have been helped. For fourteen of the organization’s fifteen years, The Unforgettables Foundation has hosted Lights for Little Lives Memorial Walk. The event also includes a candle-lighting, child-naming, and award ceremony on New Year’s Eve. Each year community members celebrate the lives and journeys of children who have passed away, but will forever be remembered in the hearts of those who knew them. Believing that “the human heart does best when it is appreciated and thanked” Tim founded the Unforgettable Heart Award three years ago to highlight the work of other non-profits as well as acknowledge small business owners, companies, corporations, and individuals who give back to the Inland Empire in numerous ways. On Valentine’s Day 300 attendees

celebrated some of the Inland Empire’s biggest hearts. Individuals like James and Rowena Ramos Sr., philanthropists supporting local charities and programs that encourage young people to become positive, productive adults who inspire hope. Or newscaster Rick Lozano and his wife Heather who founded the organization “Christmas Cheer All Year” reaching underprivileged children during the Christmas season and treating them to an exciting shopping spree during which the kids can purchase their own toys. Then there’s Pastor Samuel Casey of COPE, who has worked with the San Bernardino Unified School District to serve more than 500 at-risk youth in the district. And Lisa Henley who runs a program that just last year provided food to more than 200 individuals for Thanksgiving and answered over 390 “Dear Santa” letters written by children from the City of Highland. “You are the invisible people who step in to help,” Tim said. “It’s “disinterested benevolence. You do this work because it is the right thing to do,” he told the charities. On March 21st, the organization will present “Children and Families in Crisis,” a regional conference for those who deal with childhood dangers, death, and dying.

Held at the CSU San Bernardino Palm Desert Campus, the first of its kind one-day conference will bring together experts from Riverside and San Bernardino county agencies, hospitals, universities, mortuaries, clergy and counselors. The keynote speakers are John Welshons and Dr. Donald Moores. John Welshons is the author of the books Awakening from Grief: Finding the Way Back to Joy, When Prayers Aren’t Answered, and One Soul, One Love, One Heart: The Sacred Path to Healing Relationships. He lectures and presents workshops on the spiritual transformations that become possible in the wake of loss, grief, and disappointment. Dr. Donald Moores is the Chief of Pediatric Surgery and the Medical Director of Pediatric Trauma Services at Loma Linda University Children’s Hospital. SUMMARY OF WORK: Removal and replacement of roof at two locations: Chemistry Health Science Building (CHS) and the Classroom Building (CL). New roof will be a Modified Bituminous Membrane Roof system. Estimated square footage is 10,500 for CHS and 3,200 for CL.License Required – C-39 and any required subcontractor licenses and/or certifications. Project is being delivered using a single prime / general contractor delivery method. Engineer’s Estimate is between $225,000 - $240,000.

BID SECURITY: In accordance with California Public Contract Code section 22300, the DISTRICT will permit the substitution of securities for any monies withheld by the DISTRICT to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the DISTRICT, or with a state or federally chartered bank as the escrow agent, who shall then pay such monies to the Contractor. Upon satisfactory completion of the contract, the securities shall be returned to the Contractor. Each bidder’s bid must be accompanied by one of the following forms of bidder’s security: (1) cash; (2) a cashier’s check made payable to the DISTRICT; (3) a certified check made payable to the DISTRICT; or (4) a bidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the DISTRICT in the form set forth in the contract documents. Such bidder’s security must be in an amount not less than ten percent (10%) of the maximum amount of bid as a guarantee that the bidder will enter into the proposed contract, if the same is awarded to such bidder, and will provide the required Performance and Payment Bonds and insurance certificates. In the event of failure to enter into said contract or provide the necessary documents, said security will be forfeited.

BONDS: The successful bidder to whom a contract is awarded

will be required to furnish the District separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the DISTRICT prior to execution of the contract and shall be in the form set forth in the contract documents. Trade Contractors bidding this Project must require, pursuant to Public Contract Code section 4108, all subcontractors providing labor and materials to obtain separate original signature and fully executed payment and performance bond, each in an amount equal to 100% of the total contract amount. All Trade Contractors bidding this Project must specify this requirement for subcontractor bonds in their written or published request for subcontractor bids. Failure to comply with this requirement shall not preclude a contractor from complying with the subcontractor bonding requirements. Bonds are required for each specification section or combination of sections, which exceed(s) the limit listed above. All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. LABOR & PREVAILING WAGES: The DISTRICT has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification or type of worker needed to execute the contract. In memoriamT he Riverside community was shocked

to learn of the passing of longtime Riverside resident, musician and former publisher, Reggie Strickland.

Reginald “Reggie” Errol Strickland was born July 17, 1934 in Los Angeles, California, to the parents of Errol Strickland and Sammye Holman. Susan Strickland, his loving and devoted wife of 57 years was by his side when he departed this earthly life on February 12, 2014. Strickland graduated from San Bernardino High School in 1952. He went on to major in electronics at San Bernardino Valley College. He then went on to attend Los Angeles City College, where he majored in music. He was a talented tenor saxophonist, with a true appreciation for music. He was also a talented baseball player. In 1956, he married his sweetheart Susan McCoy and they had two children, Regina and Eric. Strickland’s father, Errol Strickland, parents and siblings came to Riverside, California in 1916 and was the second wave of African Americans to reside in Riverside. Errol became the first Black administrator for the City of Riverside, heading the sanitation department. Strickland’s cousin, Ed Strickland was the first Black firefighter in Riverside while Reggie was the first Black

newspaper publisher in Riverside, creating a weekly newspaper called the “Riverside Reporter”In 1996, the Urban League presented the Strickland family with an award as one of the founding families in Riverside. Strickland was documented in a KCET SoCal Focus commentary on Saint Valentine’s Day: Sweethearts Even Now, After Decades of Love by Riverside author and University of California, Riverside professor Susan Straight. Straight writes: This is serious love. Reggie and Susan Strickland, were married 56 years ago at Park Avenue Baptist. Susan McCoy went to Irving School, too, and Reggie Strickland went there for 3rd grade, but they had already met before then -- when he stayed at his grandmother’s house near Susan’s home at 10th and Park Avenue. For decades, Susan worked as a teacher and volunteered tirelessly for both the Riverside African-American Historical Society and the Riverside Mexican-American Historical Society, while she wrote papers and graded papers, and Reggie ran his own newspaper, the Riverside Reporter, taking photos and writing the articles, and at night, playing in jazz bands at clubs all over Southern California. When Reggie developed major heart trouble

and was hospitalized, Susan was there every day. Everyone knows the traditional vows -- in sickness and in health. How many wedding shows are on television right now -- how many gowns and cakes and bridezillas and unsure grooms and unhappy bridesmaids? There are really no wedding weeks. There is a wedding day (well, yes, there are destination wedding weekends) and then there is the rest of your married life. Richer or poorer. Reggie was preceded in death by his parents, Errol Strickland and Sammye Hollman, and his brother Lonnie Harvey. Reggie leaves to cherish his memory. his loving and devoted wife, Sue, his daughter Regina Haywood and her husband Mike Haywood, his son, Eric Strickland, and his wfe, Rica Strickland, his granddaughter, Emiko, his step-mother, Hazel Strickland, two sisters. Sylvia Shanklin and Michelle Strickland, a host of nieces, nephews, cousins and friends. He will be deeply missed.
