    Spring has brought the efforts together of a

    generous donor, a willing charity organisa-

    tion, a talented teacher and an enthusiastic

    group of junior horticulturists to bring life

    to their school garden.

    Sun 1 Hotels in Parow and the Table View

    Lions Club took to the Westriding Primary

    School inTableViewonCasualDay todona-

    te boxes full of succulents and various other

    seedlings and seeds.

    These were planted by the members of

    this schools extra curricular horticultural

    club in beds designed by the school secreta-

    ry Rushanda Oktober, who studied landsca-

    ping. The children, who did not mind get-

    ting their hands dirty, were supervised by

    estate manager of the school, Colin Morris.

    This is the third year that we contribute

    to the garden of this school, says Felicity

    van Eck of the Lions Club. Two years ago

    they helped Westriding to establish a vege-

    table garden and last year they donated

    trees.

    We decided on succulents this year be-

    cause theyare sopretty andwewantWestri-

    ding to look beautiful for the learners and

    visitors, Van Eck says.

    During the second phone call, Blount said

    the organisers had completed all the nec-

    essary procedures and requirements of

    the City. In addition, she said they had

    met all the requirements. Questioned

    whether or not the event had been ap-

    proved, Blount said there was a noise ex-

    emption permit for the event that had not

    been issued yet. When questioned further

    she said the event was definitely happen-

    ing and they are in the final stages.

    Severalminutes later, Blount contacted

    TygerBurgers editor and said she did not

    want to comment at this stage and if her

    comments are published the newspaper

    would hear from her lawyer.

    Speaking at themonthly TVRAmeeting

    onMonday night, Alhadeff informed resi-

    dents he had been informed in writing

    that the event has not been approved and

    the association had been asked to submit

    a letterwith the associations comment on

    the noise exemption permit.

    Alhadeff explained he needed the input

    of members before submitting comments

    and called for a vote on the matter.

    During the discussions residents raised

    concern about the environmental impact

    on the beach and highlighted the current

    erosion of sand dunes. However, in the

    public meeting in July, Blount said they

    planned to fence off the dunes preventing

    access. The cost to hire the public amenity

    also came under scrutiny after claims in

    the first public meeting that organisers

    were required to pay R10 000 as a deposit.

    At the time Blount said she was unable to

    disclose how much the fee was.

    Responding to questions posed by the

    TygerBurger, the Citys mayco member

    for community services and special pro-

    jects, Belinda Walker, said the fee was

    R11 183 per day with a breakage fee/de-

    posit of R1 962. Residents said this fee did

    not justify the possible damage to the en-

    vironment.

    A vote was taken and all present voted

    against the granting of a noise exemption

    permit. Alhadeff was requested to relay

    this message to the City.

    According to acting mayco member for

    tourism, events and economic develop-

    ment, Ernest Sonnenberg, the event has

    not been approved yet as planning is still

    in process.

    He explains permission for events are

    not a given and says the City considers

    various factors when event applications

    are received.

    Event organisers should wait until an

    event is approved before advertising.

    According to the festival website, there

    will be several live acts includingMiCasa,

    Gangs of Ballet, The Kiffness and several

    others. Tickets are already being sold and

    the website also states that 10 000 tickets

    are available. It also states there will be

    health and environmental officers at the

    festival as well as traffic officers who will

    assist with traffic control.

    esidents will have to wait a bit longer

    for a final decision on the proposed in-

    formal trading plan for Parklands Main

    Road.

    The controversial proposal which has

    raised the ire of residents for several months

    was tabled at theCity of CapeTownsmayoral

    committee meeting last week where the mat-

    terwas postponed. The comprehensive report

    tabled at the meeting has raised several ques-

    tions about the legality of the public partici-

    pation.

    Earlier this year the proposed plan was ta-

    bled at the Blaauwberg subcouncil meeting.

    Despite several recommendations about

    where informal trading should be allowed,

    councillors only agreed to eight trading bays

    along Parklands Main Road. Their recom-

    mendation was sent to the City and sparked

    an outcry from residents who claimed they

    were not consulted and their comments were

    not taken into consideration.

    These concerns were tabled at various pub-

    lic meetings hosted by the Table View Rate-

    payers Association (TVRA) where members

    asked the executive committee to take the

    matter upwith theCity. Among themain con-

    cern was the submission of a petition by resi-

    dent Schulla Pronk, which contained more

    than 2 000 objections, which they were told

    was submitted too late.

    Petition received after deadline

    In response to questions posed by Tyger-

    Burger in May, Bloor also said the petition

    was received after the deadline and said his

    department received 65 comments on the pro-

    posal.

    However, in the report to the mayoral com-

    mittee last week, the petition is included.

    Asked for clarity, no response was received

    from Bloors office.

    Following the complaints about the pro-

    posed plan in May, TVRA chairperson Leon

    Alhadeff met with mayoral committee mem-

    ber for tourism, events and economic devel-

    opment, Garreth Bloor.

    In June, responding to questions about the

    public participation, Bloor confirmed to Tyg-

    erBurger that the public participation proc-

    ess regarding the proposed Table View in-

    formal trading planwas being reviewed to de-

    termine whether it was adequate, whether it

    complied with the Councils processes and

    whether it was compliant.

    If it is found to be compliant, then Council

    can satisfy itself that the staff have not acted

    without consultation. In addition, Council

    may then rule that despite its adequacy, the

    public participation can be redone or just ele-

    ments of it.

    Either way, as the mayoral committee

    member for tourism, events and economic de-

    velopment, I, together with other mayoral

    committee members, will conduct a site in-

    spection to familiarise ourselves with the

    physical aspects of the proposal, he stated at

    the time.

    Anomalies in adverts

    During the August monthly meeting held

    by the TVRA, Alhadeff presented residents

    with two advertisements for proposed in-

    formal trading plans for Table View and

    Nyanga.

    He pointed out various anomalies in the

    two advertisements and questioned why the

    Table View advertisement did not indicate

    the locations or the comment period for the

    informal trading plan.

    TygerBurger sent both these advertise-

    ments to the City and questioned whether

    or not the Table View advertisement was

    legally compliant and what the outcome of

    Bloors review was, but received no re-

    sponse.

    The report tabled at last weeks meeting

    outlined the economic status of the Blaa-

    uwberg subcouncil area based on the 2011

    Census. It gives the mayoral committee

    three recommendation options and lists

    the possible results. Speaking during the

    meeting last week, deputy mayor Ian Neil-

    son said after considering thematter,may-

    comemberswould likemore time tounder-

    stand some of the detail and opted to

    pend the report until the next meeting.

    Hot topic

    Informal trading was also a hot topic at

    the monthly TVRA meeting this week,

    where residents discussed their options as

    listed in the report. Alhadeff noted the peti-

    tion which had been included in the report

    to themayoral committee and said thiswas

    an indication that the City was listening to

    residents.

    Theyvoted that the association called for

    public participation to be re-opened and

    the area be deemed as a temporary trad-

    ing zone as opposed to a free trading

    zone.

    he next group of residents are prepar-

    ing to move to their new homes at the

    Wolwerivier Incremental Develop-

    ment Area (IDA).

    During a visit to Spoorkamp and Takke-

    gat informal settlements located north of

    Sandown Road, members of the Parklands

    Neighbourhood Watch (PNW) raised sever-

    al concerns about access to the vacant land.

    PNW vice chairperson Grant Lemos says

    the watch, along with security companies,

    often chase perpetrators into the dense

    bush following house break-ins.

    During a drive through the area, mem-

    bers spoke to resident Colin Jacobs who

    said officials from the City of Cape Town vi-

    sited Spoorkamp in recent weeks to inform

    residents they would be moved to Wolwe-

    rivier.

    In 2012, the City received environmental

    authorisation for the construction of ap-

    proximately 500 dwellings in the IDA.

    The aimwas to house residents fromvari-

    ous informal settlements located near the

    Vissershok regional landfill site.

    Earlier this year themunicipality relocat-

    ed 273 families from Rooidakke and Skan-

    daalkamp, which included 65 children.

    People moved from Spoorkamp, Takkegat

    During a walk around Spoorkamp, Ja-

    cobs points towards broken down struc-

    tures. The people who used to live there

    were moved to Wolwerivier a few months

    ago. I think they were moved because the

    roofs were leaking and those people had

    children. We were told they will move us

    soon, but we dont know any details. That

    furniture and stuff is what that people left

    behind, he says.

    City mayoral committee member for hu-

    man settlements, Benedicta van Minnen,

    confirms themove and says a total of 16 peo-

    ple will be relocated from Spoorkamp and

    101 people from the Table View Tip Site

    (Takkegat).

    Part of this group will include three chil-

    dren from Spoorkamp and 45 children from

    the Table View tip site.

    She explains once these twogroups are re-

    located to the IDA, there will be 795 people

    on site. Once the relocation of the remain-

    ing beneficiary groups has been completed,

    the total number of people at the IDA will

    be 1 078.

    VanMinnen also says the City aims to re-

    locate the two communities within the next

    three weeks.

    Fencing progressing well

    During the earlier relocation concerns

    about the fencing around the IDA and the

    installation of street lights were raised.

    During a visit to the area, TygerBurger no-

    ticed the fence was being erected.

    The fencing of the IDA is progressing

    well. However, the appointed contractor

    has experienced some challenges with un-

    derground rocks which are hampering

    progress and ultimately the completion of

    the fence. The City has been meeting with

    Eskom to expedite the installation of the

    street lights, she says.

    As part of the environmental authorisa-

    tion, a warning siren needs to be installed

    at Wolwerivier in case of an emergency at

    the Koeberg Nuclear Plant.

    Van Minnen says currently there are no

    sirens installed at the Wolwerivier settle-

    ment, but the power station has installed

    100 sirens in the entire 16 km Emergency

    Planning Zone around the power station.

    Wolwerivier is situated near the Morn-

    ing Star small holdings. Currently, the noti-

    fication in that area is taking place through

    the utilisation of the emergency services ve-

    hicles equippedwith the public address sys-

    tem, which can be extended to Wolwerivier

    in case of a nuclear incident or accident at

    the KNPS.

    Furthermore, Koeberg also distributes

    calendars on an annual basis to inform resi-

    dents within the 0 to 16 km radius of the

    most important elements of the emergency

    plan and the area map with the location of

    the sirens is also included, Van Minnen

    concludes.

    on Saturday 10 October, according to an

    HPCA statement.

    Model Erin Alice, the face of the Butter-

    fly Box, will be re-inventing stylish shop-

    Students sparkle in science quest

    he Cape Town Science Centre

    (CTSC) buzzed with excite-

    ment last week as high school

    pupils from Table View, Milnerton

    andGoodwoodparticipated in the fi-

    nal round of the 2015 Chevron Sci-

    ence Quest.

    The competition is open to Grade

    8 and 9 learners from schools locat-

    ed in previously disadvantaged are-

    as and is implemented by the CTSC

    with support from theWesternCape

    Education Department.

    The quest is an interactive con-

    test, designed to stimulate an inter-

    est in science and convey curricu-

    lum content to learners in an enter-

    taining manner. After a quick

    briefing, pupils were divided into

    different groups where they were

    taskedwith completing various pro-

    jects, including building an electric

    circuit for a radio.

    The top prizewent toHarriet Tew-

    esa from Bosmansdam High School

    who received an Android tablet.

    Sin Thomson and Chelsea Bil-

    lington fromEdgemeadHigh School

    secured second and third place,win-

    ning themselves shopping vouch-

    ers, while 25 other runners-up also

    won various prizes including head-

    phones and movie tickets.

    The schools participating in this

    contest are part of the Chevrons

    Schools Programme and included

    Edgemead High School, Milnerton

    High School, Bosmansdam High

    School, Table View High School,

    Bloubergrandt High School, Sinen-

    jongo High School, Inkwenkwezi

    High School and President Hor-

    skool.

    According to CTSC chief opera-

    tions officer, Busisiwe Maqubela,

    the aim was to create an enjoyable

    and interactive quest for science

    knowledge an experience where

    winners go home rewarded and

    more scientifically aware and moti-

    vated to learn.

    A

    community project to change the face

    of the entrance to Melkbosstrand is

    underway. Aimed at creating a suita-

    ble entrance feature for the seaside town,

    the project is beingundertakenby theMelk-

    bosstrand Ratepayers Association (MRA).

    The project was first conceived by former

    chairperson John Taylor, who says Melk-

    bosstrand is a special place for both resi-

    dents and visitors, yet the unique character

    and history of Melkbosstrand

    have been neglected.

    There is a need to generate

    more pride in Melkbosstrand as a

    home and destination. This is true

    too of the Blaauwberg Nature Re-

    serve which currently only has

    normal road transport and tour-

    ism type signagewhich iswoefully

    inadequate in drawing attention

    to the fact that people are access-

    ing and passing through a de-

    clared nature reserve. We want to

    create a sense of belonging where

    people arriving feel at last Ive ar-

    rived home, he says.

    Commenting on the current en-

    trance,Taylor explains, there isno

    sense of place or identity or arriv-

    al.

    Coupledwith this is the need to

    clean up some of the entrances

    where derelict land is being used as a dump

    site. Speeding along the West Coast road

    and Otto du Plessis coastal road occurs fre-

    quently, as do accidents (sometimes fatal).

    Anumber of deadanimals result frombeing

    hit by speeding cars, he further explains.

    Last week the MRA sent emails to resi-

    dents calling on them to participate in the

    design of an entrance or feature. The aim

    of the project is to involve schools, churches

    and all interest groups to come up with a

    winning design which all residents can be

    proud of.

    Taylor believes a community driven

    project like this will help unite residents

    around the town.

    This will lead to a greater sense of com-

    munity and help unite residents in future

    campaigns regarding issues that may nega-

    tively impact upon their quality of life. It

    could perhaps be a place to honour excep-

    tional residents or the victims of drownings

    at sea with a dedication plaque. Ultimately

    the entrances could be linked with a walk-

    ing or cycling trail through the public open

    space green belt that will run from Blaauw-

    berg Nature Reserve to Koeberg, he says.

    At this point it has not been decided how

    the winners will be picked, but Taylor ex-

    plains it may include a panel of appropriate

    adjudicators first selected who will judge

    the entries on various criteria, including

    appropriateness, historical significance,

    aesthetic appearance and longevity, among

    others.

    Once the winner is announced, the plans

    and costings will have to be approved and

    submitted to City of Cape Town for approv-

    al.

    Hopefully the City and private donors

    will contribute to whatever the costs are.

    There will most likely have to be some sort

    of fund raiser linked to it too. The status and

    type of feature will have to be able to stand

    the test of time and not become dated.

    to her commitment to assist now that it has

    entered the public domain, he concludes.

    interesting design for the seaside town.

    This years National Cupcake Day 4 Kids

    with cancer will be held on 26 September in

    excess of 70 shopping malls across the coun-

    try.

    Cupcakes 4Kidswith cancer is a non-profit

    company that raises awareness about the

    early warning signs of childhood cancer and

    funds for children fighting the disease.

    Through their Cupcakes of Hope event, vo-

    lunteers, sponsors and bakers share their lo-

    ve for baking for this great cause, making

    these events the sweetestway to save a life,

    says Liz van der Walt, one of the organisers.

    This charity has been able to assist over

    300 patients and 15 other charities since its

    inception and grows from year to year.

    The money raised goes towards paying for

    medical treatment, travelling costs, school

    fees, birthday celebrations and normal day-

    to-day expenses for the children.

    The organisation also conducts hospital vi-

    sits and spoils the patients and staffwith cup-

    cakes. It is amazing to see howa little cupca-

    ke can bring a huge smile to a childs face,

    says Liz.

    Sixteen local and regional malls will be

    participating this year out of a total of 70

    countrywide.

    Some of these malls include: Tyger Valley

    inBellville, CapeGate inBrackenfell, N1City

    in Goodwood, Canal Walk in Milnerton,

    Bayside in Table View and a number of

    others.

    The organisation requests a donation of

    R10 per beautifully decorated cupcake.

    I remember seeing people last year taking

    nearly 10 minutes to choose a cupcake, be-

    cause therewere somany stunning cupcakes

    to choose from, says Liz.

    s the sun rises over Saudi Arabian

    dunes, so the lights in the tiny theatre

    slowly rise over the naked buttocks of

    the actress facing away from the audience.

    The set is barren bar a table, some news-

    papers, buckets and a prison cell door. At

    points the walls are decorated in Arabic

    scribbles.

    There is blood on Lee-Ann Van Roois

    dirty gown. The quiet in the tiny room is

    impregnated as the meaning of these stains

    dawns.

    The mood is set for Fleur du Cap winner

    Van Rooi to tell in unfaltering monologue

    thedarkandharrowing, yet utterly inspir-

    ing tale of Danalene Noach.

    The play is an adaptation of Noachs auto-

    biographical novel, inwhich theCapeTown

    nurse tells of her work and stay in Saudi

    Arabia in the hopes of a better life for her-

    self and her family.

    Noachs candidness, her sass and hon-

    esty, coupled with her unerring ability to

    expose the corruption within her place of

    employ, land her on the wrong side of the

    law.

    She is victimised and eventually locked

    up inaprison forpolitical prisoners, butnot

    even the complete lack of contact with her

    family, or being raped repeatedly, could

    dim Noachs faith.

    Van Roois performance as the fire-brand

    Noach is spellbinding. She is honest and

    raw in her portrayal, and she switches

    seamlessly between her characters emo-

    tions as they dip and swell while she re-

    members to keep the faith.

    At the end of the play, when the spell is

    finally broken as the jail doors swing open

    to Van Rooi unexpectedly, and hope of free-

    dom finallydawns, one is left breathless and

    haunted.

    It is only in this, the aftermath of the har-

    rowing, but always lucid performance by

    Van Rooi, that the true depth of the tale she

    just told, completely unfolds.

    The consciousness whispers: This was a

    story of hope; of the sun rising again after

    the darkest night.

    Van Roois depiction of Noachs ordeal

    earns her a standing ovation.

    Woman Alone premiered on 31 August at

    the Baxters Golden Arrow theatre, after its

    run at Grahamstowns National Arts Festi-

    val in July.

    among the top businesses in the

    Western Cape at Productivity South

    Africas annual Western Cape Re-

    gional Productivity Awards at the

    Lord Charles Hotel in SomersetWest

    last week.

    These four businesses from differ-

    ent business sectors, come from

    Parklands, Montague Gardens and

    Elsies River. They were part of the

    organisations productivity im-

    provement programmes and showed

    above average growthandproductiv-

    ity. The winners were selected from

    a group of finalists who entered this

    annual competition and will repre-

    sent the Western Cape nationally on

    1 October.

    winner was the Department of Com-

    munity Safety. LeslieMorris, amem-

    ber of thewinning team, collected the

    winning award.

    Corporate sector winner Bobby

    Fairlamb said in his acceptance

    speechhe disagreeswith the general-

    isation that South African workers

    are lazy to work. Its not workers,

    but bad management, that is the

    causes of this perception. Workers

    want to work, but often it is because

    of managers bad planning that

    theyre not able to. I want to carry

    this message out as far as possible

    thatmanagers shoulddoproperplan-

    ning to be able to lead effectively, he

    said.

    Providing assistance

    Productivity SA focuses on provid-

    ing assistance to individual compa-

    nies by means of their productivity

    improvement programmes. The

    award ceremony wants to motivate

    companies into adopting productivi-

    ty as a fundamental tool to be more

    competitive and alleviate challenges

    such as poverty and unemployment.

    Also, it wants to recognise individu-

    als, organisations and communities

    for their contributions to building

    South Africas productive capacity.

    It is through organisations like

    these (finalists) that poverty can be

    tackled holistically. South Africa

    currently faces major challenges, for

    nomic growth, emphasis should be

    on developing productivity. There

    needs to be a focus on critical growth

    sectors and onmaking our enterpris-

    es more competitive. We need better

    access to knowledge, skills, resour-

    ces and technology..

    he Blood Brothers are finally coming to

    Cape Town on Wednesday 23 Septem-

    Ten of South Africas biggest rock music

    heroeswill be performing three hours of hits

    at GrandWests Grand Arena in aid of the

    Vrede Foundation.

    orge van der Spuy (Taxi Violence), Albert

    (Black Cat Bones), Hunter Kennedy (Fokof-

    polisiekar), Rian Zietsman (Taxi Violence),

    Jason Hinch (ex Black Cat Bones, Boar-

    gazm), Isaac Klawansky (Shadowclub) and

    Loedi Van Renen (Taxi Violence) made his-

    tory as South Africas first rock supergroup

    when the banded together at Carnival City

    in July.

    The ten will play their own hits along with

    those of the bands who inspired them when

    they take to the stage again to join the fight

    The Vrede Foundations aim is to generate

    awareness amongst young South Africans

    (aged 15 to 29) regarding cancer and at the

    same time raise funds to provide financial

    aid to young South Africans with this disea-

    group of conservation volunteers

    has discovered a living plant so rare

    it was thought to be extinct.

    The plant, last documented in the 1940s,

    was recently uncovered on Lions Head.

    The Granite Cape Flax was recently

    found by the Custodians of Rare and En-

    dangered Wildflowers (Crew) team.

    With 39 species of Cape wildflowers clas-

    sified as critically endangered by the Inter-

    national Union for Conservation ofNature,

    and 22 of these extinct, finds like these are

    very special.

    This populationofGraniteCapeFlaxwill

    now need to be more fully assessed and

    monitored, so that its endangered status

    can be revised, and more can be learnt

    about its life form and responses to fire and

    other threats, says Crews Gigi Laidler,

    who found the plant.

    Over 2500 sites are sampled by the Crew

    team, monitoring 850 species that they are

    concerned about. They have discovered 19

    new species and rediscovered another 23.

    If we dont know where our threatened

    plants are found, we are not able to afford

    them any protection. So recording exact lo-

    calities and population information about

    our threatened plants is very important

    especially if we visit the same area repeat-

    edly over time, and these records can give

    information of trends and this could pro-

    vide background data for tracking impacts

    of climate change, she says.

    A number of volunteers give their time

    to Crew to assist in identifying and moni-

    toring endangered plant species.

    Liezl get a new pair of hips,

    We were becoming a bit

    despondent as we had very

    little interest shown in Liezls

    urgency for a hip replacement.

    Then on 18 June I received

    an email from a lady who

    informed me that she had a

    dear friend who read the

    article in TygerBurger and was

    interested in knowing more

    about Liezls situation.

    He felt that nobody should

    have to suffer like that, and

    that he would like to somehow

    assist Liezl. I shared all

    information with her and we

    communicated via email. This

    lady then left for Spain for a

    two and a half week mission-

    ary trip. On her return she

    emailed me again and took up

    where we had left off. Two

    weeks ago we received the

    awesome news that her friend

    was going to cover the full

    operation for Liezl. The money

    was paid over to Tygerberg

    Hospital last week, and the

    hospital is now going to be

    sitting down to confirm a date

    for Liezls operation. This

    means that before the year is

    at its end, Liezl will be able to

    throw away her crutches and

    to live pain-free and walk

    normally again. Something she

    has only been able to dream of.

    This could not have come at a

    better time, as Liezl has

    started to suffer with carpal

    tunnel in her hands due to the

    crutches, and has not been able

    to lift her leg up at all. With

    the winter weather it has been

    even worse. The person who

    has done this miracle deed for

    Liezl, wishes to remain anony-

    mous, but we wish to thank

    him and tell him that we will

    be forever grateful for the huge

    difference he has made in

    somebodys life. He is an angel.

    I am vehemently opposed to

    cell phone towers in residential

    areas. The providers would cite

    no proof that these are detri-

    mental to health, but there

    have been enough cases in the

    UK of an increased number of

    cancer related incidents in

    towns that have had such a

    tower installed. Its not worth

    taking the chance with peoples

    lives.
