    T h e ' P r e s i d e n t ' s d e c i s i o n n o t t o c a l l C o n g r e s s i n t o s e s s i o n

    before the appointed time meant that there were on ly seven

    legislative days before December 15, 1931 , when payment

    o n t h e w a r d e b t s f e l l d u e . Th e moratorium being a measure

    a f f e c t i n g r e v e n u e , i t s c o n s i d e r a t i o n w a s t o b e g i n i n t h e H o u s e

    of Representatives, and since in the elections of 1930 the

    Democrats had obtained control of the House it was neces-

    s a r y a t t h e o u t s e t t o e l e c t a n e w S p e a k e r a n d t o i n s t a l l t h e

    Democratic organization . The Ways an d Means Committee,

    to which the moratorium would be referred, was not chosen

    until December 9, so that in fact there remained only six

    days before December 15, even if the w eek-end were in-

    cluded .

    S t a t e s w a s n o t a s i g n a t o r y . But th e Department of State also

    reminded the debtor nations that their initiation- of a new

    reparation settlement was perhaps the onl y way by wh ich

    the people of th e United States migh t be impressed with

    t h e n e e d o f f u r t h e r , a c t i o n o n t h e i r p a r t w i t h r e g a r d t o t h e

    war debts . In oth er words, not until the European powers

    had made more earnest efforts to work o ut their own salv a-

    tion would it be adv isable for them to seek a reexamination

    of their debt ag reements with the United States ; and even

    then the proposals for a reexamination should come sepa-

    rately from each debtor .

    The insistence of the United States upon European action

    on reparations in advance of any proposal concerning the

    war debts seems to h ave strength ened Dr . Bruening in his

    determination not to accept any temporizing measure offered
