Hasn’t that just flown by?May I take this opportunity to thank all my‘Advertisees’ for their continued support and thenew ones for choosing The Advertiser to promotetheir businesses and services.For everyone’s information new residency rules for EU citizens came into forceon 10th July, you’ll find a copy on the inside back cover of this issue from theBritish Embassy UKinSpain website.Following the recent fire at the Cañada de Palmar area, near the petrol stationon the Garrucha to Los Gallardos road, I can’t reiterate enough the need for careand vigilance regarding forest fires. The Valencia fires at Cortes de Pallás area,and another in Andilla, have affected a total of 48,583 hectares. Progress infighting the flames finally came when more than 40 fire-fighting planes joinedthe 1,800 people on the ground along with a change in the wind direction. It isbeing said that it is one of the worst fires in Spain in two decades. Two of the fire-fighting helicopters being used to fight the fire crashed and thus far the emergencyservice have failed to find one of the pilots and are fearing the worst.A 57 year old man who is thought to have started the fire in Andilla has beendetained. He is accused of starting the fire when burning stubble. The two arrestedfor the fire at Cortés de Pallás, accused of negligence when installing solar panelsin a house, are on provisional release.In Cataluña, a large fire in Alt Empordá, and a smaller blaze in Portbou are thoughtto have been started by cigarettes. Tragically 4 people lost their lives and 24people were injured. A third fire which broke out in the area known as ‘LosPajaritos’, Cáceres, resulted in some 50 people being evacuated but was quicklybrought under control. The Catalan Government has asked the public to identifyanyone they see throwing away a cigarette butt on the road, suggesting theyuse their mobile phone cameras to catch the number plate of the car and to thentake the information to the regional police in the hope that it will have a ‘deterrenteffect’. The EHIC is not asubstitute for medical and travelinsurance, but it entitles you to stateprovided medical treatment that maybecome necessary during your trip.Any treatment provided is on thesame terms as Spanish nationals soif a Spanish national is required topay a fee towards their treatment,you would also have to pay the samefee. If an EHIC cannot be producedat the time of receiving care, thehospital may request payment upfront. The EHIC will not covermedical repatriation, ongoingmedical treatment or non-urgenttreatment. For this you need to makesure you have adequate travel healthinsurance – something often over-looked when coming to Spain tovisit friends and relatives. The SupremeCourt has finally supported theprovisional speed limit of 110km/hon the roads of Spain, a year after itwas withdrawn. The speed limit wasreduced between March and Junelast year in a plan to cut petrolconsumption and reduce accidents.The appeal against the lower speedlimit had been placed by theAssociated European Motorists,

The Supreme Court ruling isin line with the backing of theConstitutional Court which wasbrought in on 4th March 2011 andis, of course, now irrelevant.♣The DGT traffic department’sfirst ever anti-drugs campaign gotunderway on Monday 9th July, andminutes after it started a druggedmotorist tried to run down a memberof the Guardia Civil just a few metresfrom a control point (at La CañadaReal, the shanty town outsideMadrid) where, because it was thefirst day, the Guardia Civil hadinvited journalists.Out of 101 drug tests carried out ina week, 90% of the positives saidthat they had consumed cocaine andcannabis.In 232,000 breathalyser tests, 2,400people were found positive foralcohol.The tests were carried out on driverswho the Guardia consideredsuspicious and the Ministry for theInterior has congratulated the DGTtraffic agents for their ‘clinical eye’.The DGT has started a new campaignof ‘Zero tolerance’ on drivers whohave taken drugs or drunk alcohol.♣As most of you will be aware,the IVA increase will take effect on1st September.The 18% rate will increase to 21%;the 8% rate to 10%; the 4% rate willremain the same. However, someitems are changing rates; glassesand contact lenses, cinema tickets,hairdressers, discotheques, theatres,health products, funerals andcleaning services will move from8% to 21%.But another blow is that our utilityusage - electricity, water, phonesand gas – for July and August, aregoing to be subject to the new 21%rate even though the bills won’tarrive until after the beginning ofSeptember. Consumer associationFACUA have done an analysis andreported that on average, ourelectricity bills in September withthe new IVA rate will increase to79.66€ equating to 36.86€ a monthor 441.96€ a year – an 86% increase

over the last 10 years. The 19th July saw the firstanniversary of the employmentof Francesca Brunet asAdministrator/Translator in theTown Hall, Mojacar. A jewel inthe crown, she has workedtirelessly and on occasionsabove and beyond the call ofduty, to assist all foreignershere with their problems (admin,social security, ‘red tape’)which, at times, has made hera little unpopular with her work

colleagues. They have been known to complain about her doingtoo much to help people because her dedication to her work in turncauses extra work for them.Francesca originates from Tarragona. She speaks five languagesand has a vast knowledge of customs and cultures acquired duringher visits to many countries prior to settling in Mojacar in 2006where she opened her language school in the Pueblo. Francescawill help you with any problems you have (except medical), butbe warned, word has spread and the queue outside her door,which you will find in a shared office on the lower floor to the leftof the steps, is growing by the day.Mojacar Town Hall really are ‘providing a better service’ by offeringthe invaluable services of Francesca. I’m sure they have never hadso many satisfied people leaving their door which all helps towardsa happier and less stressful life living in a foreign land. We mustnot lose her!

This formany years has been my modusoperandi, to avoid the heat, thequeues, the crowds and simply stayhome under the ceiling fan, doingnothing and waiting for that mostexcellent month of September toarrive. I’ve done this pretty muchevery year since I got out of the barbusiness but this year I’m going todo something different. I’m not justgoing to lie around under the ceilingfan doing nothing. I’m going to liearound under the ceiling fanwatching the Olympics.I, like many others, had thought thatLondon 2012 would serve as anembarrassment to the British

people and I had the nagging feelingthat somehow, someway, we wouldmug ourselves off while the wholeworld watched. An industrial strike,the weather, unfinished buildingwork, the endless list of possibilitieswas daunting. Once more, in theface of adversity, Britain camethrough.Danny Boyle’s interpretation of anopening ceremony has left thewhole world gob smacked. Thehistory, great British literature, theN.H.S, music, film and our worldfamous humour were all eloquentlyexpressed in Boyle’s extravaganza. Ithas inspired even me to get asinvolved as possible in the London2012 Olympics.So taken aback was I, so swept up inthe revelry and celebration that Iwas even stirred into the idea oftaking up a sport of some kind.Swimming, I fancied at first. That’sgood cardiovascular work and buildsa strong torso, I thought. I ponderedit through the night, from my bed.At length I decided that swimmingwas perhaps not the way to go asyear round access to warm waterwas going to prove problematic.This was good. I was feelingenergised by the surge of patriotismthat every man, woman and child ofmy countrymen was feeling. I

resolved to try my hand at cyclinginstead. I own a bicycle and it wouldbe easy to forge a regime that wouldhelp me shed those beer tokens Icarry around under my belt. Thetrouble with cycling of course is themountains. They are so hard toavoid and far too severe for a younglad just starting out and just to-ingand fro-ing along the playa couldprove tiresome. I needed to thinkthis through with Olympian vigour.The next idea I had was to find outif there is an Olympic sport of hiking.I like hiking and I could alwayschoose the severity of my routeaccording to my mood andhangover. Also, when hiking Onemust take the time to sit andcontemplate the view and indeedthe world, that’s kind of the wholepoint of it and one of theendeavour ’s most appealingaspects. A brief Googling rudelyawoke me to the fact that hikingisn’t a sport at all, at least not onerecognised by the Olympiccommittee or anyone apart fromme.My search for something appropri-ate continued through the night. Irecalled that my mate Paco deValencia once took me Archery-ing.I proved to be rather good at it andconsidered this as perhaps the wayto go but I don’t own an arrow letalone a bow and dismissed thewhole idea as too troublesome byhalf.Shooting! I am good at that and Iwas even once gifted a rifle by agreat old friend. I might have beenon to something there if it weren’tfor the startling news that you’re notallowed to pursue the sport from asitting down position and, of course,my eyes aren’t what they used to be.

My mind moved along. I once hungout with a chick that fancied herselfas rather good at rhythmicgymnastics (and cooking too, as ithappens) and having been aroundthe sport for a while I wonderedabout trying my hand at it. Theleotard practically cut me in half andfairly drove my mind fully away fromever leaving the sofa again.And here I sit, safe and cool.Of course this column is supposedto be about web sites so here is thepoint of my ramblings. Should youwish to venture away from your sofaand the telly you can always keepup with Olympic events at theofficial website www.olympic.org. Itis a very comprehensive site witheverything you’ll need to knowabout London 2012 and pastOlympics too. For those of you luckyenough to own a smart-phone youcan also download an app on thesite that will update you with medalscores and any other shenanigansthat those fine young men andwomen get up to.

alleging that the IVA (VAT)

increase, due on the 1st of

September, will affect water, gas,

telephone and electric bills for the

months of July and August unless

the government issues an

exception. FACUA, the consumers

organisation, has pointed out that

most utility companies will issue

their two months bills in

September, after the 1st of

September increase in IVA.

However, the bills will be for

services provided in July and

August, meaning that in effect

consumers are having the IVA

increase forced upon them two

months before the announced date.

It seems that there isn’t a lot anyone

can do about it.

Tickets for the last night of theFestival will cost only 18€ and a ticket for all Festival performances willbe only 35€. The performers are reducing their fees partly because ofthe crisis, knowing that many people in the Levante would wish to comebut just couldn’t afford a normally priced concert.Also, more than a hundred years ago Vera was home to some greatflamenco innovators. They developed and became famous for a styleknown as ‘Trovo’ in which both singer and the guitar accompanistimprovise songs about every day troubles and joys that we allexperience. The Trovo concert may just revive that long lost traditionespecially among the young as back in the nineteenth century the songswere mainly about the hardships of the miners. Today they can be aboutthe crisis, bankers or heard-hearted lovers. One of the new generationof troveros, Aitor, performing on the Thursday, is an urban trovero withmany acclaimed recordings to his credit. He dresses like a rapper andhas much in common with that genre.The Wednesday Trovo concert will need audience members to have ahigh level of Spanish. The Friday show and the first part of Saturday’sare in part devoted to a “Certamen” (Competition) in which singers anddancers from across Spainwill compete for a First Prizeof 1000€ plus a commemo-rative ceramic bowl. Judgingby the pre-auditions thestandard is set at a very highlevel.

DAISY - white, blue eyes, approx. 2 years of age.Some people that had been feeding this “stray” cattook her along to the vets as she was heavily pregnant– following an emergency caesarean section, the kitswere unfortunately still-born. Daisy is now recoveringwell at the vets but, it is clear to all who see her, thestreets are no place for this gentle, beautiful lady - itis time she had a home to call her own and to put herforaging days behind her. REBEL - is a friendly and outgoing youngdog. He was abandoned with another youngdog, female, and both were in very goodcondition and sociable and we think theymay have been pets prior to abandonment.Rebel loves going for walks with volunteers.He is affectionate and likes attention, andwill scratch at you with his paw to get noticed.He will go in to a submissive pose on his backif he doesn’t want to go somewhere, but alsoenjoys this posture so that he can get his stomach rubbed. He is group kennelledwith four male dogs of similar size, and he maintains the hierarchy over a youngdog that lacks manners. He does this well without aggression. Rebel does showsome food bowl guarding behaviour therefore he is fed separately. He likesplaying and enjoys human company and contact.

ROCKO - Not satisfied by the good looks bestowedupon Rocko by nature, somebody decided to takea knife to him and cut off not only his tail but also hisears, quite close to his head. Rocko was abandonedoutside the Shelter with another dog (adult female– Candy) and both dogs were in a deplorable stateof malnutrition and neglect. Rocko was afraid ofstaff and caretakers at first but he has now gaineda lot of confidence and has become friendlier andmade a fast improvement. Rocko has been pairedwith several kennel partners, male and female, and

is currently with one adolescent male of the same size. Rocko is generally awell-behaved and quiet dog, not demanding, and stands a bit more to thebackground than some others. He shows a quiet interest in you and enjoys goingfor walks. We continue to help socialise Rocko on a daily basis and he hassettled in quite well into the shelter environment. He seems to have a quiet tonormal energy level, does not fence run or bark or show any such stereotypicalbehaviour. He is a favourite of some of the staff members as he stands out asbeing an overall nice and gentle dog. We do not know how he reacts with cats.

MISTRAL - is friendly with people and likes togo for walks. She is playful and tolerant of herdominant and playful kennelmate (that she wasabandoned with). Nice dog. Mistral has shownherself to not always be sociable with otherfemales and some males.

August is a funny month. Traditionally it issupposed to be the winter months that areexpensive, which is really down to the need forheating. We suck in a deep breath, wag ourheads and intone ‘Going to be an expensivewinter. I’ve had to buy another load of logs,and would you know it, they’ve gone up again!And that’s without the electricity bill, we’ve hadto put the heating on early this winter, whatwith our arthritis and all. Not to mention thatnow that the evenings are drawing in the housegets so dark we have to turn the lights on atteatime to avoid falling over the dog in the dark.Gas bottles have gone up as well, you know. Idon’t know, and me a poor pensionista!Where’s it all going to end?’

‘Captain Brian Cuba’ has been outfishing a few times, nothingspectacular but some very big andstrong mackerel together with a lotof large combers. Mark got a verynice weaver a couple of days ago soBrian filleted it for him and is nowawaiting his observations on its taste.(It tastes like sand Brian! Which iswhere it lives for most of its life?)Brian is still managing to get theswallow tail sea perch back alive.They usually die while unhookingthem but Brian now unhooks themin sea water and returns themquickly.He had a really good look at one ofthe larger sun fish the other day; itwas almost in the boat! See photoabove, and how tame or trusting theyare, if only it knew what was coming!About 30 minutes after leaving itthey saw a Spanish boat with about 5teenagers on board spot the fish andgo to look at it. They got alongsidethen suddenly 2 of them leapt fromthe boat and caught the sun fish.Between them they managed to getit on board and amid a lot ofwhooping and shouting they passedit round, got some photos then, I’mglad to say, they put it back. Brianchecked, it was OK, but it looked a bitshell shocked and we bet it won't betoo easy to get close again. A pity, itwas really friendly and quite a decentsize.Brian’s other highlight of the weekwas a good sighting of 3 large whalesabout 2 km out from Garrucha Fort.It was a mirror calm morning andvery clear. They were leisurely

travelling south. The leadingwhale was big, the fin and itsback when it came up wereat least twice as long asBrian’s 21ft boat, it really wasa monster and they were allblowing 10 ft+ spouts. Whenhe got to about 30ms ofthem, approaching fromtheir side, they went down;all rose right out of the waterand then dived leaving 20ftwhirl pools on the surface.What a sight.Brian and his crew clearly saw thewhales surface and blow off about 2miles down the beach. Even at thatdistance they were clearly visible toBrian’s crew at Garrucha, they wereso large. Unfortunately Brian wascaught by surprise and didn't manageto get to the cameras which were inthe cabin at the time and his had flatbatteries anyway. SOD’S LAW, still,everyone on the boat got a reallygood sighting and all seemed happywith the encounter.In the Med there are many whalespecies including, pilot whales, spermwhales and fin whales although I’mnot sure what Brian saw as he saidthey had big and pointed dorsal fins.‘Chef Jeremy’ and I went out with‘Orca Steve’ and the forecast wasn’tgood but we decided to suffer thestrong-ish wind and swell to a metre.We trolled for about an hour with notakes (Where are the flipping tunathis year?) We drifted over Steve’sfavourite 360 foot hole not far fromGarrucha’s harbour wall just for awhile during a less windy spell beforebeing forced to drop the anchor in425 feet to come to rest over 400feet.Nothing exciting happened but wecaught 50 to 60 fish, pandoras to 1 1/2lb, scabbard fish to 2 foot long,pouting to 1lb, blue mouths to 1lband a small comber.We trolled back to the harbour withone of my lures being a half scabbardfish and it looked so good I couldn’tbelieve I didn’t get a take. That goodit was I took it home to freeze for next

time I’m out.

The Spanish Government has introduced newresidency requirements for all EU citizens –including Britons – who plan to reside in Spainfor more than three months.Under the new rules, EU citizens applying forresidency in Spain may be required to produceevidence of sufficient financial means tosupport themselves (and dependants).Applicants may also be asked for proof ofprivate or public healthcare insurance.The Ministerial Order sets out the newrequirements and some of the documentationapplicants may be asked to present. ENTRY & RESIDENCE REQUIREMENTSENTRY REQUIREMENTSIf you are a British Citizen or British Subjectwith Right of Abode in the United Kingdom,you do not require a visa to enter Spain. OtherBritish Nationals should confirm the currententry requirements with their nearest SpanishEmbassy.A valid British passport must be held for entryto and exit from Spain. There is no minimumpassport validity requirement but you shouldensure that your passport is valid for theduration of your visit.RESIDENCE REQUIREMENTSFrom 28 March 2007, Royal Decree 240/07requires that all EU citizens planning to residein Spain for more than 3 months should registerin person at the Oficina de Extranjeros in theirprovince of residence or at designated Policestations. However, you will no longer be issuedwith a residence card with a printedphotograph. Instead you will be issued an A4printed Residence Certificate stating yourname, address, nationality, NIE number(Número de Identificación Extranjeros) anddate of registration.If you are an EU citizen with a valid residencycard, you do not need to do anything until yourcard expires. On expiry you must register atthe Oficina de Extranjeros or designated police

stations. Weare aware that this has caused inconvenienceto British Citizens living in Spain. We can assureyou that we have raised the matter with therelevant authorities both in the UK and Spainhowever ultimately this is a matter for theSpanish government.At present the only legitimate form of ID forBritish Citizens that is recognised by theSpanish Authorities is the British passport.For making payments at shops and stores youmay find that a photo driving licence orcertified copy of your passport is accepted.However, please bear in mind that there is noobligation to accept either of these forms ofID, and you may be asked to show your passportinstead.UK IDENTITY CARDSThe Identity Card Bill received Royal Assent on21 December. This means that identity cardsceased to be valid from midnight on 21 January2011. If you are currently travelling overseasusing an identity card and don't have access toa valid British passport, you will need to makearrangements to obtain a passport to continueyour travel. You can either renew your lastpassport or, if you need to travel quickly youcan apply for an emergency travel documentat your local British Embassy or ConsularOffice.
