Implementation agency shall configure the hand
held devices in APM, configure interfaces,
customizations if any and hand hold. However,
BPCL will carry the hand held devices to plant and
take data for which implementation agency shall
guide initially.

Implementation Agency shall carry out Software Installation on Server
Operating System Windows Server 2012 or later version (64 Bit) and SQL

Virtual Server (on VMware/Citrix platform) and/or public cloud.
Operating System, Database and APM Software and required hardware will be
provided by BORL.

Wipro Upgrade/Update/fixation of Patches Notwithstanding anything contrary elsewhere mentioned in the contract any
upgrade/update/fixation to the patches in software shall be at an additional cost to
BPCL
BPCL group refineries are procuring software
license along with maintenance and support.
APM Software down load will be provided by
BPCL. Bidder shall install the software. Any
patches, downloads of patches/bug fixes will be
provided by BPCL. However, implementation shall
be done by bidder during implementation work at
no extra cost.
Wipro 2. What is the length of MR & KR pipeline
section?
1) Mumbai Uran LPG pipeline section length
approximateley 28 km at MR.
2) Santacruz ATF pipeline length approximately 14
km at MR.
3) Kochi ATF pipeline length approximately 34 km
at MR.
4) CCK pipeline section length approximately 40
km at KR.
Wipro 3. Does vendor we need to have separate
PM for different sites?
Separate project manager shall be deployed for
each site.
Wipro 4. Can vendor share Data and document
soft copy to offshore team?
Implementation agency can share
data/documents with off-shore team with
confidentiality agreement with BPCL/BORL/NRL.
TCS 1 35 Annexure-1, AFUNCTIONAL DESIGN SPECIFICATION Implementation Agency shall conduct a common workshop for FDS for all
modules / work processes listed in Annexure-A for BPCL MR & KR. Work shop
shall be held at BPCL MR and KR. Implementation Agency shall submit the FDS
to BPCL Team for approval.
As BPCL refered to common workshop for
FDS, we assume common workshop to be
held at either MR or KR. Please confirm.

During FDS, implementation agency shall identify

KR: The asset count for NHT-CCR in BPCL KR is
400 which includes drivers & driven equipments.
MR: The asset count for NHT-CCR in BPCL MT is
350 which include drivers and driven equipment.
Mumbai-Uran pipeline: There are 4 nos. rotary
equipment in pipeline (2 main pums+2 booster
pumps). These also have drivers etc.

event document in Meridium as existing in MR. The Inspection event document
should be able to close the Notification both in Meridium and SAP, and update
the Inspection Task. Observation and failure codes etc. shall be populated to
SAP to the respective table.
This feature should be available in
standard Meridium APM software. We
assume TCS to configure the feature
available in the software. Please confirm.
Update of notification history is supported as
standard. Additional fields may be configured
using avaialble free fields during implementation.
Closure of notification will be supported as
standard.
TCS 8 47 Annexure-1, G, 5Custom formulae and stress value Provision shall be made for addition of the custom formulae and stress values. This query has to be sent to software OEM

TCS 9 47 Annexure-1, G, 6T-min calculator for ASME Sec-VIII Div.2 In addition to existing T-min calculators, implementation agency shall add T- min
calculator for ASME Section VIII Division 2 and add relevant PV stress values for
all code years.
This query has to be sent to software OEM
to check for Tmin calculator for ASME
Section VIII Division 2 is available in
Meridium APM software.
We assume that BPCL shall provide
relevant PV stress values in excel format
for all code years. Please confirm.
Custom formulae to be created as defined during
FDS and to be configured by implementation
agency. BPCL will provide the PV stress values and
implementation agency shall upload the same
using data loaders.
TCS 10 47 Annexure-1, G, 7T-min calculator for Storage Tanks Implementation agency shall add T-min calculator for storage tanks and add
relevant PV stress values for the same.

to check for T-min calculator for storage
tanks is available in Meridium APM
software.
We assume that BPCL shall provide

excel format for all code years. Please

Push RBI recommendation or inspection task analysis to ASM to
Inspection notification for the same with option of user intervention
BPCL to provide the counts for PFD and
P&ID for MR & KR pipeline.
Each pipeline generally have 1 to 2 PFD and 2 to 3
P&IDS for each sections at starting point station
and sectionalizing station, and pipe book for
pipeline. The exact number of PFDs & P&IDs can
not be exactly counted like done process plant.
TCS 12 52 Annexure-1, J, 14Update the risk ranks of existing records MR and KR handholding shall be considered as complete only when all the
existing analysis in RCM/FMEA/ASM/RBI are updated with new risk ranks in
accordance to the changes carried out in risk matrix.
Does implementing agency have to update
risk rank of all existing records as per new
CRM? So the existing records risk ranks
shall reflect the new ranks.
KR risk matrix for RCM will be made similar to MR
to standardize and push to CRM. For this, bidder
to run the analysis of RCM to bring it CRM.
TCS 13 54 Annexure-1, MTime of Completion The completion period for the entire scope of work for MR and KR shall be 15
months from the date of purchase order.
TCS request BPCL to revise the completion
period to 18 Months based on our
evaluaiton of total project scope.

stabilization period of 6 months is in
addition to the completion period.

In case the contractor fails to complete the
whole work within the stipulated period, he
shall be liable to pay liquidated damages of

PwC Non-technical 5 121 Sec 26 Liabilities: Unlimited liabilities for
following:
(a) In the event of breach of any Applicable
Law;
(b) In the event of fraud, willful misconduct
or illegal or unlawful acts, or gross
negligence of the Contractor or any person
acting on behalf of the Contractor; or
(c) In the event of acts or omissions of the
Contractor which are contrary to the most
elementary rules of diligence which a
conscientious Contractor would have
followed in similar circumstances; or
(d) In the event of any claim or loss or
damage arising out of infringement of
Intellectual Property; or
(e) For any damage to any third party,
including death or injury of any third party
caused by the Contractor or any person or
firm acting on behalf of the Contractor in
executing the Works.
Our overall liability shall not exceed the amount
of fees paid to us under the engagement without
any exceptions. We will not be liable for
indirect/consequential losses.

As part of our proposal, OEM would like to sublet to
other agencies to give the best and most optimum
proposal to BPCL. We will clearly state in the
proposal which external parties we are subletting
the work to. If BPCL finds external agencies in
Holiday Listing, BPCL has the right to cancel our bid.
While we will be sub-letting the work to other
partner agencies, we will own the entire delivery of
the project and BPCL shall hold us liable for
execution of this project.For execution ease &
utililize our internal best resources effectively and
to offer our best & optimal proposal, we will
subcontract this order to its affiliate group entity as
clearly stipulated in our proposal. Hence
consulatant will have right to sub-contract/ sublet
this order to any of their affiliate group entity
without BPCL approval..
