SYNOPSIS
The landmark General Election on 8 November 2015 has seen the National League for
Democracy (NLD) won strong mandate to take Myanmar to new heights of development.
With the world eyeing closely on the transition and ready to participate in the growth of
the frontier economy, Myanmar is poised for change. Even before this election, the rapidly
developing economy has seen strong growth rates (>8%) since their opening up in 2011.
Coupled with a young population of 52 million, the US$65 billion economy strategically
located in the centre of China, India and mainland Southeast Asia has seen strong FDI into
the country to help her development, especially in her infrastructure.
Singapore companies should not miss the opportunity to find out more through this
seminar and are encouraged to explore opportunities in this rapidly developing economy.

Mr. Koh Lin Ji
Group Director, International Development Group

Mr. Koh Lin Ji has taught and researched in economics in the University of Ottawa
from 1982 – 1985 and worked on an econometric forecasting for the Singapore
Economy in the National University of Singapore from 1986 – 1989.
He joined BCA (then known as the Construction Industry Development Board) in
1989 and developed the first econometric forecasting model for the Singapore
construction sector. Under his supervision, his team formulated the first Singapore
Construction Tender Price Index, developed and managed the ports at Lorong Halus
and Tuas for the imports of sand and granite and made forecasts for construction
trends in Singapore between 1990 and 2002.
Mr. Koh moved on in 2002 to promote BCA services and Singapore firms overseas,
in particular China, Southeast Asia, South Asia and the Middle East. He is now the
Group Director for the International Development Group in BCA. His team also set
up the BCA International to facilitate the export of BCA services overseas.
Mr. Koh led the BCA team to work with his Chinese counterpart to develop the
green building standards and regulations for major cities and agencies in China;
some examples are the Sino-Singapore Tianjin Eco-city, the Sino-Singapore
Guangzhou Knowledge City, the Beijing Municipal Construction Decoration
Association. He was involved in green building assessments and gave talks on green
building policies in China.
Mr. Tin Soe
Economic Counsellor
Embassy of the Republic of the Union of Myanmar in Singapore
Mr. Tin Soe is the Economic Counsellor at the Embassy of the Republic of the Union
of Myanmar, Singapore.
He graduated with B.A (English) (Q) and M.A (English) from Mandalay University,
Myanmar in 1992 and 1997 respectively. He started his teaching career as Tutor to
Associate Professor 1997 to 2015 May at the Mandalay Technological University,
University of Computer Studies– Mandalay, and Myanmar Aerospace Engineering
University.
He was the Deputy Director at Foreign Relations Office of the Department of
Technology Promotion and Coordination under the Ministry of Science and
Technology from June to December 2015. In the same period, he was also attached
to the Ministry of National Planning and Economic Development.

Yangon City Development Committee
Ms. Su Mon Thaw is an engineer at Urban Planning Unit of Yangon City
Development Committee (Yangon City Hall). She holds a Master degree in Civil
Engineering and is the Member of Heritage Works Yangon 2015.
She coordinated the Project for the Strategic Urban Development Plan of the
Greater Yangon with the JICA study team. She also participated in EU Capacity
Building Project and New Town Project for the Yangon City.
Ms. Su is fluent in English and Myanmar and her interest lies in Land Development
and Planning, Construction Management and Structure.
Mr. Minn Naing Oo

Mr. Minn is the Managing Director of Allen & Gledhill (Myanmar) Co., Ltd. and a
Partner of Allen & Gledhill LLP. He has extensive experience advising on banking
and finance, mergers and acquisitions, infrastructure projects, corporate and
commercial, and arbitration. He has acted for multinational corporations,
multilateral agencies, financial institutions, private equity funds and Myanmar
conglomerates.
Mr. Minn is a legal adviser to the Union of Myanmar Federation of Chambers of
Commerce and Industry and the Chairman of the Myanmar International
Arbitration Centre Formation Committee. He is also a Fellow of the Chartered
Institute of Arbitrators and the Singapore Institute of Arbitrators.
He was previously the Chief Executive Officer of the Singapore International
Arbitration Centre and Director at the Ministry of Trade and Industry Singapore. He
was presented papers, written or spoken widely on international arbitration,
international trade and competition policy.
Mr. Minn graduated form the National University of Singapore with an LLB in 1996.
he was called to the Singapore Bar in 1997, and he obtained an LLM in 2001 from
Columbia University as a Harlan Fiske Stone Scholar. He is fluent in English,
Myanmar and Malay.

As the country head for Surbana Jurong (Myanmar), Mr. Lee leads a team of 32
staff providing consultancy services in the areas of Urban/Township
Masterplanning, Architecture, M&E and C&S Engineering, Quantity Surveyor,
Infrastructure, Aviation and Building Management solutions.
Mr. Lee also has extensive experience in Project Development and Management.
He held various positions in companies such as CapitaLand, NTUC Choicehomes
and UOL. He also has business development experience in Malaysia and Vietnam.
His accomplishments include leading a team to streamline processes for Project
Quality Management system and clinching numerous design, green and
sustainability awards for various developments.
Mr. Han Kyi

Mr. Han Kyi graduated from Physics Kyeemindine University, Yangon, Myanmar in
1990. He is the Executive Director of Construction & Housing Development Bank,
where it is a semi-government bank established to provide financial solutions for
affordable housing.
He also takes on the role of Director for GC Development Co., Ltd, Constructive
Engineers Ltd and Creation (Myanmar) Co., Ltd.
GC Development Co., Ltd is an emerging property developer with 5 development
projects in Yangon & Nay Pyi Taw, Myanmar.
Constructive Engineers Ltd is one of the largest HVAC & Elevators contractors in
Myanmar representing Carrier Air con and Otis Elevators of United Technologies
for more than 40 years. Creation (Myanmar) Co., Ltd is one of the largest retailers in
Myanmar operating more than 200 retail outlets & franchisee of Mango, Charles &
Keith, Giordano, Bonia, Crocs, Clarks, etc.

Mr. Kyaw Paing is a trained lawyer with in-depth knowledge of Myanmar
corporate and financial law. He has 18 years of experience in Criminal & Civil law
practices and specializes as a Property Lawyer. He is also the founder of SPA/FMI
group of companies established since 1991 to 2013. He has 22 years of
experience in areas such as Business, Real estate, Manufacturing Services,
Agriculture and Automobile industries.
He is also the Vice President of Myanmar Construction Entrepreneur Association,
the Chief Executive Officer of the Myanmar Construction Development (MCD)
Public Co., Ltd and director of Mandalay Myotha Industrial Development Co., Ltd.
He was also a former national golf player who has represented Myanmar around
the region.
