National Police Week 2012 May 13th - 19th � ousands of people—fellow o� cers, surviving family members and other loved ones—will gather in Washington, DC, this May to honor and remember those o� cers who made the ultimate sacri� ce last year and in yesteryear.

� e o� cial dates of National Police Week 2012 are May 13-19. In 1962, President John F. Kennedy signed a proclamation that designated May 15th as Peace O� cers Memorial Day and the week in which that date falls as Police Week.

Highlights of National Police Week include the 24th Annual Candlelight Vigil, which will take place on Sunday evening, May 13th, at the National Law Enforcement O� cers Memorial. An anticipated 20,000 people will pack the Memorial grounds to raise candles in honor of all fallen o� cers and to hear the names recently engraved on the Memorial walls read aloud.

We look forward to welcoming our friends, supporters and law enforcement survivors to our nation’s capital for National Police Week 2012.

Ordering Commemorative Wreaths � roughout the year, beautiful wreaths and � ower arrangements are placed at the National Law Enforcement O� cers Memorial to honor the memory of our fallen o� cers. Wreaths are o� en laid on the Anniversary of an o� cer’s death or during National Police Week. Wreaths are placed near the O� cer’s name on the Memorial. Leaving Tributes at the Memorial � ere is a longstanding and wonderful tradition of leaving objects at the Memorial in remembrance of loved ones whose names are inscribed there. If you choose to leave items at the site, please be aware of the following guidelines:

• Use only blue paper tape when affi xing an item to the Memorial walls (available from Memorial Fund sta� at the site). Duct tape, electrical tape, masking tape, gum and bumper stickers should never be adhered to the Memorial’s walls.

• Do not leave burning candles at or on the Memorial.• Th e Memorial Fund takes no responsibility for any object left at the Memorial. • Since the site is not patrolled, items may disappear or be damaged by

inclement weather.

At the close of National Police Week, items le� at the Memorial are deemed to be the property of the Memorial Fund. If you wish to keep an item placed at the Memorial, please remove it by 6 am on � ursday, May 17th. In the case of inclement weather, Memorial Fund sta� may begin collecting and removing items prior to this date and time. If you wish to have your item considered for the collection of the National Law Enforcement Museum, please mark the back or bottom with the fallen o� cer’s name and wall section number, and take care to protect it from the elements.

National Law Enforcement Museum The National Law Enforcement Museum will be mostly underground, located adjacent to the National Law Enforcement Officers Memorial in Washington, DC’s Judiciary Square. It will tell the story of American law enforcement through high-tech, interactive exhibits, collections, research and education. The Museum’s education programs will teach our nation’s youth and adults about law enforcement in order to build a stronger connection between America’s citizens and the officers who serve our communities.

On January 3, 2011, Museum construction personnel began moving underground utilities and running water—the first construction steps—which have been completed.

Last December, the National Law Enforcement Officers Memorial Fund’s Board of Directors provided approval to begin construction drawings for the building and design drawings for exhibits. Construction on the Museum’s structure is estimated to start in 2012, which involves digging underground about two and a half stories then building back up.

During what will likely be a 20-month process, exhibit fabricators will be building the Museum’s wide array of interactive and experiential exhibits. When the core, shell structure, and interior of the Museum are ready, installation of exhibit content will be worked on concurrently and take about six months to be completed.

Museum staff will continue to develop educational programs for the thousands of children and adults who will visit the Museum, as well as nationwide programs for the many individuals of all ages that will only be able to experience the Museum online. The goal is to offer a range of diverse and dynamic education programs and resources to Museum visitors in a variety of formats, whether they visit in person or via the Museum’s website.

The Museum is expected to open its doors in 2014. To date, more than $56 million has been raised toward the Museum’s $80 million campaign goal. In 2011, firearms-related fatalities reached a nine-year high with 71 officers shot and killed. Thirteen officers were shot while attempting to arrest a suspect, typically considered a more routine call. Ten officers died responding to domestic disturbance calls and seven died while both investigating suspicious persons and circumstances and responding to robbery in progress calls.

Other officers were shot while handling mentally deranged persons (2), tactical/hostage/barricaded offender situations (2), investigative activity (2), handling/transporting and custody of prisoners (2) and in traffic pursuits (1). Four multiple-fatality, “cluster-killing” incidents (when two or more officers were shot and killed in the same incident) occurred in 2011 — two in Florida (St. Petersburg and Miami-Dade), one in Grundy, VA and one in Rapid City, SD.

New training initiatives should focus on routine law enforcement calls in order to emphasize how a routine situation can turn deadly in an instant. Training in defensive tactics and hand-to-hand combat will allow officers to be mentally and physically prepared for these potentially violent encounters.

In recent years, the number of officers shot and killed in ambush attacks has increased. To prevent situations like these, training should reinforce the need for as much information as possible from dispatchers prior to officers arriving at the scene.

The History Beat pavilion will be an elegant, transparent, and inviting glass and steel structure where visitors can learn more about issues that have continuing relevance to American law enforcement and American society. By learning about the stories of historic objects carefully selected from the Museum’s collection—from law enforcement uniforms to vehicles and equipment used by law offi cers throughout history—visitors will gain a greater understanding of the ever-changing and evolving law enforcement profession.

As they enter the History Beat, visitors may fi rst notice the hard-to-miss ca. 1928-31 Model A Ford on display. But as they explore the space, the eclectic mix of objects located in artifact cases on the backwall may be next to catch their attention. Visitors might wonder about the importance of a carte de visite (a small photograph) of an 1870s Ku Klux Klan member and how it might relate to a late 19th century police coat or an early 1990s ATF helmet, but they will soon discover each artifact can provide an entry point into understanding an important aspect of American law enforcement.

As visitors draw closer, they can push a button on a small rail to learn more about the evocative objects displayed. A single touch will put into motion an almost magical transformation as hidden doors slide across each of the unselected objects until the chosen object stands alone. A projection will then fi ll the surrounding wall, and a short fi lm will play. This audio visual presentation will examine the full meaning of the chosen object—starting with the basic facts of its creation or use, and moving on to make connections between it and a larger theme in law enforcement history.

This exhibit has been generously funded by a $2 million gift from GLOCK, Inc., an Austrian company that has sold pistols to American law enforcement agencies since 1986. Today, 65% of law enforcement agencies in the U.S. carry pistols made by GLOCK, making the company a signifi cant part of the history and innovation of the law enforcement profession.

For the fi rst time in 14 years, traffi c-related fatalities were lower than fi rearms-related fatalities, with 60 offi cers killed in 2011—a 15 percent decrease from 2010 when 71 offi cers were killed. Th is was the second-lowest number of offi cers killed on the roadways in the last 15 years.

Forty-two offi cers were killed in automobile crashes, 11 were struck and killed, fi ve were killed in motorcycle crashes and two were struck and killed by a train while in an automobile.

Fatalities caused by automobile crashes decreased 16 percent from 50 to 42 offi cer deaths. Offi cers struck and killed decreased 21 percent, from 14 offi cers in 2010 to 11 in 2011.

Although automobile crashes decreased by 16 percent and offi cers struck and killed decreased by 21 percent, the overall trend of rising traffi c-related fatalities has continued since the 1960s.

Local and national training initiatives for law enforcement and the public may have played a role in the 2011 decrease of traffi c-related offi cer fatalities.

Joseph M. Urschel, Announced as New Executive Director The National Law Enforcement Museum announced Joseph M. Urschel as its new Executive Director. Mr. Urschel will play a leadership role on the team responsible for building the Museum, which will tell the story of law enforcement in America through interactive exhibits, extensive artifact collections, research and education.

With a track record of successful museum experience— including leading construction of another Washington, DC museum, the Newseum, a few blocks from the National Law Enforcement Museum site, Mr. Urschel’s knowledge and enthusiasm make him a critical asset to the Museum project.

In 2011 the Museum completed the first phase of construction, which included the relocation and installation of a new utility infrastructure that will serve the Museum and its surrounding neighbors.

The Memorial Fund is now raffl ing the motorcycle — a 2012 Peace Offi cers Special Edition Ultra Classic Electra Glide. Proceeds support the construction of the NationalLaw Enforcement Museum in Washington, DC.
