Last week we talked about how we Chinese uphold self-cultivation for perfection. Just into this week the whole of Hong Kong and internationally people are talking about an ICAC case involving the Chief Executive Donald Tsang. It may take prolong investigation to ascertain any criminal charge or judiciary outcome; but from the incidents as reported and Donald Tsang s replies, it is beyond doubt that he has been acting way behind the expectation of others on a Chief Executive.

Hong Kong civil servants are renowned for their honesty; Donald Tsang has been among them over his long service. But since he has become the top administrator of the system for seven years, he has been enjoying special relations with and treats from the rich sector which he takes for granted. This is no occasional mistake; this is corruption coming out from unchecked power and authority. His behaviour reminds me of a British historian Lord Acton s saying his book Freedom and Power : Power tends to corrupt, and absolute power corrupts absolutely. Just a head of a special administrative region still under the wings of China could corrupt as such within a few years really tells what the Bible has told about the sinful human nature.

Chinese elites have suggested using both governing rules and moral guidelines to counteract human sins and wicked thoughts through education and teaching. This is said easier than done. For people in power, the consequence could be widespread.

A sound democratic system is a good means to guard people in power against corruption. If the power to govern comes from the people s voting, there would be no dictator and no person could possess unrestrained power. Even though a democratic society such as Australia would still be ineffective, incompetent or defective at times, but the people still hold the power to vote out any irresponsible or corruptive government. My heart goes to the Hong Kong people and I hope not before too long they could have the power to vote for people in governance.
