Following the resignation of Kevin Rudd, there had been contention within the Labour Party on the filling of his vacated post of Foreign Minister. Yet it was the sudden resignation of Mark Arbib which unexpectedly made Bob Carr, former NSW Premier, as the Foreign Minister subsequent to his appointment as Federal Senator. His appointment has also boosted Gillard s popularity as Prime Minister over opposition leader Abbot. Politic indeed is so unpredictable and anything could happen within a day.

Bob Carr was the NSW Premier for 10 years from 1995 to 2005. He came into power with a narrow margin of one vote but his failing popularity towards the end of his service resulted in his resignation both as Premier and Senator. There had been mixed assessment on his 10-year performance mainly regarding to his economical management of the State. Being a smart politician, as when he resigned he was tipped to be an upcoming candidate for Federal Government election. Thus his recent appointment as Senator and Foreign Minister should not be seen as surprising.

Despite he is 64 close to retirement age, his abundant experience as a State Premier and his good relation with some foreign national leaders are his good assets for the new posting. But the question is whether the Labour Party is actually running out of better alternatives of picking another qualified serving minister in par with Kevin Rudd s qualities as Foreign Minister.

The internal rivalry of the minority Labour Party government has hit out some Rudd s followers while the Gillard s camp is already short of competent personnel. Would this substandard governance lead to some adverse impact on the society to the effect that the government would be punished by the electorate in the upcoming election?

Any internal rivalry could only lead to self-damage. This is happening both in Australia and Hong Kong. Why leaders cannot spare themselves from such an obvious trap?
