Welcome Remarks, Agenda Review, and RAB Discussion Items Keith Forman (Base Realignment and Closure [BRAC] Environmental Coordinator [BEC]) opened the December 2016 RAB meeting for the Former Naval Station Treasure Island (NAVSTA TI), held at One Avenue of the Palms (Building One), Room 117, on Treasure Island (TI). Mr. Forman noted a transcriptionist is present and discussed the process for commenting and asking questions. Alice Pilram (Community RAB Co-Chair) reviewed the agenda (Attachment A).

restructured so that RAB members can ask questions during the presentations. Alternately, she would like the minutes to clearly state when the question and answer period begins. Currently the minutes read as if RAB members are asking questions after a discussion ends, and the flow of the minutes is unclear. Mr. Forman said most presenters, including himself, prefer questions be held until the end of a presentation. Mr. Forman agreed that future minutes will more clearly state when the question and answer period begins so the reader understands RAB members were requested to hold questions. The RAB voted to approve the minutes with the edits incorporated.

Old Business – BRAC Cleanup Team Update Nathan Schumacher (DTSC Community Involvement Specialist) provided an update on the work DTSC has done since the last RAB meeting. DTSC reviewed the Well Destruction Work Plan, the edits to the Site 12 Record of Decision/Remedial Action Plan (ROD/RAP), the Site 24 pre-remediation groundwater sampling results, and the Site 30 Final Status Survey report.

Ms. Zech said the Water Board reviewed many of the same documents as DTSC. Ms. Zech said her work coming up will primarily focus on Site YF3 work plan comments.

New Business – Update on Citizen’s Advisory Board (CAB) Meeting Becky Hogue (RAB member) is also a member of the CAB, which advises the TIDA on redevelopment-related issues. They held a meeting on December 6, 2016. There are vacancies on the board that they hope to have filled soon. The San Francisco Board of Supervisors approved financing plans for upcoming redevelopment on TI, and a public hearing will be held before the board on January 24, 2017. Filmmaker George Lucas has been considering building the Lucas Museum of Narrative Art on TI. The Board of Supervisors expects him to finalize the location in January 2017, then those development plans will be created. Ms. Hogue said TIDA is accepting bids for geotechnical work on TI, and she noted demolition of several structures has already taken place. She said TIDA announced a container garden will be placed at the corner of 9th Avenue and Avenue of the Palms for use by residents. New Business – 2016 Look Back / 2017 Look Ahead, Environmental Cleanup Program Mr. Forman began the presentation (Attachment B). He provided an overview of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup sites on NAVSTA TI: there are 7 open sites on TI and 3 open sites on Yerba Buena Island (YBI). The sites on YBI are on property now owned by the California Department of Transportation (Caltrans). Mr. Forman reviewed

some of the key accomplishments achieved in 2016, including documents and fieldwork. One of the key documents Mr. Forman highlighted is the Final Site Management Plan (SMP). This annual document provides an overview of all of the cleanup programs and sites at NAVSTA TI. Mr. Forman suggested that if a person has time to read only one document, this document provides the best understanding of the cleanup program and the path forward for each site. Several hard copies were placed in the Building One information repository, adjacent to the RAB meeting location, for review. Mr. Forman said the Navy’s project managers are present to provide an update on the progress at their sites since the October RAB meeting. He introduced Kimberly Noble (Navy) to discuss Site 6. Ms. Noble announced that all of the fieldwork at Site 6 is complete. Site restoration was completed today, December 13, 2016. Groundwater wells will be sampled on a quarterly basis. Final documentation for the fieldwork, the Remedial Action Completion Report (RACR) will be finalized in spring 2017. In addition, the Navy is awaiting concurrence from the California Department of Public Health (CDPH) on final radiological documentation for Site 6. Ms. Noble also provided a review of the work at the wood stave pipe site (slide 9). She showed photographs of the work including construction of a drainage bypass line, excavation and removal of the wood stave, construction of a new concrete swale, and site restoration. Mr. Forman introduced Chris Yantos (Navy) to provide the update on work at Site 12. Mr. Yantos said his update includes two large projects: (1) the work at the solid waste disposal areas (SWDA) and (2) the “small digs” conducted in various areas throughout the site to address chemical contamination. At the SWDAs, over 16,000 cubic yards of solid waste was removed; that is equivalent to more than 1,140 truckloads. The removal at North Point is 95% complete. The removal at Bayside is 85% complete. The Halyburton Court removal for polychlorinated biphenyls (PCB) is 20% complete. Twenty-two of the “small digs” have been completed. Mr. Yantos noted those each of these removals was approximately 1 or 2 cubic yards. Eight buildings were demolished so these excavations could be completed. Mr. Yantos reviewed the building demolition locations, shown on slide 14. Mr. Yantos said the work at North Point is nearly complete, with all but one survey unit backfilled. He said the area will be public space and accessible in early 2017. Mr. Yantos noted there will be a follow-on project nearby, but localized just to the Perimeter Road area. That follow-on project will take place

between March and May 2017, and will include potholing to investigate the side walls of Perimeter Road. Mr. Yantos said that during 2016 the area on Bayside Drive known as the “historic burn area” was completely excavated. To complete that work, Buildings 1207 and 1209 had to be demolished and the foundations were removed.

Mr. Yantos said the Navy made significant progress at Westside Drive in 2016, including removal and munitions screening of 1,800 cubic yards of solid waste. Work is currently on-hold and has been for several months, pending contractual modifications. Mr. Yantos reviewed photographs of two items found during munitions screening. The items were ventilated on-site, which means munitions experts punctured a hole in each of the items to make them safe for transport off-site.

Mr. Mehta took over the presentation, providing a recap of work at Site 24. Site 24 contains Building 99, which was a dry-cleaning facility during naval operations. In 2016 the Navy completed a work plan, collected samples to better design the remedy, and conducted baseline groundwater monitoring. In addition, the remedy was implemented, including the removal of 1,200 cubic yards of soil and collection of 47 soil confirmation samples.

Mr. Mehta reviewed the Navy’s plans for treating the groundwater at Site 24. The treatment plan has been approved and the contractors began work the week of December 12, 2016. The plan includes injecting micro zero-valent iron and nutrients to enhance biological breakdown of the chlorinated solvents at the site. There will be 182 injection locations across the site, and each well injection will take one to two hours.

Mr. Mehta showed photographs of the soil excavation at Site 24. The team encountered a utility pipe while digging. The pipe was supported so the team could excavate around and beneath it. Mr. Mehta noted that those who attended the Navy’s annual bus tour in November 2016 saw the open excavation and utility pipe. He showed a photograph of the site now that the excavation has been backfilled and the site is restored.

Mr. Mehta moved on to discuss Site YF3, a petroleum site on Yerba Buena Island. The Navy and regulatory cleanup team made a visit to the site in 2016 to better understand the topography and site conditions. A work plan is currently being prepared.

Dave Clark (Navy) reviewed the status of property transfer at NAVSTA TI. In 2016, the Navy transferred approximately 27 acres to the City of San Francisco on September 20, 2016. This included Sites 21, 27 and Building 3. Mr. Clark noted

the first signs of redevelopment on TI are evident. For example, this RAB now meets in Building One because the former meeting location, the Casa de la Vista, has been demolished in support of redevelopment activities.

Mr. Clark began an update on the planned environmental investigations and other field work in 2017. There is planned field work at Sites 6, 12, 24, and YF3, as detailed in Attachment B and summarized below:

Site 6: Will receive radiological free release and the Navy will continue groundwater monitoring.

Site 12: The greatest amount of work will take place in Site 12, including work in the SWDAs and the excavation for petroleum hydrocarbons at Gateview Avenue. The SMP provides the best look at the path forward for Site 12.

Site 24: Groundwater treatment will be conducted in January 2017 and quarterly monitoring will be performed.

Site YF3: The workplan will be finalized in January 2017 and the team will conduct the first phase of fieldwork in February. This includes conducting ecological surveys and collecting water samples while using the Trident Probe.

There will also be a basewide well destruction project to remove groundwater wells that were installed for environmental investigation and are no longer needed. Mr. Forman explained there is a specific process for well destruction that is required by the Water Board, and the Navy will be following that process.

Mr. Forman reviewed the plans for property transfer for 2017. The areas scheduled for transfer in 2017 are presented on slide 35 of Attachment B. The next area to transfer will include Sites 30 and 31, and the following transfer will includes Sites 6 and 32.

Mr. Forman reviewed plans for community outreach in 2017, including RAB support, attendance at neighborhood meetings, work notices, fact sheets, and the annual community bus tour.

RAB Question and Answer Period:

Mr. Forman opened the floor to questions from the RAB. During this portion of the meeting, RAB members are able to ask questions about any part of the presentations.

Nathan Brennan (RAB member) made a clarification about the well destruction project. He noted the wells are not being destroyed simply because they are no longer needed, but also to prevent them from being a conduit for contamination to reach groundwater.

Ms. Smith asked Mr. Clark why his transfer figure on slide 35 shows some areas as “Navy retained.” Mr. Clark said one of the areas is the contractor compound; that needs to be kept so contractors have a place from which to stage field work. Mr. Forman added the Navy has an agreement that with the City that there will be a contractor compound area until at least 2021. The areas listed as “Navy retained” in the northern portion of the island are reserved for storage of low-level radiological bins.

Mr. Forman opened the floor to community comments and questions. Carol Harvey (journalist) read a list of topics that either the Navy has or has not presented at RAB meetings, that she is interested in hearing about in future meetings. Ms. Harvey said the Navy did 40 digs and referred to them as “small” or “discrete” in brochures that were sent to a few neighbors. She suggested there was not enough discussion and notice of this project. She also asked who will demolish the three RADIAC schools and when the ground beneath those buildings will be excavated. Ms. Harvey also asked where and when the transcript from this meeting will be made available. Mr. Forman said the Navy will try to answer her questions. However, it is challenging for the Navy to respond to a list of topics or statements that are unrelated to the presentations and that are mostly not questions.

Mr. Forman said Mr. Yantos has a project where there were 22 digs, not 40, in the housing area. There have been detailed presentations about that at previous RAB meetings, and a multi-page fact sheet was mailed to all residents on TI. In addition, homes near the digs received several work notices detailing what to expect, and who to contact for more information. He noted the Navy’s Public Affairs Officer has provided her with information and resources, so the RAB meeting is not her only opportunity to gather information. Mr. Forman asked Ms. Harvey to clarify her facts before reading inaccurate statements filled with misinformation.

With regards to Ms. Harvey’s question about the RADIAC school, Mr. Clark said the Historical Radiological Assessment Supplemental Technical Memorandum (HRASTM) provides a clear listing and maps of any area that was related to radiological training on TI. Ms. Harvey clarified that she is interested in who will tear down Buildings 342, 343, and 344. Mr. Clark said those have been investigated and will soon all be radiologically cleared. The Navy has no current plans to demolish those buildings. The future property owner could demolish them as part of redevelopment. Medi Sunga (DTSC) said there were three

buildings that were part of the RADIAC school. Two of them were radiologically cleared by CDPH before Ms. Sunga began work on the project. The third, Building 342 and the adjacent Lot 69, have been radiologically scanned, and the Final Status Survey (FSS) report is being prepared.

New Business – Document Tracking Sheet and Field Schedule Mr. Clark presented the Document Tracking Sheet (DTS) (Attachment C) and the Field Schedule (Attachment D). Mr. Clark noted the first seven items on the DTS are related to radiological investigations. Six of those seven will be completed by April 2017. After the radiological documents are completed, the focus and bulk of the work on TI will be Site 12. Ms. Smith said the DTS lists the due date for comments on the Site 31 Final Status Survey Report as due on December 28; she thought comments were due on December 16. Ms. Sunga said DTSC requested an extension. Ms. Smith asked the Navy to notify her in the future when comment periods are extended so she can take advantage of the extra time to provide comments. Mr. Forman said he would do so; he noted that he has been including any extensions on comment periods within the weekly field work updates.

Ms. Smith said she had questions about field work change documentation for Site 31. One of two variances she read appears to change the radiological threshold at the site. Mr. Forman and Ms. Sunga said the level has always been 1 plus .69 picocuries/gram. Ms. Smith said the other field work change order says the Navy has permission to forego sampling of sidewalls and bottoms of excavations, and instead just resample the soil that was collected. Mr. Clark said in one instance an excavation had been backfilled, but the excavated soil was stockpiled and accessible, so the Navy received concurrence from the regulators to screen the material that had been excavated. Ms. Smith said that is unclear in the document and she will provide written comments. Ms. Smith said the document indicates that GPS was unsuccessful when being used to locate a trench. Mr. Clark said that can happen for numerous reasons, including older, less accurate GPS technology that requires refinement to locate an exact position.. Mr. Forman added the sidewall was ultimately found and that there were no exceedances in the trench.

New Business – Co-Chair Announcements The next CAB meeting will be held on January 3, 2017. Mr. Brennan or Ms. Hogue can provide an update at the next RAB meeting.

Community Question and Answer Period Ms. Harvey said that since the Pandemonium was across from 1314 and 1316 Gateview Avenue, and liquid radiation was sprayed there, as well as at the Pandemonium location near Site 6, she wanted to know why she has not heard discussion of that at the RAB meetings. Mr. Clark encouraged Ms. Harvey to

review the HRASTM to better understand all details regarding the mock ship, the U.S.S. Pandemonium, which was used for training. Mr. Clark added that the location of the training ship in current Site 32 was investigated and a report will be issued in the first quarter of 2017. That document is number four on the DTS (Attachment C), entitled FSS Report for Site 32A. That report will discuss the water used at the site, the holding tanks where the water was stored, and the entire process for investigation at that site. Closing Remarks Mr. Forman thanked everyone for their hard work in 2016. The next RAB meeting will be Tuesday, February 28, 2017, at Building One. The meeting was adjourned at 8:57 p.m.

• Future work in the Westside area is being evaluated based on these latest munitions discoveries

• The process will:

Encourage the dechlorination breakdown process of contaminants

Result in non-toxic end products

• At each injection point, two treatment products will be injected one immediately after the other:

1. An iron compound (called ZVI) to cause chemical reactions

2. Nutrients (called ISB) to enhance natural biological activity

• Each injection point should take about 1 to 2 hours to complete
