PURPOSE OF THE POSITION

This position is responsible to work alongside the Team Manager, with delegated authority to provide clinical and operational leadership and coordination to the multidisciplinary team that supports the delivery of an effective and safe clinical service. To act as a clinical resource to the team offering consultation, advice, mentoring and facilitation of evidence based practice. Contribute to the recruitment of staff, coordinate their orientation and participate in their performance review and professional development processes as appropriate.

NATURE AND SCOPE OF RESPONSIBILITIES

Key Accountabilities Standards / Achievements

Provide leadership, co-ordination and day to day oversight of clinical service delivery

Act as a highly effective role model by demonstrating high levels of clinical competence and professional behaviours.

Facilitate clinical reviews to occur on a regular basis through:

- coordination of review timetable;

- ensuring reviews occur & relevant people attend;

- chairing reviews as required;

- encourage staff to include service user & family participation;

- facilitate a robust review process which incudes, discussion, evaluation and future planning for service user (utilising the identified measurement tools).

Act as a clinical resource and provide mentoring and coaching to staff as appropriate and required.

Provide supervision to staff.

Monitor and review clinician caseloads to ensure manageable workloads are maintained.

Actively monitor that organisational and service policy, processes and guidelines are followed.

Actively monitor utilisation of team resources; e.g. acute community options, inpatient beds, Housing & Recovery resource, Community Living services [CLS].

Attendance and active participation at regular Team Manager/Clinical Team Coordinator meetings, to support consistency of the role/ implementation of team activities.

Coordination of safe service delivery Provide guidance and support to assist mental health clinicians to effectively manage their caseload and to achieve the tasks as outlined in their position description to the standard required.

Provide guidance and coordination of response in the event of an urgent clinical need arising within the team’s caseloads.

Regular auditing of files to ensure that care is delivered to a high standard and as per policy.

Provide regular feedback to staff on audit results.

Report to Team Manager, and other senior staff any identified service / clinical risks and achievements / strengths.

Contribute proactively to resolution and management of risk.

Participate and support the performance review and professional development process for staff

Participate as required in the annual performance review process for clinicians.

Facilitate the booking of all clinicians into mandatory training within the expected timeframes.

Responsible for ensuring students/interns have support during placements and have a quality learning experience with the team.

Ensure new staff appointments have an identified preceptor and/or mentor.

Supervision/ Support of staff Support staff to receive appropriate supervision if difficulties in obtaining supervision arise.

In conjunction with professional leaders, support staff to attend discipline specific meetings—local and regional.

Recruitment and retention of staff Participate as required in the interview and selection process of staff.

Promote the development of strategies that foster a healthy, positive workplace and clinical environment.

Workforce development priorities are identified and reported to team manager. This includes skill mix and training priorities for the team.

Service development and quality Active involvement, and where delegated by Team Manager, undertake a lead in the implementation of team / organisational initiatives.

Participate and facilitate the progress towards integration with Primary Care as and when required.

Participate and support the team with annual business planning and implementation of key performance indicators.

As delegated by the Team Manager, take a leadership role in identified quality initiatives and Key Performance Indicator’s [KPI] e.g. HoNOS and HCC.

Participate as an active clinical team member within the scope of professional practice.

Carry a clinical case load and practice under the appropriate job descriptions and scope of practice specific to clinical discipline.

Cultural Safety & Diversity Working knowledge of the Mental Health and Addictions Cultural Capability Plan

Application of cultural competencies within the HPCA Act 2003 evidenced in annual Performance Development Review and Professional Development.

PROBLEM COMPLEXITY Will be regularly challenged by a wide range of issues and problems. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service. The range of problems will be diverse and require solutions customised to meet the circumstances of the service user. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes. There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of clinical, contractual and legislative risk. Will refer to the Manager and or the Clinical/Professional Leader for advice or second opinion.

SCOPE FOR ACTION

Are empowered to make decisions or recommendations relating to service user care and is encouraged to use initiative and problem solving skills to develop innovative approaches to issues. Discretion is required to be exercised in releasing confidential information to the appropriate parties.

This position description is not exhaustive and the incumbent may be requested to perform any reasonable task within the scope of the position as requested by the Manager /or Professional Leader. This position description will be reviewed from time to time in consultation with the incumbent.

DIMENSION OF THE POSITION

Will be responsible to the Team Manager for the achievement of agreed objectives and operates within the confines of Counties Manukau Health.

PERSON SPECIFICATIONS

Minimum Preferred

Qualifications A professional clinical qualification in a discipline associated with Mental Health e.g. NZ Registered Nurse with approved scope of practice that allows Mental Health and Addiction, Psychology, Social Work, Occupational Therapy

Current annual practicing certificate

Nursing – Proficient and working towards an Expert portfolio.

A full NZ Driver’s Licence with no limitations

Postgraduate qualification

Training in supervision

Completed or undertaking a relevant course/program in leadership/management

A minimum of four years’ experience working in a Mental Health Service, including community mental health teams

Demonstrated experience in implementing service improvement / quality initiative

Demonstrated experience in case load management / clinical supervision

Demonstrated experience in delivering professional supervision

Experience in leadership roles within multi-disciplinary teams

Allied – Demonstrated evidence of functioning at a senior level

Clinical audit experience

Skills/Knowledge/ Behaviour

Understanding of and experience with different health care professional groups

Understanding of the Treaty of Waitangi and cultural competencies required in the service

HEALTH AND SAFETY ACCOUNTABILITIES (Management roles) Health and Safety (H&S) is a key accountability of all Counties Manukau Health (CM Health) staff. All CM Health Managers are responsible to:

Zero harm Engage in safe workplace practices and manage the health and safety of your employees and other people in the workplace.

Engage in safe work practices.

Ensure all Incidents involving staff are reported, investigated and any corrective actions are completed and closed off when completed in the Incident reporting system in line with CM Health Policies and Procedures.

Ensure all corrective activities are completed and controls are reviewed after incidents.

Ensure all staff are Inducted/Oriented to the division/service/work area and recorded in the OneStaff database and participate in Occupational Health and Safety matters.

Risk management Manage all hazards, risks and incidents in the workplace by identifying, evaluating, reporting and controlling them effectively by maintaining a Hazard and Risk Register that is reviewed and kept up to date on an ongoing basis.

Stop work where there is an immediate risk of serious harm and escalate to the appropriate manager.

Ensure you and the employees understand and follow CM Health’s Occupational Health and Safety policies and Health and Safety regulations, what your responsibilities are under the policies and implement these requirements effectively into your work area.

Manage the work area’s risk profile and how these relate to the corporate risk profile and implement and resource mitigation controls.

Engage your employees to participate in Occupational Health and Safety matter.

Work safely Report for duty in a fit state, free from the influence of alcohol or other drugs.

Provide and wear the necessary Personal Protective Equipment for yourself and your staff when undertaking specific activities, or when in nominated areas.

Ensure procedures are in place for clinical and plant equipment to be operated safely.

Participate in relevant safety training, manage and maintain safety related competencies for yourself and your employees.
