Conclusions

• Traditional fixed budget approach needs trial and error 

• Target‐driven approach– Can quickly achieve the target objective – Provide better solutions than the traditional fixed 

budget approach– Has more flexibility in funding levels– Promote cost effective pavement preservation 

treatments– May not yield the best performance measures in all 4 

categories.
