DOST USec inspires PSHS scholars to strive & pursue their goals in life

Scholars of the Philippine Science High School get the best education. It takes perseverance and

hard work for students to survive and surpass all the challenges in PSHS.” This was the statement of Department of Science and Technology (DOST) Undersecretary Prof. Fortunato T. Dela Peña who reached out to the 72 scholars and inspired them to strive hard in their studies and pursue their goals in life, during the opening of the Philippine Science High School (PSHS) Caraga Region Campus (CRC) held at the Caraga State University (CSU) Gymnasium in Brgy. Ampayon, this city. Dela Peña also expressed his thanks and gratitude to the city government officials for the fast realization of the campus and to DOST Caraga headed by regional director Dominga Mallonga where the PSHS is directly under their care.

Dela P e ñ a also stressed that by year 2016, the PSHS will reach to 16 campuses nationwide. “The Philippine Science High School in Caraga region is the 13th campus in the country,” he added. USec further bared that graduates of the PSHS are recommended to enroll science and technology, engineering and mathematics courses in college. “We, as parents should let our children choose what course they would want to take up in college. I believe they

have specific interest which they will really perform well. Let us help them excel in their studies. With PSHS, the students here are expected to do best in Science and Math,” emphasized Dela Peña. Also, the chosen 72 scholars with the presence of their parents expressed their commitment thru the s c h o l a r s h i p pledge. “ T h e c a m p u s administrators with the faculty and staff of PSHS will do their best to ensure the safety and protection of the students while they are in the campus. We encourage the parents to let us know if you have any concerns, we are very willing to assist you,” Dela Peña clarified. He also introduced the Philippine Science High School System as a Service Institute of the DOST whose mandate is to offer on a free scholarship basis for secondary course with special emphasis on subjects pertaining to the Sciences with the end view of preparing its students for a Science career. This is according to Section 2 of Republic Act 3661 that established the first Philippine Science High School campus in 1964.

“PSHS Scholars receive an education that is humanistic in spirit,

global in perspective and patriotic in orientation.

When they graduate, the scholars are

expected to pursue degrees in Science and Te c h n o l o g y at various colleges and

universities both here and abroad.

It is hoped that with seeds of seal for

the truth, the PSHS alumni will continue to contribute to the

betterment of Philippine society through their engagement in research

and development work and leadership in Science and Technology endeavors,” highlighted Dela Peña. During the program, Dela Peña also shared how his children took the challenge as students in the PSHS in Manila and successfully achieved their

President Aquino graces 123rd founding anniversary of the Philippine Bar Association

In his speech delivered before some 200 lawyers at the Manila Polo Club in Makati City, President Aquino lauded the PBA for constantly upholding

the rule of law particularly during the Martial Law regime, the Arroyo administration and the impeachment of former Chief Justice Renato Corona.

President Benigno S. Aquino III on Thursday graced the 123rd founding anniversary of the Philippine Bar Association (PBA)

commending the lawyer’s group for “being a consistent voice for the rule of law.”

He said same as his principles, the PBA has always considered the common good in upholding the rule of law.

The President particularly cited the advocacy of the PBA against human rights violation, which include the investigation into his late father’s assassination; the group’s support for the restoration of democracy during the People Power Revolution; and questioning the “midnight appointments” during the Arroyo administration.

President Aquino recalled the supposed wrongdoings during the Arroyo government involving Corona including his supposed midnight appointment, his non-disclosure of Statement of Assets,

Liabilities and Net Worth and the flip-flopping cases under his leadership.

“I made it a point to be here with your association today not just to thank you for taking a similar position with us, but to thank you for being a consistent voice for the rule of law,” he said.

“Even when so many other lawyers’ groups seem so willing to add to the noise and clamor, your association remains sober and measured in its statements. This is what sets the Philippine Bar Association apart from all other groups. Even in disagreement, you do not pander to public sentiment, but raise the level of discourse and uphold the rule of law—in all situations, you have

found that there is only one answer to the question, “Does this redound to the common good?” he added.

President Aquino extolled the audacity of the PBA lawyers for supporting the administration’s impeachment case despite knowing that such action would jeopardize their careers.

He said ensuring equity and justice is a duty not just by the government but by the lawyers as well, expressing confidence that the PBA will continue to uphold its integrity in serving the Filipino people.

“Whether as lawyers today, or as judges and justices, each time you make a decision that redounds to the benefit of all—each time you choose the straight path, you are not only living up to the oath you swore when you were admitted to the Bar, you are also and more importantly helping to build a more just, a more fair society. Whether or not you are a member of the PBA, whatever your alma mater or area of practice, this is what must unite all those in the legal profession: a firm resolve to uphold both the spirit and the letter of the law, towards serving your fellowmen,” he said.

During the event, the PBA accorded President Aquino a resolution of support.

The Philippine Bar Association is the oldest voluntary national organization of lawyers in the Philippines. It traces its roots to the Colegio de Abogados de

Filipinas organized on April 8, 1891 and the bar association organized by American lawyers in the Philippines in 1900.

On June 24, 1904 under the inspiration of Chief Justice Cayetano Arellano, the Colegio de Abogados de Filipinas and the association of American lawyers in the Philippines merged to form the PBA.

The PBA joined the nation in condemning the proclamation of martial law in 1972, mourning the assassination of Senator Ninoy Aquino on August 21, 1983, and welcoming the return of democracy on February 25, 1986. During martial law, the PBA investigated various violations of human rights and successfully won cases for the release of many detainees.

The PBA condemned the gruesome carnage in Maguindanao on November 23, 2009 where 58 people (mostly women, two of them female lawyers, and some journalists) were killed. They have urged authorities to punish the murderers.

The PBA was the lead organization that questioned the “midnight appointments” before the automated elections on May 10, 2010.

It likewise commended the Senate, sitting as an Impeachment Court under the leadership of Senate President Juan Ponce Enrile, for its May 29, 2012 historic decision — voting 20 for, 3 against — to remove from office then Chief Justice Corona. PND

President Aquino inaugurates various infrastructure projects in Iloilo City

President Benigno S. Aquino III on Friday led the inaugural drive-through of four bridges along the Iloilo Circumferential

Road. On board an open-type pickup truck,

the President made the inauguration crossing of the Jaro Bridge II, signifying the ceremonial unveiling of markers of the other three bridges: Mandurriao I, Mandurriao II, and Iloilo Bridge II.

With the President were Senator Franklin Drilon, Public Works Secretary Rogelio Singson, Interior Secretary Mar Roxas, and Budget Secretary Florencio Abad.

The Iloilo Circumferential Road, which passes through all four bridges, is 97 percent complete and is estimated to cost 1.9 billion pesos.

The four-lane concrete carriageway has bicycle lanes, concrete sidewalk, street lights, and slope protection works.

The 14.18-kilometer Circumferential Road aims to decongest traffic in Iloilo City’s major thoroughfare and reduce travel between the municipality of Leganes and Iloilo City from 45 minutes to 15 minutes.

The President also opened a two-

kilometer portion of the Senator Benigno Aqunio Jr. Avenue-widening project in Barangay San Rafael, Mandurriao District, also in Iloilo.

The road was expanded from the original six lanes to eight lanes, with bicycle lanes and a two-lane service road.

When finished, it will stretch to 15.6 kilometers from the junction of General Luna Street up to the Iloilo International Airport in Cabatuan, Iloilo. The project will cost 424.2 million pesos.

The Chief Executive also led the inspection of the Iloilo Convention Center at the Iloilo Business Park in Barangay Old Airport, Mandurriao District, Iloilo City.

He was welcomed by Tourism Infrastructure and Enterprise Zone Authority (TIEZA) General Manager Mark Lapid, Megaworld Corporation Chairman Andrew Tan, and Department of Public Works and Highways Regional Director Engr. Edilberto Tayao.

Bangsamoro law considers interests of all Filipinos, says Palace exec

The draft Bangsamoro Basic Law (BBL) undergoes a thorough review by the Office of the President, taking into account the

interests of not just the people of Mindanao and other stakeholders, but all Filipinos, Malacanang on Wednesday said.

In a press briefing, Presidential Communications Operations Office (PCOO) Secretary Herminio

Coloma said the proposed law will be passed by the Philippine Congress and representatives of

people from Luzon, Visayas and even other areas in Mindanao that are not directly covered by BBL.

Coloma said it is thus imperative to consider various issues that might be raised when the BBL is submitted to Congress.

“Dahil hindi lang naman iyong tuwirang usapin ng mga direct stakeholders ang tatalakayin kundi ang interes ng buong sambayanang Pilipino, which is more diverse than the present subset of direct stakeholders,” he reasoned.

The PCOO chief reiterated that the government is undertaking a comprehensive study on the draft BBL to ensure that provisions are compliant with Constitution.

“...Narinig din naman po natin ang pagtitiyak ng mga lider ng Kongreso na kapag ito ay isinumite na sa takdang panahon, aaksyunan naman kaagad ito at matutupad pa rin iyong inaasam na pagpapasa nito sa isang plebisito,” he said.

The Palace earlier said the much-awaited draft BBL would be submitted to Congress when sessions resume in July so it could finally be passed for approval by the end of the year.

The Office of the Presidential Adviser on the Peace Process (OPAPP) said efforts have already been made to coordinate with the Senate and House leadership to ensure the proposed law is presented to Congress next month.

This was the statement of Surigao del Norte Governor Sol F. Matugas, as she officially took oath as the Caraga Regional Development Council (RDC) chairperson for the period May 16, 2014 to June 30, 2016 being reappointed by President Benigno Aquino III,

during the 79th RDC Meeting held at the Provincial Convention Center in Surigao City.

“I will remain bold in our advocacies. I will continue to be of service to you, we will do better and do more for the province. It is my responsibility, it is my commitment to do more,” added Matugas.

The lady governor also assured that as the chair of the regions’ RDC, she will so her best to look for programs that would address to the needs of the vulnerable groups.

“I also would like to thank all our partners in the government service who are all present today to share with my happiness as the new RDC chair and for continuously trusting me. Thank you for your unconditional service to the public… I also appreciated much the presence of all our board members, as well as our non-government organizations and constituents. Rest assured that with transparency and good governance, we can all attain our common goals for the province and the region in general,” she added.

OCD-Caraga to popularize disaster protocols through comics

SURIGAO CITY- The Regional Disaster Risk Reduction and Management Council chaired by Office of Civil Defense (OCD) Caraga regional director Liza Mazo, aimed to popularize disaster protocols and drills through comics in the vernacular and this will be distributed at the barangay level.

This was learned during the 79th Regional Development Council (RDC) Meeting held on Thursday at the Provincial Convention Center, this city.

According to Mazo, a workshop activity is set to be conducted by the RDRRMC to come up with a desired output in a layman’s version of disaster preparedness’ Information/Education/Campaign materials.

“It would be much helpful and easier to understand the disaster protocols if these are presented to the common

public in the layman’s term. We will be working out with other partner agencies for this activity which is scheduled in the third quarter of 2014,” bared Mazo.

Mazo also said that OCD has already scheduled visits to local government units and its local chief executives especially that the conduct of capability-building activities is ongoing.

Mazo further urged the LDRRMCs to sustain the conduct of drills for all types of hazards at the local level.

“Only fire and earthquake drills are regularly conducted at the local level. In Surigao del Sur, flood drills are conducted in flood-prone barangays. Starting this third quarter, flood and tsunami drills will be conducted in highly-vulnerable and high-risk areas. All of these activities are included in the RDRRMC Roadmap of 2014,” she reiterated.

Meanwhile, the Department of the Interior and Local Government (DILG) has provided the RDC Secretariat with a printed copy of the comics relating to preparedness during occurrences of natural calamities. The secretariat has then furnished the provinces and cities with a copy of the said comics for reproduction and distribution using local funds.

4ID joins national tree planting day

CAGAYAN DE ORO CITY- In celebration of the National Arbor Day, the 4th Infantry “Diamond” Division through its different line units in partnership with the Department of Environment and Natural Resources of Regions – 10 and 13, Local Government Units, schools, civil society groups and the citizenry conducted a simultaneous tree planting activity at their respective areas on Wednesday, June 25, 2014.

Thousands of different tree species were planted in two regions. The was aimed to create awareness on the uniqueness and fragility of the ecosystem and biodiversity; to encourage the people to show concern about environmental protection and see these trees look like in the future;

and improve landscape and aesthetics and adds tranquility to the surrounding areas.

“Let this activity bind us to become one nation with a common goal which is to bring back the lost glory of our Mother Nature. Your Army is more than willing to support this kind of

advocacy as we are the steward of our country’s territory and the protector of the people and environment,” MGen Ricardo Visaya, commanding general, said.

Arbor Day is a holiday in which individuals and groups are encouraged to plant and care for trees. It has been institutionalized

to be observed every June 25 throughout the nation by planting trees and ornamental plants and other forms of relevant activities. The necessity to promote a healthier ecosystem for the people through the rehabilitation and re-greening of the environment was stressed in Proclamation No. 643.

CAGAYAN DE ORO CITY - The Department of Agriculture - Marketing Assistance Division of Region 10 (DA MAD-10) together with more than 300 companies and exhibitors joined the 8th Manila Food and Beverage Expo (MAFBEX) on June 11-13, 2014 at the World Trade Center in Pasay, Manila.

Cora E. Balabat, Marketing Section Chief of MAD-10, said the purpose of joining MAFBEX is to promote products from the region to the market. She added that they wanted to help producers expand their market for their products and find possibilities of product collaboration and joint ventures. This year, MAD-10 featured the coco sugar of Agay-ayan Multi-purpose Cooperative from Gingoog City and the organic peanuts of Greenminds, Inc., owner of the brand Pilipinut.

MAD-10 also showcased other products of northern Mindanao such as the Ginami, a playful remix of bagoong (a condiment made of partially or completely fermented fish or shrimp and salt) by Shiga and the cashew nuts of Best Agri Products Processing Cooperative (BAPPCO), both from Cagayan de Oro City; the naturally produced coffee of Kape Maramag, and the Banana Chips of NM Food Products from Maramag, Bukidnon; the yacón of Doalnara from Claveria, Misamis Oriental; the Cacao

The swine production project aims to provide livelihood to the farmers wherein each recipient is required to return one offspring to DA-10 through the local government unit (LGU) in Cabanglasan as mode of payment to be given to the next beneficiaries of the said town in the succeeding years.

Beans of Menzi Orchard Farm from Manolo, Bukidnon; and the export quality fruits of Del Monte Philippines Inc. In this three-day event, the products from the region were saleable in the market and some were sold out such as the coco sugar, organic peanuts, and the yacóns. The producers and exhibitors of the products were also successful in finding potential and interested business partners for collaboration and expansion. MAFBEX is the assembly of leaders and amateurs of the food trade

that highlights the current demands of food services in the country and its neighbors. Usually held in the month of June, it is participated by more than 50,000 visitors with 500 booths from different companies across the globe. Seminars on business, particularly in food and beverages and business matching are also conducted in every expo. This year, it is co-located with the first ever ASEAN leg of Salon International de l’Agroalimentaire (SIAL ASEAN), the world’s largest food innovation observatory.

CAGAYAN DE ORO CITY - Some 58 overseas Filipino worker (OFW) returnees from the Northern Mindanao region received P10,000 each as livelihood assistance from the National Reintegration Center for OFWs (NRCO).

The NRCO Livelihood Assistance Program is available for OFW returnees who are displaced, distressed and undocumented and their families to help them start their micro-business or expand their existing business and become self–sustaining. Department of Labor and Employment (DOLE) Region 10 OIC Assistant Regional Director, Rodrigo A. Deloso disclosed during the turnover

ceremony held Tuesday, June 24, at the DOLE-10 conference room that qualified OFW returnees are required to undergo Overseas Workers Welfare Administration (OWWA) process like the Enterprise Development Training or Social Preparation Orientation before they could avail of the livelihood assistance. Deloso commended the returning OFWs saying they are the heroes

of the modern times. “You saved your families from poverty and your children were able to avail proper education which is a solid foundation for their future,” he said. Meanwhile, OWWA OIC Regional Director, Harry B. Borres narrated the kind of life that OFWs experienced

while working abroad. “For 2 years, I was assigned as Welfare Officer in the Middle East and life there was a lot of challenge. I hoped to serve all my masters at the same time. I felt the loneliness being away from your families,” he said. “With all the hardships and uncertainties, you all survived because you wanted to live,” Borres added. One of the beneficiaries, Fritzie J. Ompoc, a resident from Alubijid, Misamis Oriental who worked as domestic helper in Kuwait was emotional when she recounted her 2-year experience working away from her family. “Dili sayon akong nahiagoman didto pero ako gyud gikaya tungod

kay nag to-o ko nga naa ang DOLE andam motabang. Kini luha sa kalipay ug pinaagi sa kantidad nga inyong gihatag kanako, ako kining palamboon”. (It was never easy but I hurdled everything because I believed that DOLE is ready to help. I cried for joy and I promise to work hard in the

amount that you gave). The same teary-eyed experience relayed by Thara Tanbua-Nabua of Calaanan, this city where she conveyed of her attempted rape mishap while working also as domestic helper for two years in Riyadh. She is thankful for the assistance given by DOLE and OWWA in improving her life

and that of her family. “Ako gyud ma-recommend ang tabang ninyo sa DOLE sa uban, labi na sa pagsugod sa among sari-sari store ug kakanin business,” (I can really recommend DOLE and OWWA to others, especially with the livelihood assistance on Sari-Sari Store with Filipino native snacks preparation) Tara acclaimed. The NRCO has lined up different feasible businesses for a start-up that will enable the target beneficiaries to start quickly a livelihood undertaking such as bread making; cosmetology services; meat processing; e-load, among others. OWWA-10 is currently processing more project proposals. There are 33,000 documented OFWs in the region as of June 2014.

PAGADIAN CITY – In their wheelchairs, persons with disabilities (PWDs) flaunted their skills in playing basketball battle on Sunday, June 22, at Balangasan Gym in Balangasan this city.

Local print and broadcast journalists were gathered at the conference room in the provincial office of the Department of Environment and Natural Resources (DENR) to participate in the discussion on climate change and other environmental issues. Ms. Tingcang emphasized that the advocacy on climate change has been designed to build resiliency among Sibugaynons through information dissemination with media partners. “We recognize the fact that the partnership we will forge can create a great impact on the community, as the media serve as an effective tool to cause behavior change,” she said. Mr. Rudyard P. Pacas, protected area and wildlife coastal zone management services officer of DENR-Sibugay presented the biodiversity of Sibugay province. He said the Philippines is host to about 70 to 80 percent of the world’s biodiversity and is considered one of the hottest biodiversity hotspots in

the world. “In Zamboanga Sibugay alone, two municipalities, Buug and Malangas, have been proclaimed protected area under Republic Act 7586 as part of the Dumanquillas Bay Protected Landscapes and Seascapes (DBPLS),” he pointed out. Mr. Antonio D. Vega, also of DENR-Sibugay, talked on “The Environment, Abuse and Impacts,” pointing out that “the great change in climate that we are experiencing nowadays is due to our apathy to our environment.” Ms. Tingcang stressed that “climate change is not just about protecting the environment; it’s about protecting ourselves and our families.” The media forum on climate change is a collaborative effort between the DENR and PIA aimed at fostering partnerships with public and private communities to include the youth, academe, local government units, civic organizations, etc.

JOLO, Sulu – Sulu Vice Governor Abdusakur M. Tan urged the Autonomous Region in Muslim Mindanao (ARRM) government to provide assistance to the victims of the September 2013 Zamboanga siege. In a press release, Sulu OIC information chief Sonny Y. Abing reported that Governor Tan appealed to ARMM through Dr. Sharifa Pearlsia Alih-Dans, assistant secretary, DILG-ARMM and Manuel Luis M. Ochotorena, executive director of the Office of Civil Defense-Autonomous Region in Muslim Mindanao (OCD-ARMM) to look into the plight of the victims of the Zamboaga siege who remain to be in a sorry state at evacuation centers. During the meeting with the said ARMM officials with local chief executives (LCEs) of the Sulu Province, Vice Governor Tan called on the ARMM Leadership to help ease the plight of those affected and displaced by the 2013 Zamboanga Siege. “Ninety-five percent of those displaced are Muslims and originally from the ARMM. Their appalling condition in designated evacuation centers has caused some to lose hope and self-respect. As leaders of the Muslim community, we are

mandated to help our brethren, to improve their condition and help them get back on their feet,” Tan said He cited that the people of Sulu have donated a total of P10 million worth in cash and assorted goods. “We hosted a summit last Dec. 2013 with various sectors, NGO’s and local governments of the ZAMBASULTA region to sustain assistance to those who are still residing in evacuation centers, and designated Darul Iftah as the conduit on this commitment,” Tan added. Vice Governor Tan reported that as a follow through to this commitment, 57 motorized bancas are being built, funded by contributions from provincial and local chief executives of the province. “This is the time for the ARMM to shine,” Tan told officials. Dr. Sharifa Pearlsia Alih-Dans, assistant secretary of DILG-ARMM, said that she would convey the message to ARMM Regional Governor Mujiv Hataman.
