Cover StoryT’nalak Festival 2012: What to Expect

This year’s T’nalak Festival, named after the renowned colorful cloth woven by T’boli women from Abaca fiber, will begin on July 13 and will wind up on the 18th. On June 7, the provincial government released a schedule of activity, which according to its Provincial Information Office -- except for a few details that should ironed out -- is fairly final. Here are some of the reasons to visit and enjoy South Cotabato during the six-day 13th T’nalak Festival and 46th Foundation Anniversary. By the way, unlike the previous

festival when events were distributed to other LGUs, this year, most activities are slated in Koronadal City.

1. A Grand Opening Ceremony: Not to be missed!

Several activities, running through the festival’s length, will be opened in the morning of Friday, July 13, that’s standard. What should be awaited, however, are the evening activities that would officially kick off the celebration. Usually fun-runs are staged while the sun hasn’t been up, but

in T’nalak Festival, fun-run which highlights the opening ceremonies will be held beginning at 6:30 p.m. How has this become possible? In March of this year, Gov. Arthur Pingoy Jr. ordered upgrading of the lighting facilities of the province’s Sports Complex, where sports events can now be held even when the sun is down. Flying lanterns, which have seemingly become a standard in local celebrations, will light the city’s skyline at around 8:30 p.m. Then finally, a concert. As of yet, no specific artist has been named but definitely, the performer would be of national fame. Normally, festival concerts here are either absolutely free or if there are admission fees, tickets are extremely cheap. Imagine an Aiza Seguerra concert for P50 or Aegis for free.

2. Bahay Kubo Competition

Alunan Avenue turns into a little South Cotabato with the 11 LGUs putting up huts that package their municipality/city in the most colourful and informative way. Local products will be displayed or sold. This is a contest so expect extravagance.

3. Nightly Events

From 6:00 p.m. until around 2:00 a.m. the next day, Alunan Avenue will be alive with entertainment, featuring live bands in front of the SC Sports Complex where food and drink stalls

will also be installed. During the final night, July 18, the main streets of the city will turn into disco places

4. Agri-trade Fairs and Expo Several trade fairs and expo run simultaneously from July 13n to 18 featuring products and industries both of South Cotabato and Soccsksargen Region as well as presentation economic opportunities for visitors.

These include, the Regional Agri-Technology , Industrial and Trade Fair at the Gaisano Grand Mall and Agri-Fair and Plant Exhibit along Alba St. Gaisano Grand Mall will also be a venue for industrial skills competition on July 16 - 17 and techno seminars and trainings on July 17 – 18. Employment opportunities will also be offered during a jobs fair on July 16 (Monday) at the same mall.

5. Haute Couture Display and T’nalak Weaving

Creations of local designers using


the T’nalak cloth as primary material will be on display at the Ace Centerpoint throughout the event. Those interested to witness how the T’nalak is weaved, a demonstration will be held daily at the Gaisano Grand Mall where pottery-making will also be taught.

6. Sports Competitions

The entire July 14 (Saturday) is devoted to motocross competition in Surallah town. Other sports competitions include T’nalak Invitational Derby at Bo. 2, Koronadal ; Mindanao Interschool Taekwondo Championship and 3rd Gov. Dodo Taekwondo Cup at Gaisano Grand on July 14 – 15; and Open Dart Tournament on July 13 – 15 at Food Harbor.

7. Dayon sa South Cotabato, a Night with Gov. Dodo

South Cotabateños living and working abroad will be honoured with a special dinner with Gov. Pingoy on July 17 at the SC Gym. Balikbayans will also be treated to performance and presentation that remind them of their

home province’s glory. Last year, it was a fashion show of local designers.

8. Mutya ng South Cotabato

The pageant night is set on July 16. One major part of the beauty-and-brain contest is a parade of T’nalak gowns.

9. Tri-people streetdancing Unlike most streetdancing competitions, South Cotabato’s version does not lump all cultures in one contest. It has competition for each of the tri-people groups: Madel Be’Lan streetdancing completion for the Lumads, Kasagayan A Lalan for the muslim tribes, and Kasadyahan sa Kapatagan for the Christian settlers.

10. Luces in the Sky

As in the previous year’s T’nalak Festival will close with a fireworks display, usually lasting up to 30 minutes. Mark now your calendars. July 13 to 18 is T’nalak Festival in South Cotabato.

2012 Global Peace Index cites Philippines among five most improved countries

The 2012 Global Peace Index citing the Philippines as among the five most

improved countries is proof of the Aquino administration’s continuing commitment towards improving peace and promoting amity in the country, a Palace official said on Wednesday.

P r e s i d e n t i a l Spokesperson Edwin Lacierda issued the statement following the release of the 2012 Global Peace Index (GPI), an annual report on the state of peace in the world by the Institute for Economics and Peace (IEP).

Rising two notches to rank 133rd this year from 135th in 2011, the organization said that the Philippines “showed a robust rise across a number of indicators.”

“The report noted that

these gains stem from improvements in four indicators: the homicide rate, the number of deaths from internal conflict, the likelihood of violent demonstrations, and the incidence of terrorist acts,” Lacierda said.

The 2012 Global Peace Index affirms the report of the Philippine National Police showing the 24% decrease in crime volume in 2011 compared to 2010, according to Lacierda.

The PNP has also noted a further decline in the

total crime rate by 16.77% in the first quarter of 2012 compared to the same quarter last year.

Aside from the Philippines, also in the list of top five countries that registered “improvements in peacefulness” in the 2012 Global Peace Index are Sri Lanka, Zimbabwe, Bhutan and Guyana.

“This is international recognition of our collective effort to address the safety and security of our people,” Lacierda said. (JS)

Quevedo told reporters here during the recently held Mindanao Economy and Environment Summit that among the culprits of the massive degradation of the watersheds in Mindanao is the people’s lack of knowledge and action on the issue.

“We can see that the people’s knowl-edge on the long term effects of what we are doing at present is very low”, said Quevedo who represented the Diocese

of Cotabato city in the two-day summit aimed at building constituency for the development and management of wa-tersheds and river basins in Mindanao.

Quevedo likened the effects of envi-ronmental degradation to smoking. “You don’t see the effects right away but it kills you slowly”, he said.

Ledesma said that the people must be proactive in conserving the island-region’s watershed areas as these are the sources of water, food and liveli-hood of many people in the downstream.

Mindanao is host to eight of the 18 major river basins in the country and 262 watersheds.

These sources of water provide vegetation to the island-region’s major agri-cultural products including coconut, banana and rub-ber among others.

“Over the past decades, Mindanao has contributed around two fifths (40%) of the country’s agricul-tural, forestry and fishery output, and is estimated to contribute about one-third of the national food requirements”, said Sec-retary Luwalhati Antonino, Mindanao Development Authority (MinDA) chair-person.

Antonino said that Min-danao’s great reliance on extractive industries over the years has taken a heavy toll on its environ-ment.

“The series of floodings and natural calamities we experienced in 2011 alone showed us how vulnerable our cities and provinces are to hazards and natural risks”, she said.

Antonino said that Min-danao must heed the les-sons brought by Typhoon Sendong.

“The tragedy taught us too many costly lessons. From policies to enforce-ment, from governance to politics, from structures to greed. We don’t need a repeat of these lessons to happen again before we take action”, she said.

Antonino said that Mindanao is blessed with extensive river systems. “It’s no surprise that we have major hydro-power plants, the Agus and Pu-langi complexes that have been the source of cheap hydro power for Mindanao over decades already”, she said.

Mindanao population grows by almost two per-cent every year or about 352,000 more mouths to feed in ten-year time.

It’s as if adding another Agusan del Norte (current population is 332,000) in just ten years according to Antonino.

“To catch up with the food requirements of our growing population, we need to double or even triple efforts to produce more food, to irrigate more lands, to capture more water for agriculture”, she said.

Antonino said that such pressure to produce more food, if not properly man-aged, can have rippling ef-fects on our environment.

She said MinDA shall recommend for the issu-ance of such proclama-tion to President Benigno Aquino III as part of the Mindanao Nurturing Our Waters (MindaNOW) pro-gram advocacies.

The program aims to integrate, harmonize and rationalize all interven-tions for the development and management of vari-ous watersheds and river basins in Mindanao with key government agencies, private sector and non-government organizations (NGOs).

“Economic develop-ment must not come at the expense of our envi-ronment”, said Antonino.

MindaNOW is anchored on a sustainable develop-ment framework that aims to enhance the enabling environment towards achieving sustainable eco-nomic development while maintaining ecological in-tegrity.

Ms. Catalina S. Barinaga, Acting ALS Supervisor of the Dipolog City Schools Division said that one hundred fifty-four (154) examinees out of the 404 examinees who took the examination passed the test. Of these number, twenty-four(24) passed the elementary level while 130 passed the secondary level. Of the 154 successful examinees, 34 are inmates. These include 24 passers for the secondary level and 10 for the elementary level. Barinaga said, inmates who passed the examination were so happy and were inspired to behave well inside the rehabilitation center so they could be freed the soonest possible time and continue their studies. The examination for the inmates was administered personally by the lead examiners from the Bureau of

Alternative Learning System, DepEd Central Office inside the Dipolog City Correctional and Rehabilitation Center in Barangay Upper Dicayas, this city. Successful examines who passed the secondary level are now eligible to enroll in any four or five-year course, while examinees who successfully passed the elementary level are also eligible to enroll in high school. Meanwhile, Dipolog City Schools Division announces that ALS registration is now going on and would last until July 31, 2012. Applicants are advised to visit the ALS, City Schools Division office between today and July 31, 2012. City to turn over 190 housing units for Sendong survivors on June 15by Melvin T. Anggot & Virgilio C. Garcia

ILIGAN CITY, Lanao del Norte - Concerned offices of the city government of Iligan are striving for the completion of additional 190 housing units at Bayanihan Village - relocation site at Sta. Elena for Sendong beneficiaries by June 15, 2012.

This is in response to the directive of Mayor Lawrence Ll. Cruz that there should be housing units turned over to tropical storm Sendong survivors every two weeks. Pearly Mantos of the City Social Welfare and Development Office, who is also a member of the Beneficiary Selection Arbitration and Awards Committee, revealed that included in the list are several internally displaced persons (IDPs) from Tambacan Elementary School, this city. Thus, in connection with the move, City Councilor Providencio Abragan, Jr., Sangguniang Panglungsod of Iligan, said the Mines and Geosciences Bureau (MGB) shall make a recommendation that would include in the danger zone those that are residing near the

river at Tambacan, as support for the transfer of IDPs from the barangay concerned. To date, there are 213 units already occupied by the settlers at the village, priorities are those whose houses were washed out by Sendong, according to Housing and Resettlement Officer Reynaldo Roque of the city government. He added, that there would be 1,712 units as their target to complete the location that would accommodate families who are still at the shelter box using tents as their temporary shelter. Meanwhile, a bunk house built by the International Organization for Migration (IOM), will be turned over on June 20 that will serve as temporary shelter of some 230 families who are using tents as their shelter. The bunk house is built within just the perimeter of the village, and later will be vacated as soon as these families will finally be settled at their permanent housing units in the village. The IOM provides the materials for the construction while the city government offers the labor/ manpower to finish its target of 330 families to stay at the bunk house. (CIO)


The ‘Kalayaan’ Job Fair in yes-terday’s celebration of the

114th Independence Day here has provided employment for 394 ap-plicants who were hired on the spot out of the 3,166 registered job seekers across the region. As of 7 pm yesterday, the De-partment of Labor and Employment-XI (DOLE-XI) reported that 136 of the newly hired aspirants have been em-ployed by local companies, while 258 of them have found jobs from over-seas firms. DOLE-XI information officer Joy C. Flordelis bared that 1,560 appli-cants have qualified for final interview or near hired, of which 442 are eli-gible for work abroad and the 1,118 for the local vacancies. Shelter for young offenders soonto rise in DavNorTAGUM CITY, Davao del Norte - Children in conflict with the law (CICL) in the province will soon have a temporary home that would restore their values and social functioning. Provincial Social Welfare and Development Officer Arlene Semblante revealed the construction of the Bahay Pag-asa in New Corella town is set to start this June to provide short-term residential and rehabilitation care to the juvenile delinquents 15 years old and below. She said Governor Rodolfo del Rosario has pushed for the establishment of the center since it is in line with the governor’s P.E.O.P.L.E. agenda, apart from being mandated by Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006. “The Bahay Pag-asa shall offer a safer place for children in conflict with the law (CICL) than jails,” she said at the recent quarterly meeting of the Provincial Peace and Order Council. Semblante is confident that the establishment of the facility will address the rising number of young offenders who figured in various

Edgardo Wycoco, Provincial Director of Davao del Norte Police Provincial Office bared that from April 2012 to June 8, 2012 alone his office has recorded a total of 23 crime incidents committed by minors. “Dumarami ang krimen na involved ang mga bata dahil hindi natin sila makasuhan at wala din silang mapaglalagyan,” he said. He hopes the temporary shelter will help significantly reduce, if not eliminate the number of crimes perpetrated by the minors. Flood kills 2, affects 3,154 families in Soccsksargenby Dani Doguiles

KORONADAL CITY -- Two persons died and at least 3,154 families were af-fected by flashfloods brought about by the recent spate of rains that affect-ed a large part of Soccsksargen Region.


In a report yesterday morning, Sarangani Provincial Disaster Risk Reduction and Management Office (PDRRMO) said that 568 families in Barangays Pangyan, Big Margus ,and Cross in Glan town, Sarangani were affected by flashfloods at around 6:00 a.m. yesterday, June 12.

Two persons died in the incident. The PDRRMO report identified the fatalities as Segapo Cabegdeng, 63, of Barangay Cross and Rolando Mata, 40, a fisherman from Calumpang, General Santos City, who both died of drowning.

According to the report , Brgy. Cross sustained the most damage with 139 houses totally washed out and 111 other sustaining partial damages. Twelve houses in Big Margus as well as 7 in Cross were totally

PDRRMO head of Sarangani, said Gov. Migs Dominguez and Mayor Tata Yap have already sent teams to the affected to distribute emergency food assistance because belongings and food items of the affected families were soaked in water and mud.

At around 9:00 p.m. last June 11, Monday, Barangays Obial, Sta. Clara Hinalaan, and Himulan in Kalamansig, Sultan Kudarat province were also flooded.

The flashflood, according to a report of Kalamansig MDRRMO, affected at least 2,460 families who were evacuated to a safer area. Only two houses were washed out by the flood.

No fatality was recorded but two bridges were left impassable.

The same report cited that the flashflood could have wrought more damage to life and property if the Emergency Warning System (EWS) of Barangay Sta. Clara were not activated early by its barangay DRRRC.

Evacuated families have already returned to their homes but were advised to be always on alert since rains are expected to continue.

In Kidapawan City North Cotabato, three houses in Lapu-Lapu St., Poblacion were washed out when Nuangan River overflowed around 1:30 a.m. Tuesday. Fifty other houses from Cotelco Village, Perez St. Dawn’s Café were affected by flood waters when rivers and canals in the area.

Tacurong welders receive assistance package from LGU, TESDABy Allan Freno

KORONADAL CITY -- The city government of Tacurong and Technical Education Skills Development Authority (TESDA) extended skills training and livelihood assistance to the group of welders of Barangay San Emmanuel recently.


Last June 8, members of the San Emmanuel SEA-K Welders Association opened a new shop that paved way for the opening of livelihood opportunities for them.

Earlier, around 20 welders, all residing in said barangay, organized themselves right after they have availed of the Shielded Metal Arc Welding (SMAW) training conducted by Local Government Unit (LGU)-Tacurong in coordination with TESDA.

After receiving the training, most of the welders underwent TESDA assessment for National Certificate 2 (NC2). All of those who took the assessment passed.

The office of the Community Training and Employment Coordinator (CTEC) under the Social Welfare and Development Office of the LGU also worked on a proposal that would give the welders livelihood project.

Josephine Ubaldo submitted the proposal to Mayor Lina Montilla who subsequently approved for the allocation of P30,000 for the group’s business venture.

Part of the assistance was used to construct a welding shop in barangay San Emmanuel and part was used to purchase a welding machine and other tools, which were turned over to the organization at the opening of the shop on June 8.

During the inauguration ceremony of the newly opened shop, Mayor Montilla said that she is expecting the success of its operation. Upon knowing that 10 member-welders have not yet taken the TESDA assessment, she pledged to personally shoulder their assessment fees.

Meanwhile, TESDA Provincial Director Rey Bernal, also in attendance to the event, announced that TESDA will give another

set of welding machine and other tools to the welders of San Emmanuel. The welding tools are already in his office and about to be released, he said.

Last April, Mayor Montilla announced that she will allocate P1 million for skills trainings and livelihood projects. On Friday, the mayor said that said fund is already included in the Supplemental Budget for the next quarter.

City Councilor Rodrigo Jamorabon, chairperson of the committee on livelihood, said that more skills trainings are already in the pipeline for Tacurong residents because of the additional funds the mayor is funneling for the purpose.

Agusan del Sur Gov turns over school desks to DepEdby David M. Suyao

Agusan del Sur Governor Adolph Edward Plaza on Tuesday, June 12, turned-over 5,000 school desks to the Department

of Education (DepEd) and confirmed the 267 scholars of the provincial government of Agusan del Sur for the school year 2012-2013.


The turnover of the school desks and the confirmation of scholars took place during the celebration of the 114th Independence Day and the grand opening of the Naliyagan Festival, where hundreds of people participated and took part in the joint celebration. The desks were donated by the Department of Environment and Natural Resources (DENR), out of the confiscated logs and lumber. According to Plaza, the

provincial government spent some P3 million for the labor and other materials in order to turn the confiscated logs and lumber into arm chairs. “This endeavour of the


provincial government does not stop here. There are still some more logs and lumber that we can use in order to make more school desks that will address the problem of lack of desks in our classrooms. I am appealing to the DepEd to please take

good care of these desks so that it will serve our purpose longer, so that more school children will be comfortable in the schools in the future,” Plaza said. After the turnover of desks, the 267 scholars of the provincial government were presented, for Plaza’s confirmation. The scholars, according to Plaza, are newly graduated high school students who will enter college, and the provincial government is planning to increase the number of scholars from 267 this school year to 600 scholars next school year.


In today’s special episode of Caraga in Focus, a TV program of PIA-Caraga Region, Dr. Romina Rusillon, one of the three nephrologists in Caraga Region, discussed things pertaining to renal health care and prevention. Rusillon pointed out that the national government has strengthened the advocacy campaign of renal health care and prevention through the

Health Development (DOH-CHD), kidney disease is seventh among the 10 killer diseases in the Philippines, causing death to about 7,000 Filipinos every year. The official further explained that kidney diseases such as diabetic kidney disease, chronic glomerulonephritis,

hypertensive kidney disease, and chronic and repeated kidney infection (pyelonephritis) will often lead to end-stage renal disease due to inability to recognize them in early stages. Furthermore, Rusillon explained that Chronic Glomerulonephritis (CGN)

used to be the most common cause of end-stage renal disease in third world countries including the Philippines, adding that it usually afflicts children, adolescents, and young adults in their productive years. Children and young adults with latent


glomerulonephritis can escape detection for months or years, causing the condition to progress to a chronic state.

Rusillon said everybody should take precautionary measures by conducting regular consultation with the doctor and have the urine examined. Legaspi, meanwhile, said that one way to prevent the disease is by taking six to eight glasses of water daily. Rusillon stressed that by taking more fluid, one could

be able to flush bacteria that are already inside the body. “Thus, I will also advise the public to take more fluids, particularly water daily,” she said. Last Wednesday’s Caraga in Focus was also attended by 22 local tri-media of this city. This year’s Kidney Month

BUTUAN CITY-- The Regional Disaster Risk Reduction and Management Council (RDRRMC) initiated the crafting of the regional risk profile to support the council’s strategic planning and apply specific measures that will lessen the risks during disasters. According to OCD Regional Dir. Blanche Gobenciong, the disaster risk profile will provide information on the number of risks, type of risks and potential effects of risks in the region. “We really have to work out this regional risk profile, complete all the data needed and have it finalized within this year so we have specific measures that will lessen the risks in different areas of the region,” Gobenciong stressed. The regional risk profile is an inventory and analysis of the risks in a region, including relevant risks from

neighboring regions. The risk inventory contains an overview of all high-risk situations and the types of incidents that may occur as a result. It was also learned that the


risk map forms the basis for the regional risk profile. In the risk analysis, the data listed is further assessed, compared and interpreted. The regional risk profile also provides the basis for risk communication with respect to citizens. Meanwhile, the members of the council agreed to have a writeshop for the crafting of the regional risk profile on July 11-12, 2012 but the venue is still to be finalized. With this d e v e l o p m e n t , Gobenciong is optimistic that the council could finally utilize the risk profile next year.
