This was the face of a waterless community. A face of poverty. The answer to this very unfortunate situation was addressed with the construction of Level II Water Supply System through a grant of the Poder y Prosperidad de la Communidad (PYPC) under the auspices of the Spanish Agency for International Cooperation implemented by the Department of Social Welfare and Development (DSWD). However, their glorious days did not last long. Access to water was just short-lived. The San Vicente-Ilihan Water System Association (SIWASA) organized for the management and operation of the water supply system

lacked the know-how in maintaining the project. The SIWASA, like any other association formed, found it difficult to mobilize in itself and sustain the water system facility. This was even worsened by the fact that the community did not cooperate in maintaining the project. “Naa na tanay tap stand duol sa among balay, ang nakalisud lang kay dili permanente ang agas sa tubig. of the residents in Brgy. San Vicente and Brgy. Ilihan in the Municipality of Sibagat, Agusan del Sur. The reason behind their bitter condition was the lack of access to water.

With this depressed situation, the Department of the Interior and Local Government (DILG) through the Millennium Development Goals Fund (MDGF 1919) with its banner: “Enhancing access to and provision of water services with the active participation of the poor” responded to the situation. Through MDGF 1919, the departmentprovided support to community-based initiatives to enhance the delivery of water and to ensure its sustainability through locally capacitating the local government units in the municipal and barangay level, water service providers and the barangay water association concerned in the management and operation of the water facility. This included the Sibagat - Ilihan Water System Association (SIWASA). The DILG trained the officers of SIWASA in order to improve their water service delivery to the beneficiaries.

The SIWASA officers were introduced to the local customer service code so that they will provide quality water service to the target beneficiaries with an assured continuous supply. They were taught on administrative bookkeeping, production efficiency, service level and most of all on how to sustain the water facility. Part of DILG’s intervention was the empowerment of women, children, youth, and other groups to actively participate in capacity building activities. “Naa ra man di-ay ni! Kani rajud di-ay kulang namo tanan. Kinahanglan gayud namo ang kapasidad ug kahibalo unsaon pagkupot ani nga proyekto,” Ricardo Butao said, the incumbent chairman of SIWASA. The DILG intervention showed positive results. On the operation side, the monthly collection was efficiently managed by the association and the proceeds were kept in a bank deposit as a source of fund for the project’s operation and maintenance. To ensure compliance according to government standards, the SIWASA has been doing a periodic water treatment – chlorination, which is done on a monthly basis during rainy season. The association is now registered with the Department of Labor and Employment (DOLE) as a non-stock/non-profit organization and with the Bureau of Internal Revenue (BIR) for its authority to issue official receipts in its monthly collection. “Dako na ang kalainan sa

The MDGF 1919 through DILG’s implementation has changed the lives of the people in the area. Access to water is not as difficult as before. They were no longer knocking on heaven’s door every time they needed water for their daily use. Taking a bath and

drinking large quantities of water, as well as cleaning their plates every after meal is no longer a big deal. Today, supply of water is abundant. The project’s beneficiaries are now promptly paying their dues because of service satisfaction. The capacity development instilled by DILG to SIWASA resulted in a significant progress to the community as a whole. There is also a noted increase of water users who applied for Level III water system. The noteworthy impact of the MDGF 1919 was the fact that the residents of Brgy. San Vicente and Brgy. Ilihan have access to safe, potable, continuous water. Community health improved, while infant mortality decreased. Most importantly, losing a life due to water-borne diseases is not as threatening as before. The SIWASA improved management is a product of the capacity development (CapDev) efforts and MDGF 1919 water project is a remarkable initiative of DILG

to address abject poverty in the country. The quality of life is alleviated when people, especially the poor have the unlimited access to potable water. For them, the government’s project mirrors efficient local governance in the countrysides. Water is not just a need. The residents of Brgy.San Vicente and Brgy. Ilihan sees water as their LIFE.Indeed, a taste of water is a taste of LIFE.

The Chief Executive asked for the people’s cooperative efforts to indulge in effective programs to care for the environment.

“Simple lamang po

ang hiling namin sa inyo: ituon natin ang ating lakas at atensyon sa pagbuo ng makabuluhan, epektibo, at kapaki-pakinabang na programa para sa kapakanan ng ating inang kalikasan at ng taumbayan,” the President said.

“Bilang mga lingkod-bayan, may mga mandatong ipinagkatiwala sa atin, kaya naman tuparin natin ito nang matapat, at may dangal. Ito ang magdidilig sa mga ipinunla nating reporma; ito ang magpapa-usbong sa inalagaan nating demokrasya; at dito magmumula ang mabungang kinabukasan na ipapamana natin sa mga susunod na Pilipino. Sa tulong ng DENR at ng bawat isa sa atin dito, tiyak na mapapayabong natin ito,” he concluded. (JCL)

Aquino allots P5-M for DENR endowment fund

President Benigno S. Aquino III has earmarked P5-million to be given to the newly-established Endowment Fund in the Department of Environment and Natural Resources (DENR) which aims to provide

ready assistance to the families and dependents of employees killed in the performance of their duties.

In his speech during the 25th anniversary of the Department of Environment and Natural Resources (DENR) at the Heroes Hall of the Malacanang Palace on Tuesday, President Aquino underscored the need to extend assistance to DENR employees who died in the line of duty in connection with the government’s anti-illegal logging

campaign through the newly-formed “Environmental Heroes Foundation”.

“Iyong foundation na itinayo ninyo – Environmental Heroes Foundation – kailangan naman po talagang kalingain natin, kaya inaatasan ko na rin po si Executive Secretary Jojo Ochoa na kumuha sa Presidential Social Fund ng

five million (pesos) na idagdag,” the President said.

The Chief Executive added that he will instruct the Philippine National Police (PNP) and the National Bureau of

Investigation (NBI) to create a task force which will focus

on penalizing not only the culprits but also the big personalities behind their unlawful activities.

“Siyempre, lahat ho tayo matutuwa kung ‘di na madadagdagan ang kailangang tulungan nitong pondong ‘to. Pabubuuin ko rin po, sa tulong ng joint na task force po ng PNP at saka ng NBI, na manigurado hindi lang mahuli ang salarin na actual na nagpapatay, pero pati na rin ang mga nasa likod po nila at talagang ipa-follow up natin ang progreso ng mga kaso sa kanilang mahuhuli,” President Aquino noted.

On June 8, 2012, DENR Secretary Ramon Paje and former Supreme Court Chief Justice Reynato Puno led in launching the Endowment Fund at the DENR Central Office in Quezon City.

The launching ceremony was highlighted by the signing of the Articles of Incorporation of the Alay sa Anak ng Bayan (ALAB) ng Kalikasan Foundation, Inc.

ALAB is a non-stock, non-profit

organization that will be responsible for the management of the endowment fund. Its Board of Trustees include Paje, Cardinal Gaudencio B. Rosales, GMA Network chairman and CEO lawyer Felipe L. Gozon, Civil Service Commission chairman Francisco Duque III and Puno, who is the chairman of the Board.

Based on its Articles of Incorporation, the ALAB ng Kailkasan Foundation shall have the primary purpose of promoting the welfare of the children, or in their absence, minor siblings and the parents 65 years old and above of officials and employees of the DENR who are killed or rendered permanently disabled as a result of, or in connection with their discharge of official functions relating to the lawful implementation and enforcement of environment and natural resources laws, rules and regulations, by providing financial assistance in the form of grants for education and/or in-kind related material support, and to promote the protection and development of said beneficiaries.

DENR records show that since the start of the massive campaign against illegal logging, eight (8) DENR employees have already given up their lives for the protection of the environment while six (6) have been hurt in various incidents of ambush. (JCL)

Congress bloc vows bigger Mindanao budget for 2013

Congressman Arnulfo Go, 2nd District of Sultan Kudarat representative and House Committee Chair on Mindanao Affairs, said that they could seek for bigger allocation to fund various Mindanao programs and projects during the budget deliberations.

“We really see to it that national line agencies shall allot an equal share of their budget to Mindanao”, Go said during the press conference for the Mindanao Economy and Environment

Summit, a multi-sector gathering aimed at building constituency and formulating actions plans for the development and management of Mindanao watersheds, held here recently.

He said that his committee has been advocating for an increased budget allocation for Mindanao especially in terms of agri-fishery development and infrastructure.

production areas and agro-climatic conditions can support a year-round agricultural production, thus, making the island-region the country’s food basket.

Moreover, the Mindanao Development Authority (MinDA) is poised to work with Mindanao legislators in pushing for the island’s bigger share in the national budget.

“We can’t pursue all our peace and development interventions in Mindanao if we don’t have enough resources”, said Secretary Luwalhati Antonino, MinDA chairperson.

She added that Mindanao has to catch up with mainstream national development, having been a victim of development disparity and economic inequity.

“Mindanao should have equity or parity of access to national development and progress,” she said.

Antonino said that as early as 2010, MinDA has been rallying for the island-region’s equitable share in the national budget which resulted in increased allocation for Mindanao for fiscal years 2011 and 2012.

“For this year Mindanao got an increased total budget allocation amounting to P219 billion which is about 34% higher compared to what the island-region received in 2011”, said Antonino.

Citing this year’s Regional Allocation

of the Expenditure Program of Select Departments/Special Purpose Funds for Mindanao by the Department of Budget and Management (DBM), Antonino said that the Department of Agriculture (DA) through its Food Self-sufficiency by 2013 Program has allocated Mindanao with P14 billion this year.

“Our farmers can greatly benefit from this amount which is intended to construct and rehabilitate irrigation systems and post-harvest facilities in Mindanao”, said Antonino.

On the other hand, she said that the island-region shall receive P18 billion from the Department of Social Welfare and Development (DSWD).

“Mindanao is host to six out of the country’s top ten poorest provinces”, said Antonino and she pointed out that a big portion of DSWD’s budget shall be spent for the Pantawid Pamilyang Pilipino Program (4Ps). The island-region only received P295.5 million from DSWD last year.

“Department of Health’s budget for Mindanao went double this year”, said Antonino, adding that Mindanao’s budget allocation for health services now amounted to P4 billion.

Moreover, Antonino said that in terms of interconnecting the island-region with more bridges and road networks, the Department of Public Works and Highways (DPWH) has already programmed a P20.5 billion

worth of projects for Mindanao. “For 2011, Mindanao only got P13.2

billion for public works”, she said. Lastly, Antonino said that with the

increased budget of the Department of Environment and Natural Resources (DENR) for Mindanao this year amounting to P2.7 billion, an increase of 40% from last year’s budget, the island-region will be able contribute more to the national greening program which targets 1.5 billion trees covering about 1.5 million hectares by 2016.

Antonino said that pushing for Mindanao’s bigger share in the national budget is one of the identified strategies to achieve the overall peace and development goals for Mindanao over the next 20 years.

“Within that twenty-year period, agriculture and agribusiness will remain the primary growth driver of Mindanao’s economy”, said Antonino, adding that necessary measures such as restoring Mindanao’s heavily degraded watersheds is imperative to be able to support the country’s growing food requirements.

Antonino said that Mindanao accounts for more than 40% of the country’s food requirements.

Antonino urged the Mindanao lawmakers to support MinDA’s flagship program called Mindanao Nurturing Our Waters (MindaNOW) program which seeks to integrate and

harmonize a ridge to reef approach in managing Mindanao’s resources through coordinated planning, policy advocacy, and by providing platforms for public-private convergence so that local initiatives can be supported.

As embodied in the Mindanao 2020 Peace and Development Framework Plan or Mindanao 2020, Mindanao’s agriculture and agribusiness can only be strengthened as linchpins for broad-based development by raising the island’s budget.

A sequel to the Mindanao 2000 Development Framework Plan crafted in 1995, the Mindanao 2020 provides the 20-year strategic direction and framework for peace and development in Mindanao.

The Mindanao 2020, which covers the period 2011 to 2030, is crafted with inputs from several consultations and validations as well as quick surveys and key informant interviews with various groups all across the six regions of Mindanao.

Antonino said that MinDA has already presented the Mindanao 2020 to President Aquino as the administration’s agenda for Mindanao.

The formulation of the Mindanao 2020 Plan is spearheaded by MinDA with funding support from the Australian Agency for International Development (AusAID).

12 LGUs in Region 10 to receive P16-M Performance Challenge Fundby Hazel L. OccenaTwelve local government

units (LGUs) in Northern Mindanano will receive

P16 million from the government’s Performance Challenge Fund (PCF), administered by Department of Interior and Local Government (DILG), on the Tapatan on Disaster Preparedness on June 21.

These are two component cities and 10 municipalities, belonging to the 1st to 3rd class LGUs in Region 10, namely the cities of Ozamis and El Salvador and the municipalities of Mambajao, Jimenez, Kapatagan, Tubod, Opol, Balingasag, Don Carlos, Impasugong, Manolo Fortich, and Quezon. ThePCF isafinancial incentiveawardedtoqualifiedLGUsforpassingthe Seal on Good Housekeeping (SGH) to jumpstart local development initiatives that are aligned with the national government’s program for the attainment of the Millennium

Development Goals, tourism, and economic development, disaster risk reduction and management and solid waste management. The two cities shall each be eligible to a P3-million PCF subsidy, while each of the 10 municipalities shall be eligible to a P1-million subsidy. ThePCFmaybeusedtofinanceprojects such as school buildings, rural health units, water and sanitation system, local roads and bridges, slaughterhouses, flood control,reforestation, postharvest facilities, cold storage facilities, and other

CAGAYAN DE ORO CITY, Misamis Oriental - The celebration of Environment Month this June coincided with the 25th anniversary of the Department of Environment and Natural Resources (DENR) on June 10.

In region 10, the silver anniversary of DENR was marked with the opening of a Sportsfest and Family Day on Friday, June 8. Regional Executive Director Corazon B. Galinato said that Executive Order No. 192 reorganized the Department of Environment, Energy and Natural Resources, renaming it as

the Department of Environment and Natural Resources. Executive Order No. 192 was signed by then President Corazon C. Aquino on June 10, 1988. Joining the celebration were officials and employees from theEnvironmental Management Bureau (EMB), Mines and Geosciences Bureau (MGB),OfficeoftheRegionalExecutiveDirector (ORED), Forest Management Services (FMS), Land Management Services (LMS), Protected Areas, Wildlife and Coastal Zone Management Services (PAWCZMS), and Ecosystems Research and Development Services (ERDS). The activities on June 8 included parade of colors, program to be highlighted by the message of Director Galinato, Oath of Sportsmanship, raising of bureau/sectoral flag, andball games. Parlor games and team building activities was conducted during the DENR Family Day. Meanwhile, the Department of

programs and projects that would enhance local government services. DILG-10 Director Rene K. Burdeos said that all of the 12 LGUs have passed the 2011 second round assessment on good housekeeping in key governance areas of planning,

fiscal management, transparencyand accountability and valuing performance management, and have complied with the full disclosure policy and have no adverse reports from the Commission on Audit, and have been conferred with the SGH. (DILG)

Environment and Natural Resources (DENR), Region 10 led the celebration of Environment Month this June. Presidential Proclamation No. 237 declares the month of June as the Philippine Environment Month. This aims to foster public awareness on the urgent need to preserve our environment. A Thanksgiving Mass, parade in major thoroughfares in Cagayan de Oro City and Regional Singing Contest were held during the opening of Environment Month on June 1.Other notable celebrations in June included the Philippine Eagle Week on June 4 – 10, Philippine Independence Day on

June 12, and includes Arbor Day on June 25. The DENR will hold patent distribution activities in Gingoog City on June 20 and Tubod, Lanao del Norte on June 21. Other activities to be conducted are Environmental Quiz Show for high school students on June 29, Quiz Bowl for DENR employees on June 29, and awarding of outstanding partners and winners of the sportsfest also on June 29. The celebration is anchored on the theme, “Green Economy: Does it include you?” Green economy is one whichislowcarbon,resourceefficientand socially inclusive. (denr-pao10)

OROQUIETA CITY, Misamis Occidental - The intensified information dissemination campaign to fight dengue will continue in the three cities and 14 towns of Misamis Occidental. This, after the campaign proved to be very effective in the province.

This was actually lower by 81.22 percent compared to 213 dengue cases

in the same period of 2011, said Dr. David Mendoza, Head of the Regional Epidemiology, Surveillance and Disaster Response Unit of the Department of Health-Center for Health Development, Region 10. The report also shows that the dengue cases of Mis. Occ.’s three cities were on the downward trend: Tangub, from 54 to four cases or down by 92.59 percent, Ozamiz, from 80 to 14 cases or, down by 82.50 percent, and Oroquieta City, from 18 to eight cases, or down by 55.55 percent.

On the other hand, the report shows a total admittance of 1,178 dengue cases regionwide during the period higher by 40.57 percent compared to 838 cases, in the same period of 2011. The intensified informationcampaign, led by the Provincial and City Health Offices (PHOs/CHOs), isvery much needed, especially now that the rainy season has begun. “We would also like to maintain the low incidence of the dengue cases in all our local government units (LGUs) by increasing the awareness of the people about dengue and how it can be prevented,” the Governor, who is a nurse by profession, said. It is expected that there will be more cases of dengue, this year, based on the yearly trending, hence, the LGUs are encouraged to intensify their campaign against the disease, Mendoza said. Like the previous week’s report, the ages of dengue patients ranged from less than a month to 90 years old, with 55 percent of it being males. However, the number of deaths remained the same, at two with a case fatality rate (CFR) of 0.17 percent, and that among the age groups, those with the age range of below 5 to 14 years old

had the highest CFR of 0.39 percent. Data per province also show the following: Misamis Oriental had 916 cases or 77.80 percent; Bukidnon, 125 cases or 10.6 percent; Lanao del Norte, 94 cases or 8.0 percent; Misamis Occidental, 40 cases or 3.40 percent; and Camiguin, three cases or 0.30 percent. As to the cities, Cagayan de Oro registered the highest number of 640 cases or 54.30 percent, followed by Iligan, 62 cases or 5.30 percent and Gingoog, 33 cases or 2.80 percent; Valencia, 26 cases or 2.20 percent; Ozamiz, 14 cases or 1.18 percent; Malaybalay and El Salvador, 11 cases or 0.93 percent each; Oroquieta, eight cases or 0.67 percent; and lowest was in Tangub with only four cases or 0.33 percent. In terms of increase of the dengue cases per province, Bukidnon registered the highest with 220.51 percent, followed by Misamis Oriental, 124.51 percent. The dengue cases in Camiguin continued to decline or down by 80 percent and Lanao del Norte, down by 44.38 percent. As to the cities, Valencia still posted the highest increase of 2,500 percent, followed by Malaybalay, 175 percent, Cagayan de Oro, 137.92 percent, Gingoog, 120 percent and El Salvador, 22.22 percent. But the dengue cases in Iligan went down by 34.04 percent, just like those of Tangub, Ozamiz and Oroqieta. This time, however, the cluster of three or more dengue cases were noted in only 13, instead of 16, barangays of Cagayan de Oro City.

A g r i c u l t u r e Secretary Proceso Alcala on Monday led the groundbreaking rites for the Rice Processing Center III (RPC) located in a more than one-hectare lot of owned by the LGU in Barangay Ambalgan.

“This facility will become an agricultural trading center for South Cotabato and neighboring rice producing municipalities,” the secretary said, “an instrument for change in the lives of the local farmers.”

“It project is part of the P60-billion Food Staple Self-SufficiencyProgram of President Benigno Aquino III,” DA 12 Regional Executive Director Amalia Jayag-Datukan said.

Assistant Secretary Dante Delima who is also the national rice program coordinator disclosed that there are only four such facilities in the entire Philippines.

“The other three RPCs are in Caraga Region, Mindoro, and Pampanga,” he said.

“These are only

second in size and capacity to the P300-million rice processing complex project we implemented with the KOICA (Korea International Cooperation Agency),” he added.

South Cotabato’s RPC, he explained, was conceptualized “to address the lack of sufficient dryingfacilities for farmers on the central plains of Mindanao including the municipalities of Norala, Surallah and Sto. Niño especially during peak and rainy seasons.”

The complex consists of two biomass-fed mechanical dryer, a modern rice mill, and a storage facility.

The multi-pass rice mill with color sorting capacity has a milling recovery rate of at least 65 percent and “capable of processing 1.5 tons of rice per hour.”

The RPC will be co-managed by the local government unit, a farmer’s cooperative service provider, DA 12, and an irrigator’s association “to assure sustainable management operation of the rice processing complex.”

“This could also be utilized as a satellite storage and buying facility of NFA (National Food Authority),” he said.

Besides the P24-million fund for the

construction of the entire processing complex, P6 million have also been allotted as initial operating capital.

“This is different from the usual practice of simply providing the beneficiaries withthe physical structure and leaving them to source out funds for operations. The co-managers of the facility will be given P6 million as operating capital,” he added.

Delima said, the winning contractor has promised that construction of the rice processing center

will be completed in 120 days. He said the facilities could be assembled easily because these are mostly pre-fabricated.

Secretary Alcala vowed to immediately allocate funds to rehabilitate the barangay road that connects the RPC to the national highway and urged the LGU to hasten the installation of power line to the facility, which is one of its responsibilities for the project.

Alcala also awarded a P10-million cheque to the South Cotabato Rubber Based

Farming Multi-Purpose Cooperative in T’boli town for their rubber production project.

The rubber project is being implemented under the Community Fund for Agricultural D e v e l o p m e n t (CFAD) component of the Mindanao Rural Development Program.

PSHS-Soccsksargen will rise in Barangay Paraiso in Koronadal City, which is the administrative seat of Soccsksargen Region or Region 12. The provincial government acquired the 4.5 ha lot for P7.3 million.

It is located in an area where the state-of-the-art Philippine National Halal Laboratory and Science Center of DOST-12 shall also rise.

O n c e completed the PSHS campus in Koronadal City will be the country’s ninth PSHS school and the third in M i n d a n a o ; the first twoare located in Tubod, Lanao del Norte (Region 10) and Tugbok, Davao City (Region 11).

Its main campus is in Diliman, Q u e z o n City. It also

has campuses in San Ildefonso in Ilocos Sur, Bayombong in Nueva Viscaya, Goa in Camarines Sur, Palo in Leyte, Iloilo City, Argao in Cebu, and Clark Freeport in Pampanga.

All students in the PSHS system are either partially or fully subsidized by the national government.

Dr. Laidan hopes the new campus could begin operation next school year (SY 2013-2014), adding that the PSHS scholarship is now open to interested applicants. Deadline for submission of application is on July 6, 2012.

According to Ganassi Mayor Al-Rashid Macapodi, the Sarimanok boat race is an historic event not just for the municipality but also for the province, signifying the birth of the sport in the ARMM. “We conceptualized the Sarimanok boat race to encourage the sport among the Maranaos, advocate for cultural tourism, and develop Lake Lanao as one of the sports destination in Muslim Mindanao,” he said. Instead of the dragon head and scales, the boats used in the race have the “Sarimanok” head, a legendary bird that has become a symbol of Maranao art. Agusan del Norte cites headways in educationby Robert E. Roperos

Agusan del Norte Governor Erlpe John Amante said that as a result of the province’s efforts of providing “Education for All,”

the 187 public elementary schools in Agusan del Norte have posted an 11 percent increase in enrollment in the pre-school and 3.83 percent increase in the elementary.

During his State of the Province Address (SOPA), Amante said the same achievements were attained in the secondary level. Enrollment has increased, resulting to a net enrollment ratio of 52.30

percent, surpassing the 50 percent national level mark. He also reported that the province has always valued technological education and training and its contribution to society.

The official stressed that the province has also institutionalized the children’s welfare program, “a proof that the provincial government acknowledged that the youth are hope of our country,” he said. Further, Amante said that the province sees to it that a place where they can be rehabilitated, with the end view of guiding them back to a productive life, is provided. “Hence, we constructed a Youth Center of Bahay Pag-asa to house children in conflict with the law,” he said. Amante likewise emphasized the role of the province in providing delivery service efforts to the elderly where significant number of indigent families were provided assistance under the Integrated Social Development Assistance Program (ISDAP). In terms of disaster response, Amante said the province responded by serving relief goods to the 6,507 affected families in hard-hit municipalities. “Our relief operations went beyond the province when we sent the Agusan del Norte Emergency Response Team to provide assistance and deliver relief goods to the victims of ‘Sendong’ in the cities of Cagayan de Oro and Iligan,” Amante said. Amante likewise boasted the local

health system that the province has implemented. He said the province has remained focused on the vision of a healthy,

Economy wise, the provincial governor said that through the modern agricultural farming and fishing that the farmers and fishermen in the province were able to implement through the efforts of the provincial government, palay and fish production have significantly increased in 2011. “I would like to especially convey my heartfelt gratitude to the 9,500 farmers and fisher folks without whom the cited productions would not have been made possible,” Amante said. Amante also reported that year 2011 was an exciting and busy year with investors from China, Korea, and the Philippines trooping in to invest in the co-management program of the province. “Memoranda of Understanding and Memoranda of Agreement were forged between these investors and the province,” he said. Meanwhile, the local chief executive cited that the province’s peace and order

and security is vital for full development. Amante reported that during the year in review, the province has registered 415 crime incidents. Out of these, 257 cases were cleared, resulting in 61.93 percent crime clearance efficiency (CCE). Amante further highlighted the anti-illegal logging campaign of the provincial government which resulted to the recovery of abandoned logs and law-an flitches with a combined market value of P160,000. He added that a social integration program has been made part of the province’s peace and order drive. Having reported the aforementioned accomplishments, Amante took the challenge to make Agusan del Norte a more progressive province in Caraga Region. “Every challenge hurdled is a step towards our aspiration for a prosperous and happy populace. I can only be courageous in facing these challenges because I firmly believe that we are one in this aspiration. In an interview, Matugas said the school board teachers will receive a monthly honorarium of P7,000 effective June this year – or an increase of P1,000 from its current pay of P6,000 per month. “The pay increase which takes effect beginning this school year, although minimal, can help alleviate the plight of our local teachers vis-à-vis our present economic condition,” Matugas said. SURIGAO CITY -- The Provincial Government of Surigao del Norte will launch the Search for Outstanding Barangay of the Province as a system of recognizing and granting of awards and incentives to outstanding barangays.

Governor Sol Matugas said the search aims to ensure the smooth implementation of the provincial government’s Health, Education & Environment, Agri-Aquaculture, Livelihood, Spiritual and Senior Citizen (HEALS) Agenda. Specifically, it aims to strengthen barangay government capability to ensure effective and efficient delivery of barangay basic services. Matugas stressed that as a basic political unit, the barangay is always in the forefront of development. “Through the barangay officials, the barangay plays multiple roles in governance with very limited resources, yet much is expected in terms of development. Collectively,

the progress that took place at the barangay affirms the state of national development,” she added. The search shall be conducted by cluster, e.g., Siargao Island Cluster, Mainland Cluster, and Surigao City Cluster. Matugas said the search is a continuous activity, which will be conducted every six months. For the first round of implementation, the PAC will conduct on-site evaluation to municipal entries on June 18-22, 2012. Awards will be given on July 2012 during Matugas’ State of the Province Address.

Of the total appropriation, P55.2 million is allotted for the construction of the Dipolog City airport passenger terminal building; P42 million for runway expansion and construction of Pagadian City Airport terminal building; P62-million for San Vicente, Palawan; Butuan City airport, P45.5-million for Sanga-Sanga Airport in Tawi-Tawi and Maasin, Leyte. These multi-million peso worth of infrastructure projects is expected to provide convenience to the travelling public, particularly the tourists that are coming to our province. The initiative is also expected to boost local tourism potential in the province and the two cities

of Dipolog and Dapitan, as it will improvepassengerandairporttraffichandling capacity of our airport. Local government officialswelcomed the effort of the national government to address air transport-related concern of the public, apart from increasing tourism potentials in the country. Last week, the Department of Transportation and Communication has invited prospective bidders for the construction, rehabilitation and/or expansion of the seven airports in the different part of the country. Sibugay Province, 12 municipalities bag Seal of Good HousekeepingZAMBOANGA CITY – Secretary Jesse M. Robredo of the Interior and Local Government today, handed down Performance Challenge Fund (PCF) checks to LGUs that passed the criteria of the Seal of Good Housekeeping, an award system designed to recognize exemplary performance of local government units in the provinces, cities and municipalities.

Speaking in Filipino before the local chief executives of the Zamboanga Peninsula, Robredo called on them to formulate and adopt disaster and climate change adaptation action plans for a disaster-free resilient communities, saying “isa lang yung mensahe ng maayos, matino at mahusay na pamamahala, at sa pagamit ng paraang ito maihanda natin ang pamahalaang lokal sa anumang sakuna na posibleng dumating sa kanya.” (there is only one message of orderly, upright and good governance; and in this manner, we could prepare the local government to any calamity that may possibly

happen in the locality.) Having said this, Robredo called on commitment of the local executives to aggressively scale up interventions to elevate the practice of good governance that values transparency, accountability, participation and performance into an institutionalized status. MPI conducts 2-yr training on tribal leadersPAGADIAN CITY – Some 31 tribal leaders from Zamboanga Peninsula have undergone a two (2) year training from the Mindanao Peace Building Institute (MPI). The first set was conducted on June 5-9 at Anastacia Pension House here. The MPI who was established in the year 2000, is an Asian training institute grounded in the Mindanao, Philippines context using models developed and adapted for and by Asians. MPI a resource for peace builders provide skills, conduct research, and build solidarity within the Conflict TransformationFramework.

Executive Director Christine Vertucci said the training which was attended by selected Higaonon and Subanen leaders aimed at providing them the knowledge and skills to deal with all stakeholders that are interested in the minerals on their ancestral domain. “The training would enable them to make informed decision about the development of

delivery of basic services. Known as the Performance Challenge Fund (PCF), it seeks improvement in LGU performance by linking incentives to the achievement of a set performance targets. LGUs that have qualifiedfor the PCF subsidy intended for development of various LGU projects and are the province of Zamboanga

Sibugay and the municipalities of Titay, Diplahan, Siay, Tungawan, Buug and Ipil of Zamboanga Sibugay; Manuel Roxas, Polanco and Sergio Osmena of Zamboanga del Norte and the municipalities of Aurora, Zamboanga del Sur.
