Meet Doding Sotomayor: Davao Region’s Gawad Saka Most Outstanding Coconut Farmer

IT’S A TRIUMPH that he didn’t expect at all.

For loving and developing his farm, Conrado “Doding” Sotomayor, 46, of Basiawan, Sta. Maria, Davao del Sur was hailed as Davao Region’s Most Outstanding Coconut Farmer of 2014 during the Region’s Search for Gawad-Saka Outstanding Farmer of the Year. Doding is now the region’s nominee to the National level search. The Philippine Coconut Authority (PCA) in the province nominated Doding because of his advocacy on organic farming. He adopted and enriched his coconut farm through organic fertilizer and is now a factual exemplar of improved farming practices and environment friendly progression in Sta. Maria town and in the province of Davao del Sur.

D o d i n g acquired his 2.15 hectare farm via the Comprehensive Agrarian Reform Program (CARP) from the Philippine Cocoa Estate Corporation (PCEC) being a former farm worker thereof.Diligence and hardwork were his arms as he further developed his farm planting additional crops like banana, durian and other fruits trees in between coconut and aging cacao trees. Today, 215 hills of robust and bearing coconut trees are seen standing in his land, 100 hills of which serve as source of cocosap

In addition, there is also a 7m x 20meter fishpond, 3m x 6m vermicast production area, a 12 x 16 ft. structure for his cocosugar p r o d u c t i o n and a small piggery. He was also able to generate e m p l o y m e n t to nine farmworkers from his s m a l l cocosugar bus iness . Elsewhere in the farm, you can see organic farming practices in abundance l i k e mulching around the base of plants, waste segregation, foliar spray made of crushed kohol and banana water, plants like asunting, madre de cacao, paniawan mixed to become botanical sprays for pest. Doding has indeed come full circle in his organic farming.

Doding is not only a famer but a leader as well. He is the current chairman of the board of the United CARP beneficiary Association I n c o r p o r a t e d - M u l t i - P u r p o s e Cooperative (UNICARBAI-MPC). He said that his evolution and growth

as a leader and as a farmer was largely because of

his involvement in the organization.

Plaza Quince Martires was chosen by the National Historical Commission of the Philippines (NHCP), with the President’s approval, as the venue for this year’s Independence Day celebration to honor the 15 Martyrs of Bicol whose travails helped ignite the revolution in 1896.

Taking off from the Independence Day theme of “Pagsunod sa Yapak ng mga Dakilang Pilipino, Tungo sa Malawakan at Permanenteng Pagbabago,” President Aquino paid tribute to the country’s martyred heroes, who sacrificed their lives to free the

Filipinos from the oppression of Spanish conquerors, leading to the proclamation of the country’s independence and the declaration of the First Philippine Republic.

“Ngayong Araw ng Kalayaan, sama-sama po tayong nagbibigay-pugay sa mga bayaning ipinaglaban ang tama. Gamitin natin silang inspirasyon sa patuloy nating paglalakbay sa daang matuwid,” President Aquino said before hundreds of Nagueños who gathered at the plaza.

“Isapuso natin ang iniwan nilang aral: ang malasakit sa ating kapwa ang maghahatid sa atin sa mga inaasam natin bilang isang lahi. Sa ganitong paraan lamang po natin masasabing tunay tayong karapat-dapat sa kanilang mga sakripisyo; sa ganitong paraan lamang po natin maitataguyod ang isang Pilipinas na ganap na makatarungan at malaya.”

President Aquino was joined by NHCP chairperson Maria Serena Diokno, Naga City Mayor John Bongat, Camarines Sur Representative Maria Leonor Robredo, National Defense Secretary Voltaire Gazmin, Interior and Local Government Secretary Manuel Roxas, Armed Forces of the Philippines (AFP) Chief of Staff General Emmanuel Bautista, and other local and military officials during his activities here.

Representative Robredo, for her part,

thanked President Aquino for choosing to be in Naga City to celebrate this year’s Independence Day and for acknowledging the sacrifices rendered by their forefathers.

Apart from the flag-raising and wreath-laying rites in Camarines Sur, other Independence Day-related activities were simultaneously held at the Rizal Park in Manila, Emilio Aguinaldo Shrine in Cavite, Barasoain Church in Bulacan, Pinaglabanan Memorial Shrine in San Juan City, Bonifacio Monument in Caloocan City, Mausoleo de los Veteranos de la Revolucion at the North Cemetery in Manila, and the Pamintuan House in Angeles City.

President Aquino was also slated to meet with members of the diplomatic community for the traditional Vin d’Honneur at Malacañang Palace to celebrate the occasion. PND (hdc)

In his message during the 116th anniversary celebration of the proclamation of Philippine Independence, the President said the sacrifices of Filipino heroes must be recognized and must serve as an inspiration, as the country pursues the righteous path that the administration champions.

“Bilang mga tagapagmana ng kalayaang ipinaglaban ng mga nauna sa atin, tungkulin po ng bawat isa sa ating hindi na hayaang bumalik ang ating bansa sa dati nitong kalagayan; ang hindi na muling magbunsod ng mga panibagong sakripisyo sa maraming Pilipino,” he said during the ceremony held at

Filipinos can learn from country’s heroes, says President Aquino

Plaza Quince Martires here Thursday. With this in mind, the government

continues to carry out major projects that will improve the conditions of the people in the Bicol region, he said, giving as an example the Bicol International Airport in Daraga, Albay, that is aimed at enhancing tourism and relations with other countries.

He also cited the proposed one-stop Migrants Resource Center in Naga City which intends to improve the competitiveness and skills of overseas Filipino workers.

The President also said that the Congress has passed the extension of the Philippine National Railway (PNR) charter to open up more opportunities to Bicolanos.

Urging the people to fight oppression, graft and corruption, and poverty, the President said, “Ang pagwawaksi sa korupsyon at pang-aabuso sa sistema saan man sa Pilipinas—sa lokal man o sa mga pambansang antas—ay magbubunga ng mas matibay na mga istitusyong makapaglilingkod sa bawat Pilipino.”

At the same time, he reminded the people to vote wisely in the election two years from now by choosing competent and pro-poor leaders, those who fight

for the people’s rights and not those who only deliver flowery speeches and concentrate on entertaining the crowd.

“Pananagutan nating mag-iwan ng mas makatarungan at mas maunlad na Pilipinas kaysa ating dinatnan,” he said.

Heroism among Filipinos continues to this day in different forms, he said, citing the bravery of the Marines stationed in the Ayungin Shoal, the achievements of former Naga City mayor and Department of Interior and Local Government (DILG) secretary Jesse Robredo, and the courage of millions of Filipinos who gathered in EDSA during the 1986 revolution: the students, professionals, soldiers and policemen.

Naga City Mayor John Bonggat meanwhile thanked the President for choosing his city as the venue for this year’s Independence Day celebration.

The Plaza Quince Martires was built in the heart of Naga City to recognize the heroism of Bicolano Ilustrados, who resisted the Spanish rule.

Eleven of the 15 martyrs from Bicol were executed in Bagumbayan in January 4, 1897, a few days after the martyrdom of Dr. Jose Rizal. Two died in jail and the other two died while in exile in an African island. PND

“We know well that the path to peace is covered with thorns and roses. But your declaration that we have, before us, a path that can lead to a stable change in the island of Mindanao, communicates the optimism and enthusiasm of gathering roses, without suffering injury from the thorns,” Archbishop Pinto said during his toast at the vin d’honneur to commemorate the 116th anniversary of Philippine Independence held in Malacañang Palace.

“Therefore, Mr. President, we hope for a future of prosperity and cooperation with all those who are directly involved in this bold enterprise of priceless civic value. For us,

still rendering aid to those who were displaced in last September’s siege. “Thank you for continuing to help us in building back a better Zamboanga.” Over 500 joined in this morning’s celebration, which include employees of government agencies and institutions, the military, police, and the academe. Several foreign tourists also witnessed the ceremonies. Following the singing of the national anthem, flower wreaths were offered. A Philippine Air Force

chopper showered flower petals during the ceremonies. Mayor Climaco-Salazar also acknowledged the efforts of the Boy Scouts of the Philippines (BSP) in helping build Zamboanga. The BSP has its roots in the city during the American occupation in 1914 when a group of boys here were brought together and organized as scouts. Towards the end of the program the new set officers of the BSP-Executive Council of Zamboanga took their oath before the mayor.

Isabela City Mayor Cherrylyn Santos-Akbar led the flag-raising ceremony at city hall complex together with Police Chief PSUPT Albert T. Larubis and 104th Brigadier General Carlito G. Galvez Jr., various government agencies, the academe, and civic groups. Recalling what the Philippine heroes had done for the country that fought for the freedom that the whole nation enjoys today, the mayor urged Isabelaños to use this freedom wisely. She said that 116 years ago heroes had given their lives and fought against foreign invasion, thinking of the future or the next generation to enjoy life without fear. “However, today we experience Filipinos fighting fellow Filipinos for power, money, and other personal reasons. And the saddest part is that people in authority want to control everyone else. Because of fear for self and family, most people opt to remain silent rather than getting themselves involved in solving the problems,” she lamented. She also lashed at those who continue to abuse their power and authority, curtailing the freedom and

rights of other people. “All of us will soon have another challenge, especially on our freedom of choice wherein we have to decide whether we want to be under the Comprehensive Agreement on Bangsamoro (CAB), the replacement of Autonomous Region on Muslim Mindanao (ARMM),” she said as she expressed the uncertainties and doubts brought about by the CAB to the people of Isabela, which will be included in the plebiscite. She called on the public to contribute and decide wisely “that will serve the best interest of the city and its people for one and only Isabela City.” Meanwhile, a separate flag-raising ceremony followed at the Provincial Plaza Rizal where Basilan Governor Jum J. Akbar led the wreath-laying ceremony with Brigade Commander Gen. Galvez. In an interview, Governor Akbar called for unity as the province journeys toward prosperity and peaceful communities in the near future. “I am happy today, not only because we celebrate our independence as a nation, but also because of the signing of the

Memorandum of Agreement between the Provincial Government and stakeholders on the establishment of the Basilan Micro-Enterprise Development and Community Empowerment Center in Tipo-Tipo Municipality, south of Basilan,” she said. She expressed her gratitude to the American people through the US Forces present that the project, when completed, will greatly contribute to the people in the southern part of the island province who because of conflict situation were deprived of more government and non-government services and programs, especially from national government agencies and foreign funding institutions. Cpt. Austin Liu, of the Joint Special Operations Task Force-Philippines (JSOTF) in his message said that the project was conceptualized last year on how to systematically change the lives of the communities for the better. Liu explained that “the concept was to provide a one-stop-reintegration/rehabilitation center in

the heart of Southeast Basilan for the out-of-school youth, the unemployed, and other disadvantaged sectors, providing not only basic livelihood training but also management skill enhancement and micro-financing opportunities for them to become successful, functioning, and contributing members of the local economy.” He said that the MOA signing will bring a step closer to new hope and opportunities for the underprivileged and marginalized communities in Tipo-Tipo, Sumisip, Ungkaya Pukan, and Al-Barka, including the rest of Basilan. Various groups including the academe, the military, police and other security sectors, USAID projects (BE SECURE, CREST, Health, and MYDev), the Basilan Bikers Club, and Isabela Water District participated in the local Independence Day celebration. This year’s theme was “Pagsunod sa Yapak ng mga Dakilang Pilipino, Tungo sa Malawakan at Permanenteng Pagbabago.”

DIPOLOG CITY – “I am sure that if we follow the ‘daang matuwid’ envisioned by our President, it is certain that we can attain the true independence,” said Judge Jose Rene G. Dondoyano of the Municipal Trial Court in Cities (MTCC) of Dapitan City who served as guest speaker during the 116th Philippine Independence Day celebration here yesterday. The said celebration is well attended by the officials and employees from the city government of Dipolog and the provincial government of Zamboanga del Norte, national government agencies, non-governmental organizations, students and teachers from private and public schools and business establishments in the city. He lauded Dipolognons for choosing leaders who are responsible and whom the President trusts. In a related development, Zamboanga del Norte Governor Roberto Y. Uy was recently appointed

as chairman of the Regional Peace and Order Council (RPOC)-9, while the province’s second district representative, Rosendo S. Furthermore, he hopes that our nation shall finally be free from foreign debt and acquire political stability. Toward the end of the program, Dipolognons waved their flaglets as the song “Bayan Ko” was played.

Signed by DILG secretary Mar Roxas, the circular has enjoined all the local chief executives (LCE’s) to coordinate with the national government agencies (NGA’s), non-government organizations (NGO’s), civic/public organizations (CPO’s), and the private sector to participate in the activities, among which the display of the Philippine Flag in all the LGU Offices and the holding of civic parade, diskwento caravan and jobs fair, Patoc said.

Dr. Jocelyn Torrecampo of the DOH 10 said during its press conference that this is a result of urbanization, climate change and referral from Rural Health Units in neighboring provinces. She said that aside from problems with sanitation, garbage and growing population, and unpredictable weather due to climate change, health units from neighboring towns also refer patients in the city. However, she clarified that referrals are important so that hospitals in the city can prepare if there are patients from neighboring towns. Meanwhile, for the provinces in the region, Misamis Oriental is top with 447 cases, Bukidnon with 345, Misamis Occidental with 305, Lanao del Norte with 76 and Camiguin 61. Further, there have been six deaths this year from ages one to nine. Dr. Torrecampo said that they are encouraging schools for Dengue Brigade at the same time to practice the 4o’clock habit to look for breeding sites and destroy them. She also said that the local government units such as barangay leaders should take charge in this habit through their program ‘Action

Barangay Kontra Dengue.’ There are four S against dengue. First is Search and destroy breeding sites, wherein water containers should be covered, water in flower vases should be changed and rooftop gutters should be de-clogged, among others. Second is Self-protection. Wear long-sleeves and use mosquito repellants. Third is Seek early advice or consultation at the nearest health center if you have symptoms or fever without any other causes. And fourth is to Say Yes to fogging when there is impending outbreak in your area. In the region, there are a total of 2,107 dengue cases as of June 7, 2014. Dr. Torrecampo said dengue is all year round whether hot or rain season that is why community cooperation is very important.

KORONADAL CITY, South Cotabato -- The Department of Social Welfare and Development (DSWD) in SOCCSKSARGEN Region warns the public against opportunists allegedly trying to earn from the ongoing special validation of beneficiaries of the agency’s anti-poverty programs.

By: Danilo E. DoguilesBeware of bogus enumerators, DSWD warns

Starting June 3, DSWD 12 deployed field personnel to conduct special validation for the Social Pension (SocPen) Program and the Modified Conditional Cash Transfer (MCCT) to verify if the current beneficiaries are actually indigent based on the Listahanan database.

However, Jackiya Lao , head of the National Household Targeting Unit (NHTU) of DSWD 12 disclosed that they have received reports that some unscrupulous individuals try to gain from the ongoing activity.

Explaining the group’s modus operandi, Lao said, individuals introduce themselves as DSWD employees, specifically Pantawid Pamilya Program (4Ps) workers, so that they will be allowed to enter the premises of a respondent’s house. Once inside the house, the households are apparently made to pay certain amount of in exchange for the conduct of interview.

“Unfortunately, there are some households that fall for this trap because accordingly, the consequence of the paid interview will guarantee them to become 4Ps beneficiary,” Lao said.

She further described the operation as seemingly a recurring activity in the region.

“This group clearly has a pattern because whenever DSWD has an enumeration activity, the group seemed to also operate in the area,” she said.

On this regard, Lao has ordered NHTU project development officers IV Ashraf Dirampatan and Aminah Macodi, to instruct the field workers under their management to wear their identification cards at all times.

“Although the IDs can be faked by the group behind the modus operandi, our field workers are still under strict order to wear their IDs all the time,” she said.

“One obvious way, however, to know the field workers who will enumerate the household are indeed DSWD workers, is when they do not ask for anything in exchange for the interview and they post proof of stickers on the house”, Lao emphasized.

Listahanan, a nationwide household assessment, both special and massive, is a non-profit activity spearheaded by DSWD.

Through NHTU, Listahanan aims to target who and where the poor are. However, it does not guarantee that whoever gets enumerated and identified poor automatically becomes a beneficiary of any service or program.

DSWD strongly opposes the group behind the modus operation. Immediately after learning about the operation, the department have instructed the NHTU team to caution the general public.

“We will be send out memorandums to the LGUs to help us warn their constituents against the possible attempts of these fake DSWD workers to trick them into paying in cash”, Lao noted.

DSWD 12 is also considering tapping help of the Department of the Interior Local Government before the situation escalates.

Meanwhile, the NHTU head repeatedly appealed for help from the general public, particularly in monitoring their field workers for the on-going special enumeration for the SocPen and MCCT programs.

She emphasized that things such as requiring monetary payment

during enumeration are not part of the enumeration process.

Thus, DSWD 12 encourages the public to be vigilant and contact the office through NHTU right away upon learning about irregularities being done by its field staff.

“As the head of NHTU, I cannot monitor all the field workers at once and all the time that is why we need the active participation of the public”, Lao explained.

NHTU can be contacted through land line numbers (064) 228-6009/ 228-2086 or email address [email protected]. It can also be reached through its Facebook account, Nhts-Pr DSWD XII.

Snail mails letters may also be sent, addresses to the Department of Social Welfare and Development Field Office XII, Purok Bumanaag, Barangay Zone III, Koronadal City, South Cotabato.

Updates on the on-going enumeration and other DSWD 12-related updates may be gleaned from the agency’s official websit, http://www.fo12.dswd.gov.ph. (DEDoguiles-PIA 12 with report from DSWD 12)
