CCTVs play vital role in peaceful polls MARAWI CITY – The Philippine Army said surveillance cameras had played a vital role to the success of the country’s midterm polls in Lanao del Sur prov- ince where violence was synonymous with elec- tions. Brig. Gen. Daniel Lucero, commander of the 1st Infantry Divi- sion, said prior to the May 13 polls, they initi- ated a series of consul- tative meetings with the representatives of the Commission on Elec- tions, political groups, tribal leaders, civilian poll watchdogs and other stakeholders on the use of the surveil- lance cameras to closely monitor the elections in various polling places. The presence of se- curity cameras - in- stalled by soldiers - pre- vented election frauds and irregularities and other poll violations. “The idea was unanimously taken positively by the politi- cal candidates. This was manifested by their acts of voluntarily providing the much needed cam- eras and other require- ments to make the project possible,” Lucero told the regional newspaper Mindanao Examiner. He said: “The Maranaos have always wanted clear and honest election in their prov- ince and their support to the idea (of putting up security cameras) was a clear indication of their aspirations for transpar- ent and honest elec- tions.” Lucero also praised the Muslim elders and voters in Lanao del Sur for their vigilance and active participation to ensure safe elections. “The result of the peace- ful elections is some- thing that they can be proud of,” he said. Father killed, baby woundedin Zambo Norte shooting

DIPOLOG CITY – A manwas killed and his baby se-riously wounded in an at-tack by a lone assailant intheir house in Zamboangadel Norte’s Liloy town, po-lice said.

Police said Rene Cruzwas carrying his babywhen the gunman, whowas outside the house,opened fire and hitting the

40-year old father in theface. The baby was also hitin the head.

The gunman escapedafter the shooting, policesaid.

NPA rebels raid village in Zambo SurPAGADIAN CITY – Doz-ens of communist rebelsdisguised as governmenttroops raided a village inthe town of Bayog in thesouthern Philippine pro-vince of Zamboanga delSur and carted weaponsissued by the military tolocal militias, police said.

Police said some 40New People’s Army also

seized communicationequipment from villagechieftain Reynaldo Villa-ver in Camp Blessing.The rebels, armed withM14, M16 and Ak-47, es-caped after the raid.

It was not immedi-ately known why the po-lice failed to detect thepresence of rebels – whospent 45 minutes in the

area – before fleeing onfoot. Security forces havelaunched an operation totrack down the rebels.

The rebels have beenfighting for decades nowin an effort to overthrowthe democratic govern-ment and install a sepa-rate Maoist state in thecountry. (Mindanao Ex-aminer)

Police identified thevictims as Joseph Poletoand Will Naldo. The bodieshave been retrieved fromthe 70-foot well in the vil-lage of Santa Ana. Twoother workers were alsorushed to hospital.

Jeep crashes intostreet pole, 12 injured

ZAMBOANGA CITY –Twelve people were injuredafter a passenger jeepcrashed into concretestreet pole in ZamboangaCity in southern Philip-pines, police said.

Police said the driver,Abelardo Enriquez, lostcontrol of the jeep andrammed the pole beforecrashing into the bay walkalong R.T. Lim Boulevard.The 65-year old driver was

among those injured in theaccident.

ZAMBOANGA CITY – Aman who was suspected asbehind the series of thieveryhad been found dead at avillage in the southern Fili-pino port city of Zam-boanga, police said.

It said the body of the31-year old Abdul Bensali,31, was found in the villageof Rio Hondo. The body hadtwo gunshot wounds, po-lice.

The 2016 PresidentialDerby Begins

By Perry Diaz (California)THE DAY BEFORE ELECTION Day, the opposition United NationalistAlliance (UNA) proclaimed Vice President Jejomar “Jojo” Binay as itscandidate for President in 2016. Now that’s what you call preemptorymove against anyone who might be toying with the idea of runningfor president.

At UNA’s final rally – “miting de avance” – in Tondo, Manila, lastMay 10, Binay was introduced as “the next President of the Philip-pines.” The candidates took turns in addressing him as “PresidentBinay.” For some reason, it seems that everybody in the opposition isjumping into Binay’s bandwagon long before the 2016 presidentialelection began. Indeed, as UNA campaign manager Toby Tiangco said,“Binay is still the man to beat for the presidency in 2016.” If so, what’sBinay game plan?

In my article, “Unholy National Alliance” (April 18, 2012), I wrote:“And this brings to the fore the nagging question: Why did Binay formUNA while the impeachment trial was ongoing? He could have waiteduntil July 2012 after a verdict [on Corona] would have been passed.With six of the senator-judges running for re-election in 2013, five ofwhom might end up on UNA’s ‘Magic 12’ senatorial line-up, the tim-ing of the unification effort is riddled in suspicion. I think [formerSenator Ernesto] Maceda opened a can of worms when he said ‘a voteto acquit Corona is a vote of support for Binay in 2016.’ And I’m surethat P-Noy has the political savvy to decipher Binay’s game plan.

“But in Binay’s attempt to unify all the diverse political partiesunder his umbrella, he may be creating a political machine similar tothe Lakas-Kampi-CMD (LKC) merger prior to the 2010 presidentialelections.”

SSSSSprprprprpruce Guce Guce Guce Guce GooseooseooseooseooseFormer President Gloria Macapagal Arroyo’s creation of the larg-

est political party since the time of Ferdinand Marcos turned out to belike Howard Hughes’ “Spruce Goose.” On it’s maiden test flight on No-vember 2, 1947 with Hughes piloting it himself, the humongous air-plane flew for only a mile at 70 feet above the water. It’s mediocre per-formance forced Hughes to abandon the project.” And like the SpruceGoose, Gloria’s LKC broke apart by its sheer size. And like Gloria’s LKC,Binay’s UNA broke apart in the 2013 mid-term elections with only threeof his candidates winning while nine Team PNoy candidates won.

The question is: Would UNA survive and become a viable opposi-tion coalition in the 2016 elections? While it may be too early to tell, onething is certain: it will not be the same as the one that participated in the2013 mid-term elections. In 2016, there will be a new set of senatorialwannabes. But because of UNA’s anemic performance in the 2013 elec-tions, these wannabes might gravitate around the Liberal Party (LP)hoping that P-Noy and the LP standard bearer – whoever he or she mightbe? -- would include them on the administration slate.

KKKKKingmakeringmakeringmakeringmakeringmakerMany believe that because of P-Noy’s popularity, he’d have a strong

hand in filling the LP’s 2016 senatorial slate – including the presidentialand vice presidential candidates -- with his own “people.” The problemthough is that he’d be a “lame duck” by then. However, if he earns tonsof political capital and amasses invaluable goodwill with the people inthe next three years of his presidency, his endorsement in 2016 mighttranslate to a virtual “command vote.” If that were the case, he wouldbecome the ultimate kingmaker.

But P-Noy’s problem is that the Liberal Party is perceived as a weakparty and doesn’t have star powers of its own. There are no heavyweightsthat the party could field against Binay. Mar Roxas is probably the onlypresidentiable from the LP’s ranks. But Roxas said that he was not inter-ested in running for president in 2016. However, he might run if the LPcould build a formidable organization capable of defeating the popularBinay. P-Noy’s personal charisma is the only one that can match Binay’sstar power. Unfortunately, P-Noy can no longer run for office.

If Roxas were really firm in his decision not to seek the presidency,Sen. Francis “Chiz” Escudero could jump into the Liberal Party. Placingthird behind Grace Poe and Sen. Loren Legarda in the just concludedmid-term elections, Chiz – who is an Independent – would be the LP’sbest bet to field against Binay. He played his cards right when he stuckwith the LP Coalition as a guest candidate and distanced himself fromBinay’s UNA who had put him on their slate as a common candidate.But he was removed together with the two other common candidates,Grace Poe and Loren Legarda, from the UNA slate when the three didn’tappear in UNA campaign rallies because Team PNoy forced them toabandon UNA.

BBBBBig surprig surprig surprig surprig surpriseiseiseiseiseIt is interesting to note that from the start of the campaign season

until Election Day, Loren held the Number One spot in all the surveys.But on Election Day, Grace Poe – who is Independent -- sprinted to theNumber One spot and Loren slid down to Number Two spot while Chizmoved down to Number Three Spot from the second spot. What is in-triguing is that the LP coalition’s guest candidates took the top threespots, two of who are Independents.

Surprisingly, of the three Liberals handpicked by P-Noy – PaoloBenigno “Bam” Aquino IV, Jamby Madrigal, and Ramon Magsaysay Jr. –only Bam Aquino, P-Noy’s cousin, won. A political neophyte with onlyhis last name to his credit, Bam couldn’t have won on his own account.With that kind of performance at the polls, it makes one wonder if theLP could attract winnable candidates in 2016?

In the past several months, there were talks about a possible entryof Kris Aquino into politics. However, nobody could pinpoint what of-fice she would be running for? Governor? Representative? Senator? Howabout Vice President? Heck, she paid more taxes than any of the Chinoytaipans last year. That would endear her to the poor masa. Indeed, aMar-Kris or Chiz-Kris tandem might just do the trick to craft a LiberalParty victory over a Binay-Jinggoy tandem or “Binggoy.”

BBBBBattle rattle rattle rattle rattle roooooyaleyaleyaleyaleyaleOf the 12 senators whose terms end in 2016, Juan Ponce Enrile is

retiring and Miram Defensor Santiago might not run for reelection dueto her pending appointment to the International Criminal Court whileBongbong is expected to run for president and Jinggoy Estrada is ex-pected to run for vice president. That leaves eight probable reelectionistsin 2016: three Liberals (Franklin Drilon, Teofisto Guingona III, and RalphRecto); two Lakas (Lito Lapid and Bong Revilla); one Nacionalista (PiaCayetano); one Nationalist People’s Coalition (Tito Sotto); and one In-dependent (Sergio Osmena). Except for the three Liberals, the other fivereelectionists would most likely run as guest candidates of either theLiberal Party coalition or a Binay-led UNA.

It is very likely that Osmena and Sotto – who both have made prais-ing post-election remarks about Binay -- would run under UNA whileCayetano could possibly run under Marcos’ Nacionalista Party or onthe Liberal Party’s coalition slate. Lapid and Revilla – who are allies ofGloria -- would most likely run under Binay’s UNA or Marcos’ coalitionas guest candidates.

How about the presidentiables? With Binay already declaring hisintention to run for president and Roxas or Escudero running underthe Liberal Party coalition and Marcos forming a third party, the 2016presidential elections might turn out to be a battle royale among thecountry’s powerful dynasties.

But in politics, strange things happen. What if the Liberals andNacionalistas joined forces in 2016 like they did in 2013? Can it be withinthe realms of probability – or absurdity -- for Bongbong Marcos andKris Aquino to team up? Hmm…

BASILAN – Authorities haveassured the safety of gov-ernment workers and civil-ians against kidnappings inBasilan, one of five prov-inces under the Muslim au-tonomous region.

This assurance fromthe military and policecame after gunmen freedlast week a social worker,Jennelyn Luna Enpera, whowas abducted in the townof Ungkaya Pukan.

The Department of So-cial Welfare and Develop-ment (DSWD) said thewoman was freed un-harmed by her captors inthe town of Sumisip.

The woman, whoworks for the DSWD, is saidto be in-charge of thegovernment’s anti-povertyalleviation program calledPantawid Pamilya, whoseobjective is to provide fi-nancial support to poorfamilies for the children’shealth and education.

men are also holding LucioGonzales, a skipper of a fish-ing trawler seized offLantawan town in Basilanprovince.

Police said at least adozen gunmen in twospeedboats were involved inthe kidnapping of Gonzales.The captors have demandedP15 million for the freedomof Gonzales.

No individuals or grouphave claimed responsibilityfor kidnappings.

Basilan is one of fiveprovinces under the Autono-mous Region in MuslimMindanao and is notori-ously known for itskidnappings and ambus-cades.

Zambo school collecting fees from enrolling studentsZAMBOANGA CITY – A govern-ment school in Zamboanga Cityin southern Philippines is col-lecting various fees from highschool students despite a strictpolicy against collections ofcontributions during the en-rollment period.

A television report said thecollections of various fees inDon Pablo Lorenzo High

School were being tolerated byPilar Gregorio, the principal.

Among the fees being col-lected from students are alleg-edly for identification card pic-tures, funds for the Parents-Teachers Association, and forvarious projects of the SupremeStudent Government.

The fees ranged from P50 toP300 per student and the collec-

tions were not covered by an of-ficial receipt. One student, whowas collecting fees, said the con-tributions are not compulsory,but a sign on her table reads “re-quired.”

The collections of fees werealso recorded by the TV11 newscrew.

The report said the schoolprincipal also refused an inter-

view requested by the televisionnews crew about the illegal col-lections, saying she was notavailable.

Pedro Natividad, the Assis-tant Schools Superintendent,was apparently disgusted withthe illegal collections of fees inDon Pablo Lorenzo School andsaid he will investigate the re-ports.
