Zambo Norte town in tight securityDIPOLOG CITY – Securityforces tightened its watchin Zamboanga del Norte’sSibuco town following aclash between armytroops and bandits lastweek. Troops captured anencampment of suspectedbandits following a firefight in the town’s Puliranvillage.

S u p e r i n t e n d e n tRogelio Alabata, aregional police spokes-man, said they have

alerted their forces in thetown after troops clashedwith bandits who attackedsoldiers guarding a gov-ernment bridge project inthe village.

Alabata said therewere no reports of casual-ties in the fighting, butsoldiers from the army hadseized the bandit’s en-campment about 500meters from the construc-tion site.

He said soldiers fromthe 42nd Infantry Battal-

ion recovered bullet shellsfrom the camp, which wasquickly abandoned bybandits led by JamaruddinAlih.

DOST-ARMM announcesopening of scholarship programsCOTABATO CITY - TheDepartment of Scienceand Technology in theAutonomous Region inMuslim Mindanao(DOST-ARMM) has an-nounced the opening ofapplication for its Sci-ence and Technology(S&T ) scholarship pro-grams for school year2017-2018.

DOST-ARMM Secre-tary Myra Mangkabungsaid they’re offering threescholarship programs toqualified students in theregion. It includes the ad-mission to the PhilippineScience High School Sys-tem (PSHS), the JuniorLevel Science Scholar-ship ( JLSS) Program, andthe Accelerated Scienceand Technology HumanResource DevelopmentProgram (ASTHRDP).

She is encouragingall interested applicantsto visit the DOST-ARMMoffice inside the ARMMCompound in CotabatoCity or any of their pro-vincial offices to inquireabout the scholarshipprograms and avail of ap-plication forms andbrochures.

As stated in RepublicAct No. 3661, the Philip-pine Science High School(PSHS), more commonlyknown as Pisay, was es-tablished “to offer on afree scholarship basis asecondary course withspecial emphasis on sub-jects pertaining to thesciences with the endview of preparing its stu-dents for a sciencecareer.”

Its scholarship pro-gram is intended forincoming Grade 7 stu-dents who belong to theupper 10 percent of thegraduating class as certi-fied by the schoolprincipal or those whohave special aptitude inscience and mathemat-ics.

To qualify, an appli-cant must have a finalgrade of 85% or better inScience and Mathemat-ics; must be a Filipinocitizen with no pendingor approved application;be born on or after Au-gust 1, 2002; must have at

least a satisfactory rating(or its equivalent) in his/her Character Rating inhis/her report card; nothave taken the PSHS ex-amination previously;and preferably be in goodhealth and fit to undergoa rigorous academic pro-gram.

The PSHS entranceexamination will be ad-ministered on October22, 2016.

She said the programaims to strengthen thecountry's science andtechnology education byhelping qualified stu-dents finish their degreeand encouraging them toimpart their knowledgeon science, mathematics,and engineering throughteaching.

"Our department(DOST-ARMM) reallywants to produce qualityteachers in Science,Technology, Engineeringand Mathematics(STEM) subjects," sheadded.

She said graduates ofthis program will begiven priority job place-ment in secondaryschools or will be em-ployed by theDepartment of Educationin a position equivalentto Special ScienceTeacher I in the Philip-pine Science HighSchool.

They are also allowedto teach even without theLicensure Examinationfor Teachers (LET) eligi-bility, but has to pass theLET within five (5) yearsfrom the date of hiring.

Sayyafs free 4 Malaysian sailorsSULU – Abu Sayyaf rebelsin southern Philippineshave freed four kid-napped Malaysiantugboat crewmen lastweek following a series ofprivate negotiations, re-ports said.

It said the four men –Wong Teck Kang, 31,Wong Hung Sing, 34,Wong Teck Chii, 29, andJohnny Lau Jung Hien,21, – were spirited out ofSulu province after rebelshanded them over to uni-dentified Filipinonegotiators.

The Abu Sayyaf kid-napped the crewmen oftugboat MasFive 6 at seain Semporma on April 2and released a photo ofthe hostages six dayslater as proof of life.

The photo, which hadbeen uploaded onFacebook, showed thecaptives squatting andone of them was holdinga piece of paper with theword “Victor Troy” andthe date “April 8, 2016”written on it.

They were believedkidnapped by Abu Sayyafcommanders HatidHajan Sawajaan andAlhabsi Misaya, a formermember of the larger

group Moro National Lib-eration Front.

It was not immedi-ately known if ransomswere paid for their free-dom, but the Abu Sayyafhad demanded 18 mil-lion Malaysian ringgitsfor the safe release of thehostages who are all na-tives of Sarawak. Themilitary’s WesternMindanao Commandand the regional policedid not issue any state-ment on the release of theMalaysians.

Philippine authori-ties have failed miserablyto stop cross-borderkidnappings by AbuSayyaf in the oil-richstate of Sabah.

Three ARMM line agenciesconferred with Red Orchid Award

COTABATO CITY – TheDepartment of Health inthe Autonomous Region inMuslim Mindanao (DoH-ARMM) conferred threeregional line agencies withthe Red Orchid Award.

The Red Orchid Awardis an annual search for100% Tobacco-Free Envi-ronment in governmentoffices, hospitals and localgovernment units (LGUs).To qualify, the agency,hospital, or LGUs mustfirst submit their self as-sessment forms to theregional DoH-Center forHealth Development forscreening and validation.

Upon checking, theDoH will provide techni-cal assistance includingorientation and environ-ment checking. When

nominated, the DoH na-tional office will conductvalidation and award theidentified office based onthe standards provided bythe agency.

The DoH Red OrchidAward winners are judgedbased on the strength ofcomprehensive efforts toimplement a 100% To-bacco-Free Environmentusing the World Health Or-ganization MPOWERinitiative.

MPOWER is an acro-nym that denotes the sixproven tobacco controlpolicies, namely: Monitortobacco control policies;Protect people from to-bacco smoke; Offer help toquit tobacco use; Warnagainst the dangers of to-bacco; Enforce bans ontobacco advertising; and,Raise taxes on tobacco.

Awardees will receivetrophies and certificates ofrecognition. For LGUswhich attained hall-of-famer status, or thoseawarded for three con-secutive years, anadditional P500,000

would be granted to beutilized for their anti-smoking programs andcampaigns.

Also awarded in theARMM were the LGUs ofTaraka and Wao in Lanaodel Sur and the TamparanDistrict Hospital also inthe same province. Theawarding was held onJune 1 in Cotabato City.

Joery DelumpiaAmad, assistant nurse co-ordinator of the Healthdepartment’s tobacco pre-vention and controlprogram, said cigarettesmoking harms nearly ev-ery organ of the body,causes many diseases, andreduces the health ofsmokers in general.

She said smokingleads to cardiovascularand respiratory diseasesand is the primary cause oflung cancer. Amad saidthe agency is targeting a100% tobacco-freeARMM. She encouragedgovernment offices to ap-ply for the Red OrchidAward. (Bureau of PublicInformation)

These days, manyMoro people find inspi-ration from yourboldness. Your seethinganger for everything thatis wrong in the systemrepresents their own an-ger, and for this reason,thousands of heads nodwhen you declared “I amangry for you.”

When you were inCotabato City one sunnyafternoon during thecampaign, you were wel-comed by thousands ofyour Moro supporters. Athunderous chorus of"Allahu Akbar" inter-rupted your speech for anumber of times. Themassive crowd were ontheir feet, their fistsraised in the air, whenyou yourself shouted"Allahu Akbar". Theywere ecstatic.

Nevermind if yousounded awkward.Never mind if your voicefaltered as you repeatedthe takbir. It was enoughthat you were standingin front of a people whosaw you as the leaderthey needed, someonewho did not only hum-bly try to speak theirlanguage, but alsopromised to end theirsuffering from war, frompoverty, from oppres-sion.

You see, you stood infront of a generation ofMoro that inherited thetragedy of armed con-flicts. It was enough thatyou stood there — tired,indignant, and crazy butwithout the foolishnessand pretensions of thepast.

The same thing hap-pened in ZamboangaCity. People from the is-lands travelled all theway to the center ofWestern Mindanao toshow their support foryou. It was not like thatin the past elections.This time, your rally be-came a congregation ofChristians and Lumadsand people from the is-land provinces — theTausugs, Sama, theYakans. All of them, inone place, demandingchange, as you promised

change.For observers, it was

an apparent indictmentof the failures of the past,and at the same time astatement of protestagainst the oppressors ofMindanao, against theoppressors of the Moros.

And again, the takbir.And again, the frenzy.

It's a given – part ofyour audacity is this raw-ness of character that isnot only baffling but alsodisarming to a point thatmany people find yourflaws acceptable andbeautiful at the sametime.

It is your grit, andwhatever that is burninginside you now, that nowserves as a beacon of lifeand hope for many.

As a young Moro inMindanao, I can say thatmatter of factly – havingseen how Muslims inMindanao have beenbreathing that air filledwith optimism over the re-alization of the promisesof a Duterte presidency.One only needs to ask anyrandom Muslim on thestreets to confirm this.

Among the presiden-tial candidates, it was onlyyou, Mr Duterte, who pub-licly showed affection tous Muslims. This affectionreverberates even now,weeks after you have wonthe presidential race. It isthe same affection, andthe promise of peace inMindanao and for theMoro people, that we holddear these days.

You promised to "cor-rect the historical injusticecommitted against theMoro.”

You declared yourselfthe Moro people’s presi-dent.

You said that amongthe presidential candi-dates, it was only you whocould speak about the

Moro problem. Of course— you are fromMindanao. You haveMoro roots. You arefriends with Moro Na-tional Liberation Front(MNLF) founding chairNur Misuari. You have awarm relationship withthe Moro Islamic Libera-tion Front (MILF).

In Davao City, Mus-lims from different tribesact as deputy mayors.And yes, you pushed forthe passage of an anti-d i s c r i m i n a t i o nordinance that covers re-ligion. It is protective ofus Muslims.

Yes, you have experi-enced war. You’ve seenthe suffering of the Moropeople. You’ve witnessthe unnecessary deathsof Moro children andtheir mothers, their fa-thers. You know thesuffering is real.

Mr President-elect,you openly expressed fullsupport for the realiza-tion of the aspirations ofthe Moro people. You ar-ticulated, quite bluntlyand painfully, whatmany of the Moro feltabout the proposedBangsamoro Basic Law(BBL).

DEAR President Duterte,I once heard you call

your daughter dramaqueen. My father wouldprobably say the samefor me. I was not raped,but my father is adesaparecido for nineyears now, which bringsout the drama queen inme.

I am Aya Santos,daughter of Leo Velasco,a missing peace consult-ant of the NationalDemocratic Front of thePhilippines (NDFP).

My father was ab-ducted in February 2007in Cagayan de Oro City,by several men in blackjackets with “CIDG”written on the back.They were on board agray L300 van wherethey forcefully threw myfather inside like a pig. Inever saw him sincethen.

Nine months afterhis disappearance, mymother, ElizabethPrincipe was abductedand detained for oneand a half years forcharges she didn’t com-mit. She was released,

but still in hiding becausethe threats to her life con-tinue.

I have searched formy father in military andpolice camps and soughtremedies in court. But allI got was a response froman ISAFP officer saying,“We have been after yourfather for a long time. Heis number 2 in the NPA(New People’s Army). But,unfortunately he is notwith us.” This reply onlyconfirmed thegovernment’s motive toget my father.

The past two presi-dents, Gloria Arroyo andNoynoy Aquino, were sodetermined not to let outthe truth about thedesaparecidos, even totheir families. Aside frommy father, there are 12other peace consultantsand staff who disap-peared under the Arroyoregime; and 30 more un-der the Aquino regime.The attempt to cover-upthe crime and unwilling-ness of the Aquino regimeto talk peace with theNDFP made it hard for usto seek for our loved ones.

I have lost hope of find-ing him.

But with your will-ingness to talk peacewith the CPP/NPA/NDFP and to release allpolitical prisoners, Imight also have achance to find my fa-ther. This is why I amasking you, Mr. Presi-dent, to help me findhim and the otherdesaparecidos whoworked for change inour country. I am pre-pared to know his fateno matter how tragic itis—how he may havesuffered and died andwhere his remains are.

Tacurong bird fest attract huge visitorsTACURONG CITY – Morethan 600 local and foreigntourists flocked to the 2ndTacurong Bird Festivalheld at the Baras BirdSanctuary here.

Mayor Lina Montillasaid the recently con-cluded festival was a hugesuccess. “The conduct ofthis Festival is our way ofshowcasing our eco-tour-ism gem, the Baras BirdSanctuary, and also of pro-moting its conservationand protection,” she said.

Baras Bird Sanctuaryis one of the ten most in-ternationally importantwetlands for water birds inthe Philippines, accordingto DENR and the Wild BirdClub of the Philippines.

Montilla said festivalgoers were treated to aguided tour of the sanctu-ary and various artactivities, including facepainting, plastic bottle re-cycling, origami, ballcap-making, coloring fortoddlers, and keychainpainting.

The bird festivalopened with a motorcadestarting from theTacurong City Hall to theBaras Bird Sanctuary. Anopening program fol-lowed with Montillaleading the contingent ofcivil servants, includingCouncilors Rodrigo

Jamorabon, PsycheSucaldito, and WilsonFerrer; among others.They also signed a pledgeof commitment for thepreservation, protection,and promotion of theBaras Bird Sanctuary.

of the lack of irrigationand an irrigation systemwhich is already 18 yearsin the making at the costof over P80-million butwhich is not working un-til today.

As a result, the aver-age rice production in theZamboanga City area is apitiful 3.5-metric tonsduring the rainy seasonand a measly 1.7-metrictons during the dry sea-son.

That makesZamboanga City a net im-porter of rice even if it hasthe potential of produc-ing enough for itsresidents.

Vegetable farmers alsocomplained of their lack ofaccess to good seeds andgood roads to bring theirproducts to the market.

The saddest story,

however, came from theAgar-agar (seaweeds orcarrageenan) growers whoare mostly Muslim coastaldwellers.

The Agar-agar farmerstold me that the traderswho used to buy theseaweeds for P8 per kilo arenow just buying these foronly P2 per kilo.

I immediately sensedthat these seaweeds grow-ers are victims ofunscrupulous traders whoform themselves into a car-tel controlling the tradingof Agar-agar.

My reaction was im-mediate.

I promised the Agar-Agar farmers that I will beback with people whowould help them organizeso that we could put up aprocessing facility whichwould turn their rawseaweeds into powderwhich is used in the pro-

duction of a lot of foodproducts including icecream.

There was discerniblerelief in the faces of thepoor Agar-agar growerswho now could hope for abetter reward for their sac-rifices.

But while I was lookingat them, I asked myselfhow many more poorfarmers like them in otherparts of the country are leftto suffer from the abuses ofunscrupulous traders andgovernment neglect.

Realising this, I told

myself that "BiyahengBukid," the journey acrossthe country to see for my-self the conditions of thepoor farmers and fisherfolkmust continue.

I would do it evenmore frequently when Ibecome Agriculture Secre-tary because by then, Iwould already have thepower and resources to ful-fill the commitment ofPresident Rody Dutertethat change is coming forthe Filipino people.(Agriculture SecretaryManny Piñol)
