Pangamba ngayon ni Murad na kung mababasura ang BBL ay posibleng bumalik sa rebelyon ang mga miyembro ng MILF. Dapat sana ay naipasa ang batas nitong June 11 bago nag-recess ang Kapulungan. Sinabi naman ni Speaker Feliciano Belmonte Jr. na pagtutuunan muli nila ng atensyon ang BBL sa Sep- tember, ngunit baka hindi ito matuloy o kaya ay i- urong sa October, ayon pa sa ibang mga mambabatas. Naunang sinabi ng mga anti-BBL lawmakers na ibabasura nila ang tinatawag an “opt-in” pro- vision na nakapaloob sa BBL na maaaring magamit upang palawigin ang teritoryo ng Bangsamoro na tinututulan ng mga Kristiyanong pulitiko. Maraming mga amend- ments ang nais gawin ng mga mambabatas sa BBL upang masigurado umanong hindi lalabag sa Konstitusyon ang mga probisyon sa nasabing draft law. Lumagda ng peace ac- cord ang MILF at pamahalaan noon nakaraang taon, ngunit dahil sa naganap na labanan sa Mamasapno ay nabinbin ito at posibleng hindi na maipasa sa termino ni Aquino maliban lamang kung panghihimasukan nito ang mga mambabatas. Sinabi naman ni Amirah Lidasan, ng grupong Suara Bangsamoro, sa Mindanao na hindi man lamang nabigyan ng hustisya ang mga Muslim dahil sa kakulangan ng mga probisyon sa BBL. “We from the Suara Bangsamoro have been very critical at the content of the Bangsamoro Basic Law because it falls short of the aspirations of the Bangsamoro people’s struggle for genuine right to self-determination. The BBL is limiting and counter posing this right with the Philippine Constitution,” ani Lidasan. “BBL disre- garded the reasons why the Moro people remain pov- erty stricken, enduring a backward economy and its communities are in con- flict. Instead of addressing these issues, the BBL cop- ied the development paradigm and programs as well as security policies of the national govern- ment, which in the past have been the complaint of the Moro people and were deemed discrimina- tory.” Nitong taon lamang ay libo-libong Muslim ang nag-rally sa Marawi City sa Lanao del Sur bilang suporta sa BBL. Was it expired medicines that downed students in massive deworming campaign?HUNDREDS, if not thou-sands of students were re-ported or may have beenpoisoned or fell ill from de-worming medicines givenlast week by their schoolsin southern Philippines. Itwas part of thegovernment’s NationalSchool Deworming Day.

The campaign waslaunched by the Depart-ment of Health and tar-geted some 16 million el-ementary students in38,000 public schoolsacross the country.

Initial reports fromvarious media sources saidthe poisoning occurred inthe towns of Manukan,Pinan, Dipolog, Osmena,and Rizal in Zamboangadel Norte province; andalso in Tukuran, Bayog,Midsalip, Siay andPagadian City inZamboanga del Sur. Therewere also reports of poi-soning in the towns of Lala,Maranding and Kapataganin Lanao del Norte, andIligan City.

In the town ofMidsalip, one mother –Mecsjams Lariosa saidthree of her children and aniece were poisoned by themedicines given at theirschool. She said the gov-ernment should conductan investigation into theincident.

“Ipaalam ko lang natatlo sa mga anak ko atisang pamangkin ko angnalason dahil sa pinainomna pamurga ng mga

teacher. Hindi lang silangapat ang nalason atmarami silang mga batangestudyante sa Poblacion B.Midsalip ElementarySchool sa Zamboanga delSur ngayon pong umaganangyari, sana pa-imbestigahan ang teachersdoon lalo na yungpinapainom nila pamurgasa mga bata,” she said. (Iwanted to inform thatthree of my children andmy niece were poisoned af-ter drinking dewormingmedicines this morningand there were many othervictims – all from thePoblacion B. Midsalip El-ementary School inZamboanga del Sur. Thisincident must be investi-gated, especially the teach-ers who gave the medi-cines to the children.)

There were also re-ports that several schoolchildren died from the in-cidents, but the Depart-ment of Health denied this.

Dr. Joshua Brillantes,chief of the Local HealthSupport Division of the De-partment of Health re-gional office, said theyhave received reports ofstudents complaining ofdizziness and abdominalpains after taking themedicines and that theyare investigating this inci-dent.

“There were somecases in the municipalitiesthat were reported to ussaka yun sa mga hospitalsna may mga cases, mga

bata na after nakainom ngdeworming drugs aynagkaroon ng mga sakit ngtiyan, pagsusuka at sakanahihilo,” he told radio sta-tion E-media inZamboanga City.

Brillantes has deniedreports that some childrenhad died because of thedrugs. He did not say whatmedicines were given, butother reports claimed itwas Benzol (Albendazole),a 400mg chewable tablet. Areporter of online news siteRappler had taken a photoof the medicine which al-legedly showed an expirydate marked December2012.

tell the public that therewere no reports of deathsin the provinces….therewere cases of vomiting, butthis was due to the reac-tions of the drugs, espe-cially to those who haveworm infestation…andthere were students admit-ted to the hospitals to pre-vent dehydration.)

Brillantes said theywere gathering reports

from surveillance officersdispatched in the provincesfollowing the reported ef-fects of the drugs to stu-dents who took them.

“So far, unless we haveto prove na may kuwandoon sa gamot, merontayong mga surveillanceofficers na kumukuha ngmga samples ng gamotpara masuri natin ito,” hesaid.

Zamboanga sports complex rehab begins

ZAMBOANGA CITY – Thelocal government hasstarted cleaning up theJoaquin Enriquez Memo-rial Sports Complex whichserved as the biggest tem-porary shelter for morethan 120,000 people dis-placed by rebel attacks in2013.

Mayor Beng Climacosaid the cost of the reha-bilitation of the sportscomplex could reach P335million, but the funding –according to Post Conflictand Needs Assessment(PCNA) is only P241 mil-lion.

Climaco said the CityGovernment will make arepresentation to the Of-fice of the President for theadditional amount neededfor the rehabilitationproject.

“From a sports com-

plex to a haven for dis-placed families, the Grand-stand begins its road to re-covery after serving as oneof the largest evacuationcenters for internally dis-placed people during andafter 2013 rebel siege. Clear-ing operations are now pav-ing the way for its rehabili-tation,” Climaco said.

Rebel forces fromBasilan and Sulu provincesunder the command ofHabier Malik, an aide ofMoro National LiberationFront chieftain NurMisuari, stormedZamboanga on September9, 2013 and took over 200people hostage and usedthem as shield against gov-ernment soldiers and po-licemen. More than 400people were killed andwounded in the fightingthat lasted three weeks.

Misuari, who signed apeace accord with Manilain 1996, accused theAquino government of re-neging on the peal deal andlaunched a new rebellion,the second in more than adecade.

In 2001, loyal forces ofMisuari also attacked mili-tary bases in ZamboangaCity and Jolo town in Suluprovince and the clasheskilled over 100 people.

Misuari, who fled toMalaysia after the failedsiege, was arrested andjailed, but eventually re-leased by then PresidentGloria Arroyo after hepledged loyalty and sup-port to the politician. He isnow at large and hiding inSulu, one of five provincesunder the Muslim autono-mous region in Mindanao.(Stephanie P. Gonida)

DAVAO CITY – A govern-ment developmentproject boosts rural pro-duction areas inMindanao with more ag-riculture-support infra-structures. According tothe Department ofAgriculture’s (DA) Philip-pine Rural DevelopmentProject (PRDP) in its mid-July report, Mindanao ispicking up on its imple-mentation of infrastruc-ture sub-projects particu-larly on road networksacross Mindanao.

A total of 27 concret-ing of farm-to-marketroad (FMR) subprojectsare in its various stages ofimplementation coveringa total of 102.19 kilome-ters with a total cost ofP1.02 billion.

These subprojects areimplemented underPRDP’s infrastructure de-velopment arm IBUILDor the Intensive Buildingof Infrastructure and Lo-gistics for DevelopmentComponent.

“With the IBUILDcomponent, the projectaims to put in place stra-tegic and climate-resil-ient rural infrastructurefacilities along the value-chain of the championcommodities in eachprovince in the country.In this manner we elevatethe productivity of thecountryside and uplift ru-

ral lives particularly thefarmers andfisherfolk,”said PRDPMindanao Cluster ProjectDirector Lealyn Ramos.

Of the figure, Region 9is implementing a total of25.67 kilometer road net-works amounting toP271.86 million in thetowns of Buug, RT Lim,Tungawan and Siay in theprovince of ZamboangaSibugay. The projects inBuug and RT Lim haveabove 50% accomplish-ment rate.

Region 10 is imple-menting a total of P398.71million worth of farm-to-market roads with a totallength of 38 kilometers.Now on its various stagesof implementation, theprojects are located in thetowns of Salay and Initaoin the province ofMisamis Oriental; Tudela,Calamba and Pana-on inMisamis Occidental; Lalaand Kapatagan in Lanaodel Norte and Malitbog inBukidnon province.

The report also notedthat Davao region isimplementing a 2-kilo-meter FMR subprojectwith bridge componentmeasuring 45 linearmeters amounting P52.28million in the town ofBaganga in Davao Orien-tal.

Region 12 is the firstregion to have completed

PRDP infra projects withits one potable water sys-tem project in the town ofTampakan in SouthCotabato amounting toP4.3 million.

The region also isimplementing some 25.43kilometer FMR sub-projects in the towns ofIsulan in Sultan Kudarat;Tupi and Banga in SouthCotabato; Tulunan, NorthCotabato and Maitum inSarangani province. AndTalacogon town in CaragaRegion is implementing a2.48-kilometer farm-to-market road amountingto P29.3 million.

While AutonomousRegion in MuslimMindanao (ARMM) hasthree on-going FMR Sub-projects including the3.06 kilometer FMR inBalindong, Lanao del Sur;and two projects inParang, Maguindanaowith a total length of 5.55kilometers. All theseprojects totaled to P88.77million.

PRDP is a six-year de-velopment project thataims to increase farmers’income and develop amore market-oriented,climate-resilient agricul-ture and fisheries sector.It is jointly implementedby DA, the World Bankand local governmentunits. (Sherwin B.Manual)

ARMM grants financial assistance tohundreds of scholars in MaguindanaoCOTABATO CITY – TheAutonomous Region inMuslim Mindanao’s(ARMM’s) ‘Empoweringthe Bangsamoro Regionthrough Active Commu-nity Engagements in theARMM (EMBRACE-ARMM)’ program hasgranted financial assis-tance to scholars inMaguindanao province.

More than a hundredbeneficiaries receivedfrom the regional govern-ment stipend covering thefirst and second semestersfor school year 2014-2015on July 28, at the ShariffKabunsuan Cultural Com-plex in Cotabato City.Half-merit scholars re-ceived P10,000 while full-merit scholars receivedP20,000.

John Louie Balagot,ARMM’s deputy executivesecretary and concurrentEMBRACE-ARMM pro-gram manager, said the re-gional government ear-marked a total of P24 mil-lion for the scholarshipand as of this month, it hasassisted 1,539 studentsacross the region.

Checks were handedover by Balagot; Atty.

Rasol Mitmug Jr.,ARMM’s chief of staff; JoGuro, financial manage-ment officer of the Com-mission on Higher Edu-cation- ARMM; and Atty.Kirby Abdullah, assistantsecretary forMaguindanao conver-gence.

The scholarship pro-gram dubbed ‘AcademicInvestment for MuslimMindanao’ (AIMM) isknown in the past as‘Iskolar: Para saPagbabago, Para saBangsamoro’. It aims athelping underprivilegedstudents pursue collegedegrees. All valedictorianhigh school graduatesfrom public and privateschools in the region areeligible to avail of AIMMscholarship.

“The scholarshipgrant is part of ARMMGovernor MujivHataman’s commitmentto help poor but deserv-ing students in the regionespecially those living inconflict-affected com-munities,” said Balagot.He said that it is up to thebeneficiary to choose thecourse and school he, or

she, wants to study at andthat the program isclosely monitoring thescholar’s performance.

“We are very thankfulto the ARMM governmentsince this scholarshipprogram helps us a lot, es-pecially to me because myparents can’t send me toschool,” Sittie Haya Naga,a 22-year old scholar fromCapiton, Datu OdinSinsuat, said in the ver-nacular. Naga, is a thirdyear student at theCotabato City State Poly-technic College taking upBachelor of Science inPublic Administration.

Abdilla Gintawan, a46-year-old farmer fromM a m a s a p a n o ,Maguindanao and fatherof Saguira Gintawan, a re-cipient of a scholarship,said he commends the ef-forts of the regional gov-ernment in helping poorfamilies.

MH370: Boeing officials think Reuniondebris could be from 777, source says

DEBRIS found in thewestern Indian Ocean lastweek appears to be part ofa Boeing 777, the samemodel as Malaysia Air-lines Flight 370 that dis-appeared in 2014, accord-ing to a source close to theinvestigation.

The source said thereis a unique element to theBoeing 777's flaperon, awing component, thatBoeing observers believethey are seeing in photos.

The debris was foundWednesday off the coastof Reunion Island, aFrench department in thewestern Indian Ocean. Itis being examined to de-termine whether it is con-nected to flight MH370, amember of the French airforce in Reunion saidWednesday.

The debris was foundoff the coast of St. Andre,a community on the is-land, according to Adju-tant Christian Retournat.

Boeing officials con-ducted an initial assess-ment of the debris usingphotographs. The sourcestressed the observationsare preliminary.

K.S. Narendran,whose wife was on theplane, said he was reti-cent to call the discoverya major development.

"I think this is very

early days yet. All weknow is that a small parthas been found. It is stilla little early to suggest itdoes belong to MH370,"he told CNN's "ErinBurnett OutFront" fromIndia. "I think it is prema-ture to feel that it is allcoming to a close or thatwe are even closer to thetruth."

Sarah Bajc, whosepartner, Philip Wood, wason MH370, said her "hearthas been in my throat formost of the day."

During the initialdays of the search for theplane, there were severalreports of possible debrissightings in the waterscloser to where authori-ties believe the planewent down, but none ofthose was actual wreck-age. Bajc said as an emo-tional safety mechanismshe disbelieves any re-ports like Wednesday'sdiscovery.

She wants verifica-tion, she told "AndersonCooper 360°."

"If ultimately this isthe piece of the wing, thenthat little thread of hopethat I have been holdingon to will, will have tobreak. And reality willhave to take over," shesaid holding back tears."But, yeah, up until now,

I and most of the familymembers have continuedto believe that until wehave a body ... we can'tgive up hoping they willstill come back."

If this turns out to bea piece of MH370, itwould be the first piece ofphysical evidence that theplane crashed.

Earlier, Retournatsaid the debris appearedto be a wing flap and hadbeen taken to the island,about 380 nautical milesoff the coast of Madagas-car.

The Malaysian gov-ernment has dispatched ateam to Reunion Island toinvestigate the debris,Malaysian Minister ofTransportation LiowTiong Lai said in NewYork.

"We need to verify. Wehave wreckage found thatneeds to be further veri-fied before we can furtherconfirm if it belongs toMH370. So we have dis-patched a team to inves-tigate on these issues andwe hope that we can iden-tify it as soon as possible,"the minister said.

Malaysia Airlines saidit was working with au-thorities to determinewhere the part came from.

"At the moment, itwould be too prematurefor the airline to speculateon the origin of theflaperon," the carriersaid.

CNN analysts saidthere are indications theairplane part could befrom a Boeing 777, and ifthat's the case, it's likelyfrom MH370.

Making the determi-nation should be "verysimple" because the serialnumbers riveted to nu-merous parts of the planecan be linked to not onlythe plane's model, butalso the exact aircraft,said CNN aviation analystLes Abend, who flew 777sduring his 30 years as apilot.

This means crash in-vestigators may be able tofigure it out from photo-graphs of the part, whichcould be an aileron, a flapor a flaperon, even beforearriving on the island, hesaid.

three elements of the dis-covery that are consistentwith MH370, said CNNsafety analyst DavidSoucie. The first is that thepart appears to have beentorn off the aircraft.

"This is from a sud-den impact, it looks like tome," Soucie said.

There also is a seal onthe top of the part that "isconsistent with what Iwould see on an insideflap on a triple 7," he said,and the barnacles on thepart are consistent withthe "parasitic activity"that would take placefrom being underwater solong.

However, the part ap-pears to be coated inwhite paint, which wouldrun counter to Soucie'sother observations in thatthe 777's parts would becoated in zinc chromate,not paint. Soucie ac-knowledged, however,

that the part could becoated in something fromthe ocean.

"If it is a part from atriple 7, we can be fairlyconfident it is from 370because there just haven'tbeen that many triple 7crashes and there haven'tbeen any in this area,"said CNN aviation analystMary Schiavo.

Antoine Forestier, ajournalist on the islandwhere the debris wasfound, said people whowere on shore gardeningsaw the plane part drift-ing in the ocean.

Reporters fromAntenne Reunion lookedat the debris, whichForestier said was about 2meters by 1 meter (6.5 feetby 3 feet).

There was a marking"BB670" on the part.

Soucie said he be-lieves the number is a partnumber, though it mightbe from a subcontractor.

tralian Transport SafetyBureau, the agency taskedby Malaysia with leadingthe search for MH370,said the piece of debris is"not inconsistent" withdrift modeling done byAustralian authorities.

"If there was some-thing from MH370 itcould have reached Re-union Island from thearea we're covering," saidATSB Chief Commis-sioner Martin Dolan. "It'snot inconsistent with thedrift modeling we'vedone. It's not inconsistentwith the search area we'recovering."

Dolan would not sayhow likely it was that anydebris would move in awesterly direction.

"There's a range ofpossibilities," he said."It's not an exact sci-ence." Dolan said surfacecurrents, wind directionand how high an objectwas floating in the water

Ageing navy warship visits Zamboanga

A REFURBISHED 50-yearold US Coast Guard shipbought by the Philippinesmade a stopover inZamboanga City on its wayto Davao City.

The Philippines ob-tained the ship, nownamed BRP Gregorio DelPilar, in 2011. The ship wasa former US Coast GuardWeather High EnduranceCutter. The stopover, offi-cials said, also allowed thepublic to see the BRPGregorio Del Pilar, which isnow considered by the

navy as a modern war ship.Capt. Vincent Sibala,

the ship’s commanding of-ficer, said BRP GregorioDel Pilar boasts of big gunsand modern navigationalsystem, among others. Hesaid the voyage of the warship in many parts of thecountry is a regular rou-tine.

In September 2012,American and Filipino sail-ors also worked together torepair and maintain sub-marine USS Frank Cable -which was on a goodwill

visit - and the BRP GregorioDel Pilar at Subic Bay in thePhilippines and at the sametime knowledge and honedbasic engineering and tech-nical skills, and improvedtheir ships’ interoperability.

The Philippineshas more than 200,000MW of untapped renew-able energy potential;

The operation of coalplants will pollute Iliganand Panguil Bays giventhe inherent presence oftoxic elements in coal.This will displace signifi-cant numbers offisherfolk whose liveli-hood largely depend onfishing;

The host communi-ties and those communi-ties within the overlap-ping 35 to 50-kilometerradius according to the airdispersal modeling of thecoal power plants willalso suffer the adverse ef-fects of air pollution;

The lack of social ac-ceptability defines theprocess by which coalplants are introduced intohost communities. Ournational experiencewould show the absence

of informed consent andparticipation of thesecommunities in the con-struction of coal projectsyet they suffer the worsteffects of coal plant op-erations;

Far from involvingcommunities, leaders arebeing harassed or intimi-dated into submission asin the case of LibertadKauswagan, Lanao delNorte where communityleaders have been dealtwith threat, slapped withsuits, and displaced with-out proper compensationand relocation;

Since the industrialperiod, the world has seenthe historical rise of car-bon dioxide emission andother greenhouse gases inthe atmosphere, whichare responsible for heat-ing the earth and alteringthe natural climate pat-tern favorable for the sur-vival of all species onearth. This has spawnedslow onset impacts as wellas cataclysmic typhoonsand cyclones;

Recently, Mindanaohas become one of themost affected areas of ty-phoons and other naturalcalamities that displacedmillions of peoples, de-stroyed countless livesand properties;

The establishment ofmore coal-fired powerplants in Mindanao andthroughout the countrywill not only increase theemission of carbon diox-ide in the global scale butwill also heighten the vul-nerability of its communi-ties in the face of climatechange. To date there are17 existing coal plantsand 29 more loom overthe horizon with theGovernment’s continuedreliance on coal;

We are alarmed by thedanger this coal industryhas caused and will causeon humanity and the sur-vival of the only planet welive in: Earth;

1. To radiate the joy of having found the treasure. We are priests because we havefound the precious pearl of the Gospel. Once again, we want to sell all that hinders usfrom living in the freedom of evangelical poverty (cf. Mt 13:44);

2. To value our brotherhood as priests. We resolve to share what we have (Acts2:44), to assist each other in proclaiming the mission entrusted to us by God, and tojourney together as one with Christ as our head and shepherd;

3. To strengthen the bonds of communion with our bishops and superiors as asource of mutual strength and support in our prophetic task;

4. To continuously struggle at renewal. We realize that all efforts at change infavor of the poor would be futile unless we, ourselves, undergo our own personal con-version through setting in place and working within structures that promote such;

5. To be constantly aware that everything that we are and have, is God’s gift to usand is a sacred trust. Every centavo shared to our Church community is a preciousoffering that we should handle with great care and gratitude; therefore, we make ourown personal and parish financial report reflective of our choice to follow Christ thePoor and our solidarity with the poor;

6. To journey with our poor brothers and sisters in their joys and sorrows. Nopoor should be denied of any Sacrament. “Freely we received, freely we give” (Mat-thew 10:8).

7. To recognize our need for ongoing formation and to work for the continuousformation of our leaders and organizers of our Christian communities whom we seeas co-equal and partners in the mission;
