leaders should put effort toprotect and improve ourworld by transformingtoday?s political and struc-tural powers into some-thing that will ensure sus-tainable development ofhuman race and the envi-ronment,” Llavan said.

Edel Garingan, PMPIProject Officer for Anti-Mining Campaign, be-lieved that the core of theenvironmental encyclicalis the call for change in ourperspective of the environ-ment, our home.

“To me this is a critiqueof how people, business-men and world leaderswho look at the environ-ment in a very utilitarianway – Economics overEcology. Profit over Needs.Businesses over Commu-nities.” Garingan said.

The papal encyclical isproposing a change inparadigm. Although notdirectly addressing the is-sue of mining, the Popeemphasizes that humansneed to slow down in pro-ducing and use of techno-logical products that re-

quire metals derived frommining.

He calls for a change oflifestyle, consumption andproduction pattern that ismore sustainable. The en-cyclical is comprehensiveand integrative.

According to Sr. CresLucero, of the Task ForceDetainees of the Philip-pines (TFDP), and PMPICo-Convenor from Luzon, the encyclical drew heavilyfrom the faith tradition, thesocial and political con-text, and even from thetechnical scientific per-spective.

She expressed grati-tude when Pope Francis, despite the grave problemconfronting the world, isable to recognize seeds ofhope through activities likedeveloping alternative en-ergy sources and the effortsof many communities andcivil society organizationsto help reverse and softenthe climate change impact.

She said “Pope Franciscalls unto everyone tomake things better and ashuman beings, while ca-pable of the worst, are alsocapable of rising above

themselves, choosingagain what is good, andmaking a new start?.

“Moreover, he is tell-ing the world upfront thatthere is power in each ofus to make things better;that an individual can doso much,” Sr. Lucero said.

Roldan Gonzalez, Ex-ecutive Director of GITIBand PMPI Chairpersonand Co-Convenor fromMindanao, said theLaudato Si is definitelygood news not only to or-ganizations like us butalso to the rest of theworld as taking care of theenvironment iseveryone?s business.

“It challenges the coreof our beings and oncemore highlights thehuman?s role as stewardsof creation. Like whatPope Francis stated in hispublication, “protectingcreation is first and fore-most a moral and reli-gious issue. It is a re-sponse to God?s ancientrequest that we as humanbeings should preserve, protect, and sustain cre-ation,” he said. (With a re-port from E. Dumaboc)

Stranded OFWs in Sauditold to buy own plane tickets

MANILA – Stranded Fili-pino workers in SaudiArabia have assailed thePhilippine government’sfailure to repatriate themdespite their repeated ap-peals.

The workers, many ofthem victims of labor mal-practice and abuses bytheir employers, said eventhe Philippine OverseasLabor Office-OverseasWorkers Welfare Adminis-tration (POLO-OWWA)also failed to assist or helpthem.

The Filipino migrants’rights group calledMigrante-Middle East saidit is being flooded withcomplaints from strandedworkers from the lack ofgovernment support tofailure of POLO-OWWA of-ficials to attend to the pleaof their suffering compatri-ots.

It said some POLO-OWWA officials allegedlytold the stranded workersto buy and pay for their

own tickets so they can re-turn home.

“These complaintsfrom the stranded OFWsprompted me to talk to thephone with Labor AttachéRustico de la Fuente and Iconveyed to him the OFWsconcerns,” said JohnLeonard Monterona,Migrante-Middle East re-gional coordinator.

He quoted Dela Fuenteas saying: “Policy has notchanged. We do not askstranded OFWs to shoul-der their tickets.”

But two Filipino work-ers stranded in Riyadh toldMonterona that they weretold by POLO-OWWA to se-cure their own plane ticketif they wanted to go back tothe Philippines.

Monterona said theworkers – Lilia DomingoAndres, 41, a mother of twofrom Cagayan Valley; andJerry MacatuggalAmbrocio, 40, from Cavite, were appealing forMigrante’s assistance. The

two were among 130stranded Filipinos who arenow staying at the Philip-pine embassy-rented villaat Exit 8 in Riyadh.

Andres tagged RosalieFlorida, who is allegedly thekeeper at Bahay Kalinga, asone of those who told her tobuy her own ticket as thegovernment does not pro-vide free tickets to strandedworkers in Saudi.

While Ambrocioclaimed that OWWA wel-fare officer Orlando Nadoraalso told him to buy his ownticket.

Monterona said Philip-pine embassy officialsshould investigate these al-legations. He called onOWWA and the Depart-ment of Labor and Employ-ment, and the Senate andHouse committees on laborand OFWs affairs, to con-duct a thorough investiga-tion about the complaintsof stranded Filipinos inSaudi. The C-130 Herculestransport plane slammedinto a neighborhood ofMedan, a major city onthe Indonesian island ofSumatra, shortly aftertakeoff last week, leavinga hellish scene of smol-dering wreckage andshattered buildings.

The plane wasn'tonly carrying militar ypersonnel but also theirfamily members, as wellas students and other ci-vilians.

"Aging fleet againtakes its toll," read aheadline on the websiteof the Jakarta Post, a lo-cal English-languagenewspaper.

Other local media re-minded Indonesians thatthis isn't the first disasterinvolving one of the In-donesian Air Force's de-cades-old C-130s. In May2009, one crashed near

the city of Madiun on theisland of Java, killingscores of people.

Has India's southwest monsoon collapsed?IN the space of six days,Mumbai received all therain it might expect forJune. To be more precise, one and a half times asmuch, and it caused deepflooding.

In fact, since themonsoon burst with avengeance, on June 12,the Indian city has col-lected over twice the ex-pected June rainfall.

Gujarat flooded justas suddenly from thesame aggressive surge ofthe western arm of themonsoon and the floodsin the west are still reced-ing.

After a slow start, themonsoon rain seemedpromising. After arriving

days late in the south, itthen rushed across all ofIndia and crossed into Pa-kistan, catching up withitself and then goingahead of schedule, byover two weeks.

West Rajasthan wasdeclared in monsoon, when this westernmoststate would normallyhave to wait until July 15.

All this has promptedspeculation that the offi-cial forecast of a deficientmonsoon season must bewrong.

This, however, isman's short-term percep-tion. Since June 27. therehas been a major reduc-tion in general rain.

The official forecast

from the Indian Meteoro-logical Department, forthe whole season, sug-gests at best, 92 per centof average, for the wholecountry.

Only four states wereshowing as deficient and13 quoted as in "excess"of the monsoon norm.

The start of July, how-ever, looks generally drierthan average, althoughthere will be plenty ofthunderstorms around.

If, at the end of theseason, the rains havenot recovered to at leastnormal, then the mon-soon will be declared as"deficient," as is cur-rently expected. (AlJazeera)

World-class airport to rise in Cebuworld-class in-ternational air-port will soonrise in Cebu,A

particularly in Mactanwhere the ground-break-ing ceremony for theP32-billion facility hasbegun.

No less than Presi-dent Aquino led theground-breaking of theMactan Cebu Interna-tional Airport which isexpected to be completedwithin three years.

Aquino said the newairport would bring eco-nomic growth not only inMactan or Cebu, but thecountry as well, sayingCebu is famous amongtourists around theworld.

“Sa tuwid na daan, ang hangad natin, inclu-sive growth. Ibig-sabihinpo nito, isinusulongnatin ang pag-angat,hindi ng iilan, kundi nglahat,” Aquino said, add-ing for every tourist thatvisits the country, an ini-tial $1,000 immediatelyadds up to the economy.

He said many canpartake opportunitiescreated by the tourismsector and these includethose that are in the ho-

tels, restaurants, souve-nir shops, including ser-vices from the tourguides and drivers.

If there is a tourist, there is the hotel to ac-commodate, a restaurantto eat, a souvenir shopthey can buy stuffs from;and then we include alsothe services they get fromdrivers and tour guides,he said.

“Ang punto po, saturismo, nakakalikhatayo ng maramingtrabaho, hindi bukas okamakalawa,” he said.

The new airport is be-ing undertaken - in ajoint venture - withMegawide ConstructionCorporation.

With the new airport, the passenger capacity isexpected to increasefrom 4.5 million to 12.5million every year. It willalso include additional20 aircraft parking standswith own aerobridge; 13bus parking stands and550 private vehicle park-ing stands. Red Tide Alert!he Bureau ofFisheries andAquatic Re-sources (BFAR)T

have warned the publicfrom consuming or eat-ing shellfish from thecoastal waters of Dauis,Bohol which is now con-taminated with red tidetoxin.

The agency also saidthat gathering or harvest-ing, transporting andmarketing of these shell-fish is not allowed. In anadvisory, BFAR said shell-fish samples collectedfrom the area showedpositive toxicity level ofParalytic Shellfish Poi-soning (PSP).

Dr. Allan Poquita,BFAR assistant regionaldirector, said red tideusually takes place after along drought followed by

rains and this may increasethe risk of PSP spreading toother areas. “We are con-tinuously monitoring thespread of possible red tidetoxin to neighboring ar-eas,” said Poquita, addingthat they are also monitor-ing Cebu province.

He said they are closelyguarding the entire islandof Bohol for the possiblespread of the PSP, but so faronly Dauis is affected byred tide.

Poquita said fish andsquid in the area are safeto eat as long as they arefresh and thoroughlywashed in running waterbefore cooking. “The toxinusually settles in the intes-tines so it is advisable toremove the internal or-gans so remove the poi-son,” he said.

“In shellfish, you do

not see the intestines so itis hard to remove them. But in fish and squid, youcan take away the internalorgans so these are safe toeat,” Poquita added.

Adelfa Salutan, of theBohol Environment Man-agement Office, said that 9people have already beenrushed to hospital forshellfish poisoning. Shesaid two victims were fromthe municipality of Loayand Tagbilaran City whilethe rest were from Dauis.

Common symptomsof red tide poisoning aretingling sensation andnumbness in the lips, es-pecially in the oral mu-cosa, while PSP usuallyexhibits nausea and vom-iting, diarrhoea, dizziness, paralysis and respiratoryfailure that could lead todeath. (Fayette Riñen)
