THE Lapanday Foods Corporation is known to-day as one of the leading fresh produce growers and export¬ers in the Philip-pines; but years ago, its beginnings were planted in a small seed.

The cockpit operators had proposed in a request pending in the Davao City Council or Sangguniang Panglunsod (SP) that they be allowed to hold cockfights during ordinary days on top

of Sundays and holidays, the days allowed by the Davao City Cockfighting Code and the Cockfighting Act of the Philippines.

Special Permits may also be issued by the Davao City Council outside of the al-lowed days but the cockpit operators want the authority given to the city mayor.

“We firmly believe that

aside from convenience, the delegation by the SP to the city mayor of the authority to issue special permits is legally sound, as this same scheme is being observed in other local government’s jurisdictions in the Phil-ippines,” said the cockpit operators.

But the mayor would not want to be drawn into

a verbal fight, and went straight to the guttural, as in a Kelso piercing a knife straight to the heart of a Lemon.

She said cockfighting,

which she equated to gam-bling, is addictive.

THE B oard of Invest-ments (BOI) has approved the investment project of Philippine company Aviva Shipping Corporation.

The P683.9 mil l ion project wil l be located in Surigao.

The project is seen to

DTI Undersecretary and BOI Managing Head Adrian S. Cristobal Jr. noted the need to improve logistics facilities to make

the country more competi-tive and the domestic sup-ply chain activities more efficient and seamless.

The Aviva shipping project involves domestic shipping operations for landing craft transport (LCT) vessels.

This includes the ac-quisition of six LCT ves-sels which could be used for shallow waters and roll-on roll-off (RORO) cargo operations.

The vessels will have combined cargo capacity of 14,645 deadweight ton-nage (DWT), and 9,552 gross tonnage.

Aviva, also a registered and accredited Maritime Industry Authority (MA-RINA) firm, will also help facilitate transport of min-eral products from mining companies operating in Surigao.

The Philippine Ports Authorty (PPA) report-ed that 2010 total cargo throughput or capacity was 166M metric tons, 11% higher than the 150M metric tons recorded in 2009.

Based on the domestic operating fleet inventories of MARINA, there are 11,942 merchant vessels current ly operating in the country with a total of 2,125,694 gross regis-tered tonnage (GRT), as of June 2011.

Merchant vessels op-erating in the countr y include passenger ferry, passenger cargo, general cargo, cargo, cargo ships, container, liquid cargo, barging, tanker, and tow-ing among others.

General cargo/cargo ship containers accounted for 1,470 vessels or 12.31% in terms of number of vessels and 38% in total gross register tonnage (GRT). GRT refers to a ship’s internal volume.

A cargo vessel has an average of 528 GRT.

The Philippines was ranked 52nd out of the 155 nations as among the world’s best in trade lo-gistics, according to 2011 World Bank’s Logistics Performance Indicators study.

The Philippines was ranked as among the top performers in the lower middle income category, which also includes India and Mexico.

The WB study said their high performance was due to strong co-operation between the public and private sec-tors, and comprehensive approach in developing services, infrastructure, and logistics.

The husband and wife have different values, so they disagree on how to spend their money and what each thinks is a waste of money.

For example, the hus-band may like to spend money on beer, fishing equipment, or a television and stereo. But his wife thinks all that is a terrible waste of their money and income.

Money matters in marriage

She wants to buy new clothes and jewelry, or go out to eat at restaurants. That’s what she enjoys. But her husband cannot under-stand how anyone would want to waste money on things like that.

There’s a story about an old farmer who decided later in life that he wanted to get married.

So he put this advertise-ment in the newspaper: “Lonely farmer looking for a wife. She must be in her 40’s and own a good trac-tor. Please send photo of

tractor.”To say the least, that old

geezer was not very smooth. He didn’t even try to hide what was important to him.

So when a husband and wife have very different values on what’s important and what they should spend their money on, what should they do?

They both need to com-promise and cut back on their spending, before their debts get bigger.

You see, the daily pres-sure and stress from big debts or loans, can divide

and eventually destroy a marriage!

Maybe you’ve heard the phrase: “There’s no such thing as a free lunch!” Soon-er or later we have to pay!

Self-centered, uncon-trolled spending will not only cost you money, but it can even cost you your marriage and family!

If you’ve not been re-sponsible in your spending, and your marriage and fam-ily are suffering under the pressure and stress from your unpaid debts, then won’t you ask Jesus Christ to forgive you? Then ask Him to take control of your life and how you spend your money?

THE campaign against bystanders and suspected muggers in the national capital region of Manila was laudable. Law enforcers waged the campaign in time for the opening of the classes. Operative rounded up more than 100 believed to be hoodlums preying on students and pupils along public and private school university belt. Certainly, parents and students are relieved of anxiety on police campaign of this kind.

In Cagayan de Oro City, the presence of streets kids especially ‘suyop boys’ (rugby boys) in streets near public school premises is alarming. These street kids waylaid elementary pupils walking on streets on their way or coming from their schools. A pupil complained to parents that street kids along Vamenta Blvd. in Carmen mulct innocent pupils from the West City Central School. This activity had been going on in the past under the very noses of police officers pretending to be unaware of things going around them. Parents are school anxious on the leniency of barangay officials in detailing baran-gay police along the Vamenta Blvd. to discourage ‘street kids’ from hanging around. An informant said that these streets kids and rugby boys come from Carmen public market strolling along Vamenta Blvd. toward the West City Central School. Often times, these street kids hang around, waiting for preys, at the traffic light corner near a convenient store at corner Serina-Vamenta at Carmen junction. Sometimes, they even stay there beside a traffic

outpost. Assigned police were just unmindful.Two days ago, City Mayor Vicente Emano ordered

the Cagayan de Oro Police Office (Cocpo) to deploy operatives along the city’s major streets. Understandably, these police officers should conduct routine patrol along Vamenta Blvd. in Carmen. At the city’s downtown area, these police officers are supposed to hold regular patrol at Velez, Yacapin, Corrales, and J. R. Borja Streets to pre-empt occurrence of petty crimes. These city streets are prone to petty crimes when students go home from their classes early in the evening. Police or barangay police should conduct foot patrol at Vamenta Blvd., too, when classes at West City Central School end in the afternoon. Emano’s order was timely.

However, there are doubts on whether the Cocpo police carry out the City Executive’s order. Two days ago, just after Emano issued the order for the police to be on their feet, a barangay official was shot dead about 6:00 p.m. at Capistrano Street. Had there been police presence in the area, the suspects would definitely abort their plans. Emano should call the attention of the cur-rent city police chief. The city does not need an inutile police force unable to protect the lives and limbs of the local citizenry.

CONGRESS adjourned this week without its Commis-sion on Appointment con-firming the appointments of six cabinet members. The cabinet members repeatedly bypassed include Justice Secretary Laila de Lima, Social Welfare Secretary Corazon “Dinky” Soliman, DILG Secretary Jesse Ro-bredo and Environment Secretary Ramon Paje. All four have been bypassed since their appointment in 2010. Tourism Secretary Ra-mon Jimenez was bypassed for the first time together with recently appointed Economic Planning Secre-tary Arsenio M. Balisacan.

We expect Jimenez and Balisacan to get CA confir-mation soon after Congress resumes in late July. It is, however, a different story for the four original ap-pointees of Pnoy : De Lima, Soliman, Robredo and Paje. All four failed to hurdle confirmation for different reasons. De Lima is being

questioned on integrity issue and for her being a remnant of the disgraced Arroyo administration although as justice secretary she has shown fierce loyalty to the bachelor President. Soliman, of course, has failed to ex-plain how her favorite NGO got a multi-billion peso fund courtesy of the Ar-

royo administration. Some say Soliman actually bolted the Arroyo cabinet through the infamous “Hayatt 10” because the ill-fated then President Gloria Macapagal Arroyo started to turn down her whims and caprices. De Lima and Soliman are both members of the Arroyo cabinet.

Robredo continue to hang on to his post because of pressure groups who recommended him to Pnoy. Although Pnoy himself has serious reservations on the competence of Robredo. It is said that by May or June next year, he will finally

DAVAO City––The city government is pushing for 100 percent tobacco-free with the total compliance of the anti-smoking ordinance in all its establishments this year, according to Mayor Sara Duterte-Carpio.

Duterte-Carpio said a mall along MacArthur Highway closed its smoking area last week following the observation that aside from the ill effects of smoking, many of those who smoke were teenagers.

The Davao City Mayor said she also observed that the smoking-area at the

Davao International Airport is still open to the public contrary to the policy of the Department of Health (DoH) that all government facilities must no longer have smoking areas.

“Even the nat ional government is no longer designating smoking area. Meaning, the push is for 100 percent tobacco-free in government places,” she said.

Duterte-Carpio also expressed support to the pronouncement of Vice Mayor Rodrigo Duterte to amend the Anti-Smoking Ordinance of 2002.

Duterte said the new measure would require all smokers to puff cigarettes outside the building.

Davao City received the Red Orchid Award thrice from the DoH, including this year due to its strong campaign and laws against smoking. For being awarded this year, the city is elevated to the Hall of Fame.

The city implemented the Anti-smoking ordinance on November 2002 aimed at regulating smoking in all public establishments in the city. WITH WIRE REPORT

CARAGA Region - The region has a total of 878 scholarship applicants for this year’s scholarship grants of the Commission on High-er Education (CHED), but only 140 slots are available.

CHED-Caraga Chief Ad-ministrative Officer Julius Sol Jamero, however, said the problem was immedi-ately addressed by Agusan del Norte 1st District Rep-resentative Jose Aquino III, who has extended his Prior-ity Development Assistance Fund for the purpose.

Under the CHED Stu-dent Financial Assistance Program, a qualified ap-plicant must be a Filipino citizen of good moral char-acter; with a combined an-nual parental gross income not to exceed P300,000; and

Dengue cases in Zambo City reach 1,053, 14 dead

ZAMBOANGA City - The number of dengue cases in the city now reaches 1,053, with 14 fatalities, according to City Health Officer Rodelin Agbulos.

He said efforts have to be doubled or tripled to bring down the number of cases being registered in hospitals and clinics. “We, therefore, appeal to the public to con-tinue searching and destroying the breeding places of dengue-carrying mosquitos,” Dr. Agbulos stated.

THE province of Bukidnon played host to the just-held 3rd power summit organized by the Bukidnon Power Corporation (BPC).

The summit, which was held at Loisas Pavil-lon in Malaybalay City on June 5,2012, was attended by Lualhati Antonino of Mindanao Development Authority (Minda), Gov-ernor Alex P. Calingasan, Vice Governor Jose Ma. R. Zubiri Jr., municipal mayor’s, FIBECO/BUSECO, BECO (Bukidnon Electric Consumers Foundation, MSEAC (Multi Sectoral Electrification Advisory Council) and the media.

The main topic of the forum is the rehabilitation, operation, management and maintainance of the Pulangi IV Hydro Electric Power Plant of Bukidnon run by the National Power Corporation (NAPOCOR).

The proposed creation of the Bukidnon Power Corporation (BPC) is com-posed of FIBECO, BUSECO stakeholders in cooperation of the local government of Bukidnon.

The Mindanao Daily News learned that the hydro electric power plant is cat-egorized under the Govern-ment-owned and controlled Corporation (GOCC) since its construction in 1983 up to present.

During the 3rd summit of said stakeholders, ap-proved resolution by the Provincial Government of Bukidnon,has been passed to fulfill the plans and dreams of the elec-tric consumers of the two Electric Cooperatives the creation of the Bukidnon Power Corporation.

The plans were also sup-ported by the League of the Municipality of Bukidnon headed by Mayor Nenita M. Suyao.

The stakeholders also plan to ask funding from the National government tru MINDA in order to deselt the debris of Pulangi that cause water shortage supplied to hydro electric power plant.

turned over certificates of award to 100 house-holds who will occupy housing units in Baran-gay Indahag.

The Estate Manage-ment Division headed by Nila Padla conducts weekly raffling for 50 housing units a week in the said relocation site where the Habitat for Humanity, in coopera-tion with the city gov-ernment will construct 1,500 houses.

MORE A&E PASSERS. Fifty eight Alternative Learning System (ALS) graduates in Villanueva, Misamis Oriental were conferred recently with a high school diploma after passing the National Accreditation and Equivalency (A&E) Test. This year’s passers constitute the 4th batch of graduates in an on-going ALS Program which is jointly undertaken by LGU Villanueva, DepEd, and energy-firm STEAG State Power Inc (SPI). So far, 160 school dropouts have been reintegrated back in the formal education since program launch in 2008. Villanueva is among the top-performing districts in Misamis Oriental in terms of ALS participation and A&E passers. The program is a catch-up mechanism for school drop outs to complete their basic education requirements via alternative learning methods.

Despite this strong link with INC, Paje is repeat-edly bypassed because of the strong lobby of an infl uential Mindanao politician. Another bad news of late is the move within the Aquino administration and his Liberal Party to nominate De Lima to the post of ousted Supreme Court Chief Justice Renato Corona. Of course, there is a strong opposition to this crazy idea of having De Lima as our top magistrate. But we can never tell. Th e mind of the President is very unpredictable. De Lima, aside from being an unconfi rmed member of his cabinet, is also facing disbarment before the Supreme Court itself.

Originally, De Lima was groomed for inclusion in the LP senatorial ticket for the 2013 elections. But surveys show she only has a China man’s chance of winning. So, the plan was dropped after the LP talent scouts see some winnable per-sonalities for inclusion in the LP ticket. Th ese would include incumbent Sen.
