PROCUREMENT OF SECURITY SERVICES

1. The Land Transportation Franchising and Regulatory Board Regional Office No. 10 (LTFRB-10), through its Bids and Awards Committee for Procurement of Goods (BAC-PG), intends to apply the sum of Four Hundred Sixty One Thousands Eight Hundred Twenty Six Pesos (Php 461,826.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Security Services for the LTFRB-10 for CY 2012. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The LTFRB-10 now invites bids for Security Services with Three (3) security guards at the LTFRB Regional Office No.10, Cagayan de Oro City. Delivery of the services is required for a period of One (1) year. Bidders should have completed, within Three (3) years from the date of submission and receipt of bids, a single contract similar to the Project. DTI warns public on ‘text msgs scam’THE Department of Trade and Industry (DTI) has warned the public against the text scams perpetrated by unscrupulous individuals victimizing innocent civilians through text messages all the over the country.

The DTI issued the warning amidst report that some individuals have received text messages informing their would-be victim that their mobile phone number has won in an electronic raffle, even going to the extent of using DTI as the authorizing agency.

Other modus operandi used by the sus-pects is that they would claim to be a relatives of someone abroad sending a package to a would-be victim or that they are offering a million-peso worth of loan without any col-lateral but would ask for an advance payment for the processing of the loan.

According to the complaints, they were asked by somebody allegedly connected with the Philippine Charity Sweepstakes Office some favors for the processing of

the release of the prize won. Some of which is the provision of cell-phone load and/or advance payment for the expenses that maybe incurred in facilitating the release of the prize.

Presently, SRMI is also devel-oping the relocation and housing for the community affected by the mining operation.

SR Metals currently operates with a large scale mining permit (MPSA) covering an area of ap-proximately 572 hectares in the municipality. The Tubay mine

contains nickel deposits of at least 20 million tons of validated ore reserves.

Through SRMI’s Mine Envi-ronmental Protection and En-hancement Office (MEPEO), it puts more emphasis on the environmental protection some of which are the installation of water lines along major haulage roads on top of the seven water lorries that ply the barangay to mine roads to minimize dust generation. Another was the comprehensive storm water runoff control system to control siltation of surface and coastal waters at a minimum.

XAVIER Ecoville, the joint relocation and resettlement project of Xavier Univer-sity and the Local Gov-ernment of Cagayan de Oro, welcomed Friday the second batch of relocatees to their new neighborhood in Lumbia.

With the first batch of 40 families that moved in on January 25, 40 days since Sendong and also the bless-ing of the temporary site at Xavier Ecoville, there are now 76 families in the temporary shelter provided with help frompartner or-ganizations, namely the International Organization for Migration which built

42 bunkhouses, the De-partment of Social Welfare and Development and the 52nd Infantry Battalion of the Philippine Army which built 12 bunkhouses, and the Philippine Red Cross which pitched 500 tents.

Latrines, washrooms and kitchen facilities have been provided by the Human Resources Consortium, elec-tricity lines by CEPALCO and water supply by Rio Verde.

XU is in the process of finalizing the master plans for both site development and community develop-ment, Xavier Ecoville being not just a housing project

but a community building program.

The University, which is taking the lead in this joint projectwith the Cagayan de Oro City Government, is exploring partnerships with organizations such as Habitat for Humanity, GawadKalinga and other private foundations for housing development in the permanent site.

Although no specific agreements have been reached, the partnership framework outlines a de-tailed action plan to build row houses that can accom-modate 500 families, and to

It’s interesting how many of us go through life saying and doing things that often we don’t even know why we do them.

Your mind is a terrible thing to waste

Like superstitions which don’t make any sense, yet many of us still believe them. But as we grow and learn more about life, we slowly begin to understand and change some of our incor-rect beliefs and thinking.

We realize that some things we used to think and believe actually are not true, such as superstitions and racial prejudice.

It’s so important that

we always keep learning, because our mind is a ter-rible thing to waste!

Someone said: “You should always keep an open mind, but not so open that your brains fall out!” In other words, we need to use our mind and conscience God gave us to sort through what’s true and what isn’t.

We’re responsible to think and find out the truth for ourselves. That way we

won’t let others rent space in our heads!

As a professor of mine used to say: “If you don’t know for yourself, you’ll get hustled and fooled all your life.”

This is why Jesus Christ came: to explain and show us the true way we were made to enjoy the life He gave us.

He didn’t create us to stumble through life in the dark, not knowing the right way to live a successful life.

So why not ask Jesus Christ to forgive you for your past wrongs? Then ask Him to start showing you His way to true success and satisfaction. You’ve got nothing to lose and every-thing to gain.

SENATOR Chiz Escudero is right when he opined that the Save Cdo Movement is untimely. For that, Escudero got the ire of organizers cum supporters who posted unsavory comments on him in social networks.

Escudero expected the adverse reaction. He understands that the hate campaigns against him were but political sour griping. This is mainly because organizers of ‘Save Cdo Movement’ were has been poli-ticians while others simply want recognition.

Some organizers also went to the extent of challeng-ing Sen. Aquilino “Koko” Pimentel III to take decisive moves. The organizers expect “Koko” Pimentel to empathize with ‘Save Cdo Movement’s’ recall initiative against incumbent City Mayor Vicente Emano.

What gives? Sen. “Koko” Pimentel III the other day admonished local politicians of leading campaign to remove Mayor Emano through recall election. At least, Pimentel is aware that Cagayan de Oro is lukewarm with the recall initiative. Pimentel is right.

Days after ‘Save Cdo Movement’ announced that it is spearheading a campaign for a recall election against Emano, DXIF Radyo Bombo’s field reporters conducted random interviews of Typhoon Sendong victims in Isla de Oro.

Isla de Oro is one of the most hard-hit areas in Cagayan de Oro City by Typhoon Sendong. After the tragedy, the government declared Isla de Oro danger zone barring settlement in the area.

The victims answered in the negative saying the recall initiative is unfair to Emano who had been helping them ever since. ‘Until now (after the calamity), Mayor Emano has always been helping us. We do not support any campaign to remove him (Emano) from office by way of recall election,” a woman-victim said. “The recall will not succeed,” another victim said.

Save Cdo Movement is campaigning to gather 45,000 signatures on or before May this year - a requirement of the Commission on Elections (Comelec) to schedule a recall election. Organizers had put up a corner in Plaza Divisoria where recall forms for signature are available.

Organizers have been making announcement in media and in social networking sites on influx of people to Plaza Divisoria to support the recall campaign. A bystander in Plaza Divisoria, however, belied the claim. “People coming in Plaza Divisoria are organizers, they always come here everyday,” he said.

Another bystander expressed doubt on the cred-ibility of the signatures. “Morag sila-sila ra man na pirma pirma diha,” (It seems they were the same people making signatures), he said.

Perhaps, the reason why some organizers coerced people for signatures under pretext of hearing Sunday masses is the fact that they (organizers) cannot muster signatures support anymore, an observer said.

Whether these observations are right, Senators “Koko” Pimentel III and Chiz Escudero share common perspectives. Thus, the movement’s recall initiative is unpopular, and the campaign for a recall election has no sense of responsibility.

BODY UPHOLDS PLEA OF DAVAO BROADCASTER: I am asking these questions because just this week, the United Nations released a decision issued by its Hu-man Rights Commission involving the case of Davao broadcaster Alex Adonis who complained that libel laws in the Philippines vio-lated its obligations under the International Covenant on Civil and Political Rights, because, he said, they were incompatible with the guar-antees of press freedom under the covenant.

The UN said: “Defama-tions laws should not ... stifle freedom of expression. … Penal defamation laws should include defense of truth… in comments about public figures, consideration should be given to avoid-ing penalties or otherwise rendering unlawful untrue statements that have been published in error but with-out malice. In any event, a public interest in the sub-ject matter of the criticism should be recognized as a defense…”

“State parties should consider decriminalization of libel,” the UN said. Noting that Adonis was imprisoned for two years after hav-ing been convicted of libel upon the complaint of then Speaker Prospero Nograles, the UN ordered the Philip-

pines “to provide him with an effective remedy, includ-ing adequate compensation for time served in prison, and the State is also under obligation to take steps to prevent similar violations occurring in the future.”

DISCUSSION OF PUBLIC ISSUES: Indeed, there is a need to decriminalize libel in the Philippines. In several cases, the Supreme Court recognized the need for a full discussion of public affairs, unfettered by fears of criminal libel cases.

As I aligned from my vehicle we were accosted by many selling candles, religious figurines, even knives if not for chopping definitely for hunting to no avail least I scream to please stop.

Of course there was the parking fee that was obvi-ously a requirement at Php 50- (a parking fee for a church visit?).

The hawkers do not understand “NO” and continued to persist as you make your way thru the crowd of more stores all trying to sell their wares. And I thought this was supposedly a sacred pilgrimage characterized with serenity to the shrine of our Lady of Manaoag? Beware!

Martin Conboy, editor of the Australian-based outsourc-ing news service “The Sauce” and director of FooBoo, an outsourcing company, said that the U.S. government’s offer of incentives against offshoring “completely misses the point” and only masks “an inefficient labor market.” “If companies can access talented and less expensive labor in somewhere like the Philippines, why would a busi-ness pay more for the same thing in their own country?” he said in an email. The Philippines has an English-speaking work force and employs some 600,000 workers in the business process outsourcing industry. BPAP chairman Alfredo Ayala has said that the Philip-pines hopes to raise the number of outsourcing workers to 1.3 million by 2016 and revenues to $25 billion from around $11 billion in 2011.

MANILA – Five cities in the Philippines were cited among the top 100 destinations for information technology and business process outsourcing (IT-BPO) services in a report by technology investment and research firm Tholons. Tholon’s January 2012 re-port states that the Southeast Asian region, particularly the Philippines, remains a “domi-nant figure” in the global out-sourcing industry. Metro Manila is in fourth ranking in the Top 100, fol-lowed by Cebu City (9th), Davao City (69th) and Sta. Rosa, Laguna (86th). Iloilo City, meanwhile, is ranked 92nd improved by six notches.The top three cities are in India, which accounted for 13 locations in the Top 100.According to the report, voice-based contact support services continue to be a pillar for the outsourcing industry in the Philippines. It also highlighted on the growth rate of IT-BPO employ-ees for Metro Manila (pegged at 10.6 percent), as well as the establishment of delivery centers for major technology brands such as HP, IBM, Dell, Convergys, and Teleperfor-mance. The IT-BPO industry in the Philippines generated at least $11 billion in 2011, up by around 20 percent the previous year. Bulk of this is contributed by the contact center industry, which employs at least half a million Filipino workers. The Tholons report also

THE House of Representatives has passed on third and fi nal reading a bill that seeks to promote the importance of folic acid in the prevention of birth defects. House Bill 592, authored by Rep. Rufus Rodriguez (2nd District, Cagayan de Oro), provides for a national folic acid education campaign to raise the level of awareness among women of childbearing age and health profession-als on the importance of folic acid at preventing birth defects. Rodriguez said the campaign will include encouraging women of reproductive capacity to consume daily, enough amount of folic acid, which is a B vitamin found naturally in food such as green leafy vegetables, beans, citrus fruits and juices and in certain multivitamins capsules. Folic acid could prevent neutral tube defects if all women of childbearing age begin consuming 400 micro-grams of it daily, and even before pregnancy, according to Rodriguez. Aside from the prevention of neutral tube defects, a new study fi nds that women who take folic acid supple-ments early in their pregnancy can also substantially reduce their baby’s chances of being born with a cleft lip, cleft palate or both, Rodriguez added. Rodriguez said thousands of infants each year are born with serious birth defects in the brain and spine, called neutral tube defects. Th e most common of these is spin bifi da, the incomplete closure of the spinal column and anencephaly, a fatal condition in which an infant is born with a severely underdeveloped brain and skull. Once enacted into law, the measure will ensure that many women would be educated and aware of the op-portunity for prevention and begin consuming the recom-mended daily amount of folic acid that would help avoid the development of defects in their babies, Rodriguez said. Th e bill also mandates the Department of Health to carry out the program, directly or through special ar-rangements with other government agencies and other promotional entities engaged in public information ac-tivities to provide education and training for health professionals and the general public, and to explain the eff ects of folic acid in preventing birth defects. Co-authors of the bill are Reps. Antonio-Valen-zuela, where it said that the issuance by the RTC of writs of preliminary injunc-tion was an unwarranted interference with the powers of MB.

On the other hand, in its recent decision, the CA reversed its last year’s ruling and told the BSP to con-sider the current landscape since the business plan was drafted in 2009 for neces-sary “augmentations and adjustments.”

Likewise, the CA also directed that a special li-quidity facility fund must be put in place.

It said that while there was a P25-billion previously approved by the BSP and MB, supervening events must be taken into con-sideration.

The CA cited as an ex-ample when the bank was about to close, it had around P16-billion deposit accounts which were reduced as the Philippine Deposit Insur-ance Corp. (PDIC) started paying depositors and credi-tors.

“As soon as the reopen-ing is published and an-nounced, the depositors would flock and congregate in order to make the with-drawals. Thus, there is a need to address this matter before the reopening,” the CA said.

Tanjili has already ordered the arrest of Canoy and Gesta and al-ready scheduled their arraignment but both accused twice asked for postponement and later filed a motion questioning the validity of the arrest warrant after they had posted bail for two counts of libel.

In their petition for judicial determination of probable cause, Canoy and Gesta argued that there was no basis to warrant their arrest.

But the prosecution through private prosecutor Atty. John Na-thaniel Marasigan and government prosecutor Joseph Mamburam said that the court had already determined probable cause when it issued war-rants for their arrest and this was sustained by Judge Tanjili.

“Anent the allegation of facts set forth in the instant motion, the court is not the view that all mat-ters raised therein are evidentiary and therefore must be proved with evidence during a full blown trial on the merits of the case,” Tanjili said.

With this ruling, Tanjili set the arraignment and ordered Canoy and Gesta to appear in court on Feb. 10, 2012 at 8:30 a.m. (PNA)
