President’s Welcome

Welcome to the 2013 Annual Washington City Management Association conference! The WCMA Board and I are very excited about this year’s conference program. I am confident, after reviewing this booklet, you will share our excitement.

Our great organization celebrates its 54th anniversary this year. I personally look forward to the WCMA Annual Conference each year because it is always a wonderful way to share knowledge, experience and gain information from each other and the presenters we have invited to speak. This year, the Conference Planning Committee has put together another exceptional conference.

Our conference theme this year is “Sailing Into the Future”, which reflects the nautical tie to Port Townsend, but also because the conference educational sessions are focused on providing information that will help your organization sail smoothly into the remainder of the decade. The past five years have been hectic and extremely challenging, but consistent with our Association motto, We Can Manage Anything. City/County Managers and Administrators in particular, do all this in the political environment, which often makes accomplishments even more difficult. So loosen your super-hero cape and relax while here in Port Townsend. Take in the information offered, and network with old and new friends. By the end of the week we will be recharged and ready to save the world. Again.

Conference Highlights – The conference begins with the Annual WCMA Golf Tournament on Wednesday, August 14th at 7:00am or, for the non-golfers, a flight simulator at the NW Maritime Center’s Pilot House from 9:00am to 12:00pm The President's Reception has been moved to Wednesday evening, August 15th when more conference attendees will be present. The Conference will conclude on Friday morning after the networking breakfast and WCMA Board and General Membership Meeting. Your conference committee has been hard at work developing what we think will be a stimulating, engaging and entertaining program. We are very pleased to have Patrick Ibarra joining with an outstanding group of speakers. We're sure that you'll find the three days of session work and networking to be valuable to you personally and professionally. The entire conference program is included in this booklet.

Recreation and Family Fun – Port Townsend is located on the Quimper Peninsula and, in addition to its natural scenery, the City is known for many Victorian buildings remaining from its late 19th-century heyday, numerous annual cultural events, and as a maritime center for independent boat-builders and related industries and crafts. Port Townsend’s Historic District is a U.S. National Historic Landmark District. Port Townsend offers a wide variety of recreational activities for all ages. This is certainly a place the whole family can enjoy.

Reinventing Government in the 21st CenturyThe future has arrived and with it, an emerging and transformational role for local government, especially human resource professionals. Visionary leaders realize that today playing it safe is no longer playing it smart. Increased scrutiny, expanding regulations, a shifting political landscape, and significant workforce challenges add up to a valuable opportunity for leaders to transition to a new way of doing the public’s business. This session will provide a powerful combination of a sound strategy along with a series of integrated tactics designed to disrupt the status quo and optimize your capabilities in your role for the 21st century.

Gems of Wisdom from 200 Years in the Trenches“Gems of Wisdom from 200 Years in the Trenches” will be filled with career insights from the “trenches” to the “hammock” in 2 parts.

Moderator Ron Bartels will introduce four presenters offering their “Absolute, Best Advice for Newcomers, Mid-career Managers and Seasoned Managers" (not quite ready for retirement).

Moderator Stan McNutt will conduct audience interactive participation with the Presenters (using roving mics) and a Resource Panel of experience, insight and service to our profession.

Presenters are Anne Pflug, Kevin Duggan, Bob Jean, and Lloyd Halverson.

Honored resources are Al Locke, Greg Prothman, Dick Cushing, and Dick Zais.

A summary of three separate years, “Gems of Wisdom” type conference programs, is being assembled and will be published this year on the WCMA website. It will contain almost everything you ever wanted to know about a successful city/county management career but were afraid to ask! (Grins!)

Round TablesThe round tables will give participants an opportunity to meet with a subject matter expert and to discuss and share information with peers. There will be two 45 minute sessions with five distinct round table subjects. The topics are repeated the second session with different subject matter experts and/or facilitators, so participants can either participate in the discussion on two separate topics or the same topic from different perspectives.

Local Government Performance Center UpdateFor just over a year, the Local Government Performance Center within the State Auditor’s office has been offering performance-related training, tools, and technical assistance to cities and counties…at no cost. Find out what they’ve been up to and what’s in store for the future.

Your Leadership PlaybookAs catalysts for continuous improvement, government leaders are facing significant challenges during these uncertain times and are searching for a simple, powerful and productive approach to leadership in the 21st Century. Using football as the basis, Your Leadership Playbook provides a series of synchronized leadership practices that enable leaders to propel their organization and workforce forward in all directions.

Measuring Performance: It’s All About Results!Governments tend to count activities which can be counted, but sometimes miss capturing that what matters! In today’s permanent white water where public scrutiny is intense, determining what “business you’re in” and capturing meaningful measures to demonstrate progress and level of impact is essential to sustaining public credibility.

Performance management in the public sector has become a common “dashboard” for leaders as a technique that is an ongoing, systematic approach to improving results through evidence-based decision making, continuous organizational learning, and a focus on accountability for performance. This session effectively blends the concept and practical application of establishing and implementing performance measures.

AWC Legislative Update and InsightsAWC Government Relations Director Dave Williams will share key decisions, or lack thereof, from the 2013 legislative session, as well as provide insights on what to expect in 2014 and how it all might impact cities.

ICMA UpdateICMA West Coast Regional Vice-President Andrew Neiditz will present an update on ICMA priorities, including the Code of Ethics review process proposal, the “Life Well Run” promotion of the profession, and the upcoming Boston conference and the 2015 Seattle conference.

Reflections on the State of the Profession and What it Means for YouICMA’s West Coast Regional Director, Kevin Duggan, will examine current trends in the city/county management profession including a review of the results of ICMA’s most recent survey of local government professionals. He will discuss how these trends effective not only the profession as a whole, but also individual members of the profession.

Effective Public Engagement: Asking the Right Questions to Get the Information You NeedInvolving the public in important community decisions has become an expectation of the public and elected officials. Conducting effective public outreach relies on accurately defining the issue or problem for which public participation is required and establishing clear and achievable objectives for public participation. The International Association for Public Participation’s (IAP2) “Spectrum of Public Involvement” provides a model to help public agencies define the level of involvement appropriate to the issue which then leads to the appropriate tools and techniques that will work.

Collaborative Governance: Turning Conflict into ResolutionThis program explores the evolution of public involvement to the mediation of high-stakes, high-conflict disputes when everyone is watching. Learn the theories of collaborative governance and the practical techniques

used to bring diverse stakeholders to “resolution” – not just “settlement” where they walk away unhappy. Learn tools that help groups make wiser decisions in the intersection of logic and emotion.

Concurrent Sessions Track 2

Fire Service Options: “To Be or Not To Be”City fire departments represent a large portion of a city’s General Fund expenditures and with the recent economic pressures on General Fund revenues and expenditures, cities are looking at ways to increase revenues or reduce their costs for fire and emergency medical services. This session will discuss revenue options and different alternatives for providing fire and EMS services. In terms of alternatives, a variety of financial implications, potential pitfalls, and the pros and cons will be discussed.

What Every City Manager Should Know About Issuing BondsAn overview of what every city manager should know about the city’s bond issues, including applicable securities law that govern disclosure in connection with bond issues, ongoing disclosure after bonds are issued, and restrictions on speaking to the market; importance of having job descriptions cover ongoing responsibilities; and common tax issues that arise.

Successes of the LEAN Academy: Improving the Building Permit ProcessIn October 2012, the Local Government Performance Center within the State Auditor’s office launched a Lean Academy to help more local governments learn and use Lean strategies. The Lean Academy offers a new, supportive training center for local governments to learn process improvement techniques alongside peers from other governments.

In this session, Sheri Sawyer, Assistant Director of the Local Government Performance Center, will describe how the program came about, and how your entity could participate in a future Lean Academy. More importantly, you’ll learn how Kitsap and Island County used Lean concepts to improve permit processing and enhance citizen satisfaction. - the results have been phenomenal! in increasing citizen participation and satisfaction while

reducing review times. For their efforts, Kitsap County received a 2013 Achievement Award from the National Association of Counties.

Representatives from Kitsap and Island County will provide an operational view of how Lean concepts were implemented and offer lessons learned for other practitioners to consider.

Executive Recruitment: What City Councils are Looking For in a ManagerLocal government is in a period of dramatic transition. City Manager performance expectations are changing as new Council members get elected, while what City Councils are looking for when recruiting a new city manager is often dramatically different than the past. This session will provide practical insights into changing expectations of City Council’s and how you can better connect with this new generation of elected officials, as well as how you can prepare yourself to be more competitive when looking at the next career move.

Patrick Ibarra Patrick Ibarra is an architect of innovation and entrepreneur of ideas, who seeks to challenge the status quo thinking of the “we’ve always done it that way” approach. With experience as a city manager, human resource director and consultant in a Fortune 500 company, Patrick is co-founder and partner of the Mejorando Group, an organizational effectiveness consulting firm that brings fresh thinking, innovation, and new ideas to help governments succeed in the 21st century. The Mejorando Group’s clients include a variety of government organizations throughout the nation including several cities in Washington. MODERATOR 2ND HALF: Stan McNutt, Range Rider - Former CAO Payette ID & CM Des Moines WA, Retired 1987. ICMA member 39 years. ICMA/WCMA Range Rider, 19 Years. 14 city/county interim management projects and 24 Analysis/Training seminars for elected officials since retirement. Active with cities of McCall, ID and Lake Forest Park WA in 2013. Lives on 20 remote acres of heavy timberland in his native North Idaho Mountains.

Anne Pflug, Range RiderAnne’s career has flourished from intern in the Governor’s Office to Chief Finance and Information Officer in Higher Education, public policy research program manager in the legislative branch. She has served as CEO/CAO of Bothell, Kirkland, Bellevue, Poulsbo, Shoreline, Springfield and two regional service providers. She has facilitated intergovernmental agreements in eastern and western Washington criminal justice, courts, growth management, county governance, public infrastructure and city/county finance. Retired after 30 years, Anne now has a management consulting practice and teaches as adjunct faculty member U of W, Evans School of Public Affairs and the Cascade Public Executive Program.

Lloyd Halverson, Range RiderLloyd served as Camas' City Administrator for 24 years; and retired in the spring of 2013. He was City Manager of Independence, Oregon for seven years. International collaboration is an abiding interest. Became WCMA Range Rider, June 2013.

Bob Jean, Range RiderSemi-Retired Range Rider-35 years local government management, started University Place, Newcastle. Then, before Puyallup, cities in Oregon, California and Kansas. Successfully managed a full service city through every conceivable municipal opportunity and crisis you can imagine, including the 1980 Eruption of Mt. St. Helens and its ash fall on Yakima! Since retiring, work part time with Waldron & Company and adjunct professor at The Evergreen State College in the MPA Program.

Al Locke, Range RiderStarted his career in Michigan and Minnesota. Then Kirkland became a 20 year, eventful and happy time of City Management. Retired in 1985, became a WCMA/ICMA Range Rider and ventured into interims twice each in Bothell and Mill Creek. Led new city incorporations in Federal Way, Woodinville, and many others. Longtime active participant in ICMA and WCMA. Past WCMA President and ICMA Vice President. Al has just hung up his “Range Rider” spurs effective this conference. The Association is grateful for his service.

Sheri Sawyer, Assistant Director of the Local Government Performance CenterSheri Sawyer is the Assistant Director of the Local Government Performance Center within the State Auditor’s Office. Free of charge, the Center provides performance-related technical training, online tools and project support to local governments. Prior to her work at the Center, Sheri served as Governor Gregoire’s performance audit liaison for a year and a legislative and policy analyst for the Association of Washington Cities for over eight years. Sheri has an Master of Public Administration from the Evergreen State College.

Dave Williams, Director of Governmental Relations for AWCDave Williams is the Director of Government Relations for the Association of Washington Cities (AWC) where he has served in that capacity for two years. Prior to becoming the Director, Dave was a lobbyist for AWC for nearly 25 years, representing cities’ interest on issues related to land use, the environment, and natural resources before the Washington State Legislature, various state agencies, and when working with other interest groups and local government associations.

Andrew Neiditz, West Coast Regional Vice-President for ICMAAndrew Neiditz was appointed as the first executive director of South Sound 911 in February 2013. For the previous eight years, he served as the Lakewood City Manager, and was the City Administrator of Sumner for five years. He served Pierce County as Executive Director of Public Safety

Neiditz has a Master's degree in Public Administration from the University of Oregon, and a bachelor's degree from Stockton State College. He also completed the Senior Executive Program in State/Local Government at the Kennedy School of Government at Harvard University.

He is a member of the Lakewood Rotary Club, and was previously president of the Rotary Club of Sumner, as well as a member of Tacoma Rotary #8 for 10 years. He's been a member of the Metro Tacoma-Pierce County YMCA Board, Tacoma Urban League Board, the Point Defiance Zoo Board, and the Safe Streets Campaign Board of Directors, which he chaired for four years.

Neiditz was president of the Washington City/County Management Association (WCMA) in 2007-08, and is currently the West Coast Regional Vice-President for ICMA (2010–13). Andrew Neiditz was born in New York, and has lived in the Puget Sound area since 1978. He and his wife, Marie, a teacher, have a daughter, Nicole, and a son, Elliot.

Penny MabiePenny Mabie’s background spans more than 20 years in community involvement, classroom education and public participation with several local agencies. For the past 12 years, she’s been an associate with EnviroIssues, providing public participation, community outreach, strategic planning and facilitation advice and implementation to a broad variety of clients across the Pacific Northwest and beyond. Her public participation experience crosses many sectors, including transportation, natural resources, utilities, contaminated site cleanup, land use and solid waste. Penny has been a member of the International Association for Public Participation since 2006 and has been an IAP2 trainer since 2009, delivering the full certificate program to groups in the Pacific Northwest and Canada.

Sam Imperati, JDSam Imperati, JD, is the Executive Director of the Institute for Conflict Management, Inc. (ICM). ICM is a Northwest-based, national provider of team building, strategic planning, goal setting, mediation, facilitation, and training services with a focus on the public sector and its intersection with the private sector.

Sam has been an attorney for over thirty-three years and enjoys Martindale-Hubbell’s highest lawyer rating (AV.) He has appeared in The Best Lawyers

in America (Alternative Dispute Resolution - ADR) for the past eight years and received the Lezak award for excellence in mediation from the Oregon Mediation Association (OMA) in 2007 and the Oregon State Bar (OSB) in 2010. Prior to ICM, Sam served as a Judge Pro Tem, Assistant Corporate Counsel with Nike, and as a litigator in private practice.

Sam is highly effective in resolving complex disputes, facilitating high stakes public policy issues, mediating multi-party cases, and managing politically charged dynamics. He uses “result-oriented” processes such as effective option generating, realistic risk analysis, and numerous impasse-breaking techniques to facilitate diverse groups of stakeholders to resolution. He creates an environment where issues are explored rather than debated. In doing so, he displays a tireless work ethic, steadfast impartiality, and a proven ability to synthesize mass amounts of information in a short period. Simply stated, Sam gets the job done.

Sam has taught negotiation at Lewis & Clark Law and leadership and negotiation at Willamette University’s Atkinson School of Management (MBA.) He was Chair of the OSB ADR Section, was on the OSB Ethics Committee, was Chair of the Multnomah Local Professional Responsibility Committee, and served on OMA’s Standards and Practices Committee. He has been a member of the Association for Conflict Resolution (ACR), the International Association of Public Participation (IAP2), and the American Society of Training and Development (ASTD).

Sam graduated from the University of Santa Clara, magna cum laude, in 1974, and from the University of California at Davis – King Hall Law School in 1979.

Peter MoyPeter Moy is an FCS GROUP principal with over 40 years of public sector experience specializing in public finance, management and operational reviews, performance audits, and policy analysis. He has worked with a variety federal, state, and local government agencies.

Peter has managed and participated in projects for many fire departments to address strategic planning, financial and policy analysis, annexations, regional fire authorities, revenues and fees, and program effectiveness. His experience includes fire and EMS analysis for the cities of Aberdeen, Bellevue, Bellingham, DuPont, Friday Harbor, Longview, Mercer Island, Puyallup, Sammamish, and Seattle. He has also worked with fire departments in Oregon and California.

Nancy Neraas, Foster PepperNancy Neraas has 28 years of experience as bond counsel for cities, counties, and special districts in Washington and other states on municipal financings, including general obligation bonds, revenue bonds and special assessment district financings. Nancy is bond counsel for approximately 25 Washington cities. Nancy started her career at Preston Gates & Ellis and has been with Foster Pepper for the past 4 years.

Ron Holifield, CEO of Strategic Government ResourcesRon Holifield is CEO of Strategic Government Resources, a full service consulting firm which specializes in facilitating innovative leadership through recruitment and development of strategic leaders as well as strategic vision facilitation. SGR is the third largest local government executive search firm in the nation, and has assisted a number of Washington cities with executive search and city council retreats as well as leadership development. SGR’s current clients include over 300 organizations in 41 states, training over 1000 employees per month. SGR is also the only company in the nation with a comprehensive online learning management system with content designed specifically for local government. Ron previously served almost two decades in City Management with six different cities. Mr. Holifield is a recognized leader in innovation and initiatives to run government using private business principles. While still active as a City Manager, his leadership led “Texas Business Magazine” to name DeSoto as one of the “Best Managed Cities in Texas. Ron is a frequent speaker at conferences nationwide, speaking at over 50 events per year. Most recently he spoke at the Kansas City Manager’s Association Annual Conference and at the ICMA Annual Conference. Ready, Willing and Able!

• Range Riders are retired city/county managers and administrators, willing to provide a confidential assistance and advice to currently active professional colleagues. (Mostly members of WCMA or ICMA).

• The Washington City/County Management Association (WCMA) and International City/County Management Association (ICMA) fund this volunteer program. Washington has five Range Riders.

• Range Riders perform their role under the ICMA Code of Ethics.

• WCMA/ICMA Range Riders are always willing and able to offer a listening ear. Being at the top of the administrative pyramid sometimes makes it difficult to confide in those a manager/administrator works with.

• When appointed city/county managers or administrators need a "third party view" of anything which could affect their professional career, Range Riders will spend all the time necessary to be helpful. Even if they don't have all the answers, they usually know someone who does!

• Resource assistance is a big part of their role too and that includes City Councils and local elected officials. (If or when asked.)

• Of course confidentiality is a vital part of any privileged communication and WCMA/ICMA Range Riders protect it for you.

• For best results; use this help/assistance before you are in crisis!

Protection Island Dinner CruiseJust outside of Port Townsend is an amazing National Wildlife Refuge – Protection Island. Nearly 70 percent of the nesting seabird population of Puget Sound and the Straits nest on the island, which includes one of the largest nesting colonies of rhinoceros auklets in the world and the largest nesting colony of glaucous-winged gulls in Washington. The island contains one of the last 2 nesting colonies of tufted puffins in the Puget Sound area. About 1,000 harbor seals depend upon the island for a pupping and rest area.

This two-hour cruise departs from Point Hudson Marina across the street from the Maritime Center and sails to Protection Island. The cruise includes a salmon dinner and no-host bar for $25 per person.
