Designing Collaborative Workspaces 10:15–11:45 amGrand Ballroom A Speaker: Brooke HamiltonWith the last of the Traditional Generation (i.e., Greatest Generation and Silent Generation) retiring and the current and pending exodus of the Baby Boomer Generation from the workforce, organizations are preparing workspace for the next generation(s)—the Millennials and the generation after—Gen Z.

Millennials and Gen Z grew up with computers and technology as part of everyday life. This next generation of employees also have different perspectives on work-life balance and expectations of organizational values. To attract and retain talented staff, work environments need to be reinvented to capitalize on employees’ work styles that include less structure, collaborative workspaces, and integrated technology to perform work.

Washington State’s Office of Financial Management is responding to this challenge and is leading the charge by insisting state agencies think innovatively and experiment with approaches that modernize their physical office space, provide workplace flexibility, and enable the workforce to be more mobile.

New Broadband Infrastructure is Coming 3–3:30 pmIs your city ready?Grand Ballroom ASpeaker: Victoria LincolnDuring the legislative session, the wireless industry advocated for legislation that significantly preempted cities and removed local control over small cell infrastructure. Thankfully, and due to a lot of opposition lobbying, the legislation failed. However, we expect the legislation to return next year. One reason for the big push from the industry is because over the next few years, they will be investing billions of dollars to meet the growing demand for faster speed internet, in both the wired and wireless space. A significant portion of that investment will go towards new “small cell” wireless facilities in cities. Now is the time for cities to prepare for the rollout of this new infrastructure. You may need to modify or adopt new codes, permitting processes and franchises in addition to educating city councilmembers, planning, and public works staff in order to accommodate new small cell technologies. To protect your city’s interests and fend off future preemption efforts, we are strongly encouraging cities to take action now.

Norm Alberg – Director, Records and Licensing Services Division, King CountyNorm Alberg has a 30 year career - leading a variety of technical, engineering and service organizations, including over 17 years of Executive leadership experience in both the public and private sectors. Norm has worked at King County for the last 8-years, including leading the RALS division for the last 5-years. Norm has lead RALS on a 4-year Continuous Improvement (CI) journey and has presented information on the RALS journey at Washington State’s Lean Conference for the last 2-years, and has made presentations at several State and National forums. Prior to King County, Norm worked 4-years at Starbucks, and 7-years as a Management Consultant. Additionally, Norm previously worked for Washington State, Seattle City Light and the City of Seattle. Norm is Licensed Professional Engineer, as well as a certified Project Management Professional.

Marilynne Beard - Deputy City Manager, City of KirklandMarilynne has worked in local government for over 35 years and at the City of Kirkland for 29 years where she served as Finance Director prior to her move to the City Manager’s Office in 2006. Marilynne graduated from the University of Oregon with a Bachelor of Arts in Education and a Master of Science in Public Administration. In addition to her job with Kirkland, Marilynne is a volunteer mediator for the Bellevue Neighborhood Mediation Program, a public involvement practitioner and a group facilitator. Marilynne is the past President of the WCCMA Board and is an ICMA accredited manager.

Brandon Buchanan - ICMA-CM City Manager, City of WoodinvilleBrandon has been the City Manager of Woodinville, WA since early 2016. Prior to Washington, he served communities as City Manager/Administrator in both Arizona and Kansas. He holds a Bachelor of Science degree in Urban Planning from Arizona State University and a Master of Public Administration degree from the University of Colorado. Brandon is also an ICMA Credentialed Manager. Outside of work, he enjoys running, fishing, camping, and exploring the amazing Pacific Northwest with his wife and three young children.

Tracy Burrows – Executive Director, MRSCTracy joined MRSC as the Executive Director in September 2011. She has over 20 years of local government and non-profit experience, specializing in growth management, transportation, and general city management issues.

Most recently, she was the legislative liaison for the Seattle Department of Transportation where she led the Department’s efforts to develop a transportation funding ballot measure and advocated on behalf of the city on state and federal transportation policy transportation issues. She has also served as the City of Kirkland’s intergovernmental relations manager, where she was instrumental in successful efforts to regionalize fire and police dispatch services and to secure state annexation funding. She has a bachelor’s degree in economics from Williams College in Williamstown, Massachusetts and a master’s degree in urban and regional planning from the University of Florida.

Charlie Bush – City Manager, City of SequimCharlie Bush began serving as the City Manager in Sequim, WA on August 17, 2015. He came to Sequim from the City of Issaquah, WA, where he served as Development Services Director and Deputy City Administrator. His previous experience includes serving as City Administrator in Prosser, Washington, Assistant to the City Manager and Intergovernmental Management Analyst for Bellevue, Washington, in various economic development roles for the City of Phoenix, AZ, and as a Management Intern for the City of Glendale, AZ.

Bush holds a Master of Public Administration Degree from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a Bachelor of Arts Degree in Political Science from Wittenberg University. He is a graduate of Leadership ICMA (International City/County Management Association), the Senior Executive Institute at the University of Virginia, and Leadership Eastside, a community leadership program serving the Eastside of Seattle. Bush is also a Credentialed Manager through ICMA, signifying his nearly 20 years of experience in city management and a commitment to continuous learning and development.

John Caulfield – City Manager, City of LakewoodJohn Caulfield began serving as City Manager of Lakewood, WA after being appointed by the City Council in September 2013. He previously served as City Manager of Mountlake Terrace, WA from 2006-2013. He had served as Deputy City Manager, Community and Economic Development Director, and Finance Director for the City of University Place, WA from1997-2006. John also worked for the City of Federal Way, WA as a Senior Financial Analyst, Financial Analyst and Accounting Technician. Caulfield served as a US Army Ranger assigned to the 2nd Ranger Battalion at Fort Lewis, WA.

Throughout his career, John has actively participated on non-profit boards as a community volunteer and City management professional. He is a Credentialed Local Government Manager and is member of ICMA and WCMA. Caulfield currently serves on the WCIA Executive Committee, MRSC Board of Directors and Tacoma-Pierce County Economic Development Board. He is a member of the Rotary Club of Lakewood and the Friends of American Lake Veterans Golf Course Board.

John earned a Masters Degree in Business Administration from Seattle University and a Bachelor of Science Degree in Business Administration from Boston University.

Jay Covington – Chief Administrative Officer, City of RentonJay Covington has served as the City of Renton’s Chief Administrative Officer since 1990. For eight years prior to his tenure in Renton, Jay served in various positions with the City of Vancouver, WA. He is a past board member and president of the Washington City/County Management Association, and has been recognized by that group and by ICMA for his work in intergovernmental cooperation and other efforts. He has served as a board member of the Association of Washington Cities, Suburban Cities Association, and for over twenty years, co-led the King County city managers & administrators group. Jay has also served on a number of local community boards and commissions, with a particular interest in at-risk youth. In 2005, Jay was honored by the Municipal League of King County with the Public Official of the Year award. And in 2015, Jay and the City of Renton received recognition from the National League of Cities and ICMA for their efforts to build a more inclusive city.

Covington holds a B.S. degree in Business Finance and a Masters of Public Administration from Brigham Young University. He and his wife Sharee have been married for over 40 years and have one son, Cody.

Speaker Bios

John Dickson – Chief Operations Officer, Spokane CountyJohn has been an executive in private industry, state and county government. He’s successfully led large lean transformations in each sector, giving him a very unique perspective on how to be an effective systems-wide lean leader. Currently he’s Spokane County’s Chief Operations Officer and is leading significant operational improvement activities across their 2,000+ staff. Since February 2014, over 500 improvement projects have been initiated and run by county staff that are resulting in significant annual savings/avoidances. John has also been a Dale Carnegie leadership trainer since 2003 and has been ranked as high as the #2 trainer in the world (over 3,000 trainers).

Tracey Dunlap – Deputy City Manager, City of KirklandBefore becoming Deputy City Manager, Tracy served as Kirkland’s Director of Finance & Administration from 2006 through 2014. Prior to joining Kirkland, she was a principal and shareholder in FCS Group, a regional financial and management consulting firm (14 years). An industrial engineer registered in the state of Washington, she has worked with jurisdictions throughout the Northwest to develop and implement cost recovery and fee strategies, security rates, and improve organizational efficiency and effectiveness. Tracey’s experience also includes working for a large defense contractor (5 years) and a major financial institution (3 years). She has presented on a wide array of topics for organizations including WFOA, APWA, APA, WABO, and AWC and contributes to MRSC’s Finance Advisor column.

Brooke Hamilton – Statewide Workspace Strategist, Washington State Office of Financial ManagementBrooke Hamilton is an experienced project manager and workplace strategist with over 13 years of experience. Brooke is currently the Statewide Workplace Strategist for Washington State government in the Office of Financial Management. She coordinates the development of the state’s emerging workplace strategy and fosters successful implementation of innovative policies. Brooke assists agencies in building a modern work environment, by leading successful change management processes and alignment of workplace strategies with the unique culture, goals, and operations of individual agencies.

Brooke has a Bachelor of Science degree from the Evergreen State College. She enjoys gardening, traveling, reading, and time with her family. She recently lived in a tiny house on the Big Island of Hawaii with her family where they managed a small alpaca ranch.

Debra Hentz – Lean Specialist, WA State Auditor’s OfficeDebra is the Lean Specialist for the Local Government Performance Center within the State Auditor’s Office specializing in Lean Academy training and facilitation.

Prior to joining the State Auditor’s Office in January 2014, Debra spent 5 years with Clark College Student Affairs in Vancouver, WA, and 20 years at the Hewlett Packard Company as an Engineering Manager in the areas of product design, lean manufacturing, and worldwide operations. Her primary areas of concentration included project management, continuous process improvement and leading change initiatives.

Debra holds a Master of Public Affairs degree from Washington State University and a Bachelor of Science degree in Mechanical Engineering from The University of Texas at Austin.

Patrick Ibarra – Co-founder and partner, The Mejorando GroupThe Mejorando Group, a change and organizational effectiveness consulting firm that brings fresh thinking, innovation, and next practices to help governments succeed in the 21st century. Mejorando is a Spanish word meaning “getting better all the time” and it reflects Patrick and his firm’s approach with clients who seek to improve the performance of their organizations and the individuals within them. The Mejorando Group’s clients include a variety of cities and counties throughout the nation including several in Washington.

Patrick is a sought-after speaker and has keynoted for hundreds of conferences where he shares practical strategies to leaders in their pursuit to move their organization forward in all directions. He has also authored over forty articles offering specific actions leaders and managers can implement to immediately improve organizational performance.

Patrick has two advanced degrees: a Masters in Public Administration from Arizona State University and a Masters in Human Resources and Organizational Development from the University of San Francisco.

Beth Kennar – Labor/Employment Attorney, Summit Law GroupBeth’s practice involves a full range of labor and employment law matters for both public and private sector employers, including counseling on compliance with legal obligations, training, workplace investigations, collective bargaining negotiations, and representation in litigation and administrative proceedings. Located in Spokane, Beth negotiates union contracts, and represents employers in arbitrations and matters before the Public Employment Relations Commission and National Labor Relations Board. Beth is frequently called upon to provide training and counseling on a variety of employment law matters, including issues under state and federal discrimination laws, state and federal wage and hour laws, and potential claims involving personnel manuals, reductions-in-force, and other employee discipline and discharge issues. She has extensive litigation experience representing clients in administrative proceedings before the EEOC and Human Rights Commission, as well as successfully defending clients against employment claims in state and federal courts.

Adam Lincoln – City Supervisor, City of Pullman Adam Lincoln was previously the Assistant to the City Manager for the City of Lakewood, Wash. For the past ten years, Adam has worked at the federal, state, and local levels of government. Adam is active within the city management profession. He is a member of ICMA, WCMA, and the Government Performance Consortium. He earned his MPA from the University of Washington Evans School of Governance and Public Policy and his BA from Western Washington University. Adam lives in Pullman with his wife and daughter.

Victoria Lincoln – Government Relations AdvocateVictoria represents all of Washington’s 281 cities in the state legislature on municipal finance, energy, telecommunications, and general government issues, such as initiatives & elections. Since joining AWC in 1993, she has also worked on issues such as utility liens, pipeline safety, municipal utility authority, siting, building codes, and open government. Prior to joining AWC, she worked for various state and local agencies, focusing on neighborhood policy and energy efficiency.

Nora Liu – Project Manager, Government Alliance on Race and EquityNora Liu is the project manager for Racial Equity Here, a joint project of Government Alliance on Race & Equity (GARE)/CSI and Living Cities, that supports a new cohort of cities to proactively advance racial equity.Nora brings over twenty years of experience working with communities to improve racial and social equity.

For ten years immediately prior to joining GARE/CSI, she worked to serve Seattle’s communities of color through her positions within the City of Seattle. Nora was one of the major authors of Seattle’s Equitable Development Initiative (EDI)—which works towards a Seattle which is diverse and where all people can achieve their full potential regardless of race or means.

John Marchione – Mayor, City of RedmondJohn Marchione began his third term as Redmond’s mayor in 2016. Prior to his first term as mayor, John served Redmond for four years as a city councilmember. Mayor Marchione has led Redmond in realizing the community’s vision as a progressive high tech community that prioritizes arts and culture, the natural environment and quality schools.

Beyond Redmond, he has served as president of Puget Sound Regional Council and currently serves the Greater Seattle region as Sound Transit Board vice chair. Statewide, he convened tech cities throughout Washington to form the Washington Tech Cities Coalition (WTC2) to advocate for cities’ shared concerns on education funding, infrastructure investment and competitiveness issues.

Mayor Marchione has over 25 years of professional experience in local government working on finance, capital projects, water quality and supply, and economic development. John earned a Master of Public Administration from the University of Washington and a BA from Seattle University.

Anne Pflug – Senior Advisor, WCMAAnne Pflug is retired after 30 years of service in local and state government. She currently teaches public management topics part time at Central Washington University in her home town of Ellensburg and at the University of Washington Evans School of Public Policy. She has served in local government as a City Manager, City Administrator, Finance Director and Planning Director. She has also served state government as a public policy research manager advising the legislature and governor’s office. She has worked with the legislative branch throughout her career starting as an intern in the Governor’s Office in Olympia and later participating in over 1,000 city and county council meetings.

Ms. Pflug has worked in local government management positions in WA and OR including the communities of Bothell, Kirkland, Bellevue, Poulsbo, Shoreline, Springfield and two regional service providers. She has taught, conducted research and facilitated intergovernmental agreements in eastern and western WA on many subjects including criminal justice, courts, growth management, county governance, public infrastructure and city/county finance. She currently serves as a senior advisor to City and County Managers for the ICMA. Ms. Pflug holds a MBA in Management and Finance from Seattle University and a BA with an emphasis in community planning from The Evergreen State College.

Mike Roth – Athletic Director, Gonzaga University Mike Roth enters his 21st season as Gonzaga’s Director of Athletics for the 2017-18 academic year. He has more than 30 years of experience with Gonzaga Athletics, serving as an assistant men’s basketball coach in 1982-83, and then as Assistant Director of Athletics/Martin Centre Director from 1987-1997.

Under Roth’s leadership, the Bulldog athletic programs continue to thrive with unprecedented success on and off the court in terms of NCAA appearances, all-conference performers, departmental GPA, NCAA Academic Progress Rate, and Graduation Success Rate. Roth has also led the department in numerous facility upgrades.

Kristi Rowland – Senior Finance Analyst, City of RentonKristi Rowland’s role with the City of Renton is to drive the performance initiative Renton Results. She has nineteen years of experience in government and is a Lean Six Sigma Black Belt. She has developed and adapted the strategy of the program to align with the priorities and goals of the City. The Renton Results program supports people in discovering and implementing greater efficiency and effectiveness in order to optimize customer service. Kristi leads a small and talented Results Team that facilitates various types of programming, training, discussion groups, book clubs, and process improvement projects while striving to influence workplace culture and norms.

Preeti Shridhar – Deputy Public Affairs Administrator, City of RentonPreeti Shridhar works with the Mayor and the Chief Administrative Officer and helps direct citywide administrative and policy functions, local and regional intergovernmental relations, cable management and franchise operations, and the city’s inclusion program. She also manages the city’s Communications Division, government-access cable television, website, and Print Shop. She works closely with the city’s Community and Economic Development Department on the city’s marketing and branding efforts.

Preeti has nearly 25 years of experience working for the public sector. Previously she served as a Communications Director and a Strategic Advisor with the City of Seattle, and helped launch several regional and national environmental programs. She also helped start Seattle’s first Diversity Commission.

Preeti has several publications to her name and has received national recognition for many of the programs she manages. These include national awards for Renton’s Inclusion Program from the National Association of Government Communicators, National League of Cities, US Conference of Mayors, and International City Managers Association Award.

She serves on the Board for Puget Sound Access and is active with Tasveer, an organization committed to engage and empower the South Asian community. She has participated in local theater. She has Master’s degree in marketing and finance from the University of Minnesota, and a Bachelor’s degree in Economics and Business.

Carol Wilmes – Director of Member Pooling Programs, AWC Carol Wilmes oversees AWC’s Employee Benefit Trust, Risk Management Service Agency, Workers’ Comp Retrospective Rating Program, and Drug & Alcohol Consortium. For the majority of her 35 years with the AWC, Carol administered the Employee Benefit Trust. She is a frequent resource for labor-management task forces addressing the complexities of health care coverage, and frequently speaks at the state and national level on governmental entity health pools and public sector health care trends. She was appointed to the Washington State Health Benefit Exchange Advisory Committee in 2015; serves on the Professional Resource Group with the Washington Health Alliance; and the Member Practices Committee with the Association of Governmental Risk Pools.
