Summer Sizzles! Reflections from 2005

Two West Branch Susquehanna water-way cleanups brought 80 volunteers together & they removed 1.74 tons of debris, an oil tank & 203 tires from Woodward & Grugan Townships.

Funding for this publication was provided by the Clinton County Community Foundation, Inc.

At the Bald Eagle Creek cleanup, CCC joined Central Mt. high school student Amber Young, her family & friends from Luck 7 Meats & the 14 volunteers removed 1.04 tons of debris & 4 tires!

Right-Divers from around the Keystone state & beyond brought 1.64 tons of tires from the West Branch during the Phase II cleanup. Next year’s event will occur on July 29, ‘06.

Above-The largest catch CCC hopes this crew will ever catch from Bald Eagle Creek—a steel table with an iron vise that didn’t want to leave the water & it took over an hour to land!

Dumpers can be a sneaky lot. Years ago, dumpsites were riddled with discarded mail, dog-eared magazines with attached mailing labels & empty prescription bottles with the patient’s name. With trails to follow, tracking down the owner of the trash wasn’t very difficult. As with all living organisms, most of the dumpers are evolving. The evolving one’s burn their junk mail & rip the labels off empty bottles before they “discard” their disposables. The less devel-

oped dumpers just bag it all & let it fly. In July, CCC received a citizen complaint that a site in Clin-ton Co. was repeatedly attracting an habitual dumper. After surveying the area & interviewing the citizen, we asked the State Police in Lamar to send a Trooper to meet us at the site. Trooper Couturiaux collected the discarded mail & maga-zines that the citizen had found in some of the bags & then he snugged on a pair of protective gloves & began sorting through the rest of the collected trash. After the on-site investigation, he proceeded to write up a non-traffic citation to the alleged dumper. After receiving the citation a few days later, District Judge Frank Mills sent the dumper, Mr. Gerald L. Laugman from York, a summons. By September, Mr. Laughman pleaded

guilty to scattering the rubbish & delivered a check for $404.82 to the District Court. News spread & the Clinton County Solid Waste Authority (CCSWA) wanted to reward the citizen for initiating this prosecution & sent the citizen a $250.00 reward. On behalf of all the enforcements agencies involved in this case, CCC would like to remind our readers that CCC & CCSWA are not enforce-ment agencies, but CCC will assist citizens throughout the entire process and/or we may act on their behalf. Again, thank you Trooper Couturiaux, District Judge Frank Mills, CCSWA & especially, the selfless citizen who took the time to call us, meet with CCC & will continue to monitor the area.

As the Clinton County CleanScapes President, I am excited to announce some major organizational changes. First, we have inde-pendently incorporated from the main office of PA Clean-Ways, Inc. located in Green-burg, PA. The reason for this change was initiated back in February when the main office announced they could no longer monetarily support their Chapters & began re-structuring those Chapters as 100% volunteer operations. Most of the Chapters accepted this change, but our Board decided that our mission would best be achieved by in-corporating independently from PA CW, Inc. With incorporation, we will maintain local con-trol of our programming, retain our part-time Pro-ject Director & expand our cleanup locations to

include additional waterway debris removal events in Centre, Clinton & Lycoming Counties.

Our second major change is our official name. In 2000 we began as PA CleanWays of Clinton Co. & as of autumn 2005, our new title is Clinton County CleanScapes (CCC), an affiliate of PA CW, Inc. In closing, I want to per-sonally thank Attorney Don-ald Faulkner of Snowiss, Steinburg, Faulkner & Hall of Lock Haven for assisting us throughout the incorporation process. Thank you! To our readership & members, due to the withdrawal of funding support from the main office,

your annual memberships & special contributions will make a significant impact in our ability to pro-vide cleaner landscapes & miles of debris-free water-ways for many years to come. Enjoy, Tim Holladay.

On June 9th, the Susquehanna River Basin Commission awarded CCC $5,000.00 to pay for trash removal tipping fees on debris col-lected from the W. Branch Susquehanna River. We want to thank Northcentral PA Conservancy’s Renee´ Carey for nominating CCC for this award. Through DCED, State Senator John N. Wozniak provided CCC with a $6,000.00 grant to remove man-made debris from the West Branch Susquehanna River & its tributaries. Thank you Senator Wozniak & to his Administrative Assistant Julie Brennan, we greatly appreciate her assistance throughout the entire application process. Beginning this autumn & running through the winter months, CCC will be site surveying riverine areas in search of flood debris & dumpsites. Cleanup events will begin next spring & run through the summer of 2007. Put your known site on our list by reporting it to our office at 570-893-4123. Thank you & contact us soon!
