UN Interactive Dialogue on Human Rights

Mr. Chairman

Distinguished delegates

This is the fifth time the Special Rapporteur is appearing before the Third Committee in an informal setting whose biased work against Eritrea has been clear. Her mandate was tabled and spearheaded by countries with known hostile stance against Eritrea with the aim of ‘demonizing’ and isolating Eritrea under the guise of human rights concerns. Eritrea all along has registered its rejection of any politically motivated country specific mandate and it equally opposes any abuse of the Human Rights Council by any country or group of countries for extraneous objectives. Bringing the issue from Geneva to the General Assembly is in itself a perpetuation of double standards and politicization of the lofty human rights objectives.

Before my delegation presents its statement, it wishes to set the record straight with respect to the report of the COI that the Special Rapporteur (SR) mentioned in her presentation. That report was not endorsed by the Human Rights Council.

Chair,

In the face of the multiple challenges and hostilities, Eritrea has demonstrated its resilience and steadfastness and has emerged as a stable, secure, and harmonious country. For the Eritrean people

that was determined to safeguard its independence and chart its own development path, it was clear from the outset to rise up to the demands of nation building through shared responsibilities and sacrifices, without any let up.

Yet, Eritrea’s journey for peace, development and human dignity has been attacked and the human rights objective has been obscured by the SR’s involvement in political activism, using any and every opportunity to target Eritrea. . . . The methodology adopted and pursued by the SR lacks minimum level of rigor and professionalism and is not in consonance with the important principles highlighted in GA Resolution 60/251 that stresses impartiality, objectivity and non-selectivity in the human rights endeavor.

. . . As a state party to several core international and regional human rights treaties, Eritrea has submitted its periodic reports to the different treaty bodies, such as the Committee on the Right of the Child (CRC), the Committee on the Elimination of all forms of Discrimination Against Women (CEDAW), the African Committee of Experts on the Rights and Welfare of the Child (ACRWC) and the African Commission on Human and Peoples’ Rights (ACHPR). It has also submitted responses to communications emanating from the ILO.

Furthermore, Eritrea has undergone through the first and second UPR mechanisms. To expedite implementation of the recommendations it accepted, Eritrea has established the UPR Coordinating Body composed of representatives of line ministries and civil society organizations. The meetings of this body are increasingly becoming more frequent with deeper human rights discourse.

Last year, Eritrea concluded the Strategic Partnership Cooperation Framework (SPCF) with the United Nations, a program that runs from 2017 – 2021, with specific budgetary allocations that has taken on board the implementation of all human rights commitments Eritrea made. The commitments are broad in their scope, covering the rights enshrined in the two

important international covenants, namely the Economic, Social and Cultural Rights and the Civil and Political Rights.

. . . The supremacy and the respect of the law is being strengthened by maintaining equality before the law with the principle of non-discrimination as a major pillar. Public sensitization on the new national codes at all levels is continuing to impart better understanding on the rights and responsibilities and the overall judicial system. The campaign on the due process is extensive and it covers all stakeholders, including public officials and enforcement agencies. Preparations are underway to translate the national codes in all Eritrean languages. The codes are already available in three languages: Tigrigna, Arabic and English.

. . . Before concluding, my delegation wishes to say a word or two on the country specific mandate on Eritrea. As alluded in the introductory part of the statement, there is regional and geo-political dynamics that sees human rights instruments as a political tool that could be exploited and manipulated.

The mandate that created and renewed the work of the SR continues to be negotiated and consulted mainly among some of our partners and the delegation of Ethiopia. This is a country with known egregious human rights abuses, and a country that continues to occupy sovereign Eritrean territory in violation of international law and a country that continues to advocate for

the sanctions on Eritrea to be maintained and strengthened.

So it is important to ponder whether this is about human rights concerns for Eritreans by the Government in Ethiopia, or advancing its policy of conflict and destabilization by any other means. The evidence on the ground points to the latter.

There is also the larger question whether country specific mandates are useful tools in the promotion and protection of human rights. Lest we forget, country specific mandates were the main source of concern and the reason for the General Assembly to establish a new body, the Human Rights Council, with the Universal Periodic Review as a key tool to scrutinize human rights records not only in developing countries, but everywhere.

So it is important that we don’t undermine the UPR mechanism with proliferation of country specific mandates in the promotion and protection of human rights in all countries.

A seminar with a view to augmenting voluntary blood donors in the Southern Red Sea region was recently organized in the port city of Assab.

The chairman of the voluntary blood donors association in the region, Mr. Ga’as Ahmed, said that vigorous effort is being made to strengthen the Association’s organizational capacity.

He further explained that taking into account the significance of voluntary blood donation in saving lives, heads of line ministries and public institutions have become members of the association and called for reinforcing participation.

The regional Governor, Ambassador Mohammed-Seid Mantai, on his part stressed the significance of voluntary blood donation in saving lives, and reiterated that the regional administration would provide continued support to the association in its endeavors.

The Eritrean Voluntary Blood Donors Association set up in 2013 has branches in all the Administrative regions.

Road renovation campaign along Nakfa-Adobha-Afabet that was damaged due to flooding is being conducted by the residents. The undertaking that got underway in September covers 35 Km. from Nakfa to Adobha and 40 Km. from Nakfa to Afabet.

The participants stated that the road was severely damaged due to flooding and as a result the residents used to face difficulty in transporting patients and pregnant women to health facilities, besides carrying out daily activities.

Meanwhile, the dirt roads lining Nakfa with Rora administrative area, and Nakfa with Agrae have been renovated through popular campaign.

Smart Standardizing of the Eritrean Standards Institution

A standard is a document with a set of experts-approved principles that encourage organizations to deliver goods and services in an appropriate manner. Organizations have a moral obligation to conform to certain standards so that people can remain healthy, enjoy life and feel safe. The Eritrean Standards Institute (ESI) makes sure standards are met by organizations and business people by promoting standardization, quality assurance and metrology (calibration services of various types of measurements).

The ESI, an autonomous statutory standardization body in Eritrea that has a separate juridical personality, was established in 1995. Its head office is in Asmara and has branch offices in the ports of Massawa and

Assab. It is led by 12 members of the Board of Directors and a manager, the ESI has four departments: Standardization, Quality Assurance, Metrology as well as Testing. The board is composed of members from ministries and institutions and the General Manager acts as the Chief Executive Officer responsible for the daily administration of the institution within the broad guidelines formulated by the board.

So far, the ESI has published 446 National Standards. These national standards are categorized for Food and Agricultural products (solid and liquid), as well as for building materials such as chemicals, textiles and others. ESI is working upon the weights, measures and quality of products such as cement, clay bricks, reinforcement bars, galvanized corrugated steel sheets, wires and wails, hollow concrete blocks, aggregates, paper, safety matches, glass bottles, cereals, pulses, oil Seeds, edible and industrial salt, beer, ethanol, edible vegetable oil, fresh

and processed fruits and vegetables, milk and milk products, tea, cotton fibers and yarns.

The first objective of the ESI, is to give standards to goods imported or manufactured in the country. Standards are developed of by consensus among specialists and are later approved by the board. ESI’s role is to be a custodian of the board approved set of standards. According to the institution’s data, there are 400 unpublished standards but are technically inspected by technical committees and approved by the board. These additional standards are expected to be published and implemented as the institution increases its capacity.

ESI conducts seasonal random standard inspections in various parts of the country, according to the General Manager, Mr. Beyene Misghna. The manager said that with people’s life style changing, the use of packaged food is increasing immensely, which in return can be a reason for many side effects. Mr. Beyene noted that the quality of products in a nation goes in parallel with the living standard of the people; so acquiring standardized products would yield a healthy community, and good living standard. Moreover, having products of organizations conform to standards encourages competition in industries.

Awareness of quality in the Eritrean society is relatively fine and, according to the General Manager, people have the basic know-how of quality of products, it is only a matter of affordability as to whether people select the best products.

The Quality Assurance department within the ESI tests the technical aspects of products by taking samples. It can do these tests only for those productions that enter the country through legal means. Quality assurance officers, according to standards, check whether the product conforms to the outlined criteria and approve the quality of the product. This department assists the laboratory section in the ESI. The quality assurance and certification operation of ESI is governed by the “Standards Mark and Fees Regulations Legal Notice No. 34/1997”, the general rules for ESI certification system and specific rules of certification scheme. Under this system, manufacturers or suppliers of products, make products or give service by conforming to relevant Eritrean Standards (ES). The

mark or certificate is an assurance to the consumer that a product or the process complies with the requirements of the relevant ES. ESI has been actively conducting quality assurance activities (testing and certification) on various imported, exported and locally manufactured products such as oil seeds, pulses, salt, beer, ethanol, safety match, nails and wires, steel sheets, bricks, glass bottles, etc.

The quality assurance department implements standards through laboratory testing to protect the interests’ of consumers, manufacturers as well as suppliers. It also secures wider markets for Eritrean products and strives to achieve and sustain global competitiveness. In order for the quality assurance activities to be carried on effectively, testing facilities are imminent. Therefore, ESI testing laboratories conduct tests activities according to validated test methods and accepted international norms. ESI strives to introduce Quality Management System (QMS) of ISO/IEC 17025 for its testing and calibration laboratories. ESI has three testing laboratories: The Engineering laboratory for testing building materials, the Chemical laboratory for determining chemical contents of products and the Micro-biological laboratory for determining microbiological quality of food.

Moreover, the quality assurance department provides training and consultations related to testing, quality, quality control, quality assurance and QMS to local manufacturers, importers, exporters, consumers and assist some organizations in introducing QMS that match with the international standards (ISO 9000). Further, the institution provides training on

chemical and physical laboratory tests to various laboratory technicians from different manufacturers. As ESI is a member of the International Organiza tion for Standardization (ISO), it periodically sends its employees overseas for short term courses on standard. The institution has around 50 employees who are involved in various activities.

ESI follows a separate documented QMS to conduct its activities smoothly. Drafting and following a QMS allows any organization to offer products of no defect. The long term plan of the institution is to advance its activities from product standard certification into system certification of organizations.

To protect the interest of the consumer, ESI conducts Product Certification to check whether products comply with ES or not. Manufacturers and importers whose products meet the Eritrean Standards are granted permit to use the Eritrean Standards Mark shown in the picture.

The objective of this scheme is to convey to the consumer that the goods have been tested and certified by the institution within a reasonable assurance of quality.

The legal metrology of the ESI provides annual calibration services to the balances, weights,

fuel dispensers and tankers which are being used in commercial transactions throughout the country. The calibration department manages measurements of any transactions made between businesses or a business and to consumers. This department makes sure all the scales used for measurements are optimally calibrated according to what they are labeled. The tools (e.g. dispensers) are annually measured and calibrated to the numbers adjusted in the frames. The institution may seize and detain any measuring instrument which does not meet the standard of the Weights and Measures Regulations.

As long as making standards is a unified activity, the ESI makes sure all sectors in the country are cooperative. Hence, the stakeholders of ESI are the consumers, traders, suppliers, manufacturers as well as government and non-government parties.

Standards benefit both consumers and producers. The ESI always works to protect the consumer, the environment and the overall economy which can directly be reflected in the living standard of the people. Mr. Beyene said that if organizations make standards their ultimate foundation, they will open door for competition which will be useful for their survival and the prosperity of the economy and, with possible publicity of their products regionally and internationally.

‘Standards Make Cities Smarter’, was the theme of this year’s World Standards Day. It is all linked with safety, security and sustainability of products, services and systems. In the meantime, ESI makes sure quality is measured and certified by all means.

Ancient large Mammals from EritreaTsegai Medin

Mammals are among the most adaptable animals on the planet. They are found on every continent and in every ocean, and range in size from tiny bats to enormous blue whales. The basic body type is a terrestrial quadruped, but some mammals are adapted for life at sea, in the air, in trees, underground or on two legs. The largest group of mammals have placenta, which enables the feeding of the fetus during gestation. With the exception of the five species of monotreme (egg-laying mammals), all modern mammals give birth to live young. All these five egg-laying mammals are found only in Australia and New Guinea.

Mammals are among the most successful groups. One of the main reasons for their success is the way they move. As a group they use every possible form of locomotion. Terrestrial mammal species walk, run, jump, climb, hop, swing, dig, and burrow and the aquatic ones swim, shuffle, and dive. A few of them even fly. Their diet and behavior vary. Some are carnivores (meat eaters), others herbivores (plant eaters) and many others are omnivores (meat and plant eaters). Many carnivores are top predators and live generally solitary lives like, jaguars, tigers, and polar bears. In contrast, lions, otters, wolves, and dolphins live in family groups. Some herbivores have more social life, especially hoofed animals like deer and zebra. These mammals, by living in large groups, gain both protection against becoming another animal’s meal and more opportunities to breed. Among omnivores, primates are known for their high intelligence and rodents for their high numbers.

Some mammals are intelligent,

with some possessing large brains, self-awareness and tool use. Mammals can communicate and vocalize in several different ways, including the production of ultrasound, scent-marking, alarm signals, singing, and echolocation. Mammals can organize themselves into fission-fusion societies, harems, and hierarchies, but can also be solitary and territorial. Most mammals are polygynous (the state or practice of having more than one female mate at a time), but some can be monogamous or polyandrous (the state or practice of having more than one male mate at one time).

Mammal bones, especially skulls, are used for identification and to work out the evolutionary history of each species. For example, the jaws of a domestic cat are more lion- than wolf-like. The teeth of horses and zebras look similar. The ear bones of mammals were once the jaws of prehistoric reptiles. And so on. However, despite these differences, all mammals share four traits. These include: hair, mammary glands, a hinged jaw, and three tiny middle ear bones. In addition, most mammals have specialized teeth and moveable external ears.

The Old World tropics –Africa, South and Southeast Asia, and Oceania – were relatively safe when severe extinctions occurred around 1.0 million years ago. As a result, today, the Sub-Saharan Africa and southern Asia are the only regions that have terrestrial mammals weighing over 1000 kgs. However, there are indications of large mammal extinction events in the tropics around 2.0 million years ago, which coincide with key stages of human evolution and climatic trends. The continents of Africa

and Asia, as the centre of human evolution and expansion, were inhabited by advanced hominids by 2.0 million years ago, with Homo habilis in Africa, and Homo erectus in both continents.

Throughout the evolutionary process various mammals became extinct, whilst others have been replaced by their modern descendants. A mammal species is extinct when the last existing member dies. As long as species have been evolving other species have been going extinct. It is estimated that over 99.9% of all animal species that ever lived are extinct. Extinction, therefore, becomes a certainty when there are no surviving individuals that can reproduce and create a new generation. There are a variety of causes that can contribute directly or indirectly to the extinction of a species or group of species. As American biologist Stephen C. Stearns said, “the causes for each extinction are varied – some subtle and complex, others obvious and simple”. However, the simplest argument is any species that cannot survive and reproduce in its environment and cannot move to a new environment where it can do so, dies out and becomes extinct. Generally, the average lifespan of a species is estimated to be between 1.0 to10 million years.

Today, the Eritrean Danakil is inhabited by different large mammals. However, bearing in mind the harsh environment of the region and increasing pressures of human activities, they are losing ground. Among the main known mammals from the area include: Common warthog (መፍለስ), Wildass (ኣድጊ በረኻ), Dorcas gazelle (ሓጻር ኢራብ), Soemmerring’s gazelle

(ነዋሕ ኢራብ), Ostrich (ሰገን), Spotted hayna (ትንኳዕ ዝብኢ), Black-backed jackal (ዉኻርያ), Rock hyrax (ጊሐ በረኻ), Abyssinian hare (ማንቲለ), Squirrel (ምጹጽላይ), Hamadryas baboon (ህበይ), etc.What’s interesting here is that the ancestors of all these extant mammals were inhabiting the same ecological habitat, at the Eritrean Danakil, for the last 1.0 million years.

The Eritrean Danakil Depression was home to diverse mammals millions of years ago. This geological platform of the East African depression, at the intersection of the Red Sea, the Gulf of Aden and the East African Rifts is known for its huge role in the evolution, dispersal and extinction of mammals. Today, an extensive geological study within this area demonstrates, sedimentary layers are preserving bountiful evidence of fossil bones of large mammals, some of which are totally unknown today.

The geological setting of these areas shows the environment of the Buia area was dominated by alluvial fans and high energy streams, with some swampy to lacustrine ponds, which are favourable for mammals to dwell in. In addition, several studies have indicated that today’s desert and inhospitable area of Buia was once characterized by the availability of freshwater ponds and grassland (savanna) environments on adjacent coastal and flood plains. Recent Isotope study further demonstrated the presence of a temporarily and restricted lake in the area during the Pleistocene epoch (2.0 million to 10,000 years). These environments developed along the coasts just after the lacustrine regressions allowed the setting of favourable conditions for mammals, including humans, to thrive. The fossil record shows,

the wide range of the Buia basin has been inhabited with diversified fauna and hominins for the last 1.0 million years. At present, the Eritrean Danakil is attracting the attention of many researchers for its huge potential information related to evolution and extinction of mammals. So far, it has been known that large mammals inhabited large territories of the Eritrean depression along different humans. The majority of these mammals known from the fossil record in this area are totally different from the animals known today.

More than two decades of scientific studies at the Eritrean Danakil depression show diverse evidence of the existence of mammals about 1.0 million years ago. Among these include, three different species of pigs, hippopotamus, elephants, horses, gazelle, rhino, giraffe, a unique species of extinct genus of African wild cattle and a Homo erectus like human species. Apart from these, evidence of large carnivores of Hyenas is documented from this area.

The presence of such diversified species of mammals at the Eritrean Danakil Depression reflects to a mosaic type of ecosystem around 1.0 million years back. In this ecologically diverse habitat mammals were facing the harsh fluctuation of environment known to have occurred around 1.0 million years ago. As a result they had to compete for their daily diet and life. Today, descendants of those who were able to deal with such evolutionary challenges survived till present but others became extinct. This process refers to the fundamentals of evolution, “animals which are most suited to their environment are those which are best fitted to survive”.

A meeting with a focus on enhancing the quality of education was conducted with parents of seven administrative areas in Foro sub zone.

At the meeting, the head of the Ministry of Education branch at the sub zone, Mr. Ismael Ali indicating the significance of the tripartite relationship among parents, students and teachers in enhancing the quality of education and increasing the number of students enrolment, called on an enhanced role and contribution of parents and students and teachers for nurturing competent and outstanding students.

Head of social services in the Foro sub zone, Mr. Zerezghi Nemariam on his part said that concerted effort is being exerted to nurture competent youth well-equipped with knowledge and skills.

The participants on their part expressed readiness to play due role to enhance quality education and promote female enrolment in particular.

There are 34 schools ranging from pre-school to secondary schools in Foro sub-zone.

A MEEting on EnhAnCing quAlity of EduCAtion

As a result of the strong conservation effort made from 1994 to 2004, the number of the sea turtles, which have been on the verge of extinction, has increased significantly.

The Director of Research in the Ministry of Marine Resources, Mr. Tekle Mengistu, stated that the number of the five species of sea turtles found in Eritrea, which have global significance, have greatly increased. He also underlined the need for reinforced preservation activities.

Noting that only one sea turtle out of 1000 hatched turtles has been able to survive and reproduce, Mr. Tekle

Meanwhile, The PRC Embassy in Eritrea made a contribution of 40 wheelchairs for the disabled citizens. Present at the handing ceremony were, the Minister of Labour and Human Welfare, Ms. Leul Gebreab, and the PRC Ambassador to Eritrea, Mr. Yang Zigang were present.

This is part of Turkey’s strategy to share its experience with the Continent. I should underline that overall Turkish investment in Africa recently surpassed 6 billion USD. These investments are providing much needed jobs and infrastructure whilst assisting local economies and increasing the exports from host countries to third countries.

Before concluding, I would like to touch upon the heinous coup attempt that targeted Turkey more than a year ago on the 15th of July 2016. Gülenist Terror

Organization (FETÖ) attempted to overthrow the Government, to assassinate the President and also bombed the Parliament. What happened that night was an attack on the Turkish state by traitors who infiltrated the Turkish military. Furthermore, 250 of our citizens were killed and more than 2000 were injured. All this sacrifice was not in vein. The Turkish nation defended democracy with courage and determination.

On this occasion, I would like to pay our utmost respect to our Great Leader and Founder of the Republic of Turkey, Mustafa Kemal Atatürk and all the martyrs who fought and gave their lives for the independence and welfare of Turkey.

Last but not least, I would like to

extend my sincere congratulations to the city of Asmara for being listed on the UNESCO World Heritage List. I am also happy to express that Turkey has given her full support for this project.

said that 210 out of the 300 islands of Eritrea are conducive for sea turtles reproduction and habitation.

Mr. Tekle reiterated that the Ministry of Marine Resources has declared a proclamation regarding sea turtles and called on the public to reinforce participation in the effort being made to preserve the bushes and mangroves in the coastal areas.

He also indicated that since 2005, Eritrean tags have been attached on more than 170 sea turtles and released back to the sea. He further said that seminars will be organized to the residents of the islands and coastal areas to increase their awareness on the importance of preserving the sea turtles.

Thank you for your time. How long have you been in the pastry buisness?

Thank you for having us. I started working when I was a 12 year old boy. I had worked with Italians for years until I started my own business. But I have been in the pastry profession for almost 67 years now.

You also had a passion for sports besides bakery?

Well yes. I enjoyed cycling, but the thing is that we only had the passion for sports at that time. It wasn’t the right time for the Eritrean youth to become anything they wanted, we were financially troubled and we had to work extra hard to be financially stable. We had to make so much effort to participate in sports since we had to work. We used to train early in the morning and went straight to work hoping we were not late. However, I became the chairperson of the cycling committee under the Ethiopian rule for five years, and we were the champions for five years.

Pastry Legacy; From the Italians to the SonsAsmait Futsumbrhan

Enjoying a good pastry with a cup of cappuccino or tea, has been an Eritrean tradition for years. Bignne, Crosons, Dononats….are the famous pastries Eritreans cannot go without having. It could be for that reason that Asmara is full of famous pastry shops serving its people and tourists.

Today, we invite Mr. Emmaha Araya and His son, Finan, to talk about the pastry business. Now 78, Mr. Emmaha has been in the bakery business for almost all his life. He worked with Italians who left him with a profession of a life time. He has now passed down his legacy to the new generation.

It was established a 100 years or so ago. It is one of the oldest bars and pastry shops in Asmara. It used to be owned by Italians. I bought it in 1988. I had it repaired for two years. But it was opened after the independence of the country in 1991.

The Italian pastry is known for its quality and taste. They have shared the pastry experience with us, making Eritrea one of the few places where good pastry is found. I learned from the Italians and had the experience working with them. Maintaining

When did you start working at the pastry?

Our father has trained us carefully and interestingly since were young kids. Now, we all can make any type of cake or pastry. For instance, I was trained when I was a 12 year old boy. And I thought that since I was able to make a decent pastry I was going to start working immediately with the experienced employees. However, my father thought differently. He believed that in order to be a good baker chef one needs to be perfectly aware of cleanliness. It turns out I was in the cleaning team for a year. So I cleaned for almost a year and when he made sure that I was good, then I started to bake. Again, by the time I was back from Sawa is when I seriously

the quality is what most lack. We still use the recipes from Italy. We make different types of pastries with ingredients from Italy. Fortunately, we managed to keep our consistency until today. We have worked hard in upgrading our pastry standards by improving our stoves and machineries.

I have shared my knowledge of baking and making cakes with my kids and employees. Most of my employees have been with us for more than ten years.

That is what pleases me the most. Everyone does their part here. It is a family business, which is how it should be. Everyone can make a pastry while administrating the café.

How hard is it to manage a pastry business?

Everything is hard at first but it gets easier when you actually start to do it. It is tiring of course; running a pastry business isn’t an easy job. You start your day early at 4am and only get to sit down at 10am to have breakfast. Not only that, it requires so much attention and persistence to make the exact amount of good pastries. Every type of cake requires different recipes and that requires an accurate memory. So I would say that I can be hard at times, but it gets better when you see customers enjoy a bite of a cake.

You have various designs for cakes…

We work to develop and update our standards. I try to learn new recipes and designs from books or the internet. So, I have artists helping me with the outlines which makes it easier to get the desired design accurate. We

make unique designs for special occasions. We don’t accept too many orders at the same time as the cakes take time to make, but we manage to make as much as we could most of the time.

Do you also have a passion for sports?

Yes we are a sports family. I am a car racer and my little brother is a cyclist. The whole family supports him unconditionally. But as for me, I want to continue my pastry profession, car race is just a hobby for me.
