MEMORANDUM OF UNDERSTANDINGBetween Representatives of Civil Society of Ukraine Committed to Join the Process of Recovery of National AssetsStolen by the Former Prime Minister of Ukraine, Mr. Pavlo Lazarenko Mr. Lazarenko stole an estimated $250 million from the government while in office, and in 2006 was convicted in the United States of money laundering, wire fraud and extortion, and these stolen funds currently are frozen in bank accounts in the United States, Switzerland, Antigua, Lithuania and Guernsey; The fate of most of these stolen funds currently lies in district court of Washington, D.C., and that the United States Department of Justice has a primary right to receive the funds; We believe that these stolen assets should not be returned to the government of Ukraine, but should be managed by an Independent Foundation in partnership with skilled financial institutions and international organizationsTRANSCRIPT
